Research background: Despite the visible growth in radiation usage and nuclear power development, the analysis of their relationship with fundamental rights, a subject of public concern regarding issues including the right to health, environmental rights, safety rights, the right to know, the right to development, and the right to life, is currently non-existent. Methods: By examining various fundamental rights in the context of positive laws regarding radiation and nuclear power in an idealistic perspective that guarantees the maximum degree of rights, this paper aims to propose legislative supplements that will lead to improvements in quality of life. Result and discussion: In the South Korean Constitution, radiation and nuclear power is a subject incorporating several rights, including at least 12 clauses that are directly related to fundamental rights; these constitutional rights are manifested in the various clauses of the 14 positive laws regarding radiation and nuclear power. The question on the relative importance of each fundamental right as reflected in these positive laws- whether the right to life should be prioritized or considered equal in weight to the right to health, environmental rights, the right to know, and safety rights- requires careful deliberation and is difficult to humanly resolve in the short term. Conclusion: Making policy that expands the usage of radiation and nuclear power while simultaneously preventing their associated risks is an important task for the Republic of Korea, and a proper value judgment is necessary to find a balance in its associated rights.

Apartment developers consider the initial sales rate as an important indicator for their success of apartment development projects. They tried to achieve a secure level of initial sales rate. In spite of its importance, there is little research on the initial sales rate because of the difficulties in gathering proper data for analysis. This study, however, collects the data in initial sales rates in Su-won from various sources such as construction companies, marketing companies, sales companies and so on. By using this rare data, this study analyses the initial contract rate of apartment and estimates the initial contract rate by sales price. The result of this study shows that important of land area ratio, brand, and distance to park. It is expected that the proposed model will be used for apartment developers in sales planning phase.

The world's major countries carry forward strategies for enhancing industrial competitiveness, resulting in the fourth industrial revolution while a new growth engine is required to deal with the slow growth of global economy and declining productivity. Artificial intelligence (AI) is regarded as a core technology of the fourth industrial revolution. AI is expected to be implemented rapidly in advertising and media industries. However, it is hard to find an effective way to implement AI in these industries, especially because of how quickly the AI market changes and develops. Therefore, this study seeks the possible industrial influence of AI in advertising and media industries and invigoration plan for AI, by an in-depth interview with 10 professionals who lead the AI market. First, it was analyzed to explore the macroscopic side of the AI market through P (Politics), E (Economy), S (Society), and T (Technology). Also, the applicability of AI in advertising and media industries was explored by analyzing its S (Strength), W (Weakness), O (Opportunity), and T (Threat).The result indicates that it is necessary to build up a nation-wide construction of infrastructure for the fourth industrial revolution to invigorate AI in advertising and media industries. Moreover, a social environment capable of overcoming a hyper-connected society and social risks should be fostered. Lastly, it is urgent for both the industrial and academic world to diagnose the influence of AI in advertising and media industries, to anticipate the future in accordance with technological advance, set a proper direction, to invest actively for technical development of AI, and to formulate innovative policies.

The interest on the marine leisure sports is rapidly increasing with the advent of the five-day week and with increments of GNP. The self-governing bodies are trying to drag large investments into the marine leisures industry through international exhibitions and yacht rallies. Unfortunately, the demands in the domestic area don't increase differently from those demand patterns in the advanced countries. In this study, several suggestions for vitalizations on the marine leisure industry are made after surveying the recognition degree of the domestic people on the marine leisures and the current states of their spending on the marine leisures. As results, it has been shown that the policies based upon negative factors coming from negative understandings on the leisure activities should be largely revised. Further, it seems that the policies for the preparations of the laws and the regulations for the marine leisures as well as for the R&D policies should be taken systematically so that the infra structures are constructed while improving the negative understandings on the leisures. The fundamental databases investigated in this study will help the policy makers and the investors reduce the risks of the policy and the investments in the field of marine leisure sports.

The factors of uncertainty such as work delay could cause many problems, for example, increase of construction cost and terms of work, and the deterioration of quality. Because of these, the uncertainty risk is regarded as an important management factor to obtain the success of construction project. So, the systematic management plan about the uncertainty factors is needed because it plays an important role in the completion of entire project. And also analysis of some factors which can cause the work delay can be one way of improving construction project's certainty and making it competitive. In this reason, we have to make an effort to set a priority based on analysis of quantitatively numerical value about work delay factors to manage them effectively. Thus, this study aims to suggest the basic data for the effective management and prevention of work delay in steel-frame work which is progressive actively now, along with increasing of demand of high-rise buildings by analyzing each reasons of work delay factors and also by suggesting important management factors that are coded according to each construction work using FMEA method which could give a data about the importance of work delay factors through quantitatively numerical value.

