글로벌 경쟁체제의 도래와 정보화의 급진전 및 소비자의 권익신장 등 경제환경의 변화에 따라 고객서비스와 직결되는 물류의 중요성이 날로 강조되고 있다. 기업의 경쟁력 제고를 위한 물류의 아웃소싱 증가와 제3자물류산업의 활성화 및 공급사슬관리(SCM)의 보편화와 일관물류서비스에 대한 수요증가에 따라 물류센터의 기능 또한 종래의 보관 중심이 아닌 일관물류의 중심적 기능으로 발전하고 있으며, 일관물류서비스의 품질을 좌우하는 결정적 요소로 중시되고 있다. 이렇듯 물류센터의 기능이 중시되고 있음에도 현재 우리나라 물류센터들은 공급과잉과 정보부족 및 공급자의 영세성, 제도적 지원부족 등의 주요한 문제점들을 안고 있는 것으로 지적되고 있다. 이런 차에 지난 3월 31일 결성된 한국물류협회 물류센터분과위원횡 거는 관련 업계의 기대가 적지 않다. 이에 물류센터분과위원장으로 선임된 이강성 TL Korea 사장으로부터 우리나라 물류센터의 실태와 분과위원회의 지향점 등을 들어본다.

올해 1월 21일 공포된 "중견기업 성장촉진 및 경쟁력 강화에 관한 특별법"의 시행령안이 지난 7월 15일 국무회의를 통과하여 지난 7월 22일 부터 본격적으로 시행되었다. 이와 관련하여 골판지 포장물류지 9.10월호에서는 "중견기업 성장촉진 및 경쟁력 강화에 관한 특별법"주요내용을 중심으로 알려드리겠습니다.

Global companies regard the conditions of a location as one of the most crucial factors to assess the competitiveness of ports and the port hinterland, as well as emphasize creation of throughput and the importance of value added logistics in the hinterland under diffusing Supply Chain Management(SCM). This study deals with the evaluation of competitiveness in 7 hinterlands and the establishment of assessment model in hinterland. This study analyzes the importance of factors for the port hinterland competitiveness using AHP method. As a result, logistics factor, accounting for 62.3%, is shown as the relative more important factor, followed by hinterland's economy factors(27.3%) and city/policy factor(10.4%). The result implicates that measures to activate logistics factors with relatively high importance are essentially needed in order to improve the competitiveness of the hinterland of Busan New Port. Especially, it is needed to establish service routes of the port and air networks and to expand infrastructure for support. This study also assesses the competitiveness of hinterlands for the seven domestic and foreign ports based on importance of assessment factors for the hinterland competitiveness using AHP analysis. Busan(3.903) is ranked fourth behind Singapore(4.570), Hong Kong(4.357) and Shanghai(4.042) in assessment.

국가 경쟁력 강화 측면에서 물류의 효율성 증대는 많은 관심의 대상이 되고 있으며, 따라서 물류시설의 입지를 결정하는 문제는 매우 중요하다. 그 중에서도 배송중심지는 물류비절감 차원 뿐만 아니라 물류 서비스의 향상차원에서 관심이 증대되고 있다. 따라서 본 연구에서는 물류시설의 위치결정을 위하여 평균거리 최소화문제(median problam)와 최대통행거리 최소화문제(center problem)를 결합한 이진정수계획모형을 제시하였으며, 또한 개발된 모형은 수요의 형태가 상이한 4가지 유형의 망(network)상에서 2개 및 3개의 배송중심지를 설치하는 문제에 적용되었다.

The purpose of this study is to identify and evaluate the competitiveness of container ports in ASEAN(Association of Southeast Asian Nations) and Korea, which plays a leading role in basing the hub of international logistics strategies at the onset of the 21st century. Its ultimate purpose is to consider the relevant policy-making by comparing the competitiveness of ASEAN and Korea's container ports. This paper adopted the HFP method, which is an empirical analysis that evaluated the port competitiveness by quantifying it a, a qualitative attribute in the aforementioned area, where both ASEAN and Korea vie with each other for increasing container throughput. The results of this study showed that Singapore ranked the first in the subject of study in view of the competitiveness, followed by Busan(2) and Manila(2) as a leading group of the relevant ports in international logistics strategies. This analytic evaluation contributes to the empirical approach applied to policy-making by the HFP method, which is the newest research technique in social science through the comparative study of port competitiveness between ASEAN and Korea.

Small-sized domestic logistics-companies are required to satisfy the high quality of logistics information service. However, these companies are not prepared to complete customers' requirement because of the e-logistics process, excess of logistics distribution steps, and so forth. Moreover, large-sited foreign logistics companies are going into domestic market and trying to share the market. In this paper, we propose an ASP-based real-time Logistics Information Control System using location-based service(LBS) and logistics information service to reinforce the competitiveness of domestic logistics-companies and improve the customer service quality. This system is designed to trace and control the real-time logistics movement information by using GPS and to process the transportation information by using SMS.

