POLICY PLAN FOR PARKS AND GREENERIES IN SEOUL

  • 서울시는 국가의 수도로서 이제 6n년의 역사를 맞이하였다. 뛰어난 산수와 자연 경관을 가진 서울시의 자연은 근세이후 도시의 발전에 따른 점차적으로 훼손되어 왔으며, 특히 1960년대 이후의 도시성장기에 시행된 개발 위주의 도시 정책은 공원 녹지의 잠식을 가속화시켜 본래의 자연은 양적, 질적 측면에 많은 피해가 발생되었다. 또한 도시 정책의 부분으로서 공원 녹지 정책은 개발 위주의 도시 정책에 밀려 제기능을 발휘 할 수 없었으며, 정책에 있어서도 목표와 미래 방향에 대한 뚜렷한 비전을 제시하지 못하였다. 현재 공원 녹지와 관련된 정책 환경을 볼 때, 각종의 도시개발 사업, 지방 자치제 시행에 따를 도시의 난 개발은 부족한 공원녹지를 더욱 잠식하는 위협요소가 되고 있으며, 토지수요에 대한 공급의 한계 상황에 직면해 있는 시점에서 개발론자 들은 공원 녹지를 개발의 주요대상으로 인식하는 자세를 견지하고 있다. 그러나 최근 들어 지구 환경의 문제의 대두, 환경에 대한 시민의 관심, 정책 집행자들의 환경 보전과 관리의 움직임이 나타나기 시작하고 있어 서울시의 공원 녹지의 미래 전망을 밝게 해주는 긍정적인 요소가 되고 있다. 2000년대를 바라본 현시점에서 도시의 기간 요소로서 공원 녹지는 단지 존재만의 가치가 아니라 적정한 기능을 부여하고 이용의 활성화를 통한 공원 녹지의 새로운 탄생이 요구되고 있다. 이것은 공원 녹지정책 측면에서 공원 녹지의 양적 측면에서의 풍요로움과 질적 측면에서의 기능성의 회복과 도시 구성적 측면에서의 공원 녹지의 네트워크의 구성이라는 3가지의 정책 이슈를 제기한다. 양적 측면에서 녹의 풍요로움을 확보하기 위해서는 기존의 공급 지표 위주의 정책보다는 공원 녹지의 총량적인 관리 체제를 통한 전 도시적 차원의 공원녹지 관리 시스템이 필요하며, 공원 녹지로서 잠재 가치를 가지고 있는 새로운 유형의 공원 녹지의 조성과 각종 개발사업에 대한 공원 녹지의 잠식 방지를 위한 명확한 사회적인 공감대의 형성이 요구된다. 질적 측면에서는 공원 녹지의 기능성의 회복이라는 측면과 시대에 부합되는 새로운 기능 및 가치의 부여가 필요하며, 이를 위해서는 공원의 매력, 공원의 시설기능 증진, 녹지의 질의 향상 및 녹지 가치의 증진에 대한 다양한 시책이 요구된다. 구성적 측면에서는 공원녹지의 개별적 존재보다는 공원 녹지를 상호간 유기적인 계통을 확보하여 공원 녹지의 네트워크를 형성하여 도시 속의 산재된 고립된 섬으로서의 공원 녹지가 아닌 시민생활에 늘 가까이 있는 생활 속의 공원녹지로 재편되어야 한다. 이러한 정책의 의제는 양적 측면에서 보전(CONSERVATION)과 창출(CREATION), 질적 측면에서 쇄신(RENOVATION)과 복구(RESTORATION), 그리고 구성적 측면에서 공원 녹지의 연결(CONNECTION)과 시민 참여에 의한 운동(MOVEMENT)이라는 정책 개념의 구현을 통해 가능하다. 이러한 정책 개념과 의제를 가지고 서울시 공원 녹지 정책을 구체화시키기 위해서 푸르름의 새로운 탄생이라는 기치 아래 풍요로운 서울, 사랑 받는 공원, 생활 속의 녹지의 3대 목표, 공원 녹지의 보전, 잠재 공원 녹지의 창출, 공원의 활성화, 녹지의 복구, 경관 보전 및 복구, 공원 녹지의 네트워크, 도시 녹화의 7대 과제를 설정하고 미시설 공원 녹지 집행, 개발 사업시 공원 녹지의 확보, 환경 녹지의 총량 보호 관리, 도시 소공원 개발, 역사 문화 공원 조성, 하천 공간 복원, 공원 시설 기능 개선, 이용 프로그램 개발, 공원 관리 개선, 환경 피해 녹지의 회복, 도시 환경 림 조성, 녹지 기능 증진, 도시 자연 경관 보전, 공원 녹지체계 구성, 공원 녹지 공급 균형, 주변 환경 녹화, 가로 녹화의 17개 시책을 제안하였다. 이러한 정책사업의 원활한 추진을 위해서는 기존의 관주도의 일방적인 공원 녹지 행정이 아닌 시민의 참여를 통한 시민이 함께 하는 정 책 사업의 추진이 요구되며, 특히 민간 부문의 적극적 인 참여를 유도하기 위한 방안이 동시 에 강구되어야 한다. 또한 공공에서는 정 책 집행을 위한 조직과 행정의 개편, 예산의 확보 방안을 적극적으로 검토해야 한다. 현재 서울시는 지방자치제 시행에 따라 시 행정에 있어 많은 변화가 예고되고 있으며, 공원 녹지는 새로운 환경 변화에 부합되는 적절한 도시요소가 될 것으로 추정된다. 서울시 하천 복개의 금지, 하천공간의 복원에 대한 움직임, 환경 녹지 복구를 위한 사업의 시행, 민간부문의 환경 운동의 활성화 등 바람직 한 현상이 전개되고 있어, 공원 녹지는 미래의 도시 관리 에 있어 주요 관심사가 될 것이다.

