Contactless Data Society and Reterritorialization of the Archive (비접촉 데이터 사회와 아카이브 재영토화)

  • The Korean government ranked 3rd among 193 UN member countries in the UN's 2022 e-Government Development Index. Korea, which has consistently been evaluated as a top country, can clearly be said to be a leading country in the world of e-government. The lubricant of e-government is data. Data itself is neither information nor a record, but it is a source of information and records and a resource of knowledge. Since administrative actions through electronic systems have become widespread, the production and technology of data-based records have naturally expanded and evolved. Technology may seem value-neutral, but in fact, technology itself reflects a specific worldview. The digital order of new technologies, armed with hyper-connectivity and super-intelligence, not only has a profound influence on traditional power structures, but also has an a similar influence on existing information and knowledge transmission media. Moreover, new technologies and media, including data-based generative artificial intelligence, are by far the hot topic. It can be seen that the all-round growth and spread of digital technology has led to the augmentation of human capabilities and the outsourcing of thinking. This also involves a variety of problems, ranging from deep fakes and other fake images, auto profiling, AI lies hallucination that creates them as if they were real, and copyright infringement of machine learning data. Moreover, radical connectivity capabilities enable the instantaneous sharing of vast amounts of data and rely on the technological unconscious to generate actions without awareness. Another irony of the digital world and online network, which is based on immaterial distribution and logical existence, is that access and contact can only be made through physical tools. Digital information is a logical object, but digital resources cannot be read or utilized without some type of device to relay it. In that respect, machines in today's technological society have gone beyond the level of simple assistance, and there are points at which it is difficult to say that the entry of machines into human society is a natural change pattern due to advanced technological development. This is because perspectives on machines will change over time. Important is the social and cultural implications of changes in the way records are produced as a result of communication and actions through machines. Even in the archive field, what problems will a data-based archive society face due to technological changes toward a hyper-intelligence and hyper-connected society, and who will prove the continuous activity of records and data and what will be the main drivers of media change? It is time to research whether this will happen. This study began with the need to recognize that archives are not only records that are the result of actions, but also data as strategic assets. Through this, author considered how to expand traditional boundaries and achieves reterritorialization in a data-driven society.

The Case on Valuation of IT Enterprise (IT 기업의 가치평가 사례연구)

  • IT(Information Technology)-based industries have caused a recent digital revolution and the appearance of various types' information service, being largely expanded toward info-communication device company, info-communication service company, software company etc.. Therefore, the needs to evaluate the company value of IT business for M&A or liquidation are growing tremendously. Unlike other industries, however, IT industry has a short lift cycle and so it doesn't have not only a company value-evaluating model for general businesses but the objective one for IT companies yet. So, this thesis analyzes various value-evaluating technique and newly rising ROV. DCF, the change method of company's cash flow including tangible assets into future value, had been applied during the past industrialization economy era and has been persuasively applied to the present. However, the DCF valuation has no option but to make many mistakes because IT companies have more intangible assets than tangible assets. Accordingly, it is ROV, recognized as the new method of evaluating companies' various options normally and quantitatively, that is brought up recently. But the evaluation on the companies' various options is too subjective and theoretical up to now and due to the lack of objective ground and options, it's not possible to be applied to reality. In this thesis, it is found that ROV is more accurate than DCF, comparing DCF and ROV through four examples. As the options applied to ROV are excessively limited, we tried to develop ROV into a new method by deriving five invisible value factors within IT companies. Therefore, on this occasion, we should set up the basic valuation methods on IT companies and should research and develop an effective and various valuation methods suitable to each company like an internet-based company, a S/W developing enterprise, a network-related company among IT companies.

Class Conflict and Empathetic Society in Korea: Crisis Management in the COVID-19 Era (한국 계층갈등의 지형과 공감사회: 코로나 시대의 극복방안)

  • This study attempts to identify the structure of class conflict in Korea and to suggest an alternative framework for a empathetic society. The objective and subjective level of satisfaction with life and class consciousness are in direct proportion, and status consistency signifies polarization. Distorted distribution structures and cultural values make income disparity and property disputes widen, which in turn lead to educational divides and status fixations, refracting or blocking the possibility of social mobility. By overcoming the COVID-19 crisis, it is not appropriate to go back to the past but to correct wrong consciousness and practices in the past, and the consistency between the state and members of society must be re-established. Through the process of innovation at the economic, global, and digital level, a major transformation is required in the new normal era, which prioritizes social development for human values. The conflict resolution depends on the solidarity of the community as a social foundation, since an empathetic society needs the trust and communication of the members of the society.