The sudden emergence of China as a superpower in world politics and economics is apparently a big surprise. This, however, is not an unusual incident. As far as the Chinese are concerned, they say that China is simply running almost the same track that its neighboring countries. In the recent years, a number of experts and scholars have expected that the emergence of China as a great economic power will be argued as a major issue in world politics and economics. So its economic progress will require experts and scholars to watch carefully how China is going to change. It certainly has created an atmosphere that most of the world leaders, experts and scholars are very concerned about China's remarkable performance in its economics and then willing to accept China's rapid growth as an urgent matter. Many experts and scholars began to analyze carefully the factors that have contributed to the rapid growth. Foreign direct investment (FDI), import-export, and economic reform were then listed as the most important factors. As a result, philosophy of economics, analytical economics, and economics are immediately needed for China who is at the moment very anxious to sustain the stable and continuity of rapid economic growth. But unfortunately China does not even recognize the reason why they need to adopt these economic concepts and methods.

The market of public-private partnership (PPP) projects has reduced from 9.4 trillion won in 2007 to 4.5 trillion won in 2012. However, the need of PPP projects is brought up by a massive down scale of government financial business. Previous studies regarding PPP projects mostly evaluate profitability from the financial perspective or analyze risk factors as a whole. Although PPP projects generally have complex structure involving diverse stakeholders, such as contractor, financial investor, and special purpose company (SPC) operators, existing studies have rarely considered the different viewpoints of PPP project stakeholders. Therefore, purpose of this study is to develop a structural equation model (SEM) considering the diverse stakeholders of PPP projects. To this end, the authors first reviewed the organizational structure of PPP projects. Next, the identification of the factors affecting project profitability are done via comprehensive literature reviews. After that, we conducted in-depth interviews and questionnaire surveys to reflect stakeholders' perspectives (contractors, financial investors, and SPC operators). As a result, a SEM model is developed to analyze direct and indirect effect on the PPP project performances. Finally, using the analysis results, relevant implications and directions for improvements are discussed. The prediction of the business performance of contractor, financial investor, and SPC operator is expect to be possible through the model developed and supports the strategy deduction that is appropriate for the participants.

Free-standing structures that are especially high are more likely to receive brain attacks caused by lightning. Since special structures are generally part of national industrial structures, lightning strikes mostly cause socio-economic damage. Lightning protection facilities are installed to prevent such lightning damage, but in 2015, support cables on West Sea bridges were hit by lightning, causing a lot of economic damage. Accordingly, the design of a lightning protection system shall establish protective measures after analyzing the risk of debris falling onto the structure. In this thesis, lightning strikes are analyzed directly in relation to the modeling system that operates the actual information collection system for lightning strikes, depending on the location of the tall, free-standing structures, and practical lightning hazard information is provided by a meteorological station. In addition, we propose monitoring and applying a probability correction rate to the calculation of the lightning risk based on the number of lightning strikes directly reaching the ground in order to obtain an effective lightning risk assessment.

In recent, many Korean contractors have tried to extend their business area into the overseas construction market, mainly as a result of a reduction in their domestic construction market. However in terms of risk, overseas construction projects are likely to face a number of unpredictable problems, many of which occur as a result of differences in contract cultures and construction environments between Korea and other countries. One key issue facing overseas construction projects in particular, is that of sub-contracting and control, and the way in which many countries of Commonwealth of Nations operate a unique subcontracting method well known as a nominated sub-contractor(NSC). This paper introduces the NSC system and differences as comparing among standard construction contract forms, such as JCT, SIA, HKIA and PAM. in UK and Asian Commonwealth of Nations. Also, we attempt to classify the type of the NSC system through the consideration of NSC clauses in accordance with the objection and termination of NSC contracting respectively.

Since recent construction projects become larger and complicated, the level of difficulty of management skill is rising, and the risk is increasing accordingly so the necessity of improving management skill of projects is increasing. In order to solve this problem, Construction Management system was preferentially introduced in construction projects but in case of domestic construction industry, separate contracts by business boundary are being made so the actual state is that the function of the Construction Management system is not properly operated over the overall projects. The partial operation of Construction Management system like this may impose many restrictions on converged and combined projects such as smart grid and intelligent buildings etc. in the future. For improvement of management skill of domestic construction projects, the competence of project management skill by work areas that can overcome heterogeneity of the current project management skill shall be secured, and any factor that impedes cooperation ability shall be found and that shall be solved. Therefore, the difference of work competency of project management system of construction and electrical construction is to be analyzed by utilizing IPA model in this study, and a plan to introduce the project management system of electrical construction for efficient operation of projects is to be looked into.
