유역 통합 수자원관리 기술개발

  • 한정된 물자원을 가장 효율적으로 공급, 이용 및 보존하기 위한 수단으로서 통합수자원관리(IWRM: integrated water resources management)의 필요성이 전 세계적으로 급속히 확산되고 있다. '생태계의 지속가능성을 저해하지 않으면서 사회ㆍ경제적 복지를 극대화할 수 있도록 물과 토지 및 관련 자원들의 조화로운 개발과 관리를 촉진하는 과정'(Global Water Partnership, 2000)으로 정의되는 통합수자원관리는 해당 국가 또는 유역이 처해 있는 수량ㆍ수질환경 문제의 특성, 관련 제도의 안정성, 공공부문과 민간부문의 상대적 우위와 특성, 문화적 배경 등 다양한 요소에 따라 그 목적과 접근방법을 달리 할 수도 있다. 즉, 미국 TVA에서는 유역의 홍수관리, 내륙주운, 전력생산 등을 위해 수자원과 토지이용 등을 포함한 유역의 자원통합관리를 수행하고 있으며, 미국 환경청(US EPA) 차원에서는 수질 및 하천생태계 차원의 수계관리를 유역통합관리라고 부르기도 한다.(중략)

  • 대기오염물질의 침적현상은 대기 중에 부유하는 독성물질의 거동에 영향을 미치고 대기오염물질이 대기로부터 수면 또는 지표로 이동하는 주요 경로이며 이로 인하여 식물성장에 대한 피해 및 토양오염, 수질오염을 야기시키는 등 환경에 주는 영향으로 인하여 그 중요성과 관심이 증가되고 있다. 대기침적현상에 의한 수체(water body)의 영향정도에 관한 연구결과에 의하면, 미국의 5대호에 있어서 납 총량의 95% 이상이 대기로부터 기여되고 있으며, 미국동부의 체사피크만(Chesapeake Bay)의 경우 적조현상의 원인물질로 알려진 질소에 대한 대기 기여도가 25∼40%에 이르고 있는 것으로 보고되고 있다.(U.S.EPA., Report 1991)(중략)

  • Recently, rapid urbanization and industrialization had increased the air pollution in major cities by increasing the fuel consumption. Air pollution models have been widely used for air quality management in many countries. Also, a lot of related studies have been conducted using air dispersion models. In this study, The meteorological preprocessing program was developed to convert the korea meteorological data to the U.S. meteorological data and to expand the usability of air dispersion models of U.S. EPA. In addition, the usability evaluation was carried out through a case study. In the results of the evaluation of the program, this program was accurately convert the Korea meteorological data to the U.S. meteorological data, and the prediction was carried out without a error in air quality modeling. Therefore, the program showed a high utilization as meteorological data pre-processing tool.

Leaching of Trifluralin in the Commerce Clay Loam Soil (토양 중 Trifluralin의 용탈)

  • Trifluralin was selected to study the leaching potentials related to the pollution on Commerce silty clay loam soil near Baton Rouge, Louisiana, USA. The batch equilibrium of trifluralin resulted in the Koc value of 875. When the soil columns(5.4 cm i.d. ${\times}$ 26 cm length) were leached with three pore volumes of water, the distributions of trifluralin in soil and leachate were 99.993% and 0.007% of the total recoveries, respectively. When applied at the rate of 1,683 g/ha in the field, the amount of trifluralin within the $0{\sim}10$ cm soil depth was 96.9% of that within the $0{\sim}60cm$ soil depth 31 days after application. The concentrations of trifluralin detected in 1- and 2m- depth wells during 62 days after application ranged from 0.04 ng/mL to 0.08 ng/mL, which were lower than 2.0 ng/mL of the U.S. EPA advisory levels for drinking water. Trifluralin was strongly adsorbed on soil and hardly reached ground water. The leaching properties of trifluralin in the fields were predicted and concurred with those in the columns.

