Strategies for Container Terminal Development and Operation for the Hub Port in Northeast Asia (동북아 중심항만 구축을 위한 컨테이너 터미널의 개발 및 운영전략)

  • This paper aims to suggest the strategies for Korea port, especially Busan to develope into a viable transhipment center and/or Hub port as the articulation points between mainline and feeder nets. To tackle this goal, the authors clarify the requirements for Korea port which will be critical in determining its position as Hub trough the careful analysis on competitiveness, environmental impact, port policy and capacity, transhipment traffic and inherent ability to generate traffic. The results are summerized as follows. (1) Coping with increasing container volumes, new investment is sustainedly necessary to increase the capacity and inherent ability of container port and create economies of scale. Moreover, increasing port capacity will increase the potential for the Korea port's inclusion into mainline rather than feeder networks. (2) Considering an increasing awareness of need for customer-oriented operations and service quality rather than simply a reliance on infrastructure-led efficiency, privatization of one sort or another and corporation of port have been key strategies in achieving greater efficiency in Korea containerport.

  • Amid intense port competition in Northeast Asia, international ports require sustainable growth based on competitiveness that incorporates economic, social, and environmental perspectives. Despite the importance of sustainability issues in port competition, prior studies on port competitiveness have focused on ports' own handling capacities. Moreover, sustainability concerns have focused on environmental issues such as environmental impact minimization and environmental index development. The prior literature makes distinctions between studies of port competitiveness and works relating to port sustainability. Therefore, this paper aims to redefine sustainable port competitiveness based on the "triple bottom line," comprising sustainability, analysis of the relevant issues, and practices. The findings offer not only important steps in building knowledge about sustainable port competitiveness, but also provide practical implications for strategic agendas and guidance for future improvements in port operations.

  • Recently, owing to the increasing demand on the simplification of arrival and departure procedures, IMO's (International Maritime Organization) Facilitation Committee (FAL) is carrying out the standardization project of arrival and departure formalities and clearance form. Also, many port authorities of developed countries are making active researches for the smooth flow and efficiency of the information inbound and outbound ships by way of simplifying their formalities or through electronic means. However, this standardization project cannot be done by one country but by mutual cooperation among related nations. And to carry out this task, the first thing to be done is to standardize the formalities and document form, and to integrate information. To this end, this study has reviewed the model cases of advanced ports of developed countries with regard to their simplification and standardization efforts. And also we have analyzed the formalities and clearance form of the three countries Korea, China, and Japan. And then for the solution of common problems of three countries, this paper has suggested an ebXML-based Global Port B2B framework. Through this framework, we can reuse and automate the necessary information on the arrival and departure of ships, consequently realizing simplification, and laying a foundation for the introduction of e-commerce to the port industry.

  • The purpose of this paper is to find some implications for Korean seaports in terms of operation and development of ports, in particular for attracting more transshipment container cargoes into major Korean seaports. This was accomplished by the O-D analysis between major Korean seaports and top 20 Chinese ports.

  • 인천항은 동북아 경제권의 중심항만으로 경인공업지대 및 수도권지역에 각종 원자재를 공급하며 수도권 일대에서 필요로 하는 소비물자의 적기공급등 국가경제발전에 중추적 역할을 담당하고 있다. 또한 인천항은 대 중국화물, 장래 남북화물을 유치하는데 아주 유리한 여건에 있어 인천지역의 물동량은 해마다 더욱 증가할 것으로 예상된다. 하지만 인천항의 처리능력의 한계를 이미 넘어섰고 이로 인해 만성적인 체선 · 체화현상이 발생하고 있다. 이러한 항만시설의 부족은 항만시설의 신규건설을 통한 항만공급 능력의 확대가 장기적으로 바람직하나 현실적으로는 항만시설의 기능재배치를 통한 운영효율화로 시설능력을 증대해야 한다. 본 연구에서는 시뮬레이션을 이용하여 시설소요 화물량과 하역능력을 비교하여 하역능력이 절대적으로 낮은 화물과 하역능력이 높은 화물을 부두별로 재배치함으로써 시설능력의 증대를 도모하고자 한다. 특히 인천항의 기능재배치의 시뮬레이션을 위한 본 시스템은 화물의 이동이나 화물량의 변화, 선석의 배정규칙을 변경하여 여러 가지의 시나리오를 설정할 수 있고, 이에 대한 결과를 하역사, 화물군, 부두별로 분석하여 영향을 검토함으로써 항만운영계획에 대한 의사결정을 지원할 수 있을 것이다.

