This study aims to conduct the classification of Government as a Platform (GaaP) in a situation where the concept of GaaP can be diversely recognized. This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.

As the Yoon Seok-yeol administration enters its second year in office, it is beginning to vigorously promote policies related to the "digital platform government," which is the 11th of the 120 national tasks. Accordingly, the Digital Platform Government Committee established and reported the 'Digital Platform Government Realization Plan' to the President in April 2023, and the 「Act on Provision and Use of Public Data」 and 「Data An amendment to the Act on the Vitalization of Infrastructure Administration" was submitted to the National Assembly in June 2023. In addition, the 「Regulations on the Promotion of Administrative Efficiency and Collaboration」, which is a Presidential Decree, was revised to 「Regulations on Operation and Innovation of Administrative Affairs」, including the name change, to effectively promote innovation in administrative work, and was completed on June 27, 2023. Therefore, this study aims to examine the trends of public institutions related to the digital platform government as a government task, and discuss whether the recent trends will affect the management of institutional records. Indications to respond to the government's digital platform, which is leading the way, it was emphasized that the operation of the current Medical Records Act is strange.

This review article summarizes the issues around platform business with government regulation. We illustrated types and characteristics of platform business. We examined the current policy tools and government activities for regulating platform business in a digital economy. Policy tools of government regulation for platform business are not suitable or fit at times. We suggest an approach to look at the fit of platform business types and regulation policy tools. We also offer a policy recommendation to define situations whether to focus on minimizing conflicts among stakeholder or invite them to participate in anticipatory decision making process for new technology market.

This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.

New platform governments will play a role to pull intelligent information technology to drive new ecological government innovation and sustainable development in which the government and people work together. On this, in order to establish the platform of the platform government, we will look at recent research trends and lay the foundation for future policy directions and research bases. using Text Mining method, and went through Topic modeling for the collected text data and network analysis was conducted. According to the result, based on latent topic, the stronger the connection center, the weaker the relationship. Through this study, we hope that discussions will take place in a variety of ways to improve the understanding of the supply and demand approach of Korea's platform government and implement appropriate change management methods such as service public base and service provision in accordance with the value and potential topics of platform government.

인공지능·데이터·클라우드 등 혁신적인 기술로 새로운 사회 구조를 만드는 시대가 도래하면서 현 정부 핵심 국정과제 중 하나로 디지털플랫폼정부(DPG) 구현이 언급되었다. DPG는 수많은 공공 데이터를 관리하고 있으며, 중요·민감 데이터의 안전성을 유지하기 위한 신보안체계로서 '제로트러스트'를 고려하고 있다. 하지만 DPG에 제로트러스트 보안 개념을 적용하고자 할 경우 기업이나 정부 기관 대상의 제로트러스트와 달리 DPG는 참여 주체(정부, 민간 기업, 일반 국민 등)가 다양하고 민간 클라우드 활용을 지향하는 만큼, 이러한 특징을 고려하여 아키텍처를 설계해야 한다. 따라서, 본 논문에서는 DPG에 제로트러스트 보안 아키텍처를 도입할 경우, 고려해야 할 점을 제시한다.

