A Study on the Designer's Post-Evaluation of Gyeongui Line Forest Park Based on Ground Theory - Focused on Yeonnam-dong Section - (근거이론을 활용한 설계자의 경의선숲길공원 사후평가 - 연남동 구간을 중심으로 -)

  • This research is based on the analysis of in-depth interviews of designers who participated in the design of the Yeonnam-dong section, which was completed in 2016. The case study site has received many domestic and foreign awards and is receiving very positive reviews from actual users. 53 concepts were derived from the open coding of the ground theory methodology. Thirty-four higher categories incorporated the concepts and 18 higher categories that reintegrated them. Later, the six categories of the ground theory were interpreted as the paradigm, and it was determined that the aspects of 'will of client' and 'work efficiency', 'site resources' and 'field manager's specialty' were the categories that had the greatest positive impact on the park construction. The key category of this park's construction was interpreted as "a park-construction model with active empathy and communication." The results of the study and are linked to the following research proposals. First, the need to improve the trust between the client and the landscape designer and the need to improve the customary administrative procedures; second, the importance of the input of landscape experts into the park construction process; third, the importance of all efforts to develop the design; fourth, the importance of on-site circular resources and landscape preservation; and fifth active social participation to increase the opportunity. This study, which seeks to grasp the facts that existed behind the park's construction, which received excellent internal and external evaluations, and has a qualitative, objective and structural interpretation of the social network related to the park's construction, in contrast to the conventional quantitative post-evaluation. It is expected that the administration and system improvements related to landscaping will be further improved through the continuation of in-depth post-evaluation studies.

Need to Reduce Industrial Accidents through the Introduction of an Prevailing Wage System (적정임금제 도입을 통한 산업재해 감축 필요성 고찰)

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

A Study for operation results of the comprehensive examination on tendering system in the cultural heritage repair and restoration, focusing on the cause of the decline in the winning bid rate (문화재수리 종합심사낙찰제·종합평가낙찰제 운영결과 및 낙찰률하락 원인 분석)

  • The comprehensive examination on tendering system has been introduced to the Cultural Heritage repair and restoration field since 2016 to remedy the repair issues of South Gate in 2014. The Cultural Heritage Administration tried to attain the high performance of the cultural heritage repair and restoration works securing the proper payment for the repair and restoration works. It is high time to review the operating performance of the comprehensive examination on tendering system (hereinafter referred to as the "CEOTS"), as the system has been run for over 5 years to correspond with its original goal, i.e., "The Proper Payment in return for the High Performance of Repair and Restoration works." This study intends to analyze 114 tenders of CEOTS from 2016 to 2020. As a result of the analysis of 114 tenders, firstly, more than half of bid winners were in the top 20% of repair & restoration capacity disclosure amount list, which mostly fulfilled the goal of 'attaining high performance.' Secondly, as the winning bid rate is decreasing from 86.847% in 2017 to 85.488% in 2020, the goal of 'guarantee of a proper payment' is not achieved yet. Thirdly, the influence of Economic Evaluation section in CEOTS has been grown since the change of scoring system in CEOTS in 2019. This study identifies two reasons why the winning bid rate of CEOTS has decreased. Firstly, it is caused by the fact that 'the group that got more than 1st place' and 'the first place group' that are more than half of the total bidders have the decreasing bidding rate trend as the years go by. Secondly, the exclusion rate of 'the group that got more than 1st place' is higher than the exclusion rate of 'the group that got less than 1st place', which means the expected winning rate would be lowered. It is proposed that the revision of CEOTS code is needed, i.e. easing the strict rule concerning the exclusion rate as well as setting up the lower bidding limit to prevent the excessive decreasing winning bid rate.

Development of Competency Evaluation Model for Public Private Partnership to Establish Strategies for Overseas Expansion (해외진출 전략 수립을 위한 민관합작투자사업의 역량평가모델 개발)

  • With the number of social overhead capital(SOC) projects that introduce private capital on the rise, overseas construction global companies today need to establish and advance their overseas order strategies. In this context, the purpose of this study is to develop the public private partnership(PPP) capacity evaluation model for developing countries and use it for domestic overseas construction companies to establish strategies for overseas expansion. The PPP competency evaluation model analyzes the importance of PPP competency evaluation items and infrastructure environment competency evaluation items through a review of previous studies and an interview survey with overseas construction experts. Through the above analysis results and expert surveys, problems that may occur when overseas construction companies enter the PPP market were derived, and improvement measures were proposed. Countries with a high probability of overseas construction companies entering the PPP market were determined to be those that have a mature PPP system, low risk in construction, and a good entry environment with a high infrastructure market size and growth rate. In addition, a lack of PPP investment experience, the absence of information on the infrastructure environment, and a shortage of PPP experts were identified as problems when entering the overseas construction PPP market. As an improvement measure, it was suggested to enter in cooperation with domestic and foreign companies. In addition, a plan was proposed to develop a curriculum to secure experts in areas such as PPP finance and contracts and to provide PPP information for each country. These findings are expected to contribute to overseas construction companies proposing strategies for entering the overseas construction market and using them for overseas expansion strategies and policy establishment.

