An Analysis of the Development Potential at the Urban Regeneration Area (도시재생지역 개발 잠재력 분석에 관한 연구)

  • This study firstly finds the factors for positive development of urban regeneration cases from the point of view of a public sector, and then analyzes the development potential of Urban Regeneration Projects in Gyeonggi-do through the methodology able to measure the development potential objectively. The process to analyze the development potential is as follows. First, after finding indices through literature review, indices with redundancy and similarity are drawn by the discussion with relative experts. Second, four clusters and twelve indices are drawn by the verification of experts. Finally, criticality analysis of indices are analyzed by ANP. According to the result to apply criticality analysis of indices to urban regeneration cases, factors related to residential environment and local economy influence development potential more than those related to infrastructures and land-use.

  • In recent days, efforts have been made voraciously to create urban spaces where everyone can enjoy an equal life by integrating the socially underprivileged groups including women, children, the elderly, etc. In order to create a inclusive city that accepts everyone regardless of social hierarchy, it is necessary to plan the city by incorporating the marginalized. The purpose of this study is to establish the strategy of inclusive city in each region. To accomplish the goal, we analyze and compile each of the studies that were scattered and make an integrated evaluation index, and evaluate the inclusivity for each region by these indicators.

A Study on Monitoring the Land Surface Temperature Changes Caused by Constructions of Rainwater Villages Using the Multi-temporal Landsat-8 Satellite Images (다중시기 Landsat-8 위성영상을 활용한 빗물마을 조성 사업에 의한 지표면 온도 변화 모니터링에 관한 연구)

  • Monitoring the urban environmental changes caused by the urban regeneration project is necessary for evaluating the effect of the various types of urban regeneration projects that have been carried out in Seoul, South Korea. However, there is few available data and professional expert for evaluating the effect of these urban regeneration projects. This research evaluated the effect of the construction of rainwater village in Jangwi-dong area, constructed through the Seoul urban regeneration project, by utilizing the land surface temperatures derived from the multi-temporal Landsat-8 satellite images through the following steps. In the first step, the land surface temperature images were generated using the multispectral bands of the Landsat-8 satellite images. In the final step, the effect of constructing the rainwater villages was assessed by calculating the seasonal LST statistics for Jangwi-dong area, its neighbor area and entire Seoul area. The experimental results led the following conclusion: the construction of rainwater villages did not have the significant effect on the land surface temperature changes in Jangwi-dong area.

Detection of Urban Expansion and Surface Temperature Change using Landsat Satellite Imagery (Landsat 위성영상을 이용한 도시확장 및 지표온도 변화 탐지)

  • It is very important to detect land cover/land use change from the past and to use it for future urban plan. This paper investigated the application of Landsat satellite imagery for detecting urban growth and assessing its impact on surface temperature in the region. Land cover/land use change detection was carried out by using 30m resolution Landsat satellite images and hierarchial approach was introduced to detect more detail change on the changing area through high resolution aerial photos. Also, surface temperature according to land cover/land use was calculated from Landsat TM thermal infrared data and compared with real temperature to analyze the relationship between urban expansion and surface temperature. As a result, the urban expansion has raised surface radiant temperature in the urbanized area. The method using remote sensing data based on GIS was found to be effective in monitoring and analysing urban growth and in evaluating urbanization impact on surface temperature.

  • 기후변화에 따른 재해취약성 분석에 있어 분석단위가 되는 집계구 단위와 더불어 동 단위를 추가하여 기후노출의 공간분석단위에 대한 검토를 실시하였다. 기후노출에 대한 분석은 도시 기후변화 재해취약성분석 매뉴얼(Ver 3.0)에서 제시되고 있는 ArcGIS의 Jenks 최적화방법을 활용하여 네 단계로 구분하였다. 기후노출지표는 폭우재해의 연평균 80mm/일 이상 강우일수, 연평균 시간최대강우량의 두 가지 지표를 활용하였으며 현재 기후노출지표만을 고려하여 분석하였다. 분석에 요구되는 기후노출 지표값은 경상북도 인근의 최근 10년간 기상청 강우 자료를 활용하여 분석하였다. 공간분석 단위의 검토 결과, 기후노출 지표 특성에 따라 기후노출의 지리적 분포양상은 다르게 나타나며, 현재 매뉴얼에서 제시하고 있는 집계구 단위를 통한 분석과 추가적인 동 단위를 통한 분석은 지역별로 직접영향권과 간접영향권이 뒤바뀌는 양상까지 보이는 것으로 나타났다. 따라서, 재해취약성 분석에 있어 재해특성별 공간분석 단위의 결정은 도시기본계획, 도시관리계획 등의 활용성을 감안해 볼 때 매우 신중히 결정되어야 할 사항이며, 공간분석 단위의 결정에 대한 연구가 향후 꾸준히 이루어져야 할 것으로 판단된다.