  • In this paper the new revision of Korean Airworthiness Standards (KAS) - Emissions was proposed for enforced environmental standards. The Aircraft Engine Fuel Venting and Exhaust Emissions Requirements have been only defined for smoke, HC, CO and NOx as management items in previous KAS. However, this standard has not covered the current situation that International Civil Aviation Organization (ICAO) and United States Environmental Protection Agency (EPA) enforced environmental regulations, such as emissions trading system, limitation of CO2 emissions and restriction of exhaust gas. In order to overcome these outdated situations, we presented the new requirements for aircraft exhaust gas emissions standard of Korea based on the latest standards of United States, Europe and other countries.

Water Solubilities and Vapor Pressures of Chlorothalonil and Command (농약 Chlorothalonil 과 Command 의 수용성 및 증기압)

  • The water solubilities and vapor pressures of chlorothalonil and Command were measured following the guidelines of the U.S. EPA and OECD. Water solubility of the two compounds is consistent with respective values in the literature. However, the vapor pressures of Chlorothalonil and Command were 5,000 times$(2{\times}10^{-7}\;torr\;at\;25^{\circ}C)$ and 100 times$(<1{\times}10^{-6}\;torr\;at\;45^{\circ}C)$ lower than the literature values, respectively. Courteous use of the vapor pressure values in the handbooks is suggested. With this study, experimental difficulties involved were recognized. Based on the low vapor pressure of Command, the cause of the accidental bleach of non-target plants in the United States might not be attributed to the volatilization of Command, but to the drift during the application of the herbicide. These approaches will be utilized to predict the environmental fate of new chemicals under development, to screen the potential environmental pollutants among chemicals already in use, and to assess measures to minimize the hazards.

  • Smoke generated from business establishments and factories will not only cause air pollution but also have a significant impact on the human body. Generally, the most common method for measuring the turbidity of the plume generated from the stack is a method of observing by the transmissometer mounted in the chimney or Method 9 from the US EPA(Environmental Protection Agency) which is a visual method of determining plume turbid emitted from stationary sources. However, these methods need a lot of cost to build and maintain. In this paper, we build a plume turbidity measurement module programs using a digital camera. We design and implement a module which acquires the pictures of the plume using a digital camera and measures the turbidity of it using the DOM(Digital Optical Method). In addition, we demonstrate the excellence by comparing and analyzing implemented module and other methods.

SO2 Concentrations and Health Damages under Alternative US-EPA Policies (US-EPA 정책하에서의 SO2 농도와 건강피해)

  • This study uses a computable partial-equilibrium model of the U.S. energy industry to evaluate sulfur dioxide concentrations under two environmental policies. The policies, generator-level emission caps and tradable allowances, are selected to yield identical aggregate emissions. Regional concentrations are found to vary across the two policies significantly. These variations translate into different losses for individual states, and, nationwide, to differences of hundreds of millions of dollars in aggregate health damages. Emission caps outperform allowances by $452 million. Caps favor the southwestern, south-central and southeastern states, where they deliver $840 million lower damages than the other policies, while they deliver $390 million higher damages In northern and northeastern states.

  • This experiment was done to investigate the leaching and adsorption properties of heavy metals on porphyry. The comparison with respect to the leachability of heavy metals from porphyry between the Korea Standard Leaching Test (KSLT) and the Toxicity Characteristic Leaching Procedure (TCLP) was carried out. The fractional composition of leachate and the total concentration of heavy metal of porphyry were studied through Sequential Extraction Procedure (SEP) and EPA Method 3050. Adsorption experiment of porphyry has pointed out that the optimum dosage of porphyry for 50ppm Pb was over 10g/L, the effective particle size for absorption was below 200 mesh and the optimum pH was about 7. From the Freundlich' adsorption equation, 1/n was 1.0722, and k was 0.0041. After adsorption, the fractional composition of Pb was changed. The exchangeable, carbonate, reducible fractions were increased, and the organic fraction was not changed, and the residual fraction was decreased.

  • This study compared and analyzed existing research on dispersion models and selected the EPA's Industrial Source Complex(ISC) model as a model suitable for the domestic petrochemical industry for 3-dimensional simulation and developed a simulation system applying. 3-dimensional algorithm with this ISC dispersion model as a basis As a result of this study, the 3D dispersion model based on ISC can help estimate a exact accident damage zone, make a emergency plan and control a ignition source.
