국방과학연구소는 정밀기술진흥대회에서 우수 첨단기술을 보유하고 있는 산업체 및 연구소들과의 치열한 기술경합을 통해 4번의 대회참가 중 3회에 걸쳐 금상을 수상받은 최초의 연구기관으로 기록을 남겼다. 군 무기체계를 연구개발하는 국방과학연구소가 정밀기술진흥대회 참가를 통해 대.내외적으로 공인된 관련기술들을 산업체에 개방 및 기술이전함으로써 국가산업 경쟁력 제고에 기여하였다. 지금은 세계 속의 경쟁력있는 연구소를 목표로 하고 있기 때문에 세계 수준의 첨단기술 및 기술 경쟁력을 확보하기 위해서는 대외적인 각종 정밀기술대회에 능동적으로 참가해야 할 핑요성이 증대되고 있다. 우수한 첨단기술을 보유한 산업체들가 기술경쟁을 통해 연구소가 보유하고 있는 분야별 국방관련 기술이 산업체보다 우수함을 검증받아야만 산업체에서 필요로 하는 관련 기술을 산업체들에게 효과적으로 이전시켜 줄 수 있기 때문이다. 따라서 연구소의 주체인 연구원들이 대외의 각종 정밀기술진흥대회에 자발적인 참가를 통해 자체 보유기술에 대한 대.내외 검증과 이로 인한 창의적인 기술개발을 보다 활성화시킬 수 있도록 연구소 차원의 지원과 관련제도의 뒷받침이 절실히 요구된다.

In the past, technology commercialization was implemented in a narrow sense, such as technology transfer or start-up support. It has been pointed out that lack of entrepreneurial experience, failure in technology development, and insecure markets lead to failure of technology commercialization. The project supporting direct commercialization of technologies owned by academic and research institutes conjoins public funds and operating power of large enterprises to introduce a new technology commercialization model that combines commercialization technology with capital, market, and government policies. And pain points for direct commercializing technology was derived. Through research and analysis, a gap was found between the demand factors and the capability of the actors performing the technology commercialization, and it showed a significant correlation with the paint points. In consequence, measures were drawn to improve support policies to enhance the efficiency of commercialization of technologies held by universities and research institutes.

The company's technical reserves in accordance with the internal skills and external technology commercialization capacity and to analyze the impact on the performance of technology commercialization and financial performance of the company. External technology funding, internal and external technologies marketing, internal and external technologies production, outside of the external Technology Commercialization technique was investigated to affect the financial performance. Financing, marketing capability, and the production base is completely mediated effect acting from within the technology business technical achievement, but funding and the regulation of full-mediated effects on the financial performance in the external action, technical marketing skills and capacity of external technology in part mediated effect was investigated by the effect on financial performance.

The measure to encourage participation of ESCO business for companies with core technology may vary on the conditions of preference policy considerations. Accordingly, the three measures are can be suggested, evaluation points for incentives, loan allocated to a separate, and participation with consortium. This study recommends that the evaluation points for incentives is preferred in the ways. If the assumption that the allocation of large amounts of money, the amount of the loan allocated to a separate may be considered as suboptimal.

Although the government continues to increase its investment into R&D, the technology transfer or commercialization success rate of the government- sponsored research institutes was lower than the investment. This research suggested the method of successful technology transfer through case study of technology transfer of the government-sponsored research institutes. Based on the case analysis of three types of technology transfer programs (corporate-demand model, technology-based model, and consortium-focused model) conducted by the K research institute, the study explained in detail that the technology transfer method by discovering potential companies in need is more effective compared to the general technology transfer marketing that advertises the technologies obtained by the research institutes to companies. In addition, since the preliminary R&D planning that considers the needs of the companies in demand has positive influences on the results of technology transfer, this study implied the importance of the strategic R&D planning.

현재의 단계에서 전적으로 위성 보유라는 것이 비록 초기부터 국내기술에 의해 전적으로 제작 발사하는 것을 의미하는 것은 아니지만 적어도 2세대 위성부터는 우리의 기술에 의해 설계.제작할 수 있도록 하는 것이 우리 모두의 바램일 것이다. 따라서 '96년으로 다가온 국내단독 위성보유와 함께 위성에 대한 일반적인 개요와 위성보유에 따라 달라질 것으로 예상되는 생활 주변의 일들에 대하여 미리 알아보고자 한다.

This study examines the possibility of implementing the technology financing for export-import based small and medium sized enterprises. Our sample consists of 2,753 small and medium sized enterprises, receiving financial support from the Export-Import Bank of Korea for the period of 2011-2013. We find that only 400(200) firms reserve IPs(patents) annually. Given that IPs are likely to concentrate on manufacturer industries such as electronic components, computers, video, sound and communication equipment manufacturing(KSIC 26), other machinery and equipment manufacturing(KSIC 29), manufacture of motor vehicles and trailers(KSIC 31). We also find that the total assets, sales and R&D expenses of IP holding companies greatly exceeds those of companies without IPs. In addition, IP holding companies' liquidity seems slight edge and the leverage ratio is somewhat lower. However, profitability ratios of IP holding companies are rather than harsh or similar level. 20~30% of IP holding firms show very week credit scores, implying that banks' default risk is expected to be significant.