2020년 역대 최장의 기간을 기록한 장마는 8월초 기록적인 폭우와 홍수로 이어지면서 전국 곳곳에 많은 인명과 재산피해 등 커다란 상처를 남겼다. 최근의 재해 발생 및 특성을 살펴보면 수자원 시설물의 운영·관리 기준의 한계를 벗어난 극단적 기후 현상의 규모와 발생빈도가 급격하게 증가하는 추세가 나타나고 있다. 이처럼 기후위기의 영향으로 집중호우, 극한가뭄 등의 발생빈도와 그 강도가 급증하는 상황에서 실제상황을 보다 신속, 정확하게 모니터링하고 예측하여 물관련 재해를 예방하고 대처하는 것은 무엇보다 시급한 과제라 할 수 있다. 또한 세계 각국은 코로나19로 인한 패러다임의 변화에 대응하고 경제위기 극복을 위해 산업 전반에 걸쳐 디지털 전환을 가속화 하고 있다. 정부도 코로나19로 촉발된 위기 극복을 위해 한국판 뉴딜의 대표과제로 디지털 트윈 사업을 추진하고 있다. K-water는 정부의 디지털 전환 정책에 발맞추어 기후위기에 따른 물관리의 복잡성, 불확실성에 대응하고 효율성과 신뢰도를 제고하기 위해 섬진강유역을 대상으로 디지털 트윈 물관리 플랫폼 구축을 추진하였다. 본 플랫폼은 유역내 기상·수문 관측자료를 실시간으로 모니터링하고 홍수, 가뭄, 수질, 댐안전 등 다양한 이슈를 사전에 시뮬레이션하여 결과를 3차원 지형에 표출하고 이에 대한 피드백을 통해 최적의 의사결정을 지원하는 체계로 구성되어 있다. K-water는 물관리 디지털 전환을 위하여 섬진강유역 구축을 기반으로 5대강 유역을 대상으로 플랫폼 구축을 확대할 예정이며, 댐하류·지류 합류부 등 재해 취약지역까지 아우르는 종합적인 물관리 의사결정의 One-System 플랫폼 구축을 확대할 예정이다. 이를 통해 유역 전체의 수문상황을 실시간으로 파악 및 신속하게 대응하고, 정확성이 향상된 의사결정으로 보다 효율적이고 안전한 물관리 기반을 마련하고자 한다. 또한 본 플랫폼에 기반한 디지털 물관리 기술 선도로 새로운 물산업 생태계를 조성하고, 민간기업과의 핵심기술 공동개발 등 기술협력을 통해 디지털 물산업 기술 경쟁력 확보에도 기여하고자 한다.

Recently, solving industrial and social problems and creating new values based on big data and AI is being discussed as the main policy goal. The new government also set the digital platform government as a national task in order to achieve new value creation based on big data and AI. However, studies that summarize and diagnose discussions over the past five years are insufficient. Therefore, this study diagnoses the discussions over the past 5 years using the 4th industrial revolution as a keyword. After collecting news editorials from 2017 to 2022 by applying the text mining technique, 9 major topics were discovered. In conclusion, this study provided implications for the government's task to prepare for the future society.

There has been criticism that the government-led makerspace did not reflect the actual demand of makers, so there was a limit to performance creation. In this regard, the study aims to diagnose the current status and problems of makerspace and to suggest the implication to respond to policy demand. To this end, we analyzed the current status of makerspace by utilizing the government documents. Then, we conducted a survey of SMEs related to ICT devices that experienced makerspace, and analyzed their opinions on D·N·A technology demand, management difficulties, and governments' support policies. As results, the study proposed several improvement measures to upgrade makerspace as a digital conversion platform as follows. First, due to the nature of the existing industry for introducing D·N·A technology, there is a limit for companies to enter the market on their own, so comprehensive support from the government is needed. Second, it is necessary to establish and expand an empirical test bed for the development of new products and services so that various types of metaverse contents can be discovered and digital transformation convergence models of existing businesses can be derived. Third, by modifying the support method to operate the makerspace as a platform that implements the government-led start-up support policy, boldly transfer what the private sector can do well to the private sector. The participants of Industry·University·Institute Collaboration should freely share ideas and help the common problem be solved. Based on the problems and the findings for improvement, it is expected that the current makerspace would be upgraded to a digital conversion platform suitable for the demand of the field.

Paradigm shift in government services means the evolution to the service with active participation based on information technology. Opening public information proceeds to an extent that private sector participation can be a basis and driving force, and extends to a stage that free and practical use is possible for private sector. Therefore, the government is preparing for legal and institutional foundation for various fields. The government needs to build open network from user-oriented point of view rather than provider-centric point of view, improve communication, and change the way of working due to the fact that flexible and rapid business process is required. It is time to prepare development plans for public the functions of platform-type government that public sector can participate in the role of government, create new value, and give rise to innovation in order to change the functionality of the government and meet the new needs of citizen. This study tries to analyze platform-type government and to study efficient role allocation for sharing resources including informant and system between the government and the private sector, focusing on innovation of public information sharing.
