Water balance analysis for water supply at small watershed area (중소하천유역 용수공급을 위한 물수지분석)

  • 최근 10년 들어 가뭄과 홍수가 빈번하게 반복되면서 용수공급에 어려움이 많은 것이 사실이다. 특히나 농촌지역, 군, 면단위 지역의 용수공급 문제는 시간이 지날수록 개선이 이루어지고 있으나 시간적으로 공간적으로 개선속도가 늦게 진행되고 있다. 새로운 취수원의 변경, 댐건설 등으로 인하여 새로운 용수공급량의 추정과 용수공급의 배분문제는 아주 중요하다고 할 수 있다. 중소하천유역에서의 물수지 분석은 해당 지역에 대한 안정된 용수를 공급하기 위해 유역내의 장래 용수수요를 산정하고 공급기준년의 자연유량을 비교하여 유역내의 물수지를 예측하고, 공급기준년의 물부족량을 공급하기 위해 필수적으로 선행되어야 하는 요소이다. 갈수시의 물수지 분석은 유역 내에서 발생하는 용수수요의 총량 및 장래수요 증가량과 불규칙한 자연유하량을 비교 검토하여 물 부족 여부를 검토하는 것으로 갈수시에도 하천의 정상적인 기능을 유지하기 위한 수자원의 확보방안을 강구하기 위해 행하는 것이다. 본 연구에서는 증가하는 용수수요와 취수원 변경에 따른 영주시 수자원의 효율적인 이용과 체계적인 용수공급 계획을 수립하기 위하여 지방 2급 하천인 서천상류(죽계천, 남원천,서천)유역 일원에 대한 용수이용현황을 조사하고 장래 용수수요를 추정하여 물수지 분석을 실시하였다.

A Case Study on How to Develop a Competency-Based General Education Curriculum (H대학교 교양이수체계 개편 사례 연구)

  • With the advent of the Fourth Industrial Revolution, the liberal arts education of universities has been called for fundamental innovation in its content and methods. H university has continuously made efforts to improve its general education curriculum with the goal of satisfying students' needs as well as the demands of the times. Its efforts can be summarized as the harmonization of competency-based education and the traditional liberal arts education. In more detail, it has tried to meet the demands of Ministry of Education which requests each university to establish its general education system focusing on key competencies. Simultaneously, it also radically changed its education system based on the guidelines of the Korea National Institute for General Education(KONIGE). The starting point of those changes was the basic consulting by KONIGE in 2017. According to the consulting report, H university introduced comprehensive and overall revision of its liberal arts education curriculum, increasing its liberal arts credit requirements from 22 to 28 credits in 2019. It has also reorganized and reclassified its liberal arts courses by introducing distributive elective classes. In 2020, in accordance with the guidelines of the Ministry of Education, H university altered its curriculum once more in order to establish a competency-based general education curriculum. Under the new curriculum, all requirement subjects are completely matched with key competencies of H university. It also includes newly opened courses and subject areas such as "Social Service" and "Global Citizenship." Through these changes, H university hopes that its general education contributes to fostering students equipped with key competencies, who can face actively this challenging period.

A Comparative Study for University of Teacher Education Curriculum and Reform between China and Korea (한·중 사범대학의 교육과정과 개혁에 관한 비교연구)

  • The aim of this study was to review the characteristics of teacher education curriculum and reform tendency between China and Korea. This study used literature analysis of various studies, catalogs, documents of education universities in China and Korea. The results were as follows. Some common features in the teacher education curriculum were observed, such as the purposes of education, constituent area of the curriculum, and subjects, such as pedagogy and practice teaching. Other differences included that China requires more credits for graduation than Korea, but the elective subjects are assigned fewer credits. In both countries, it is necessary to increase the relevant subjects (pedagogy, practice teaching) for the specialty of a preliminary teacher and establish a permanent system for the curriculum needs of students. In terms of reform tendency, both countries should change the training concept and teacher education philosophy, mainly on enhancing quality-oriented education, emphasizing the students' sustainable self development ability, as well as attaching importance to concept of lifelong education. These results are expected to be helpful in improving the teacher education curriculum in China and Korea.

A Convergence Study on the Remineralizing Effect of Domestically Sold Fluoride Varnish Using QLF-D (QLF-D를 활용한 국내 시판 불소 바니쉬의 재광화 효과에 대한 융합적 연구)

  • This study is to analyze seven fluoride varnishes remineralizing effects on early carious lesions in the clinical field. While CS, MI, CW, VV, EP, FP and FN were used for permanent teeth, CS, MI, CW and FP were used for primary teeth. The specimens were demineralized for 4 days after forming a $3{\times}3mm^2$ window with nail varnish, applied with varnishes separately, then were stirred in artificial saliva for 1 week. QLF-D analysis of carious lesion size showed that permanent teeth's ${\Delta}F$ value decreased after applying CS(4,64), MI(4.86), CW(4.50), and EP(5.50), while for primary teeth, FP(3.00) and MI(3.00) displayed a remineralizing effect. Thus, MI can be used effectively for preventing caries for both adults and children in the clinical field.

