With the rapid improvement of the internet and information technology, digital contents containing knowledge and information resource is circulated through the internet. A circulation system based on a standardized identifier is required to share this kind of information, generated from seminars and workshops conducted in the area of science and technology and saved in the form of digital video contents. The main objective of this study is on constructing an information circulation system based on the KOI identifier to effectively share the digital video contents produced from seminars and workshops related to the area of science and technology. Furthermore, the overview and status of a standardized identifier, and the functional aspects of the system such as the methods to apply the KOI identification system on the subject and its slides of digital video contents, a digital video contents management system, a centralized identifier management system, and the methods applied for the search of digital video metadata have been suggested to support construction of the information circulation system.

The current URLs are assigned per website so that a user must access the website to utilize specific contents resources. Considering that users are more interested in the resources than the website itself, the current URL is limited in terms of user convenience. This paper proposes a new model for contents location that is easily recognizable as web resources such as digital contents and can be accessed directly. It is expected to contribute to establishing standard infrastructure in contents distribution and better user convenience.

The purpose of this paper is to suggest guidelines for building up an integrated information network(IIN) model that enable to enhance production, flow and use of knowledge and information. The IIN consists of five areas of key infrastructure, such as, education, R&D, labor market, school-industry cooperation, and lifelong education information infrastructure. Based on the analysis of current situations and problems of each information infrastructure, this paper raises variety of issues and solution for the IIN model. Directions for building up the IIN includes both information base infrastructure and information support infrastructure.

With the rapid growth and development of information technology and the Internet, the amount of information published in electronic formats such as video, audio, digitalized text, etc. and the number of users accessing information online to satisfy their information needs are growing at a tremendous rate. This study analyzes standardized components to construct ERMS and proposes a model of ERMS based on the result of the analysis. The main functions of ERMS in university libraries are: 1) ERMS can manage and control access information to various electronic resources, metadata, holdings, user resources. Also, ERMS can be compatible with an existing library system such as IR(Information Retrieval) system, linking system, or proxy system. 2) ERMS should completely be compatible with acquisition and cataloging systems for effective management and control of integrated information organization and library budget. 3) ERMS should systematically and effectively manage license information on electronic resources. 4) ERMS should provide ideal and effective environment for use and access control of electronic resources in a library and integrated tool to manage and control all of electronic resources. Additionally, this study points out the need to organize committee groups to establish standardized rules and collaborative management of electronic resources among university libraries like DLF ERMI and redesign organizations in a library and a librarian's job description.

In the information society there the utilization of digital resources via networks has increased, expanded are the pole of special libraries and information centers as specialized channels for communicating research information. This study examines the current development ind cooperation among special libraries and information centers and the problems relating to their concepts, scopes, regulations, and policies. Knowledge resources are classified with two groups, the records produced by internal parts of company and general information materials from external organizations. Production, acquisition, storage, retrieval and utilization patterns of two groups became similar due to digitization of knowledge resources. And separated RM and IM should be changed integrated management concept. This paper compares RM and IM based on KM governance strategy and several methods to integrate RM and IM. Especially the selection and identification of knowledge resources, information systems to be integrated and the methods of integration and integrators of public enterprises are presented.