Analysis on Procurement Auction System in Public Procurement Service (공공투자사업의 입·낙찰 분석)

  • This paper considers the effect of various types of procurement auction system on competition focusing on the rate of successful bidding. We analyze the number of bidders and the rate of successful bids using online procurement data of the Public Procurement Service. The average number of bidders is 301 and the average rate of successful bids is 87.42% while the weighted average rate is 75.13%. These numbers show that there is quite strong competition among bidders and the rate is lower as the expected price is higher. When we analyze the data of price procurement auction, the rate is also shown to be lower as the expected price is higher. Furthermore, the rate decreases as the number of bidders increases which naturally makes the competition stronger. Meanwhile, the analysis finds that the inclusion of the onsite bidding, the PQ(Pre-Qualification) result, or major-10 winning companies cannot explain the rate much in our data. In case of turnkey-alternative, the average rate of successful bidding for 484 cases record 90.20%. The average is 84.89% with 120 alternatives and 91.97% with 364 cases of turnkey. The reason why the rate of turnkey-alternative is lower than that of price procurement auction is the lack of competition as well as the systematic difference. By setting up a model, we are able to explain the difference in rate caused by the respective reason. When we suppose there are 3 bidders in case of price procurement auction for a project that exceeds 100 billion won, the rate is expected to be around 64%. This implies that difference of 26% is caused by the systemic difference and 3% by the lack of competition. Therefore, we conclude that the difference in rate between turnkey-alternative and price procurement auction is caused mainly by the systemic difference. In case of PPP(Public Private Partnership) projects, among 154 projects in total, only 40% has more than 2 bidders that compete. The average number of bidders is 1.88 which is less than 2, and the average rate of successful bids is 90%. In sum, under the price procurement auction, there is strong competition which is reflected by the rate of successful bids. However, there is room to decrease the rate by strengthening the competition under the turnkey-alternative. Also with PPP projects, we expect the rate can be steadily reduced with revived competition among bidders.