  • The rapid growth of economy in china leads to concentrate throughput volume of World to North East Asia. Ports in North East Asia have to cope with rapid changes in environments. In order for a port to compete in the global market, it must provide proper productivity and promptly services of port. The system of information hold a key in port-logistic industries. Most ports make every effort to set up and operate the system of Information. Busan port already set up the system of port-logistic information such as Port-MIS, KROIS. But it is not activated yet because of problems of documentation duplication and system connectivity and so on. The purpose of this research is to make a model which can activate the system of port-logistic information. In addition, We suggest a definite and feasible model by group and types of port-logistic industry.

아시아 파렛트 표준화 추진사업 최종안 확정

  • 동북아 산업표준협력회의(S-Dialogue) 물류분야의 유일한 추진과제로 아시아 파렛트 표준화 과제가 선정된 것은 제2회 동북아산업표준협력회의(2003.10.31 북경)로 합의비망록 제4항에 명기함으로써 한 · 중 · 일 파렛트 표준화 전문가 회의가 구성되어 제1차(2004.9.24 서울), 제2차(2005.6.24 북경) 제3차(2005.11.11 후쿠오카)에 걸쳐 아시아 일관수송용 평파렛트 구격(안) 및 추진주제인 "아시아 파렛트시스템 연맹 규약(안)" 제정을 추진하여 2년여에 걸쳐 많은 어려움이 있었으나 산업자원부의 적극적 지원과 3개국 파렛트 전문가들의 폭 넓은 이해와 협조로 지난 제3차 후쿠오카 회의에서 최종안에 3개국 대표가 서명함으로써 제1단계 작업이 성공리에 완료되어 제2단계 실행단계에 진입함으로써 아시아 통합물류시스템구축에 역사적인 거보를 내딛게 되었다. 그간의 추진경과 및 최종합의 내용, 3개국 정부에 대한 건의, 규격안의 주요골자를 첨부한 보고서로 대신 하고자 한다. 본 보고서는 제4회 동북아 산업표준협력회의(2005.11.24 제주)에서 보고 되고 이 회의 공동합의문 2 · 7항에 명기 하였다.

Analysis on Development Process of Major Chinese Hub Ports and Characteristics of Panel Data (중국 주요 거점항만의 개발과정과 패널자료의 특성 분석)

  • China, a leader of regional economies in North-East Asia, helps to integrate a single shipping market and affects diversely main ports in the region through affecting the flows of container transshipment, strategies of shipping companies for port calling and shipping networks. This study examines competition and cooperation among the hub ports in the region through studying examples of the three Chinese hub ports -Hong Kong, Shanghai, and Tianjin- and concludes some implications of status change of hub ports in the region after scrutinising development process of the Chinese main hub ports and the historic interaction of port development among these ports. The characteristics of growth pattern of three ports are as follows. The port of Hong Kong constructs step by step the container facilities in accordance with demand growth and prefers stabilisation of operation and management through scale enlargement of port facilities. Even though demand grows continually, the port of Shanghai continued its defensive attitude towards facility expansion till the 1990s and has tried to get economies of scale in enlargement of port facilities. The port of Tianjin, similarly as the two other ports, expands serially its facilities and utilizes the capacity concentration and functional specialisation of facilities. The analysis of panel data and panel regression of three hub ports implicates that each port has its own specific demand and shows that the interaction of container handling among three ports was weak in 1980s and has become stricter and stronger since 1990.
