The Challenge of Personal Information Act for Oral History Project (구술자료의 수집과 서비스에 대한 개인정보 보호법의 도전)

  • The purpose of this study is to understand issues related to the Personal Information Act recently emerging in the field of oral history, and to prepare countermeasures for oral history academics and archives. The Personal Information Act is intended to protect the confidentiality and freedom of the constitutional privacy, and to assure the right to self-determination of information, thereby realizing the dignity and value of the individual. Oral history is intended for living persons; therefore, strict ethical standards are needed to protect the morality of the person behind the sound recordings and appears as the subject of oral history. However, if the uniform application of the Personal Information Act is made, it is a requirement to make the process of consenting and notifying excessively complex and almost impossible to realize, making collection and service of oral history resource improbable. The mechanical and strict application of the Personal Information Act does not come into being because it has the aspect of undermining the inherent intrinsic value of oral history resources and making it difficult to maintain the authenticity of the records. To solve these problems, it is necessary to revise Article 58 (4) of the Personal Information Act of Korea. In addition, it is necessary to establish a guideline for the establishment of independent ethical standards of oral history itself, especially for the protection of the moral rights of third parties.

A Study on The Effect Quality Innovation of Convergence Management (융합경영이 품질혁신에 미치는 영향)

  • The biggest change in modern society because we will transition to a ubiquitous environment. Changes in the environment has become a crucial instrument that finally opens the era of convergence management through integrating the various fields in their own business. The desire of consumers to new innovative products appears to be a constant thing companies are constantly trying to respond to these changes, there may not be a problem for the convergence of sustainability management company in the end. In this study, based on the convergence of corporate management need to be a fusion component of corporate management to examine whether any impact on the quality of innovation. Results showed that the fusion management components that affect both internal factors and external factors, core factors quality improvement. Internal factors detailed in the convergence management leadership, risk management factors showed a positive external factors affecting appeared to affect positively the knowledge-sharing factors, infrastructure factors. Finally, core factor is technology factors, educational learning factors showed a positive impact. This results suggest that be a big impact factors of competitiveness of enterprises through convergence management in the future and will serve as the strategic basis for the convergence of future corporate management.

Synergistic Inhibition of Escherichia coli by a Combination of Bacteriophage and Organic Acid (박테리오파지와 유기산의 병용처리에 의한 효율적인 대장균 생육 억제)

  • Some strains of Escherichia coli are categorized as pathogenic bacteria and alternative antimicrobials including bacteriophages for controlling these bacteria have been studied. In this study we screened antimicrobial candidates that present synergistic inhibition of the growth of E. coli DH5α as a model when co-treated with the bacteriophage ECP27 to target the bacteria. As candidates, CaCl2, lactic acid, and citric acid were tested. CaCl2 showed a synergistic inhibition against the strain by dose-dependent manner at 6 h of incubation but the viable cell count was recovered at 12 h. However, lactic acid and citric acid at 30 mM concentration showed synergistic inhibitions at 6 h of incubation and cleared the viable cells of E. coli DH5α at 12 h when co-treated with the bacteriophage even though lactic acid or citric acid alone was effective. Therefore, co-treatment using the bacteriophage and organic acids such as lactic acid and citric acid can be a solution for synergistic inhibition of the growth of E. coli.

  • The ESBs (Environmental Specimen Banks) have monitoring functions for the contemporary environmental qualities and also offer the future generation tangible information on the past environment by preserving the specimens. This entails the sampling of the representative specimen for each distinctive ecosystem, which is performed under a strict and stipulated procedure and a condition that does not allow any change in the component so that a retrospective analysis can be readily done even in the distant future. It has been more than 30 years that some developing countries started collecting a broad spectrum of specimens to vindicate the effectiveness of an environmental policy and to monitor the long-term variations of background concentrations of environmental pollutants. Though being late, the National Institute of Environmental Research (NIER), Korea, has successfully launched the National Environmental Specimen Bank (NESB) in 2009 equipped with its state-of-the-art automated cryogenic tanks. Since then, the researchers at the NESB have been doing their best to excel the existing ESBs around the world by learning and improving the expertise. To do so, they conducted a pilot study for developing and testing their own Standard Operating Procedure (SOP) based on the analysis of the examples of the other ESBs. The problems from the pilot study had been reviewed to improve the SOP to meet the requirements for an ESB, that is to say, preserving representative environmental specimens in cryogenic condition and enhancing the analytical method. Furthermore, they also need to prepare themselves to address the future challenges by providing some additional functions, which makes it distinguishable from the other ESBs. If successful, this will be a step further to be recognized as a full-fledged member of the ESB society of the world.

A Study on the Investment Efficiency of Defense Science and Technology R&D (국방과학기술 연구개발 투자 효율화 방안 연구)

  • Defense R&D investment is expanding. This shows that major countries are preparing for future warfare by securing high-tech technologies and developing new concept weapons systems. In particular, it is expected to accelerate the development of the technology of the 4th Industrial Revolution in the future, and Korea needs its own ability to develop advanced weapons and medium- and long-term investment strategies to prepare for future warfare. The defense science and technology strategy will be established every five years. The strategy-dependent R&D drive has limitations in replacing the rapidly changing security environment and changes in science and technology. This study proposes an investment efficiency process to proactive incorporate information into R&D strategies with a focus on implementing policies and changing security threats, while maintaining continuity in which strategic and focused areas are linked to core technology development. The process can quickly reflect the needs of technological change, the security environment and defense policy. The process can be used to efficiently allocate defense R&D budgets and establish strategic investment directions.

