In order to attain this, this study looked at the present status of these small areas of national/public lands by utilizing a national land, city land list (lot number), land registration map and satellite image of Busan Megalopolis, and evaluating their suitability as parks through GIS analysis and classification. As a result, these small areas of lands with the potential to be turned into parks include 516 spots($375,934m^2$). Geographically, 39% of these areas are located on flat land and are the most scattered. 260 places met the requirements for optimal placement for conversion, while convenience included 305 places, and availability 267 places. The most optimal of the places meeting such standards include 61 spots. The characteristics of these areas of national/public lands include being below $500m^2$, with flatlands and open areas above a 5' grade occupy the highest ratio, accounting for 25.4% of the land studied. These results have offered a methodology for a GIS DB, which can visualize the data for a positive utilization be yond the simple level of the maintenance/preservation of national/public lands and provide basic data for the utilization and management of these types of areas in the future.

  • In Korea, various environmentally harmful subsidies are granted in agriculture, fishery, energy, electricity, transportation, steel and shipbuilding industry. Examples include tax-exempt fuel for agriculture & fishery, VAT- exemption for briquette & anthracite, temporary subsidy for fuel, production stabilizing subsidy for coal mining, subsidy for briquette. Korea's yearly total subsidy in energy area is about 5,291 billion won, among them is 4,870 billion won. To reduce air pollutants and to mitigate climate change, Korea has to review the phase-out of environmentally harmful subsidies and the phase-in of environment-friendly subsidy. The reduction or removal of environmentally harmful subsidies will enhance economic efficiency and bring about environmental benefits. Economic efficiency means less use of inputs, which reduces environmental cost and improves social benefits. This paper applies the Shoven and Whalley's model to the Korean economy and analyzes the general equilibrium incidence effects of reforming environmentally harmful subsidies in the energy and electricity in Korea. We consider several counterfactual scenarios in which current environmentally harmful subsidies are reduced or abolished, compare them with the reference case in the economy, and evaluated the change in efficiency costs and distributional incidence of tax reforms related to subsidies.

  • A city is an ordinary space and a place of living that is directly related to our lives. An ordinary space is the total products of culture and the target of cultural representation. An aging residential area of a city reflects the ordinary lives of ordinary people along with its unique history; therefore, this place should not be seen only from an economic and political perspective. The Wausan area is a place that best maintains the characteristics and scenery of an aging urban residential area within Gwangju metropolitan city. Through research into this area, it is possible to discover the meaning and true value of an aging urban residential area such as the close relationship between ordinary culture and placeness, the creation factors and process of placeness of an aging urban residential area, and the authenticity of a particular place. This area is a modern residential area of today's ordinary people, created on a topography of hills and hilly areas along with a historical value of 400 years. It is based on the Gyeongyangyeok of the Joseon period. This place may be described as a space where the dailiness of ordinary people is alive based on its alleys and the unique scenery formed by its alleys and vegetable gardens. The authenticity deduced from such placeness is that an aging urban residential area is a place where communicative and considerate human life and a cultural diversity of an atypical nature are alive, a place where an environment and humans coexist in harmony, and a place where the communal dailiness of residents still exists.

  • Japan is a super-aged society where the proportion of the people aged over 65 is exceeded 20%. Therefore, there are many accidents that occur in long-term care facilities in Japan, and there are many civil litigations. The Japanese court has acknowledged in many cases that the long-term facility is responsible for the damage to the elderly who is injured in the facility. The cases can be divided into ① tumbling down, ② wandering, ③ suffocation, ④ bedsore, and ⑤ accidents among the facility-users. In most cases, the court found that the facility violated its obligation to protect their users. This is not only the case where the manager or the employee of the facility violates the obligation to watch and care for the elderly, but in some cases, the failure to maintain the human and material system itself is recognized. The basis for such judgment is whether the facility can predict the possibility of an accident and whether the facility has taken measures to prevent accidents. Also, the Japanese court recognizes the transfer of burden of proof in order to expedite the victims' rights. However, the liability of the facility for damages should not be so heavy that it would be hesitant to allow a person to enter the facility and make a contract.
