Development of AI Image Analysis Emergency Door Opening and Closing System linked Wired/Wireless Counting (유무선 카운팅 연동형 AI 영상분석 비상문 개폐 시스템 개발)

  • In case of a dangerous situation, the roof, which serves as an emergency exit, must be open in case of fire according to the Fire Act. However, when the roof door is opened, it has become a place of various incidents and accidents such as illegal entry, crime, and suicide. As a result, it is a reality to close the roof door in terms of facility management to prevent crime, various incidents, and accidents. Accordingly, the government is pushing to legislate regulations on housing construction standards, etc. that mandate the installation of electronic automatic opening and closing devices on rooftop doors. Therefore, in this paper, an intelligent emergency door opening/closing device system is proposed. To this end, an intelligent emergency door opening and closing system was developed by linking wired and wireless access counting and AI image analysis. Finally, it is possible to build a wireless communication-based integrated management platform that provides remote control and history management in a centralized method of device status real-time monitoring and event alarm.

An Analysis of Vertical Position Accuracy for the Three-Dimensional Spatial Data Object Utilizing the Public Information (공공데이터를 활용한 3차원 공간정보 객체의 수직위치 정확도 분석)

  • Recently, as new paradigm for government operation called government 3.0, government is actively operating policy opening and sharing public data. In addition, the Ministry of Land are operating an open platform integrated map service (the VWorld) which provides a variety of video contents such as the country's national spatial information, traffic information and three-dimensional building for the public. According to W3C Foundation's Open Data Status Report(2013), our country has the evaluated results that the part of the government's policy support and planning is good while the part of the data management is vulnerable. So our country needs the quality improvement for the data management. In addition, a digital aerial photograph image data is required to be up-to-date for the three-dimensional spatial object data. In this paper, we present the method for enhancement of the accuracy of vertical position and for maintainment of up-to-date vertical position. Our methods evaluate the data quality and analyze the cause of error of measurement utilizing the national standard quality assessment method. The result of research shows that the accuracy of vertical position is improved if the height of the building captain is adjusted by the quality assessment values and a three-dimensional model has up-to-date data if reconstruction and extension information of construction register is utilized.

  • The purpose of this study is to establish the most severe impacts of Covid-19 in the field of the performing arts and to explore countermeasures taken both at home and abroad. This study has been conducted through literature surveys. The conclusion is as follows. First, since the outbreak of Covid-19, theater venues around the world have actively taken part in uploading recorded performances to streaming services. Secondly, these performance visualizings are generally considered as being complimentary goods rather than a substitute for live performance. Thirdly, although more audiences are tuning into watch on-line performances, consumption is concentrated on a few theaters which have a worldwide reputation and a broad range of content. Fourthly, to tackle the impact that Covid-19, the UK government announced a series of job protection schemes in the field of the Arts. In addition, Arts Council England prepared an emergency response package. In Korea, some countermeasures such as government support for artists and cultural establishments have also been implemented. Lastly, some suggestions for the sector. I conclude that there is an need for domestic companies to secure core contents of significant quality and to make strategic alliances with leading overseas performance companies so that they may cooperate together.

  • The unprecedented pandemic of infectious diseases called COVID-19 has dampened human and material movement, and changes in the global economic structure have caused various economic and industrial problems such as worsening employment along with the domestic and international economic recession. In this crisis situation, the government announced the "New Deal" as a new card to enhance economic vitality following the "emergency disaster support fund." This means that the first business of the Digital New Deal, the beginning and core of the New Deal, begins digital transformation from collecting data, which is the "rice" of digital transformation to the data dam. Until now, not only the government but also local governments have established and operated platforms for collecting and sharing public data by establishing various data portals. It is evaluated that it lacks utilization for commercialization as not only the government but also local governments focus only on building the platform without considering the business model when building the initial public data platforms. In particular, in the case of regions, there is a lack of public data to be used for data business, so it is necessary to utilize data from public institutions in the region. In this study, various data collection, data quality improvement, and data utilization improvement were suggested as measures to solve these problems.

A Study on Transmedia Storytelling Strategy of Local Government Character (지방자치단체 캐릭터의 트랜스미디어 스토리텔링 전략 연구)

  • With the support of the government and public institutions, local government characters achieved a lot of quantitative growth. However, there are very few successful cases such as strengthening local identity and revitalizing the local economy using characters. This paper presents a transmedia storytelling strategy as a way to solve the problem of local government characters. To do so, I identify the problems of the current local government characters, and analyze the preceding studies on the features and components of transmedia contents, and the principles of transmedia storytelling, to develop strategies and yielded the expected effect. The transmedia strategy of local government characters consists of a total of three stages. In the first step, the local identity is established through the development of a unique story to the region. The second step, improve attractivity by renewing character design for various individual media platforms. And lastly the third step, enhance usability by expanding interactivity based on communication and participation of development actors and the public. This paper is meaningful in that it derives a transmedia storytelling strategy from the perspective of brand marketing as a way to revitalize local government characters. Based on the conclusions drawn from this study, a follow-up study is needed to apply it to specific cases of local government characters.

