New information communication technologies are changing our society completely, offering the government new possibilities for providing citizens and businesses with better, and more efficient E-Government services. This study analyzes the direct and indirect impact of service value, innovativeness, and users' participation level on the trust toward the Government. Results from a citizen survey indicate that service value, innovativeness, and participation positively affect the trust toward the Government, and that innovativeness has been found to affect service value as well as the level of participation. However, the moderating effect of political efficacy on the relationship between two variables(service value and participation) and trust have been found to be insignifcant. Several other findings and policy implications are also discussed.

This paper describes the construction and experimetal results of prototype digital telesounder developed to monitor remotely the fish school entered in setnet. The telesounder consists of the sea station and land station. The former consists of an ultrasonic transceiving part of 50 KHz, a hand made 16 bits single board computer (SBC), and a RF MODEM of 9600 bps for data link. The SBC controls the trigger signal to transmit the ultrasonic pulse, maximum detection range, sampling rate in analog to digital converter and data link. The sampling rate of echo data was 80 ${\mu}$s. The later consists of a RF MODEM same as the former one and 486 notebook computer which displays the echogram and saves its raw data. The authors carried out some experiments to confirm the practical use of the telesounder. At results the echogram obtained on the land station is sufficiently good and clear to monitor the behavior of fish school in setnet.

There will be coming soon a sequence of the so-called election season in Korea. That is the 20th session of general elections and the 19th presidential election which are taking place one after another. When we talk about presidential candidate, we may realize that the choice were relied upon candidate's facial appearance and speech, voice, dress, and so on. One poll showed that capacity and policy were ranked high and figure and image were ranked next by asking "what is the most important factor when you vote for the president?" This study looked into the candidate's face of a newly elected public office through the election voting. I studied how the factors of sex and beauty may affect on the election results. I analyse survey of candidate's photo on the election leaflets. Analyzed result said that candidate's competency and trust have strong relations in the voting choice rather than beauty even if it is statistically significant. I also find that both beauty and competency are positively interrelated.

There have been technologically distorted naturalization and overzealous digital culture in the formation and development of digital society in Korea. While the suppressive aspects of the 'neo-'authoritarian control and regulation have been excessively centered on the Internet, the autonomous actions of online users from below, with regards to their roles in agenda-setting function, have been evolved as the political. This paper aims to investigate the specificities in the developmental mode of digital technology in Korean society since the mid-90s. In this paper, 'techno-surplus' depicts the state that the abnormal is embedded within a technological artifact beyond its receptive ability. 'Techno-surplus society' designates such an extreme case of specifying technological surplus. In fact, the term of 'techno-surplus society' can be used for a metaphor symbolizing our society, in which social distortion and abnormality caused by 'techno-surplus' have been quite frequently happening, in its comparison to a degree of normality in the institutional politics. This paper explores the local specificities of 'techno-surplus society', in which the regressive aspects have stand out as being more different from the technological developments in China, Japan and the U.S.

This study analyzes the military and political factors that influenced the Participatory Government's resolution in Wartime Operational Control (OPCON) Transition. The research on key factors in OPCON transition firstly implemented literature research and then increased feasibility through additional use of AHP. The analysis results showed that there was a negative effect for Korean Peninsular Defense in the 'ROK-US Alliance Asymmetry' area, a positive effect to increase ROK-led Capability of Theater Operation in the 'ROK and U.S. Alliance Interdependence' area and a positive effect for Invocation of ROK Self-Defense Power in the 'Interests of Participatory Government's Liberal Regime' area respectively. After applying AHP, "ROK exercise of Self-defense" in the 'Interests of Participatory Government's Liberal Regime' area received the highest assessment, while the "Increasement of North Korea's Threat" in the 'ROK-US Alliance Asymmetry' area received the lowest assessment. This study is meaningful in that it analyzed the key military and political factors in the Participatory Government's resolution of Wartime OPCON Transition using AHP.

