As drone industry increase with the advent of the 4th industrial revolution, yet ensured the safety of a drone crashing and incurring accidents which may result in significant damage to human life and assets. Thus, the authentication of drone safety is very urgent. For this reason, many countries are in need of institutional improvement in the aspect of authentication/legal systems by considering the importance of safety for drone. In this study, the regulations, research, and standards concerning drone safety are compared and analyzed. The analysis results can be used for improving the regulations of drone safety and standardization. The study can be contributed to invigorate drone industry by ensuring drone safety.

A legal system is designed to regulate social phenomena appropriately minimizing potential disputes arising out of conflicts with social phenomena and to seek for stability of legal life. The development of information technology and network infrastructure changed way of communication significantly, which realized the new transactional concepts, such as EDI(Electronic Data Interchange), Commerce At Light Speed(CALS) and Electronic Commerce(EC). However, current legal systems of each nation, which are based upon the paper document, do not seem to accomodate such types of emerging transactions. In that context, we can observe many issues which cannot be resolved among the parties involved in such transactions even under the several sui-generis statutes regarding EDI in Korea. Based upon the recognition of the above circumstances, this paper will browse legislative efforts in advanced countries and international institutions like UNCITRAL, and WTO. Also this will cover outstanding issues in relation with the deployment of electronic commerce in Korea and suggest what should be revisited for better accommodation of the changes going on.

This study aims to examine the state of accidents and related issues related to Theme Groups experiential learning experiences of students and suggest ways to improve security measures to prevent future incidents. Case studies of the sunken Sewol ferry and the collapse of the gymnasium at Mauna resort in Gyeongju are conducted by analyzing the existing literature and the data collected from the media sources and related agencies. With a basis on the findings of the analyses, it is suggested that legal foundation and disaster and risk management systems (systematic revision of the laws, raised safety awareness among citizens, production and education of security managers, formation of disaster management organizations, establishment of headquarters in case of emergency and installation of first aid facilities, improved national response system, enforcement of disaster drills, introduction of assessment system, etc.) must be established to contribute to creating a safer society.

This study sought to examine and revise the 'Multicultural Family Support Act' for domestic multicultural families. To this end, we looked at the Multicultural Family Support Act along with the current status and support policies of multicultural families. First, as in Article 1 of the Act, it proposed to reflect Article 3 of the Article 5(basic ideas) to realize the purpose of the law contributing to 'improvement of quality of life' and 'social integration'. Second, the current law stipulates that support and related policies should be implemented every five years, and by conducting planning and due diligence surveys every three years, it suggested the necessity of consensus on the disagreement between the support policy and the planning period. Third, the government proposed a revision to the mandatory regulation (that is, it should be done) under the provisions set by law. Finally, we proposed a plan to designate 'Multicultural Family Day' or to designate it with other family days. As the globalization of the members of each country, which has been rapidly continuing in the 21st century, it is expected that Korea will be able to welcome them and review the act and institutional devices that can be together more than ever.

This study reviews urban infrastructure and housing management in Kuwait to establish a strategy for going abroad in an urban management sector after the construction of the Kuwait New Town. This study reviews legal systems and governance related to urban infrastructure and housing management as well, offering implications that are collated from international and Korean case studies. By doing so, this paper proposes a governance structure for urban infrastructure and housing management along with key agendas for local institutional improvements. This study suggests that the establishment of a legal system equivalent to the Korean Multi-family Housing Management Act is a key to institutional improvements. The (tentatively entitled) 'Housing Management Act' is proposed to specify the scope and the ways of management in mandatory management subject to local conditions. The direction of going abroad, such as the management scope and the implementation system, discussed in this study can be used as a reference when expanding into other countries in the Middle East that have similar institutional environments to Kuwait in urban infrastructure and housing management.

