Meaning of Media Education for the Training of Broadcasting Human Resources: Focusing on the Employment of Human Resources by the Korean Major Broadcasts in Connection with Broadcasting Education in Universities (방송인력 양성을 위한 미디어 교육의 의미 고찰: 대학 방송영상 교육의 지상파 방송3사 인력 운용과의 연계를 중심으로)

  • The purpose of this paper is to consider how the Korean major broadcasts employs their broadcasting human resources and makes use of them in connection with broadcasting education as media education in universities. The problems deals with broadcasting education in universities, particularly with regard to the point of broadcasts view, with the training & reeducation systems and with the academic-industrial cooperation. By using depth interview with experts(directors of personnel management of the broadcasts), this paper explores meaning of media education for the training of broadcasting human resources. In the opinions of the responsible officers for personnel management, it distinctly exists different points of view between the related academic circle and the broadcasting on-site. The related academic circle criticizes the chronic invariability of broadcasts, and the broadcasts the impractical broadcasting education of the academic circle.

  • The time of broadcasting-communication convergence is opened by advance of digital information processing technology and communication and broadcasting technologies and becomes the growing model of new industrial fields. In this paper, we analyze the element technology that is opening to the successful broadcasting-communication convergence period, and deal with the manpower incubation algorithm in the university that is aimed to the graduation of creative and ability professional engineer in that field by basis of this. The manpower incubation algorithm deal with the basic education curriculum which is support for the element technology and the educational direction and flowchart in the university for the next generation.

Motivation Crowding Performances of Independent TV Production Programing Quotas (방송 외주정책의 제작인력 동기구축 성과)

  • During the last 25 years, independent TV production programing quota policy has been actively evaluated in various aspects except in the field of production personnel. This study focuses on production personnel who has been neglected among the debate of independent TV production programing policy. Especially, this study tries to explore the effect that the policy has brought to production personnel's motivation. After in-depth interviews with 4 professionals and 6 media major senior college students, this study finds that both broadcasting and independent company professionals evaluated the policy performance in negative way. They insist the policy constricts their motivation for production. College students agreed they become unwilling to entering the production filed. The policy should be reconsidered and turn to positive incentives and rewards to motivate production personnel.

  • 방송망의 효율적인 관리 및 운영을 위해 다양한 측정 및 모니터링 방법이 제안되고 있다. 특히 디지털 방송신호의 특징상 송신 장비의 열화가 진행되더라도 수신 장비의 채널 복호 및 오류정정, 다양한 형태의 페이딩(fading) 간섭으로 인해 이를 정확히 파악하기 어렵다. 또한 운영 인력의 축소, 관리 대상 매체의 증가 등 방송사의 인력관리의 문제등도 감안할 때, 다양한 매체의 종합적인 품질 관리를 위해서는 집약적이고 시간 지속적인 측정방법의 도입이 필요하다. 본 논문은 이러한 다매체 다채널 방송 환경에서 효율적인 측정 및 모니터링을 위해 집적화된 형태의 방송 모니터링 시스템의 구현 방법을 제안한다. 제안하는 시스템은 다양한 매체의 튜너를 하나의 제어기에 연결하고 이를 스케줄링 기법에 의해 순차적으로 측정한 후 방송 품질의 핵심 파라미터 측정결과를 네트워크를 통해 원격 서버로 전송한다. 이를 통해 단기 및 장기모니터링을 실시할 수 있으며, 일간, 월간, 연간 신호의 변화를 종합적으로 측정 및 모니터링 할 수 있어 시간 및 계절에 따른 신호 품질의 변화 및 순간적인 방송 신호의 변화 등을 감지할 수 있는 새로운 형태의 방송 품질 모니터링 시스템이다.

  • In terms of supply of manpower in the energy industry, domestic universities cannot realistically operate flexibly to meet manpower demand in accordance with various regulations related to the department, and there are only a few independent energy related departments. There are many difficulties in closure, increase and decrease of capacity, and foster convergence. In addition to the limited aspects of human resource development of universities, changes in the energy paradigm, namely: 1) changes in the energy industry from stable supply and energy security to new growth engines and export industries, 2) Revitalization of the energy industry, 3) including diversification of energy sources and the spread of new technologies. Therefore, in this paper, we propose a training program for nurturing new renewable energy specialists to independently develop various high-quality human resources such as intangible and convergent human resources in line with changes in the energy paradigm.

  • In order to efficiently and preemptively respond to financial security threats that are becoming more sophisticated and intelligent, and to enable financial users to receive financial services safely, financial information security professionals are needed. However, as of 2015, the number of financial IT security personnel was 4.9%, which is slightly lower than the previous year, but still low. In this study, it is expected that the number of experts in financial security will increase gradually. In order to verify the minimum performance of financial security professionals and enhance the security consciousness, the subjects of the existing security qualification system, Curriculum and inspection techniques to analyze the necessity of introducing information security specialization specialized in financial sector.

  • As investigations dealing with digital evidence increase, so to does the need for skilled first responders and improved investigation process models. Recently the concept of digital forensic triage and preliminary analysis has been gaining popularity in investigation laboratories. At the same time, however, there has been little focus on specific training needs of first response and preliminary analysts. Instead, many organizations consider these responders to need the same skills as full digital forensic analysts. In this work we describe the 'ideal' digital investigation first responder and preliminary analyst, hardware and software requirements and most importantly, required training.

  • 정보통신부는 지난 2000년부터 IT 연구분야 인력양성사업의 일환으로 전국의 IT분야 대학연구센터 중에서 우수한 센터 32개를 ITRC(Information Technology Research Center)를 선정, 집중적인 지원을 해 오고 있다. 이 사업의 목적은 석·박사급 고급인력이 결집돼 있는 대학의 IT분야 연구역량을 강화해 IT산업 발전에 필요한 핵심 기반 기술을 전략적으로 연구하고, 관련 전문인력을 집중 육성하고자 함에 있다.이에 월간 <디지털콘텐츠>는 32개 ITRC 가운데 디지털콘텐츠와 관련된 4개 ITRC(아주대 게임애니메이션센터, 연세대 차세대방송기술연구센터, 이화여대 컴퓨터그래픽스/가상현실연구센터, 동신대 멀디미디어콘텐츠연구센터)에 대한 탐방기사를 게재할 예정이다. 그 첫번째로 아주대학교 '게임애니메이션센터'를 취재했다

  • This study is conducted to achieve following two purposes. First, this study investigates domestic conditions and problems of data broadcasting industry. Second, this study suggests the improving way of the legal and administrative systems in order to promote domestic data broadcasting industry. Survey was conducted with 16 companies and a few business men for gaining data of general condition and analyzing problems about domestic data broadcasting industry. The results are as follow: first, domestic industry was suffering from the lack of man power, finance, and the delay of data broadcasting service schedule. Second, respondents argued there was no the legal basis and the systematic regulation under the current digital broadcasting policy of government. To resolve those problems, this paper proposed the making laws preparing for the fusion service of communication and broadcasting, systematic assistance of government, the way of technology development and technical standardization, and the way of constructing infrastructure and cultivating man power.