The age of social network has arrived. Social media is the various online media for sharing of opinions and experiences and open for internet users' participation. As the new communication tools, social media has been in the limelight, threatening the traditional media as alternative media. In globalization, country image is seen as the source of competitiveness of a country. The goal of this study is to examine what impact does the utilization of social media has on country image, and we conducted our analysis in two aspects of social media utilization, usage volume and usage diversity. In addition, we examined the impact of factors that form the country image on purchase intention. The analytical results show that media usage volume positively affects country image, people image, political image and media usage diversity has significant effects on economical image, people image and political image.

This study explored how political figures build their image using twitters. To examine the research question, this study analyzed twitter messages in five political figures: Si-Min, Yu, Jung-hee, Lee, Mun-soo, Kim, and Young-gil, Song. The findings showed that except for Mrs. Lee, the other political figures presented more one-way messages than two-way messages in twitters. Even though twitter has benefits of communicating instantly and two-way communication between followers and followings, most messages in their twitters were limited to informative message. The study also classified the messages into social-oriented and individual-oriented in each politician' s twitter. The result presented that Mrs. Lee twitter included individual-oriented messages, but the other three political figures had more social-oriented messages.

The governance structure of public broadcasters is the hottest topic in domestic media policy. This study examines the flow of discussions by period by synthesizing the research literature on the governance structure of domestic public broadcasting since 2000. As a result, active discussion on the governance structure of public broadcasting was confirmed to have appeared following the conservative governments after 2008, derived from the "crisis theory of public broadcasting." In addition, the discussion was conducted centered on the public values of public broadcasting and direction of system improvement, political independence of public broadcasting, composition of the board of directors, and presidential election system. This study suggested that future discussions on the governance structure of public broadcasting should expand the existing discussion of political independence to encompass the values, responsibilities, and systems of public broadcasting that presuppose citizen participation.

As movies entered the digital age, they quickly changed from group creation to individual creation. In particular, documentary films began to produce diverse and excellent works while dealing with extremely personal subjects and themes rather than heavy subjects. Especially in the 1990s, when the digital era began in earnest, Japan began to shift away from heavy political and social topics from documentaries to extremely personal subjects, and the subject matter became very diverse. In this paper, we would like to examine the concept, type, and characteristics of private documentaries that emerged as new forms of documentaries following the advent of the full-fledged digital era since the 90s, citing concrete examples of representative private documentary works since the 90s in Japan.

한국향토문화전자대전은 각 지방의 역사와 문화 유산을 비롯하여, 정치 경제사회의 변화 발전상에 관한 모든 정보를 집대성한 지역 문화 콘텐츠 디지털 백과사전을 말한다. 본 연구는 국내 각 지방의 지역 문화 콘텐츠를 디지털 정보시스템으로 구축함에 있어 적합한 인터페이스의 개발을 위해 진행된 시범 서비스의 사용성 평가에 관한 연구이다. 2003 년 6 월부터 2004 년 12 월까지 경기도 성남시 지역을 대상으로 개발된 디지털성남문화대전에 대하여 전반적인 서비스 및 시스템, 인터페이스 등에 대하여 사용성 평가를 실시하였다. 12 개의 콘텐츠 접근방법에 대하여 5 명의 피실험자를 대상으로 한 자유테스트와 15 개의 태스크로 실험된 수행도 평가를 진행하였다. 4 명의 인터뷰 참여자를 대상으로 FGI 를 실시하고, 테스트의 모든 참여자를 대상으로 한 설문조사를 통해 전반적인 만족도와 선호도를 분석하였다. 평가 대상 서비스에 대한 시스템, 사용자, 인터페이스, 콘텐츠 영역으로 나누어 문제점을 도출하였으며, 이는 시스템 설계와 세부적인 인터페이스 개선에 제안되었다. 특히 평가 결과 도출된 네이밍의 문제와 사용자 가이드, 메뉴 및 네비게이션 체계 등 인터페이스 설계에 대한 개선은 향후 10 년 동안 구축 될 한국향토문화전자대전을 기획하는데 실증적 기초 연구자료가 될 것으로 기대된다. 이는 구체적으로 2005 년 청주지역 및 지속적으로 개발되어가는 사업의 서비스, 인터페이스 기획 및 개발에 기초 가이드라인으로 사용되고 있다.