Analysis of advancement model of 1st generation dairy smart farm based on Open API application (개방형 제어기반 1세대 낙농 스마트팜의 고도화 모델 적용 분석)

  • ICT convergence using smart livestock is that in the first-generation dairy smart farm model, each device made by several manufacturers uses its own communication method, limiting the mutual operation of each device. This study uses a model based on open control technology to secure interoperability of existing ICT devices and to manage data efficiently. The open integrated control derived from this process is the software interface structure of Open API. It is an observer that serves as real-time data collection according to the communication method of ICT devices and sensors located at each end. It consists of a broker that connects and transmits to the upper integrated management server. As a result of the performance analysis through verification of two first-generation dairy smart farm model sites, the average daily milk production increased compared to the previous year (farm A 5.13%, farm B 1.33%, p<0.05). Cow days open (DO) was reduced by 17.5% on farm A and 13.3% for farm B(p<0.05). Cows require an adaptation period after the introduction of the ICT device, but if continuous effects are observed, the effect of production can be expected to increase gradually.

  • The IHO developed the S-100 standard for Digital Hydrographic Data in order to assist the proper and efficient use of hydrographic data and information for the safety of navigation and the protection of marine environment. The former model, S-57, was considered outdated to be utilized as the basis for the next-generation Electronic Chart(ENC) product specification. The key feature of the S-100 standard is the use of Registry and its components, Registers. This online-based Registry provides a universal standard that can be implemented in the actual performance of the navigation system with convenience. In the current situation, the only registry is owned by the IHO and it is available to domain experts. However, since S-100 is an international standard operated by an international organization, the process of the changes and updates of the data requires time before immediate implementation when demanded. Therefore, regarding the safety of navigation of the domestic users and mariners, a separate domestic registry is necessary to develop a domestic Information Registry. This study specifically aims to build a Registry based on IHO published S-99 through designing an adequate website dedicated for its purpose to provide collection of definitions and hydrographic data.

Organizational Liability for Adverse Reactions to the Contrast Media (조영제 부작용에 대한 조직책임)

  • Contrast medium is a very useful tool for X-ray examinations. But contrast medium has some unavoidable adverse reactions. For those patients who have never received contrast medium before, it is impossible to predict whether they will suffer from certain kinds of adverse reactions. Thus, radiologists should use strategies to minimize adverse events and be prepared to promptly recognize and manage any reactions to the contrast media. If a radiologist commits medical malpractice, he will face civil responsibility. Medical malpractice means a tort or breach of contract that occurs in a medical setting. Medical malpractices happen, despite the efforts of hospital staff. Many courts have applied the traditional doctrine of respondeat superior in actions against organizations for injuries caused by their employees. It is a legal doctrine, which states that an employer is responsible for employee actions performed within the course of the employment. A hospital is an organization for health purposes. An organization may be convicted of an offense committed by an employee of the organization acting in its behalf and within the scope of his office or employment. Organizational liability involves a wide variety of legal issues, including tort liability, wrongful employment practices, personal injury, breach of fiduciary duty, and so on. Many executive directors of organizations are aware of their personal and organizational risks of exposure to legal liabilities. The employer must have the right to control the physical conduct of the employee and must consent to receive the employee's services, while expecting some benefits from the services offered. Therefore, legal liability can be imposed for improper selection, assignment, training, and supervision of employees. In conclusion, the hospital itself has organizational liability for adverse reactions to the contrast medium.

Analysis of Cubesat Development Status in Korea (한국의 큐브위성 개발 현황 분석)

  • Since 2000, about 750 cubesats have been launched as of August 2017 and development and the launch of cubesat increased exponentially. Since standard of cubesat has been proposed in 1999, cubesats have grown considerably beyond the scope of education and technology verification to commercial use in the area of space exploration and earth observation, and the variety of cubesat mission and type has increased recently. In Korea, some universities and individuals have independently developed cubesats since 2000, and cubesat contests which were organized by KARI and sponsored by Ministry of Science and ICT from 2012 highly contributed to cubesat development in Korea. In addition, domestic institutes such as KARI, KASI started to develop cubesats for space science and exploration mission. Nineteen cubesats have been progressed or completed in development until now. In this paper, we present the technical trend and describe all cubesats in Korea.

  • Enterprise which is rapidly growing in Korea is hesitating because of economic depression lately. Large enterprise have been successfully growing with Korea economic growth for fifty years. But many of them have already gone bankrupt and face the crisis of management, many people look away from them. Large enterprise come to face the time which they strongly need the improvement of their image against the devalation of their one. It is more important to use external periodicals than excess PR advertisement for the improvement of the image. External periodicals is aimed at readers who is outside of company and company PR advertisement, the purpose of issuing external periodicals is to improve the image of enterprise by arranging organization, draw attention from people (PR) and produce profit by acceleration marketing. People is much interested in external periodicals(free) under the situation of IMF because they can easily get information from that. So the role of external periodicals become more important for enterprise PR. This paper shows the importance of the edit design in external periodicals. We analysed the edit design (five group) per composition factor, suggest the improvement plan. ·The distinction of cover. ·Clear, beautiful typographic arrangement. ·The specialty of Photo and illustration. · Characteristic & standard layout. Now external periodicals is getting important because it shows the idea and character of company to people (PR). So it need characteristic plan and creative layout with the impotance by the understanding of the executive in company and also more does creation & originality by edit designer day by day. External periodicals should be not only the improvement of the image but also leading information paper which sensitively cope which an age by news and editing which can match people's need.
