Analysis of Crime Prevention Effects of CCTV Installation (CCTV 설치로 인한 도시공간 범죄예방효과 분석)

  • CCTV is widely used as a crime prevention method globally; however, there is insufficient evidence regarding its effectiveness. This study assesses the suitability of CCTV locations and their impact on crime prevention. First, to analyze the appropriateness of the location of CCTVs, we overlaid the locations of crimes and CCTV, and found that there are many cases where CCTV were placed where crime rarely occurred. Using various cases, we verified CCTV's crime prevention effectiveness. The WDQ was applied to comprehensively analyze the impact of CCTV surveillance area and surrounding areas to determine the crime prevention effect. As a result of the analysis, CCTV was found to be effective in preventing crime. In 53.09% of the cases, there was a diffusion effect of crime control benefits in the surrounding area, which was four times more than the cases with a transfer effect. Thus, strategically installing CCTV in appropriate locations enhances crime prevention effectiveness based on spatial analysis.

Burglary Prevention Effect of Target Hardening through Certified Security Products by WDQ Analysis (WDQ분석을 통한 타겟하드닝 CPTED의 침입범죄 예방효과 검증: 안산시 사례 중심으로)

  • Crime prevention strategies are introduced to reduce the loss caused by crimes, and Target hardening against domestic burglary attacks is broadly accepted as one of such physical security strategies. In terms of business and home security, target hardening is one of the suite of protective measures that are included in crime prevention through environmental design(CPTED). This can include ensuring all doors and windows are sourced and fitted in such a way that they can resist forcible and surreptitious from the attack of intruder. Target hardening with certified security doors, security windows and secure locks are revealed to be much more effective to deter burglary attacks than other security devices, such as CCTV, lightings and alarms which have largely psychological and indirect impact. A pilot program of target hardening utilizing certified security window and locks was carried out in Ansan city, South Korea in 2016. This study is based on the quasi-experimental design of this program for a residential area. The researchers tried to verify the crime displacement effect of the target hardening program and the diffusion effects of crime prevention benefits by analysing the crime statistics. The evaluation utilized WDQ(Weighted Displacement Quotient) technique to analyze whether the crime displacement occurred, compared the crime statistics of the experimental area with that of buffer zone and controlled areas. The result showed that the target hardening program was significantly effective in crime prevention. The number of burglary in the experimental site with target hardening intervention reduced by 100%, although the areas without the intervention showed reduction in the burglary. The crime displacement was not found at all, and the number of burlary at the buffer zone also reduced significantly.

An Evaluation Study on the Effectiveness of National Cyber Crime Prevention Education Program: Based on the CIPP Model (CIPP 모형을 활용한 사이버 범죄 예방 교육 프로그램 평가에 관한 연구)

  • This study investigates the factors affecting the educational satisfaction and the transfer of learning of cyber crime prevention education students in order to confirm the effectiveness of the current education. Based on the CIPP model, we confirmed whether the level of social demand and the level of knowledge in the context evaluation, recency of subjects in the input evaluation and interaction in the process evaluation affect the educational satisfaction and the transfer of learning of the students by conducting the survey for the students. As a result of analysis, it was proved that the level of knowledge, recency of subjects and interaction had a significant relationship with the educational satisfaction and recency of subjects, interaction and educational satisfaction significantly affect transfer of learning. Based on the findings, this study provides a few constructive suggestions to improve the effectiveness of the cyber crime prevention education program.

An Analysis on the CCTV Location Appropriateness and Effectiveness for the Crime Prevention (범죄예방을 위한 CCTV 위치 적절성 및 효과성 분석)

  • This study aims to investigate the possibility of crime prevention through CCTV by analyzing the appropriateness of the CCTV location, whether it is installed in the hotspot of crime-prone areas, and exploring the crime prevention effect and transition effect. The real crime and CCTV locations of case city were converted into the spatial data by using GIS. The data was analyzed by hotspot analysis and weighted displacement quotient (WDQ). The results demonstrated that there was no significant effect in the installation of CCTV on crime prevention. This indicates that CCTV should be installed and managed in a more scientific way reflecting local crime situations. In terms of CCTV, the methods of spatial analysis such as GIS, which can evaluate the installation effect, and the methods of economic analysis like cost-benefit analysis should be developed. In addition, these methods should be distributed to local governments across the nation for the appropriate installation of CCTV and operation. This study intended to find a design guideline of the optimum CCTV installation. In this regard, this study is meaningful in that it will contribute to the creation of a safe city.