A Study on Procurement Audit Integration Real Time Monitoring System Using Process Mining Under Big Data Environment (빅 데이터 환경하에서 프로세스 마이닝을 이용한 구매 감사 통합 실시간 모니터링 시스템에 대한 연구)

  • In recent years, by utilizing the greatest strengths of process mining, the various research activities have been actively progressed to use auditing work of business organization. On the other hand, there is insufficient research on systematic and efficient analysis of massive data generated under big data environment using process mining, and proactive monitoring of risk management from audit side, which is one of important management activities of corporate organization. In this study, we intend to realize Hadoop-based internal audit integrated real-time monitoring system in order to detect the abnormal symptoms in prevent accidents in advance. Through the integrated real-time monitoring system for purchasing audit, we intend to realize strengthen the delivery management of purchasing materials ordered, reduce cost of purchase, manage competitive companies, prevent fraud, comply with regulations, and adhere to internal control accounting system. As a result, we can provide information that can be immediately executed due to enhanced purchase audit integrated real-time monitoring by analyzing data efficiently using process mining via Hadoop-based systems. From an integrated viewpoint, it is possible to manage the business status, by processing a large amount of work at a high speed faster than the continuous monitoring, the effectiveness of the quality improvement of the purchase audit and the innovation of the purchase process appears.

Developing a Program Performance Management Framework for Mixed-use Development in Urban Regeneration Projects (입체복합공간 개발사업의 프로그램 성과관리 체계 구축)

  • The market volume of urban regeneration projects has steadily increased, thereby mixed-use development also shows significant market growth. However, previous researches on urban regeneration mainly deduced suggestions and plans for institution improvement based on comparison between projects implemented the inside and outside of the country. Whereas, researches on project management closely related to project success were limited, particularly in performance management. Accordingly, this research aims at developing a program performance management framework for public clients so as to succeed mixed-use development projects. Through extensive literature review and expert interview, this research developed performance indices for diverse facilities, risk management framework and integrating method of program performance score. The proposed framework is able to consider total life cycle from basic planning to maintenance phase and to check real-time performance level. Moreover, risk management framework can periodically assess and control the level of inherent risks within performance indices. The results can contribute to improve existing performance management practices and be basis for a web-based system developed in future.

A Comparative Study of Landscape Design Competitions' Guidelines and Entry Plans -The Case of Winning Design Proposals for Urban Infrastructure of the Hangdong Bogeumjari Housing District- (조경현상설계지침과 출품작의 내용관계 비교 -항동 보금자리주택지구 도시기반시설공모 입상작을 중심으로-)

  • This study is aimed at the improvement of administrative operations of landscape design competitions and qualitative enhancement of design quality by mutually comparing the guidelines and entry plans. The case targeted for the current study is landscape design proposals for the Seoul Hangdong Bogeumjari Housing District recently launched within a greenbelt zone in the outskirts of Seoul. The study examines from a critical perspective the design guidelines and the contents of the three winning design proposals with a focus on whether or not they have reflected the guidelines. It was observed that many provisions of the principles and conceptual guidelines which serve as clues to the designs for winning designs proposals show the direction in which the project is to be headed It was also observed that the provisions and the way they are expressed are intertwined, while, at the same time, the guidelines were not organized or developed in an orderly manner. Such a structural pattern of the guidelines is linked to the aspects of the contents of the winning design proposals as described in the following. It is observed that guidelines related to the direction in which the design to be headed are so regulatory and lengthy that they are overly standardized. This could make it difficult to read the possibility of the alternative shifts in the winning design proposals. At the same time, the attributes of winning design proposals themselves, which require observable discriminatory superiority, could serve as a factor causing excess of meanings by jumping on the bandwagon of naming. On the contrary, where autonomy of design is guaranteed or no guidelines are provided for the winning design proposals, discriminatory differences were observed, thereby making it easy to measure them This illustrates well that guidelines and structural format should be provided through a separate undertaking that has taken into careful consideration environmental traits of the site in question, objectives required and so forth.
