This survey is performed to propose the direction of policy development on reading education for Jeollabukdo Office of Education. To do this, this survey asked 239 teachers who are in charge of each school's reading education. The questionnaire is designed to investigate the effectiveness of current support projects from Jeollabukdo Office of Education, current level of schools' reading education and priorities of policy development. The findings of this survey are as follows: The teachers are contented with current support projects. Each school provides an average of 4 reading programs per year. Elementary schools' level of reading education is higher than middle and high schools' level. And more employment of full time reading experts as teacher librarian and the improvement of school libraries are revealed to be more important priorities on the policy development of reading education. Based on these findings, this study proposed maintenance of current support projects, improvement of school libraries, development of specialized policies for elementary schools, enhancement of reading teachers' expertise and preparation of information sharing system as the direction of policy development.

This study is trying to propose an academic system of science of reading through analysing this area in United States as well as Japan and the it's curriculums of departments and majors of the undergraduate and graduate schools in Korea. In the case of United States, it is divided into sociology, physiology, psychology and pedagogy of reading. Japan's research area of Science of Reading is divided into sociology, physiology, psychology and pedagogy of reading under the influence of the United States. However, Murofushi Takeshi(室伏武) divides this area into 5 categories of curriculum such as basic research field, reading material field, reading education method field, reading education management field, and adjacent fields to science of reading. According to the result of comparing the it's courses in Korea, it's areas are divided into sociology, psychology, pedagogy of reading, science of reading materials and adjacent fields to science of reading. Based on the above contents, a new academic system of science of reading can be divided into basics of science of reading, readers field, reading material field, reading professionals' education field, and adjacent fields to science of reading.

This study investigated IRA's 3 standards related to reading instruction and examined the value which can be meaningful to Korean situation. IRA divided reading educators into 7 types and proposed each detailed professional standard through the 'Standards for reading professionals'. The next standard called 'Standards for the English language art' described their direction and content for English language education including reading instruction. The 'Standards for the assessment of reading and writing' aims at the basis to evaluate students' reading ability. The value found through these standards is as follow: IRA's reading professionals standard can be a useful way to define the type of reading educator in Korea. A reading instruction standard like IRA's language art standard can guide reading instruction of Korean libraries in a more systemic and consistent way. A valid evaluation standard to measure students' reading ability can show the possibilities to define the students who struggle with reading and to provide more suitable instruction for them.

The aim of this study is to investigate the qualities for the reading education professionals and to suggest a training program of reading education professionals through comparing our educational programs for training of reading education professionals with those of U.S and Japan. The training program of reading education professionals in U.S is composed of Pedagogy and English language subjects and it emphasizes on literacy instruction. However, in Japan they make much account of the academic system of reading education and emphasize on various reading activities and the neighboring knowledge related with reading education. In our country, the program is composed with Korean language subjects concentrated on reading and comprehension. The training program of reading education professionals should consider three factors of reading such as readers, reading materials and reading professionals. It should include theory and philosophy and emphasize on educational experience and practice. It also should cover the neighboring knowledge related with reading education.

Recently a reading education system has been developed to manage the accumulated reading activities and past records of individuals under the web environment using computers. And the reading education system, where we can have comprehensive reading education, has been developed and been applied to schools. The reading records in the reading education system can contribute to the improvement of reading activities and reading comprehension, the extension of thinking ability, and the cultivation of insight and character of the readers. The system will provide basic data for reading education for the teachers. The reading education system will accumulate the reading records of individuals. This system is not restricted by time and space. Also the system can support the reading education of children and students effectively. The menu of the reading education system is composed of a test of reading level, reading materials, activities after reading, reading certification, reading record management and instruction of teachers.

In this study, I examined the current situation of the reading instruction policy and the entity of the arguments and criticism surrounding the reading instruction policy. In addition, on the basis of this research I analyzed the problems of the reading instruction policy. Moreover, I suggested for the desirable direction and alternative of the reading instruction policy and the reading instruction.

This Study has developed the contents(scope and sequence) of reading education in school library. For this purpose, this study compares and analyze the contents of reading education curriculum in Korea, American and Japan. Basing on the comparative and analyzed results, It has established a scope for reading education, 10 area and 45 elements. It survey reliability against established a scope and sequence(suitable school year) with 52 teacher librarian in Korea. Much of the current literature on reading instruction supports the idea of teaching students a series of reading strategies instead of isolated reading skills. Reading strategies are plans or methods that can be used or taught to facilitate reading proficiency. In the meantime, the reading instruction program of school library is the reading promotion event has been limited. Therefore, the reading instruction program of school library need to focus reading strategies oriented instruction rather than reading skill. Currently, Reading instruction has a problem that it's separating subject matter and emphasizing only an activities after reading. This study designed a web-based reading instruction system in which teachers, students and teacher librarians can actively participate to help students to develop the integrated reading ability. Existing reading system have been analyzed to find requirement of web-based reading instruction system. Supposed reading instruction system composed of 6 menus, reading guidance ,reading level diagnosis, book selection, reading strategy, reading presentation, reading discussion.