2013 Records Regime Issues and Prospects for Public Records Management in Korea (한국 공공기록관리의 쟁점과 전망 2013년 기록관리체제를 위하여)

  • The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

Culture and Art Policies of Korean government for Traditional Dancing Digital Contents (전통춤 디지털 콘텐츠에 관한 문화예술정책 연구)

  • It is the time of the Korean Wave booming throughout the world, placing Korean culture in the center of the world and its added value is unaccountable. At this prosperity, the preserving of the archetype of Korean dancing and digital contents making is becoming a task not only for the government but also for the private sector because culture industry has enormous added values. To achieve such goals, contents development is an urgent matter but establishing the value of the archetype of Korean traditional dancing must have priority. The public has to take an active role in rediscovering the values of traditional culture, and as the representative of Korean identity traditional dancing must be the object of a systematic art policy. This study will review the current status of 'digital contents program of the archetype of culture' for traditional dancing and will reconsider the modern value of preserving the archetype of culture to make a suggestion to the direction of culture art policies in the near future. The study acknowledged the lack of technical personnel majoring in the archetype of traditional dancing and the need of reviewing the credibility of historical research procedures. Even with the studies by industry-university collaboration and positioning of specialists, effective policies that will form the foundation for private firms to train personnels is in urgent need. In other words, training personnels, allocation of resource, securing funds, policies promoting collaboration between private and individual businesses, and the commercial recognition at private firms are still far from establishing. This is due to the fact that archetype of culture is not a business that creates revenue immediately, therefore the recognition of traditional dancing as an investable item by business-oriented firms or movements are difficult to find. To overcome such situation, software oriented policies that establish open communication and sharing with the public should be done at first rather than the quantity oriented hardware policies of contents development. Through this process the public can change the attitude on traditional dancing and traditional dancing could be newly recognized as a creative repository of culture and as public businesses giving birth to economic value.

Strategies of Large Park Development and Management through Governance - Case Studies of The Presidio and Sydney Harbour National Park - (거버넌스를 통한 대형 도시공원의 조성 및 운영관리 전략 - 프레시디오 공원과 시드니 하버 국립공원 사례를 중심으로 -)

  • This study aims to suggest strategies of development and management for large parks by examining experimental cases of park governance models related to a shift away from public administration. The shifts towards governance as well as public-private partnership in city parks have involved the need for new public management. This study has analyzed two exemplary cases of Presidio Park and Sydney Harbour National Park in the aspects of planning process and management strategies, as the results derived the meaning and effect of park governance management and is also an essential prerequisite for the achievement of the model. There are six dimensions of research frames--namely policy, governance, partnership, finances and funds, design and maintenance-management, and evaluation-monitoring-taken as the basis for this study. Through the analysis, several key characteristics of these cases were elicited. First, the park planning process must be consistent in carrying a policy from planning to implementation, and furthermore, an independent operation body which can properly authorize an execution and uphold its responsibility from the public could serve in adaptable park services. Second, it has been suggested to build various partnerships with PAs and NGOs, private corporations, community groups, and academic institutes that allow it to expand the diversity of the park activities. Third, there has been experimental exploration to achieve a financially self-sufficient model by establishing internal revenue models and hence allow the reduction of reliance on public finances. The result of this type of park management would allow for improving park quality and make the park space a vital part of the local economy. Fourth, the strategies for a local community's participation are needed to allow the community to become a producer as well as a consumer. This study shows that the direction and significance of the park governance model regarding the fact that the plans sought by the two parks are extending the layout of public-centered discussion to the private sector and the third non-governmental sector including to the local community group. This shows both implications and limitations, such as the risk of privatization through non-governmental activities at the park or the violation of essential functions as a public good due to a profit-generating management policy for securing financial self-sufficiency. At the current point in which plans are under way for the development and management of large parks, a park governance model requires continuous study and expansion of discussion in the future.

Analytical Study of the Customer Satisfaction for Public Marina by application of the Designated Management System in Japan (지정관리자제도 도입 공공마리나의 이용객 만족에 관한 분석적 연구 - 일본의 공공마리나를 중심으로 -)

  • In general, Introducing of the Designated Manager System (DMS) of public facilities has been promoted as part of administrative reforms for planning improvement of service for customers by a private and budget cuts of operations management. DMS has begun to be introduced to the public marina facilities in earnest in 2006, it is evaluated positive about efficiency in terms of business(budget cuts). However, there is no discussion about efficiency (likes service satisfaction of client-side) from the marina whose major job is service. The primary purpose of this study is to clarify the benefits and challenges as a result of the Designated Manager System (DMS) launch implemented by local governments, following the relevant amendments to the Local Government Law. The second purpose is to clarify, from the viewpoint of users, what changes have taken place after the DMS launch, focusing on public marinas operated under the DMS. As for the primary purpose, the study is intended to clarify the economic benefits of the DMS and the significance of the DMS launch at a prefectural government level. This will help us assess whether it would be worthwhile to encourage private companies or non-profit organizations (NPO) to participate in the management and operation of public facilities under the DMS scheme. Most of the studies to date have examined the benefits of the DMS launch, focusing on the economic benefits for local governments. This study is intended to clarify the benefits and disadvantages to users of the DMS launch from the viewpoint of users.

