  • This study aims to explore the possibilities of social integration focused on the inclusionary housing scheme developed in the United States. Inclusionary housing is produced by inclusionary zoning with planning power. One of the main goals of developing inclusionary housing is to achieve social integration in neighborhoods. The author investigates the origin, evolution, characteristics, and mechanism of the inclusionary housing scheme in the United States. Results show that the inclusionary housing scheme utilizes market mechanism such as the incentives of floor ratio bonus, fast tract permit approach as well as the affordability obligation for the low-income households. Considering the policy orientation in the United States toward market mechanism, the inclusionary housing program has played a significant role in producing and preserving affordable housing for the underprivileged in affluent neighborhoods and has produced meaningful results in academic achievements, better job outcomes, health results, and social interaction even though it has been also criticized with by its superficiality. Finally, the author draws policy implications for housing policy in Korea from the lessons and limitations of the inclusionary housing mechanism.

  • In recent years, many people are living in a space limited by rapid global industrial development and economic growth, and rapid urbanization is underway, with the global urban population estimated to be more than 70 percent in 2050. Due to rapid urbanization, government-led smart city models are being developed and introduced to solve various urban problems such as disaster safety, air pollution, water pollution, energy shortage, disease, crime and transportation. However, since ICT technology of public housing is being developed as a type of social overhead capital project, it is necessary to develop micro-smart city projects that residents can feel by developing services such as public safety, living environment, living welfare, and energy management for public housing residents. Therefore, in this paper, the smart platform model of public housing for smart city in the era of the Fourth Industrial Revolution is planned and presented.

  • This study identified the characteristics of video contents related to waste cycle in Korean social media. The contents of broadcasting companies were the most popular among production entities, and mainly current affairs contents and educational contents were popular. Among the solutions to recycle wastes, 'Improvement of systems and policies' was predominantly covered in the video as solutions to the waste circulation problems. 'Broadcasting companies', 'local governments', 'non-profit private organizations' and 'central administrative agencies' actively used the social media to deliver solutions and engage consumers. However, very few contents were produced by companies that are socially responsible for waste. The results of this study show the importance of communication-oriented, public-friendly content development in the process of video production related to waste cycle. These are expected to be useful guidelines for decision-making supporting the development and improvement of related systems and policies.

  • The purposes of this study include i) to understand the circumstances of exposure to information during foreign refugees' stay in South Korea, ii) to investigate their information needs and the use of information sources, and iii) to propose the change needed in the Korean society, the role of South Korea in the global community, and the service direction of libraries and information professionals. To this end, legally recognized refugees who have stayed in South Korea were recruited for semi-structured in-depth interviews and observations on their perception, situation, and active behavior. The discussions were transcribed for coding. The codes were analyzed by content analysis technics based on relevant previous studies and factors of Dervin's Sense-making theory and Chatman's Information Poverty theory. Based on these analyses, this study proposed strategies for foreign refugees and individuals and public organizations, including libraries and NGOs, from an information service perspective. It is expected that the proposed strategies will supplement related empirical quantitative research and add value to information services for solving information problems.