  • Since the development of water resources is getting more difficult than ever before because of human-sociological condition, it would be necessary to develop a practically applicable technique for the management of water resources based on demand-side concept that could reduce unusable release for more effective and appropriate allocation of limited water resources. The objective of the study is to develop an optimal reservoir system operation model for water supply and energy augmentation by the combination of water budget analysis method in downstream area by MIP technique. The applicable study of the developed model was carried out and water supply capability of Nakdong river basin was re-evaluated by the developed model. The model has been found successful to guarantee appropriate water supply to the basin by means of deficit-supply management method and also turned out to be more practical tool for an optimal reservoir system operation model than other existing models.

  • 국내의 가뭄피해 사례를 보면 1990년 이후 5~7년 주기로 극심한 가뭄이 발생하고 있는 것을 확인할 수 있다. 특히 2014~2015년에 발생한 가뭄으로 인해 보령댐, 횡성댐, 용담댐에서 역대 최저 저수율을 기록하기도 했다. 기후변화로 인해 가뭄의 발생빈도는 더 짧아지고 강도는 더 증가할 것으로 예상됨에 따라 수자원장기종합계획에서는 기후변화에 따른 극한가뭄 대처 방안 중 하나로 용수공급 예비율의 도입이 필요하다고 언급한 바 있다. 국내 대부분의 다목적댐은 용수공급에 이용되는 이수용량 외에 비상시 활용 가능한 비상용량을 확보하고 있다. 비상용량은 평상시에는 용수공급 목적으로 사용되지 않는 것을 원칙으로 하지만 가뭄과 같은 비상시에는 용수공급에 기여할 수 있는 비상용수로 사용할 수 있다. 하지만 비상용량에 대한 명확한 활용방안이 없어 이를 활용하지 못하고 있는 실정이다. 본 연구에서는 다목적댐의 비상용량을 활용한 용수공급예비율 개념을 도입하고, 낙동강수계 내 다목적댐을 대상으로 적정 예비율을 산정하여 예비율 확보에 따른 용수공급능력의 향상 효과를 분석하여 비상용량의 활용 방안을 제시하고자 한다. 적정 예비율 산정을 위해 낙동강 유역내 6개 다목적댐(안동, 임하, 군위, 김천부항, 합천, 밀양)을 대상으로 저수지 모의운영을 실시하였다. 저수지 모의운영 시 댐 연계운영을 실시하여 수계내 조절점을 기준으로 상류 댐의 수문상황에 따라 방류량을 배분하였다, 또한 기후변화의 영향을 고려한 적정 예비율 산정을 위해 APEC 기후센터에서 생산한 일단위 수문시나리오 자료를 유입량 자료로 이용하였다.

Economic Analysis of Dam Operation Improvement by Dam Downstream River Improvement Works ( I )-Recovered Benefits of Water Supply and Hydropower Generation (댐하류하천정비사업의 댐 운영개선 효과 경제성 분석 (I) -용수공급 및 발전생산 회복편익)

  • Allocated water storage of dam at the planning and design stage does not seem to be maintained well at the operation stage because of unexpected critical reasons. A dam is likely to be subject to negative effects caused by changes of dam operation conditions and it is hardly avoidable. Therefore, it must be timely improved to recover its original functions and looked for better alternatives to keep its original roles. Specifically the improper management of river condition degrades flood control capability in a dam and river eco-system. The dam downstream river improvement work is needed for normalizing dam functions and its valuations. This study focuses on estimating water use benefits from recovering its own effective storage buffer restricted for flood control. As the results, the water supply and the hydropower benefits in Imha, Daechung and Youngdam Dam are recovered totally by 19.9 million $m^3$/year and 20.8 GWh/year respectively. Also those results are used for the basic information of the economic analysis in the dam downstream river improvement work.

A Study on School-level Science Elective-centered Curriculum Operation Through Science Teacher Interviews (과학 교사와의 면담을 통해 알아 본 과학 선택 중심 교육과정의 운영 실태)

  • The purpose of this study was to examine school-level science elective-centered curriculum operation and teachers' perception of their instruction of elective-centered science courses. Data were collected from 12 science teachers in 12 high schools in the metropolitan Seoul area through semi-constructed interviews. The results showed that students were supposed to select science subjects under insufficient guidance and their choices on subject were also restricted due to school administrative processes such as teacher's instructional time allocation. Participants were well-perceived different group characteristics among humanities course and science course students toward science learning, still, they felt difficulties in valuing students' variety by differentiating contents and teaching methodologies due to school assessment system and workload of extra instructional material preparation. Influenced by the current college entrance examination system, low motivation for humanities course students and students' choice concentrated in chemistry and life science for science course students, were pointed out as main problems. As a way to improve science education for 11th - 12th graders, developing customized science curriculum for humanities course and science course respectively, changing of entrance system into increasing importance of science for students who will major in non-science fields, and designations of essential prerequisite science subject for students who will major in engineering & science fields, were suggested.