  • This paper intends to set up a standard sets of indicators based on system-orientor framework, in assuming urban place as a self-organizing system within which several subsystems are interlinked together. Also, The application guideline composed of normative-analytical-practical dimensions, is proposed how to put into practice a standard set of indicators according to the regional characteristics. In practice, Seongnam in Gyeonggi Province in Korea and St. Paul in Minnesota in US are selected for case studies in order to measure and evaluate urban sustainability. Both data availability for measured variables and establishment of minimum level and satisfactory level of sustainability are requested for furthermore researches.

  • The necessity of urban regeneration is recently increasing because of the deterioration existing urban area and the slowdown of new development operations. The urban regeneration is differentiated from other private operations by its public characters, which is the basis of public support. This character demands verification of the adequacy for public finance support by monitoring urban regeneration planning and operation. Therefore, this study aims to show the monitoring indicators and its application in legal system for urban regeneration through the examination of foreign countries cases. London, San Francisco, and France urbanism regulation and planning system show the measure for introducing urban regeneration monitoring system into korean urbanism institution. This study is significant by suggesting the circulation structure of urban regeneration by linking planning, operations and monitoring phases. The monitoring system permits improvement of urban regeneration by clarifying objects and ameliorating efficiency by continuos observation and application of its evaluation.

  • This study features an analysis of the socio-economic factors of ten cities on the Honam-line that affect the number of train passengers. The 3 main factors based on the principal component analysis were the population, the distance between two regions, and the area size of each region while the number of automobiles has been conventionally used instead of the area size of each region. A formula to predict the train passengers by the regression analysis was developed and showed a good agreement to the number of real passengers. When Honam highspeed railway is opened, the traveling time between two regions as well as the area size of each regions should be more precisely considered.

  • The vulnerability analysis of climate change driven disaster has been used as institutional framework for the urban policies of disaster prevention since 2012. However, some problems have occurred due to the structure of vulnerability analysis, such as overweighted variables and duplicated application of variables of similar meaning. The goal of this study is to examine the differences of results between the method of current guideline and the method of weight equalization. For this, we examines the current structural framework of the vulnerability analysis, and performs empirical analysis. As a result, the extent and magnitude of vulnerability showed different spatial patterns depending on the weighting methods. Standardized weighting method relatively represented wider vulnerable areas compared to the pre-existing method which follows the current instruction manual. To apply the results of vulnerability analysis to urban planning process for disaster prevention, this study suggests that the reliability of the results should be ensured by improving analytical framework and detailed review of the results.

Research on Index Configuration of Urban Growth Management -31 cities and Counties in Gyeonggi Province, Korea- (도시성장관리 지표설정에 관한 연구 -경기도 31개 시 군을 평가 대상으로-)

  • At the point of growth management, weighted values for the each index have been calculated by applying AHP method based on the interview. With calculated weighted values, an example assessment had been performed on Gyunggi area, a typical place where urban growth management is needed urgently, and intended to provide applicable implications by analyzing them when establishing the means of the urban growth management plans. The result of this research is presented in order of the weight values highest to lowest as below: 'preventing disordered urban sprawl', 'protecting taxpayers', 'promoting efficient urban development' and 'improving the quality of life'. When applied to Gyunggi area, the results are in similar patterns: 'preventing disordered urban sprawl (11 cities)', 'protecting taxpayers (11 cities)', 'improving the quality of life (5 cities)' and 'promoting efficient urban development (4 cities)'. To build the well-balanced urban growth management plans, two factors must be in consideration as well as with others, 'Improving quality of the life' and 'promoting efficient urban development'. Furthermore, the result of the index in this research can provide a guidance to local governments of provinces and cities to build their urban growth management plans in the future.
