A Study on the Methods of Initial Response Wooden Cultural Asset Architecture by Fire (목조 문화재 건축물의 화재로 인한 초기 대응 능력에 관한 조사 연구)

  • Title of management of cultural asset architectures made of wood managed by nation or local government is separated and there is a high concern about the disappearance of many national cultural asset architectures by fire. This study investigated the effectiveness of major installed appliances in terms of disaster prevention, and problems by early suppression in the event of fire and by mobilization of fire engines in depth. Also, this study derived problems by conducting an in-depth individual interview on interested parties for installation of fire extinguishing system by related law and to improve system to make realistic maintenance. As a result, it was identified that they have reached the positive aspects of protecting cultural asset architectures from disaster as fire by maintaining and managing facilities by establishing proper disaster prevention measures because they are surrounded by mountain or buildings are contiguous. Wooden cultural asset architectures are often excluded from regulation for installation of fire-fighting facilities under the Fire Services Act because most of wooden cultural assets are detached buildings, occupy small area, and are one-storied architecture. The best method is having extinguishing ability themselves according to the manual by making fire manual as management policy before the outbreak of fire. This study intends to suggest a follow-up study for practical considerations to establish or designate a professional management agency for them to protect important national cultural heritage buildings at the state level before they are destroyed by fire.

Building a Web-Based Undesignated Cultural Heritages Management Information System - A Case Study of the Namsan Area in Kyeongju - (웹을 이용한 비지정 문화재 관리 시스템 구축 - 경주 남산 지역을 중심으로 -)

  • The purpose of this study was to build a web-server for culture heritages management information system in order to efficiently manage and safely preserve undesignated cultural properties in the Namsan area in Kyeongju, which have been neglected so far. In order to achieve this purpose, data were collected on the basis of undesignated cultural properties in the study area. To acquire the location and range GPS were used and spatial data including geographic coordinates, visual materials and structured interviews were conducted through field survey. In addition, in order to obtained reliable and accurate locations of undesignated cultural properties which are scattered, DGPS(Differential Global Positioning System) were used. The spatial database was constructed based on the standard of cultural properties and attribute data was linked to geo-spatial information(digital map and aerial photographs). This system was built in a web-server environment. The result shows detailed description on the selected output for selected location and property information can be located on the map. In particular, a database to search for the status and modification of cultural properties will provide information to the users.

  • The Cultural Properties Protection Law Act 1962 has been achieving its role for systematic preservation, management and application of the cultural heritage under rapid economic growth circumstances through continuing revisions. Introduced the influence review system for cultural heritages in 2000, and legislated the guideline for the state-change allowance standard for the National Cultural Heritage in 2006 in specific, the law has been contributing significantly for the cultural properties and historical/cultural environment preservation, along with increase in administrative efficiency and improvement on settlement environment. However, increase in public awareness about the cultural property's value and the needs for the local revitalization by utilizing the heritages, while some allowance standard not peoperly delivering the surrounding conditions, such as the value of the properties and their substantial characteristics, land utilization, etc. being applied, complaints from the local residents are increasing continuously. Thus this research focuses on clear vision/value of the heritage and apply them to create the review criteria for the state-change allowance per heritages. Here we set the Focus of Landscape Management Indicators in order to actively preserve and manage the physical characteristics and the native value by analyzing the Cultural Heritage Protection Laws and related guidelines, manuals and research papers, and redesign the cultural propertiy's classification scheme and propose the Review Standard for state-change from the view point of changing the current state. With this research, we expect increase in the satisfaction for the Property management system with public understanding promotion regarding the Standards by applying the reviewed state-change allowance Standards, white securing the consistency for the review criteria as well as the systematic management of historical/cultural environment with their typification characteristics and the value for short-term.

The Ontology-Based Intelligent Solution for Managing U-Cultural Heritage: Early Fire Detection Systems (U-문화재관리를 위한 온톨로지 기반의 지능형 솔루션: 화재조기탐지 시스템)

  • Recently, ubiquitous sensor network (USN) has been applied to many areas including environment monitoring. A few studies applied the USN to disaster prevention and emergency management, in particular, aiming to conserve cultural heritage. USN is an useful technology to do online real-time monitoring for the purpose of early detection of the fire which is a critical cause of damage and destruction of cultural heritages. It is necessary to online monitor the cultural heritages that human has a difficulty to access or their external appearance and beauty are important, by using the USN. However, there exists false warning from USN-based monitoring systems without human intervention. In this paper, we presented an alternative to resolve the problem by applying ontology. Our intelligent fire early detection systems for conserving cultural heritages are based on ontology and inference rules, and tested under laboratory environments.

  • 문화재동굴이란 문화재적 가치가 있는 동굴로 그 희귀성과 학술문화적 가치에 따라 천연기념물 동굴과 지방기념물 동굴들로 나뉜다. 우리나라에는 천연기념물동굴로는 16개소, 지방기념물동굴로는 20개소가 지정되고 있다. 이들 중에는 필요에 따라 이미 관광동굴로 공개되고 있는 것도 있고 아직 비공개동굴로 보전 관리되고있는 것도 있다.(중략)