  • The Korean film, which reached its 100th anniversary, has achieved remarkable growth. However, contrary to the facts revealed to the outside, there existed chronic problems. Representatively, the problems were classified into four types: vertical integration problems, lack of support for art and independent films, lack of diversity in video content, and sluggish exports. Therefore, in order to continuously develop Korean films, this study explored the development methods of the domestic film industry using the window theory of opportunity. As a result of the research, the Korean film industry as a late chase was developed through strategies to enter new technologies and paradigms, and strategies to enter through low entry costs for existing digital platforms, active government intervention, and changes in regulations. Through this, it was revealed that the whole film ecosystem should ultimately go through symbiotic cooperation.

  • As the ubiquitous paradigm that allows users to access the Internet anytime and anywhere is expanding, the expectation and interest of the Internet is increasing. As interest in the Internet has increased, interest in open source hardware has also increased. As a result, the maker, who is a creator who actually uses the digital production tools to create a product that he thought, is emerging as a new trend. As these makers shared how to make products, the 'maker movement', an open source manufacturing movement, spread. In the case of the domestic market, the government's policy support is also stimulating the maker movement. However, compared to developed countries, there is not enough awareness and environment of maker culture, and only open platform hardware and software are used without special education / development equipment or kit for maker.

  • The Next-generation IT technology has been evolving from single technique to another which has merged, converging characteristics. The government categorized the 5 essential technologies to secure competitiveness in designing system semiconductors as smart motor vehicle info-tainment platform, smart TV multimedia system, smart phone analog interface technique, smart convergence digital communication and RF techniques, and advanced power management for smart devices. Also, it designated smart phone, smart TV, smart motor vehicle, and smart pad as the key industries. Such core techniques will become the key technologies of semiconductor design to secure the competitiveness of the next generation smart devices and the techniques can be transferred to fab-less design companies. In this contribution, we analyze the issues and the problems of the smart phone analog and interface techniques.

An Exploratory Study for Metaverse Governance in the Public Sector (공공 메타버스 거버넌스에 대한 탐색적 연구)

  • The global pandemic and the development of virtual and augmented reality technologies have led a metaverse boom that enables a lot of interactions in virtual worlds, and is being utilized in various fields such as business, government, and education etc. Despite the growing interest in the metaverse, its scope and definition are still unclear and the concept is still evolving, making it challenging to establish its governance. Governmental entities are also investing intensively in public metaverses to make public value and promote social welfare, but they are underutilized due to lack of systematic governance. Therefore, in this study, we propose a public metaverse governance framework and identify the relative importance of the factors. Furthermore, since a public metaverse should be accessible to anyone who wants to use, we explore the factors of shadow work and examine the ways to minimize it. Based on the socio-technical system theory, we derived public metaverse governance factors from previous literature and topic modeling and then generate a framework with 23 factors through expert interviews. We then tested relative priority of the factors using the analytic hierarchical process (AHP) from the experts. As a result, the top five overall rankings are: 'roles and responsibilities', 'standardization/modularization', 'collaboration and communication', 'law and policies', and 'availability/accessibility'. The academic implications of this study are that it provides a comprehensive framework for public metaverse governance, and then the practical implications include suggesting prioritized considerations for metaverse operations in the public sector.

A Study on the Possibility of Self-Correction in the Market for Protecting Internet Privacy (인터넷 개인정보보호의 시장자체해결가능성에 대한 연구)

  • Internet privacy has become a significant issue in recent years in light of the sharp increase in internet-based social and economic activities. The technology which collects, processes and disseminates personal information is improving significantly and the demand for personal information is rising given its inherent value in regard to targeted marketing and customized services. The high value placed on personal information has turned it into a commodity with economic worth which can be transacted in the marketplace. Therefore, it is strongly required to approach the issue of privacy from economic perspective in addition to the prevailing approaches. This article analyzes the behaviors of consumers and firms in gathering personal information, and shielding it from unauthorized access, using a game theory framework in which players strive to do their best under the given conditions. The analysis shows that there exist no market forces which require all firms to respect consumer privacy, and that government intervention in the form of a nudging incentive for information sharing and/or strict regulation is necessary.