Establishment of Overseas Expansion Support Policy for Green/Climate Technology SMEs: Integrated Viewpoints of Policy Makers and Beneficiaries (녹색/기후기술 중소기업의 해외진출 지원정책 수립 : 정책수혜자와 정책수립자 통합관점)

  • Green/climate technology has been emphasized as a growth engine that can boost the global economy via environmentally friendly products. Recently, SMEs in Korea have been recognized as a critical actor in the globalization of green/climate technologies. However, there has been no survey and few studies on the satisfaction level of the support for the overseas expansion of SMEs in the green/climate technology field. Therefore, this study aims to support a policy for the establishment of SMEs' green/climate technology by investigating and analyzing expert opinions on SMEs. Through a literature survey, support policies were classified into four types, and then according to the types, satisfaction factors and obstacle factors for overseas expansion were derived and analyzed. In the results, the SMEs overall showed low levels of awareness and satisfaction and were found to be struggling due to all obstructive factors. In addition, the most important success factor for overseas expansion was found to be the policy related to funding support. Thus, it is necessary to improve the accessibility, advertisement, and support strategies of support policies, and in particular, appropriate budget allocation should be made available by considering the characteristics of companies.

  • 산업화에 따른 온실가스 배출량 증가는 심각한 기후변화의 요인으로 작용하여 우리나라를 포함한 전세계는 이에 대응하고자 노력하고 있다. 지구온난화 및 엘리뇨 현상 등으로 인하여 가뭄, 홍수, 한파, 혹서 등의 재해와 기상이변이 속출하고, 최근 우리나라의 경우 매년 가뭄이 발생하고 있어 이에 대한 대책이 시급한 실정이다. 이에 가뭄의 대처방안에 대한 관심이 증대 되었고, 가뭄을 정량적으로 하는 연구들과 기후변화에 따른 가뭄 취약성 평가에 대한 연구들이 진행 되었다. 가뭄의 취약성 평가는 기후변화에 따른 가뭄 저감을 위한 목적에 따라 평가목적, 평가방법, 필요한 정보, 과정의 설계 불확실성에 대한 고려 등이 달라진다. 취약성 평가의 목적은 크게 기후영향평가, 적응정책의 자원배분을 위한 취약부문 및 지역 파악, 적응정책 개발을 위한 적응 대안 분석으로 나눌 수 있다. 취약성 평가의 목적이 취약성 유발요인에 관한 정보를 제공하여 어디에 적응 대책에 필요하고 효과적일 수 있는지 파악하는데 도움을 주는 것이라면, 취약성 결정요인에 대한 분석을 명료하고 상세하게 수행하는 것이 중요하다. 본 연구에서는 기후변화에 따른 농업용수의 취약성 평가지표를 개발하기 위하여 국내 외 취약성 평가 지표를 분석, 국내 농업기상 및 농업용수 등 관련 자료(1981 ~ 2015)의 조사 현황을 고려하여 취약성 평가지표(강우량, 증발산량, 경지면적, 저수용량, 용수로 통수능력, 수요량, 하천평수위)를 제시하고 국내 농업기상 및 농업용수 등 관련 자료의 조사 현황을 고려하여 대상지구인 충북 진천 무수 관개지구에 취약성 지표를 적용하였다. 강우의 증가는 가뭄 취약성에 긍정적 영향을 나타냈고, 증발산량의 증가는 부정적인 영향을 나타냈다. 경지면적의 감소는 소비수량이 증가하므로 가뭄 취약성에 긍정적인 영향을 나타냈고, 저수 용량의 감소는 홍수조절능력의 저하로 인해 부정적인 영향을 끼치고, 하천 홍수위의 변화는 가뭄에 영향을 미치는 요소 중의 하나로 홍수위가 높아지면 가뭄에 부정적인 영향을 나타냈다. 가뭄 취약성 지표들을 각각의 가중치를 합산한 결과, 1981년~2015(5년 분할) 무수지구의 가뭄 취약성 평가는 분석을 시작한 1981년부터 2015년 까지 안전과 우려가 반복 되는 것으로 나타났다. 연구대상지구의 농업기상 및 관련 자료들의 조사 기간이 길면 빈도별 신뢰성이 높아진다. 따라서 자료의 누적은 정확한 기후변화에 대한 이수 및 치수 취약성 평가 지표개발 및 평가 능력을 높여 줄 수 있을 것으로 판단된다.
