An Introductory Study for Developing the Urban Street Design Manual (도시부 도로의 구조시설.기준 작성 기초 연구 - 횡단구성을 중심으로 -)

  • Urbanization of Korea reaches up to 90% in the year 2003. What that means is that 90% of population live in the city areas. This phenomenon emphasizes importances of urban streets where people feel accessibility and level of environmental amenity, enjoy recreational activity, and live for a life. However, the current Korean manual for designing road is not enough to accomodate various activities of urban streets since its target is basically rural roads. This study proposes the necessity of a new design manual of urban streets via analyzing the practices of the development countries, and aims to recommend what should be prepared and how those are defined for developing a design manual of urban streets in Korea. It is inevitable that the design manual of urban streets be based on the flexibility and diversity. The manual should be made through consensus among the related stakeholders such as designers, residents and officials. And it also should reflect the characteristics of each city. It is somehow true that without the manual, designing of urban streets can be done although it is not fully acceptable. This does not mean that the necessity of the manual can be ignored. Rather, we should remember that the related stakeholders may not want to reveal what are hidden in developing the design manual of urban streets. What are hidden is that developing the design manual of urban streets is difficult problem to solve. It is a wish that this study triggers the on-going research and interests on developing the design manual of urban streets.

Development of Traffic Accident Rate to Improve the Reliability of the Valuation of Accident Costs Savings on National Highways (국도 사고비용 산정의 신뢰도 향상을 위한 사고원단위 개선)

  • The accident rate in South Korea is simply classified according to the road type and the number of lanes, but other countries apply various factors affect accidents. In this study, national highways where accidents occurred were divided into urban, rural, older, and modern roads using TAAS(Traffic Accident Analysis System) data, and a model of accident costs savings is suggested. As a result of analyzing 1,416.2 km, the fatality rate(person/100mil-vehicle·km) was 4.21 for urban-older, 1.37 for urban-modern, 2.18 for rural-older, and 0.99 for rural-modern roads. The rates of urban roads had a higher result than rural. The injury rate(person/100mil-vehicle·km) for urban-older was 182.63, that for urban-modern was 103.42, that for rural-older was 67.44, and that for rural-modern road was 42.96, which showed a similar pattern to fatality rates. Accident rates of a modern road were much lower than the KDI Guideline. The benefit of applying the result of this study was calculated and the valuation of accident costs savings is increased from 0.6% to 14.1%, while B/C is improved from 0.626 to 0.724.

A Comparative Study on the Traffic Effects of Speed Limit Reduction on the Urban and Provincial Roads (제한속도 하향에 따른 도시부 도로와 지방부 도로의 교통영향 비교 분석)

  • Many local governments are reducing speed limits according to the "Safe Speed 5030" policy implemented by the government to reduce traffic accident deaths. In the urban road sections in many metropolitan cities where speed limit reduction is applied as a pilot project, the decrease effect of the traffic accident number and death count is shown; however, no study of the effect analysis on the road sections of medium and small cities (basic local government unit) is found. Therefore, this study investigated the travel speed, number of traffic accidents, and death count before and after the implementation of speed limit reduction, targeting some urban road sections in Pyeongtaek city and some provincial road sections in Icheon city among basic local governments, namely among medium and small cities in Seoul Metropolitan Area.

  • The quality of service on urban roadways have been evaluated mainly based on such quantitative measures as travel speed and delay. However, in addition to the quantitative aspects, drivers traveling on urban roadways are subject to be influenced by qualitative measures such as aesthetic aspects of the roadway and other drivers' violation of traffic laws. Based on this notion, this study attempts to identify roadway service quality indices, considering both qualitative and quantitative aspects and evaluate the quality of service using the modified Importance-Performance Analysis (IPA), a technique often applied in the field of marketing. The modified IPA is proposed in this study as a way to evaluate the service quality, reflecting the relative performance between study areas and performance indices. A case study is implemented over the Gangnam and Gangbuk areas in Seoul, resulting in identifying the items needed to be improved for each study area.

  • 도시부의 활동이 지방부의 그것과 크게 다른점은 토지이용의 집약도가 높은 데 있 다 하겠다. 지금까지 도시부 토지이용의 밀도변위등에 관계되는 사정은 잘 인식되어 오기는 하였으나 이를 실용적 모형으로 다룬 예는 극히 드물다. 본 논문은 다양한 수송수단을 포용 하는 교통망에서의 혼잡비용이 토지이용의 집약도에 따라 효과적으로 결정될 수 있도록 하 는 토지이용과 교통의 복합모형을 제시하였다. 이를 위하여 다품종교통류 및 I/O모형의 범 주에서 비선형계획의 접근방법이 채택되었다.

Estimation of K-factor according to Road Type and Economic Evaluation on National Highway (일반국도의 도로 유형별 설계시간계수 산정 및 경제성 평가)

  • Road type classification and K-factors are important role when design of number of lane. In this study not only classifies road type and estimating of K-factor but also economic evaluation tries for feasibility verification. Road type analysis results, time of day traffic volume variation, weekend-factor and vacation-factor are large in recreation roads. Weekday traffic volume and weekend traffic volume are similar patterns in provincial roads. AADT is high and time of day traffic volume variation is small in urban roads. In this study compares with economic analysis that designing of number of lane between KHCM's K-factor and this study K-factor. Economic analysis results, designed roads by this study's K-factor reduce cost about 4,708 hundred million won. So this study's K-factor is economical on provincial 4 lane roads.

The Study for Estimating Traffic Volumes on Urban Roads Using Spatial Statistic and Navigation Data (공간통계기법과 내비게이션 자료를 활용한 도시부 도로 교통량 추정연구)

  • Traffic volumes are fundamental data widely used in various traffic analysis, such as origin-and-destination establishment, total traveled kilometer distance calculation, congestion evaluation, and so on. The low number of links collecting the traffic-volume data in a large urban highway network has weakened the quality of the analyses in practice. This study proposes a method to estimate the traffic volume data on a highway link where no collection device is available by introducing a spatial statistic technique with (1) the traffic-volume data from TOPIS, and National Transport Information Center in the Ministry of Land, Infrastructure, and (2) the navigation data from private navigation. Two different component models were prepared for the interrupted and the uninterrupted flows respectively, due to their different traffic-flow characteristics: the piecewise constant function and the regression kriging. The comparison of the traffic volumes estimated by the proposed method against the ones counted in the field showed that the level of error includes 6.26% in MAPE and 5,410 in RMSE, and thus the prediction error is 20.3% in MAPE.