최근의 물류 환경은 교통 체증, 3D 업무 기피 현상으로 인한 인력난, 법적 규제등으로 지속적으로 악화되고 있어 기업의 물류비 부담은 매년 증가하고 있다. '94년 대한상공회의소에서 실시한 '기업 물류 관리 실태 조사'(대상업체; 513개사)에 의하면 총 매출액 중 물류비가 차지하는 비중은 14.3%에 이르고 있다. 이 같은 매출액에 대한 물류비의 비율은 '93년도의 8.5%보다 5.8%가 높아진 것으로 기업의 물류비 부담이 한 해에 19%나 증가 했음을 의미한다. 특히 음료업종은 저단가이면서 상대적으로 부피가 크고 무게가 무겁기 때문에 타 업종에 비해 물류비의 비율이 훨씬 높은 17.1%나 차지하고 있으며, 처리해야 하는 물동량도 상대적으로 많음으로 인해 물류관리상 개선의 필요성도 많고 개선에 따른 효과도 크다고 하겠다. 따라서 대부분의 음료업체들은 합리적인 물류활동을 통해 물류비용을 절감하고 서비스의 질을 높여 경쟁력을 강화하기 위해 노력하고 있는 것으로 알려져 있다. 과거 음료업체는 생산성 향상을 통한 원가 절감과 품질 향상으로 매출 증대와 이익을 이룰 수 있었다. 그러나 앞서 말한 바와 같이 물류환경의 지속적 악화와 소비자의 다양한 욕구에 의해 물류 부문에 대한 기업의 대응은 점점 어려워지고 있으며 사회적 문제화가 되고 있는 것이다.

국가의 경쟁력은 급변하는 환경에 적극적이고 빠르게 대처해야만 제고될 수 있다. 최근 고부가가치 창출, 지구온난화, 보안 안전 등의 글로벌 환경변화에 따라 교통 및 물류체계 효율성은 국가의 중요 이슈 중 하나가 되었다. 정부에서는 물류발전을 위하여 다양한 정책 및 물류정보망사업을 추진해 왔으나 국내 물류체계의 비효율성 문제는 여전히 거론되고 있다. 이러한 시점에서 국가물류체계의 발전적 개선을 위해서는 최근 세계 환경변화와 각국의 물류정책 및 정보화 추진현황 분석이 필수적이다. 본 논문에서는 글로벌 물류환경의 변화, 물류선진국들의 물류정책을 살펴보고, 국내 물류정책의 과거와 현재, 그리고 물류정보화 현황을 소개한다. 마지막으로 향후 발전 방향 설정을 위한 시사점을 요약 제시하고자 한다.

(사)한국물류협회(회장 서병륜)가 주관하는 '2008 제16회 한국물류대상' 시상식이 지난 달 13일 그랜드인터콘티넨탈호텔 그랜드볼룸에서 개최됐다. 이날 시상식에서 27개의 단체 및 개인 정부 포상이 이뤄졌으며 (주)하이닉스반도체의 남정곤 전무가 석탑산업훈장을, 권혁은 (주)하나로티앤에스 대표와 김정환 한국물류전략연구소 소장이 산업포장을 수상했다. 한국물류대상은 1993년 제정되어 올해로 16번째를 맞고 있는 국내 유일의 물류부문 정부포상이다. 한국물류 대상은 효율적이고 체계적인 물류혁신 노력을 통해 국가경제의 비전과 발전에 기여하고 기업의 물류혁신과 가치창출에 크게 노력한 기업(기관)과 개인을 발굴하여 포상함으로써, 물류의 중요성에 대한 범국민적 인식 확산과 물류혁신 풍토조성을 통한 기업경쟁력 강화와 유통경제 활성화를 도모하는 데 그 취지가 있다. 본 고에서는 2008 물류대상 일부 수상자들의 활약상을 살펴본다.

한국통합물류협회는 7월 30일 여의도에 위치한 협회 회의실에서 포장 및 물류 산업계 기자들을 초청, 간담회를 열고, 향후 사업 계획을 발표했다. 한국통합물류협회는 6월 25일 창립총회를 열고 공식 출범, 분산되고 영세한 물류산업계의 목소리를 하나로 결집하여 정부와 파트너십을 구축하는 구심점 역할을 충실히 수행하고, 물류산업의 경쟁력 강화와 회원사의 물류선진화 및 권익신장에 기여하고자 설립됐다. 물류관련 단체의 통합으로 물류산업이 국가경제 발전의 주요한 견인차 역할을 수행하며, 미래의 국가성장 동력산업으로 자리매김할 수 있을 것으로 물류관련 기업들이 기대하고 있는 현재, 김진일 회장에게 향후 운영 계획을 들어 보았다.