Cost-Benefit and Spatial Effects of CCTV on Crime Prevention (방범용 CCTV 설치로 인한 경제적·공간적 효과분석)

  • The purpose of this study is to analyze the effects of CCTV installation empirically in the economic and spatial aspects(crime displacement and diffusion effects of crime control benefits), targeting S city in Korea. In terms of economic effects, caused by CCTV installation(2012 and 2013), cost benefit analysis was conducted by means of CCTV installation costs, crime cases, and crime costs per case. The result shows that there is positive effect of 1.34(34%) in 2012. This is slightly higher than the previous study results in Korea(cost effectiveness 1.32), but a little lower than the USA cases(cost effectiveness 1.49). In the case areas in S city, the result proves that the new CCTV has gained economic profit through the crime reduction, compared to the installation expences. However, the cases in 2013 shows no economic profit effect. Secondly, an analysis was conducted in the spatial aspect(crime displacement and diffusion effects of crime control benefits) by using the analysis tool of crime displacement value called WDQ. The results are summarized as follows: The total crimes in three regions had crime diffusion effect but it was less than the direct effect, while in one region, displacement effect was found, but they were less than direct effect. In the case of theft and violence, CCTV had a positive effect, except for one region. The results of the analysis were totally different. Judging from this difference, it may conclude that the effects of CCTV are different by the types of crimes and the places of crimes. The results of this study is meaningful in that it examined and evaluated the effects of the CCTV by scientific and rational measurement tools where previous studies are not many. In addition, it has policy implication for the validity of CCTV and making effective installation plan for crime reduction and prevention.

An exploration of factors affecting the Crime-Terror Nexus (테러집단의 범죄 집단과의 결합현상(Crime-Terror Nexus)에 영향을 미치는 요인들에 대한 탐색적 분석연구)

  • Since the end of the Cold War and rapid globalization and technical developments, terrorist groups actively involved in criminal activities. Also criminal entrepreneurs became a major financial revenue for these terrorists groups. This newly patternized activities among terrorist groups is now called as Crime-Terror Nexus" indicating the changing nature of terrorism, which means two traditionally separate phenomena, crime and terrorism, became more similar. This new pattern of terrorism is considered to create synergy for the criminal organizations and terrorist groups, scholars believe that it would become a significant threat to the security of world community in the near future. Although the phenomenon of this crime-terror nexus is significant and imminent threats, there is lack of studies investigation this new evolution of terrorism with empirical data. Moreover there is literally no studies exploring factors relevant to the Crime-Terror Nexus. Therefore, this current study aims to conduct explorative investigation of factors affecting the "Crime-Terror Nexus" with a world terrorism data, MAROB(the Minorities at Risk Organizational Behavior), which is developed by START and Minority at Risk project and contains information terrorist groups in Middle-East and Africa region. Considering the significance of this new terrorism patterns and the challenging nature of conducting empirical studies on this topic, this study has great contribution on the development in the field of criminal justice as well as terrorism.

A Study on the Design Guidelines of Healing Landscape in Housing Complexes (공동주택에서 치유조경계획을 위한 가이드라인 연구)

  • As activities and convenience of residents in outdoor spaces in apartment houses have been considered important, strategies for making outdoor spaces in apartment houses healing spaces have emerged as a major interest. The purpose of this study is to draw elements for planning healing to create healing spaces in collective housing areas and to present design guidelines. The findings of this study are as follows. Functional elements of a healing environment were classified into safe environment, therapeutic environment, ancillary environment, orientation-reinforcing environment, amenities, and social environment. Outdoor spaces in collective housing areas were divided into collective housing entrance areas, internal and external spread areas, outdoor activity areas, and areas by theme. First, collective housing entrance areas should be planned in such a manner that residents can feel the area is private and easy to recognize. Second, internal and external spread areas should be planned in such a manner that they are easy to access and communicate with neighbors. Third, outdoor activity areas should be divided into an open space, resting space, playing space, and sports space. Open spaces should be planned in such a manner that they can command a fine view and respect the privacy of nearby residents. Resting spaces should be equipped with a shelter that protects users from direct sunlight, rain, and snow as well as include a movable bench. Playing spaces should be built considering development of children's curiosity, adventurous spirit, character, stimulation, and physical health. Playing spaces should be designed in such a manner that roadways and sidewalks can be separated for safe traffic. Sport spaces should be planned in such a manner that they can be associated with a pavilion and trail that provide residents with an opportunity to communicate with each other and rest. Fourth, spaces by theme are classified into sense garden, therapeutic garden, experiential garden, and learning garden. Sense gardens are a small garden based on the five senses. Sense gardens should be designed in such a manner that they can improve users' mental and physical health through programs that stimulate the sense of sight, auditory sense, and olfactory sense. Therapeutic gardens should be designed in such a manner that they can provide a comfortable and relaxing space by minimizing noise. It is advisable for therapeutic gardens to be equipped with a medicinal herb garden, meditation garden, and sense garden. Experiential and learning gardens should be designed in such a manner that they can provide users with a space in which they can enjoy nature and leisure activities. It is advisable for experiential and learning gardens to be equipped with a tea garden, vegetable garden, and camping garden. Healing programs should be designed in such a manner that users can feel relaxed by providing a healing environment, making the most of the natural environment. Further research on evaluating whether the findings of this study are effective in healing in a qualitative and quantitative manner is needed.
