본 논문은 지역 문예회관 운영 활성화를 위한 브랜드 프로그램 개발에 관한 연구이다. 지역의 문화향수 현황과 문예회관의 현황을 파악하고 국내외 사례를 통해 지역의 특성을 반영한 지속적이며 발전 가능한 브랜드 프로그램의 개발 방향을 모색했다. 인터랙티브 프로그램, 프로그램의 시스템화와 매뉴얼화, 독창적이며 개별적인 동시에 보편적인 소재의 요소를 갖춘다면 지역 문예회관의 경쟁력 있는 브랜드 프로그램으로서 지역 중심의 다양화된 문화콘텐츠를 창출할 수 있을 것이다.

이 연구에서는 대구광역시의 공공도서관과 문예회관에서 운영하는 문화교육프로그램에 대한 수강자들의 인식과 만족도에 대한 조사를 실시하였다. 조사결과 도서관 수강자들은 전반적인 만족도와 충성도, 프로그램 내용 및 강사 품질을, 문예회관 수강자들은 기관의 지원 및 제반서비스와 시설 및 환경에 대해 더 높게 인식하고 있는 것으로 나타났다. 도서관 수강자의 고객만족도(LCSI)는 78.02점으로 나타났으며 문예회관 수강자의 고객만족도는 77.22점으로 산출되었다.

The study performed literature survey and research on the actual condition of cultural facilities for planning a reasonal architectural plan of being prearranged Gwangcheon cultural art center erection at the old central district of Gwangcheon-Eup(town) in Hongseong-Gun(County), Chuncheongnam-Do(province). It was verified that the law and regulations related with cultural art facilities did not make clear statement of the concept of cultural art center and classified it as a public performing place of a kind of performance facilities. The types of cultual facilities could be classified as performance facilities, libraries, regional cultural welfare facilities, cultural promotion and instruction facilities and they were studied respectively. The main functions of cultural art center was studied with art enjoyment function and art creation function. Through the research on the actual condition of cultural facilities, it was found that there were 12 cultural welfare facilities in Hongseong-Gun(county) however there was no cultural facilities in Gwangcheon-Eup(town) except 1 libraries. So the building of Gwangchoen cultural art center is needed. The location Propriety analysis is conducted and proved appropriated. On the basis of the above studies, the direction of planning, conception of Plan and facilities program were conceived and finally the architectural plans were proposed.

The purpose of this paper is to find out and discuss architectural factors for planning the cultural facilities for performing art. For the purpose, the Culture & Art centers in major cities are investigated. The investigation focuses on the analysis of efficient utilization and spatial composition of the Culture & Art centers. Generally the cultural facilities must be located on the site where people can easily access, and should have various kinds and sizes of rooms which people can use for various activities. However, most of the investigated Culture & Art centers are apart from the downtown of the cities, and do not provide the varied spaces. In particular, the sizes of performing halls are too large, and this makes the ratio of room use frequency and the occupancy of seat to be low. To encourage people to use the Culture & Art Centers, the program managers should arrange various programs which reflect the needs of people, and the clients and designers should decide proper room sizes and functions through appropriate analyses of the facilities.

지난 6월 13일 태백시종합문화예술회관의 설계경기 당선작이 발표되었다. 당선작은 (주)예가람건축(구정회)의 안으로 선정되었으며 (주)이일건축(박광범), 이송건축(이영우)의 안이 각각 우수작으로 선정되었다. 태백시민의 다양한 문화욕구를 충족시키고 문화예술활동을 통한 사회공동체의식의 함양을 기하며, 시민화합의 전당으로서 다목적 종합시설을 갖춘 미래지향적인 종합문화예술회관을 설립한다는 취지로 진행된 이번 설계경기는 4월 15일 현장설명이 있었고 5월 31일 접수마감으로 총 7개 사무소가 작품을 제출했다. 당선된 (주)예가람건축은 20m의 대지차로 인한 진입시의 어려움을 진입교량을 설치함으로써 용이하게 유도한 것이 당선된 주된 요인이 되었다고 밝혔다. 지하 1층, 지상2층의 규모로 지어질 이 문예회관은 대공연장, 소공연장, 전시장, 관리, 사무시설로 구성되어 지는데 오는 98년을 완공목표로 하고 있다.
