How to improve the governance for PPPs on special purpose facilities in Korea - based on the UK PFI failure case study - (특수목적 시설 민간투자사업 거버넌스 개선 방향 -영국 국립물리연구소 실패 사례 분석을 중심으로-)

  • The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK's PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.

  • PPPs(Public Private Partnerships) in Korea was introduced in 1990s, which mainly used for providing transportation facilities such as railroad and high-way. Since 2005, a service delivery type PPPs, in other words BTL(Build Transfer Lease) has been implemented, which focused on social infra-structure including school, military housing, and sewage facilities. According to previous literature, efficient risk evaluation and management is the key factor for successful PPPs in the UK and Australia. However, Korea doesn't have proper risk evaluation system for PPP type project. In this paper, we explore and analyze risk evaluation system of PPPs in Korea and other countries. Also, we apply empirical methodology used in the UK to a BTL project and set up a new PSC(Public Sector Comparator) with risk evaluation.

  • 최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.

Private Finance under the Port Authority System in Korea (항만공사체제하의 민간자본 활용방식)

  • Korean port developments have been mostly made by the central government. With the introduction of the Port Authority system, however, roles and function assignments of the central government in port development have been in change and the Port Authority has to find a solution for inducement of private investment in port development. This paper has examined the current legal system of port developments and then sought the way for inducement of private capital to improve specialty and efficiency of harbor facilities management and development under Port Authority. As the Ministry of Maritime Affairs and fisheries(MMAF) has two types of legal system for inducement of private investment on port developments, the Port Authorities can also have two types of private finance. Private finances by the Port Authorities has some more critical advantages than the one by the central government. It is also required to change the the administrative permissions and concession agreements which MMAF conveyed to private participants in port developments into the concession agreements between Port Authorities and private participants.

Risk Analysis of Highway Investment by Private Sectors (민자유치대상고속도로 투자의 위험도분석)

  • 본 논문은 도로투자 사업성분석시 사업주체의 현금흐름을 결정하는 항목들을 고정값(Deterministic Value)이 아닌 확률적으로 추정함으로써, 사업의 재무적 변동으로 인한 위험도를 민간사업자의 견지에서 사업성분석과정에 내재화하는 모형을 개발하는 것이다. 즉, 확률적 비용추정기법으로 국소적으로 활용되던 위험도분석을 재무모형에 내재화함으로써 사업의 재무적 변동을 보다 포괄적으로 분석할 수 있는 틀을 제공한다. 본 연구에서는 몬테카를로 시뮬레이션기법을 이용한 위험도분석(Risk Analysis)을 적용하여 사업성 평가지표와 비용의 확률밀도함수(Probability Density Function : PDF), 누적확률분포함수(Cumulative Distribution Function : CDF)를 산출하고, 그 결과로 해당 사업의 위험도를 고려하여 사업성을 평가한다. 이 모형은 사업의 모든 변동요인을 복합적으로 추정하여 사업기간 내 사업주체의 현금흐름을 분석할 수 있다. 따라서 사업주체는 효용에 따라 합리적인 위험도 관리 목표값(Target Value)을 선정하고, 사업의 위험도를 고려하여 건설비, 예비비를 결정할 수 있다. 본 연구에서 정립된 모형을 서울외곽순환고속도로(일산-퇴계원 구간)와 대전당진고속도로를 대상으로 사례분석을 수행하였다. 그 결과, 대전당진고속도로의 경우 사업성이 없으며, 서울외곽순환고속도로의 경우, 일부 위험도 발생변수를 합리적으로 관리한다면, 사업성이 충분한 것으로 분석되었다. 본 사례분석은 사업의 위험도를 반영한 사업성분석 방법으로 우리나라 민자유치대상고속도로의 사업성분석의 하나의 지침이 될 것이다.

Business Growth Strategy with Asset Backed Short Term Bond for Overseas IPP Opportunities (자산담보부 단기사채를 활용한 해외발전사업 수주확대방안)

  • This study is about whether the new Project Finance scheme called "Asset Backed Short Term Bond(ABSTB)" with Project Finance Guarantee Cover provided by Korean Exim Bank(KEXIM) is an appropriate and valid financing structure, through close examinations on domestic and overseas IPP case studies. This study clearly indicates that (i) the interest rate of ABSTB with KEXIM's Project Finance Guarantee is relatively more competitive than the interest rate of other ABSTB guaranteed by EPC Companies (ii) the lower credit rated EPC companies make higher ROE(Return on Equity) through this financing structure. Lastly, Korean EPC Companies can secure profitability through this innovative financing scheme which will also lead to winning more power plant Contracts and become globally competitive.

A Study on Risk Sharing of PPI Project Demand Risk (민간투자사업 수요위험 분담 방식에 관한 연구)

  • One of key success factors in PPI(Public Private Investment) is the structure of risk sharing between the public and the private, and the determination mechanism of fair return to private participants relative to the risk that private participants undertake. In Korea, two basic types of PPI exist. One is BTO and the other is BTL. In BTO, most risks are taken by the private whereas the opposite is the case in BTL. No intermediate form exists. As a result, BTO type projects had difficulty in attracting private participants because of the excessive risks. In this study, one intermediate form is studied where demand risk is shared between the public and the private. In the setting where the public authority takes all the project revenues and then pays ladder type payments to private participants depending upon the level of project revenues, appropriate level of fixed payments is endogenously derived using the real option pricing model. From the fixed payments, expected investment returns are calculated based upon a certain distributional assumption. The results of this study is expected to help introducing diverse forms of PPI in Korea.

Private Procurement for Constructions and Operation of Buman Road in Daegu (도시 인프라 시설을 위한 민자 유치 -대구시 범안로 민자도로의 운영 실태와 대책-)

  • Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.

Neoliberal Urbanization and Projects of Entrepreneurial City (신자유주의적 도시화와 기업주의 도시 프로젝트)

  • Despite the process of neoliberalization has made a decisive influence on our society as a whole, there seems little interests in neoliberal urbanization and entrepreneurial urban projects promoting it. This study is to see relationships between neolibealization process and recent urbanization and urban policies in terms of entrepreneurial city mediating them. In particular, this paper tries to reconceptualize entrepreneurial city as corresponding to privatization and commodification, financialization, state redistribution, and management and manipulation of crises which Harvey(2005) suggests as four main features of neoliberalization process in general and 'accumulation by dispossession' in particular, and to characterize it in terms of 'creative destruction' and of 'entrepreneurial governance'. As examined in the later part of this paper, recent cases of these entrepreneurial urban projects in S. Korea include volatility of land and housing price in the Capital region and urban regeneration and newtown projects, project for free economic zones construction in Incheon and other 5 regions, project for SOC construction heavily relying on private investment, in particular project financing pursued nationwidely including Daegu, and project of urban cultural marketing to promote capital inflow tacitly as well as to enhance urban imagine explicitly.
