Purpose: This is a descriptive study to investigate the relevance between biological nursing science subjects (structure and function of the human body (SFHB), mechanism and effects of drugs (MED), clinical microbiology) and examination workbook items for Registered Nurse Licensure Examination (RNLE) in Republic of Korea (ROK) and the United States of America (USA). Methods: RNLE 8 workbooks which were published by the Korean Nurses Association were utilized for analysis of Korean RNLE. Saunders comprehensive review for the $NCLEX-RN^{(R)}$ examination was used for analysis of US RNLE. The relevance between items in the standard syllabuses of biological nursing science subjects (SFHB, MED, clinical microbiology) and the RNLE items of these workbooks in ROK and the USA was analyzed. Results: The relevance rates of ROK and the USA were 3.6% vs 0.4% in SFHB, 8.9% vs 23.0% in MED, and 4.5% vs 5.8% in clinical microbiology. Conclusion: In SFHB, the relevance of the RNLE in ROK was higher than that of the USA. However in MED the relevance of the RNLE in USA was higher than that of the ROK. Since medications are one of major tasks of nurses, it is necessary to increase the number of related items in the RNLE in ROK.

This research examined the effects of user experience in driving simulation game between using general monitor and 3D virtual reality device, Oculus Rift DK2. We compared the difference of user experience such as presence, flow and arousal by gaming environment. We also tested the effects of virtual reality on driving attitude, emotional pleasure and satisfaction. 100 beginner drivers with a driver's license participated in the experiment of two modes of gaming environment. As a result, all the three user experiences were proved to be significantly higher in VR game play than general monitor game. Also driving attitude, emotional pleasure and satisfaction showed a significant difference in virtual reality. This study makes a theoretical and practical contribution to the application of the next virtual reality game with a special function.

The purpose of this study is to analyze, medical institutions wanted to investigate what caused the shortage of opticians' manpower and suggest solutions. This study was conducted on 31 opticians (11 male and 20 female) working at medical institutions through a self-reporting method survey. Through the survey, basic information of the subjects and the information and satisfaction level of the medical institution on duty were investigated and analyzed. There were many people who had a license for optometrist but did not do optometrist work, and the married people were less satisfied with their work and the proportion of people who did not do optometrist work was higher. The cause of these problems was salary. Opticians who needed higher salaries for marriage and other reasons were able to increase their salaries by adding other tasks in their own areas. This unsatisfactory salary at medical institutions has led to a shortage of optometrists at ophthalmic clinics.

The weight of elderly people in Korea has been increasing. Statistics show that the percentage of the elderly people in Korea was 3.1% in 1970; 3.8% in 1980; 5.1% in 1990, and 7.2% in 2000. Based on this trend, thus, the number of elderly people could be estimated to be 14% of the whole Korean population in 2018. This reveals that Korea is entering a super-aging society with remarkable fast pace. In such a change, the statistics related to elderly people driving license and the occurrence of traffic accidents are showing a noticeable numerical value. The number of traffic accident fatality in Korea ranks the highest value in OECD Countries. However, the research on old drivers in the nation is going on partially centering on system improvement and management scheme. Thus, first of all, researches about the linkage & characteristics between the driving behavior of old drivers and traffic accident should be implemented, in order properly to draw system improvement and management scheme for the old drivers. Therefore, the focus of this study is the influence model for discerning the severity of the age-old-caused traffic accidents by inquiring into the relation between the Driving Aptitude Test items that make it possible to measure their behavioral characteristics and influential factors by age group on the basis of the data on traffic accidents. The analysis results can be used as basic data for suggesting the behavioral research and countermeasure for traffic safety and its management for old driver in preparation for the aging society.

In this paper, we consider an independent type cognitive radio system where secondary users can utilize empty channels that are not currently used by primary users having the license to these channels. In the previous works, secondary users search channels sequently or randomly to detect activities of primary user on channels. These channel searching methods however are not suitable to the characteristics of the wireless environment. Therefore, we propose a channel searching method based on the channel list for the purpose of reducing the channel searching time and improving the throughput of secondary users. In the proposed method, we firstly determine weighting value of each channel based on the history of channel activities of primary users and add the weighing value to current channel state buffer. And then, we search an empty channel from channel with smallest value to one with the biggest value. Finally, we compare the performances of the proposed method with those of the sequential channel searching and the random channel searching methods in terms of average channel searching time and average number of transmissions of secondary user.

In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

This research is based upon the nursing statistical data published by the Institute of Nursing Policy in 2007, on behalf of Korea nursing association. We analyzed the problems on the healthcare human resources supply in Korea. We suggest that a solution is to adopt immigration policy for foreign workforce employment. The result of the research shows that more than 1,000 nurses are registrated every year except for 2004, according to the yearly status of healthcare jobs. The variance of doctors' registration was quite significant. Compared to 750 registrations in 2004, 4000 doctors were registered in 2002. The healthcare accounts for the property of citizens in terms, which represents the health and lives of everyone, so the country must take all measures to supply the healthcare services in need. Focusing on the underdeveloped region where it is difficult to approach the medical services, the foreign workforce could be added into the healthcare profession field. We conclude that employing foreign healthcare professionals will contribute to the improvement of lives in those people living in underdeveloped region, as well as unity of the local community.

The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.

Under the revision of medical law on February 1, 2012, health care providers are banned from opening 2 or more medical institutions and being involved in managing the institutions. However, purpose of the legislation of the revised law is unclear and even confirmation of such purpose of the legislation based on the calculation of multiple legislative backgrounds cannot be appropriate means of achieving such purposes. This article confirms and reviews the development of revision of medical law and history of the principle of 'one person-one medical institution', and legislative purpose of the revised medical law as well as examines unconstitutionality of such revision based on limited fundamental rights by the revision, principle of clarity, and principle of the prohibition of excessive restriction.

Objectives : This study was performed to investigate the status of dual medical license holders who have both the medical doctor (MD) and the Korean medicine doctor (KMD) license in Korea, and provide basic data for developing the cooperational strategy between conventional western medicine and traditional Korean medicine. Methods : The questionnaires on the general characteristics and working status were developed and administered for both dual license holders and medical students with MD or KMD license. The data of 187 persons were collected and analyzed. Results : Mean age of dual medical license holders is $42.28{\pm}6.54$ and most of them are male(86.0%). 75.2% of them obtained MD license first. However among the students who had MD or KMD license, 73.7% had KMD license. The mean time for obtaining the additional license was $10.11{\pm}4.905$ year. Forty nine dual license holders are opening both medical clinic and Korean medicine clinic. Conclusions : To promote the role of dual license holders for collaborating traditional Korean medicine and western medicine, developing an integrative medical curriculum should be enhanced, and the studies investigating the practice characteristics, and self-consciousness of dual license holders are required.