A Study on the Non-residential Building Envelope Remodeling for Energy Efficiency (비주거용 건물의 외피 리모델링을 통한 에너지성능향상 방안에 관한 연구)

  • The slowdown of private building industry resulted in growth of remodeling market as a way to improve energy performance. Remodeling is considered more cost-effective and eco-friendly approach for energy efficient building than new construction. Since 2008, Seoul has promoted Building Retrofit Project (BRP) preponderantly to attract energy-saving renovation by supporting building owners to switch building system into energy-saving system when they remodel their old buildings. According to 2012 press release, 254 Private sectors participated in this green building project and annually reduced 41000ton of greenhouse gas emission, 14000TOE, which also result in 7.5 billion won energy cost savings per year. The paper focuses on the building envelope remodeling as a way to improve energy efficiency. Different components of the building envelope such as wall insulation, window, and shading, were applied to the baseline model and the comparison was analyzed to come up with the ideal solution. This study only assesses the building envelope as to suggest the way to redesign the better energy performing building. Offering solution focusing on the architectural feature is essential because it will provide basic information and standard when remodeling a building for energy efficiency, especially, for the nonresidential buildings used as rental offices.

  • This research is to compare factors which influence to mobilize police force necessary for crowd gathering occasions, and the purpose of this research is to prepare scientific basis for mobilization of police force by understanding order of priority of obstructive factors to mobilize police force for progressing safe crowd gathering occasions. Crowd gathering occasion has a characteristic that minor cause can lead to huge damage because many people concentrically gather at a specific place. In order to control these risks, it is necessary to analyze criteria on order of priority which can arouse risk to mobilize police force. In this research, I classified the factors influencing safety of crowd gathering occasion as internal risk factor, external risk factor and traffic safety threatening and set up the level of private security manpower and participants mobilized to crowd gathering occasion as independent variable and set up mobilized police force from 2013 to 2014 as dependent variable and analyzed it hierarchical analysis. From the result of analysis, the biggest influence to mobilization of police force for crown gathering occasion was the number of participants, and next self order-keeping agents and reason of mobilizing police force. Based on the result of analysis that the biggest factor to mobilize police force to crowd gathering occasion is the number of participants, it can be resulted that the number of participants influence to the risk of crowd gathering occasion.

A Study on the Actual Condition of Electrical Construction Supervision and Countermeasure of It (전력시설물공사 감리제도의 현황과 실태분석 및 개선방안에 관한 연구)

  • 본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

A Study about The Motivational Theory-Based Types of Security Guard's Martial Art Training on Job Performance (경호원의 무도수련이 직무수행에 미치는 영향에 대한 실증분석)

  • This study aims to find out what affects on performance of private security service guards' duty regarding the security service martial arts. To achieve its goal, object of this study was set as private security service guards of private security service enterprise. Here are some conclusions that have been found. First of all, it was revealed that Hapgido, Judo, Taekwondo, kumdo and fencing are in order of the martial arts that help security service the most. Second, the relation of the ability to perform private security service guards' duty between the security service martial art of security guards and the types of them appeared that ones who had been trained were found to be more affirmative than ones who had not, and showed a significant difference. On the other hand, there was no significant difference found on the type of performance of private security service guards' duty. However, ones with a longer career seemed to be more affirmative on the side of work quality and duty, and it also showed a significant difference statistically. complishment relation between the security service martial art of security guards and the types of them appeared that ones who had been trained were found to be more affirmative than ones who had not, and showed a significant difference. Seventh, the relation of mental and the types of them appeared that ones who had been trained were found to be more affirmative than ones who had not, and showed a significant difference. On the other hand, there was no significant difference found on the type of performance of private security service guards' duty.