  • The purpose of this paper is to study the mechanism of Acquisition of Customer Knowledge through Web Site at Global Electronic Commerce Times in Korea. The major findings of this paper is that the models of inter-business alliance network for EC based on contents, types of participating company, categories of business of participating company, modes of alliances, and concentrated industry or function are various and complex. Therefore all companies should know this result and reflect in their business strategy.

  • 최근 국외의 전력회사들은 미래 디지털 사회의 기반이 되는 신전력시스템을 구현하는데 필요한 핵심기술중의 하나로서 IT(Information Technology)기반 전력부가서비스 기술의 중요성에 대해 강조하고 있으며, 이를 위해 원격검침 데이터를 기반으로 하는 다양한 전력부가서비스를 개발하여 적용하고 있다. 한편 국내의 경우 원격검침 데이터는 전력요금 산출용도로 활용되고 있는 수준이다. 전력회사는 원격검침 데이터가 고객과의 관계에서 부가가치를 높일 수 있는 무한한 잠재력을 지닌 전략적인 자산으로 보고, 원격검침 데이터 가공 및 활용기술의 선진화를 통하여 전력회사와 전력소비자 모두에게 필요한 전력부가서비스의 적용이 필요하다. 본 논문에서는 국내 전력산업 환경에 적합한 새로운 전력부가서비스 적용방안으로 제안한 전력 에너지 컨설팅 서비스에 대해 소개하고자 한다. 본 논문에서 제안한 전력부가서비스의 적용은 전력소비자 측면에서는 요금절감 효과가 전력회사 측면에서는 부하 수요관리 및 투자비 절감 효과가 예상된다.

Security Standardization for Social Welfare in the Presence of Unverifiable Control (규제할 수 없는 보안통제가 존재하는 경우 보안 규제 설정)

  • Standard makers in both private and public sectors have been increasingly mandating security standards upon organizations to protect organizational digital assets. A major issue in security standardization is that standards often cannot regulate all possible security efforts by the standard maker because some efforts are unverifiable by nature. This paper studies from an analytical perspective how a standard maker should design the standard using a verifiable security control in the presence of another related unverifiable one. We compare it with two benchmark standards; $na{\ddot{i}}ve$-standard which refers to the standard maker who ignores the existence of the unverifiable control, and complete-information standard which refers to the maker sets standards on both controls. Optimal standard and benchmark standard depend critically on how the two controls are configured. Under parallel configuration, the existence of the unverifiable control induces the policy maker to set a higher standard (the complete-information standard is optimal); under serial configuration, a lower standard is applied (neither benchmark works). Under best-shot configuration and if the verifiable control is more cost-efficient, the existence of the unverifiable control has no impact on the optimal standard (the $na{\ddot{i}}ve$ standard is optimal).

  • The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.

  • Public policy responses to the digital/information revolution and the micro-economic reforms that it facilitates have inspired exploration of the scope for local government implementation of digital spatial data handling(DSDH) of information relating to, among other things, asset inventory, environmental and utility management, address management, and planning. The results from these explorations are such that few doubt the value of bringing the public policies to practice, but diffusion rate and pattern of the approaches demonstrated by the scoping experiments will reflect institutional/cultural matters, indicators of the relative significance of which might be at least partly predicted from appraisal of case studies. This argument is exemplified by reference to case studies in adoption of DSDH by local government organizations in Korea and in Australia.

  • The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM's efforts to help implement the government's policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

  • During the past decade, it seems apparent that Bitcoin has been the best performing asset class. Even without a centralized authority that takes control over, Bitcoin, which started off with basically no value at all, reached around 65000 dollars in 2021, showing a movement that will definitely go down in history. Thus, even those who were skeptical of Bitcoin's intangible nature are stacking bitcoin as a huge part of their portfolios. Bitcoin's exponential growth in value also caught the attention of traditional banking and investment firms. Along with the spotlight Bitcoin is getting from the investment world, research using macro-economic variables and investor sentiment to explain Bitcoin's price movement has shown progress. However, previous studies do not make use of On-Chain Data, which are data processed using transaction data in Bitcoin's blockchain network. Therefore, in this paper, we will be utilizing LSTM, a method widely used for time-series data prediction, with On-Chain Data to predict the price of Bitcoin.