현재 우리내의 지적제도는 도해지적이 가진 문제점으로 인해 도상과 현지경계가 불일치하는 지적불부합지를 양산함으로써 많은 문제점을 야기 시키고 있다. 이를 해결하고자 지적재조사 사업 추진에 대한 논의가 활발하게 이루어지고 있지만, 사업 시행 시 예상되는 갈등영향은 청산이내 경계분쟁 위주의 지엽적 논의로 이루어져왔다. 따라서 본 연구에서는 갈등이론을 토대로 갈등현황 및 한계를 도출 및 해소하기 위해, 지적재조사 사업에 대한 갈등영향평가, 조정기구의 도입, 전담추진기구 창설, 청산과 관련한 법제도의 정비, 사업소요비용의 국가전액 부담과 같은 해소방안을 제시하였으며, 사업의 원활한 추진을 위해 갈등영향평가 실시에 대한 정책적 필요성을 제안하였다. 이를 통해 지적재조사 사업 시 예상되는 강등에 대해 대처하고자 한다.

From the comparison of the current systems for the spatial statistical information in some countries, USA, UK, Canada, and Japan, it was reviewed how to manage and control the spatial statistical information. And it was discussed on the types of the administrative structures and the law systems, and the types of the applications to manage the spatial statistical information. Finally, it was suggested to the strategies for the standardization of spatial statistical information as the NGIS framework data.

물류 서비스는 경제 주체간의 원활한 상품 수송을 도모하여 구매 소비를 뒷받침하는 효율적 경제 및 시장의 필수조건이다. 한국의 물류산업의 경쟁력은 선진국에 비해 낮아 국내 물류활동 현황을 살펴보고 선진국의 물류 효율화 전략을 점검하여 물류 효율화 방안을 모색하여야 한다. 한국의 국가물류비와 기업물류비는 선진국에 비해 높은 수준이나, 비금속 등 일부 제조업의 기업물류비가 과도하게 높은 것으로 분석된다. 국내 물류산업의 문제점을 살펴보면 수요 측면에서는 2PL 의존도가 높은 것이 문제가 된다. 그룹 소속의 2PL 업체로 인해 물류 비효율이 발생하고 물류업계의 대형화, 전문화 실현에 어려움을 야기하고 있다. 공급측면에서는 물류전문기업이 부족하다. 영세기업 저부가가치 사업 위주의 산업구조로 인해 물류전문기업이 부족하여 물류 효율화 효과가 미미하다. 또한, 인프라 측면에서도 국내 물류 인프라가 미비한 현실이다. 높은 도로의존도로 과중한 수송비 부담 및 낮은 물류분야 표준화 수준으로 물류 효율저하가 우려된다. 한편 법제도 측면에서도 물류산업 관련 제도 개선이 미흡하다. 물류산업 관련 제도가 현장을 반영하지 못하고 있으며, 정부기업의 민간 참여 등의 불공정 물류 정책으로 국내 물류산업의 발전이 제한적이다. 다음은 현대경제연구원 이장균 수석연구위원이 발표한 "국내 물류산업의 문제점과 물류효율화 방안"의 주요 내용을 요약 정리한 것이다.

최근 해양레저에 대한 관심이 높아지면서 플레저 보트의 이용자가 점차 늘어나고 있다. 하지만 보트 및 이용자를 수용하기 위한 마리나 시설은 대부분 단순 계류기능으로 영세하며 전국에 총 11개소로 턱없이 부족한 실정이다. 일본의 경우 마리나 및 요트항구는 570개소로 이 중 어항구역에 마리나가 조성된 곳이 27개소가 있다. 기존 어항에 마리나를 조성할 경우 건설 비용감소와 관광수입에 따른 어촌지역 활성화라는 직간접 효과가 있어 한국에서도 일본과 유사한 다기능 어항 개발이 활발히 검토되고 있다. 본 연구에서는 일본의 어항구역 내 플레저 보트 이용 및 관련 시설 조성에 관한 법제도 검토, 현황 및 문제점 분석, 활용사례 검토를 통해 향후 우리나라에서 발생할 수 있는 문제를 미연에 방지하기 위한 시사점을 도출하였다.
