  • 최근 언론매체나 인터넷을 통해 자주 접하게 되는 용어 중 하나가 '유비쿼터스'이다. 각종 서비스, 도시건설, 아파트 등 다양한 대상에 'Ubiquitous' 또는 'U-'라는 수식어를 붙이는 것을 흔히 접할 수 있으며, 마치 매우 편리한 환경을 상징하는 키워드처럼 인식되고 있다. 이와 관련하여 현재 우리나라에서는 정보화도시(U-City 또는 디지털시티라고도 함) 건설 추진 및 그에 대한 논의가 활기를 띠고 있다. 이를 통한다면 우리나라는 건설 및 IT강국이라는 핵심역량을 바탕으로 내수경기 부양뿐만 아니라 지역 간 불균형을 해소할 수 있고, 국내성공 사례로 글로벌 시장개척을 위할 수 있으며 넓게는 동북아 비즈니스 허브구축의 발판이 마련될 수 있겠다. 이밖에도 정보화도시(U-City)건설은 많은 산업화의 가치를 가지고 있기 때문에 정부와 지자체, 또한 기업체에서 기술 개발 및 시범사업에 박차를 가하고 있다. 그러나 새로운 도시유형으로서 정보화도시(U-City)의 개념은 아직까지 제도적으로 정립되어 있지 않을 뿐만 아니라 도시건설 시 어떤 특별한 유인책도 마련되어 있지 않다. 그리하여 지방자치단체, 공기업 등 추진주체마다 전개되는 양상이 다르며 이에 수반되는 다양한 문제가 발생한다. 따라서 정보화도시(U-City)의 성공을 위해서는 글로벌 인재들이 유인할 수 있는 매력을 갖추어야 하며 사회적 투자를 지속시킬 수 있는 효과적 방안이 필요하겠고 핵심기술과 이의 활용방안이 마련되어야겠다. 그러나 무엇보다도 정보화도시 건설관련 법, 제도, 사회시스템 정비가 선행되어야하겠다.

The Search of the Crime Prevention Method through the Crime Pattern to Apartment Type (아파트의 형태에 따른 범죄유형과 범죄예방 방법 모색)

  • Apartments are built in small countries to accommodate densely populated cities and maximize urbanization. Many apartment complexes have been built in recent reconstruction or redevelopment projects. An increase in crime has resulted due to residents living in a narrow space. Larceny is the most commonly reported crime in apartment complexes. Apartments can be classified as stairway, hallway, or plane surface. This study compares and analyzes the frequency of theft by apartment type to assist in creating a safer residential space. In America and England, scholars studied to make a safer residential space, and have applied the theory of 'the Defensible Space' and 'Crime Prevention Through Environmental Design(CPTED)' since 1970s. Korean apartment design now reflects CPTED in new apartment construction. In this study, 12 apartment complexes were selected in Changwon city to conduct analysis of theft in selected complexes. The study will cover housing invasion theft, motorcycle and car theft and snatching. The most frequency larceny is motorcycle and car theft, the second is housing invasion theft, and the least frequent is snatching. More residents' motorcycles and cars are damaged in a hallway style apartment. More frequently inhabitants have their possessions snatched on a stairway form. 1) When we build new apartment complexes, we must plan to improve territoriality and enhance a natural surveillance by reinforcing dwellers' relationship. Through planning we can prevention the larceny in apartments.

A Study of Economic Assessment of Urban Park Management by Using Contingent Valuation Method - The Case of Busan APEC Memorial Park - (가상평가법(CVM)에 의한 도시공원의 관리운영에 대한 경제적 가치평가에 관한 연구 - 부산시 APEC기념공원을 대상으로 -)

  • This study evaluated economic value recognized by the residents for the pleasant urban park management using contingent valuation method(CVM) to APEC Memorial Park in Pusan in terms of private fund development for the management of the city park. As a result, the estimated amount payable by each household for the management of APEC Memorial Park in Busan was between 5,673 won and 8,358 won. If such amount is expanded to households in park hosting area, it was 2.2~2.3 times of the park management budget in 2012, which demonstrates the willingness to pay (WTP) of residents for pleasant park was higher than the management budget. Social factors of respondents affecting WTP for city park management operation included age, educational level and income level. Those with high age and high education level had higher WTP. And, WTP was much affected by the use of park and recognition of residents. In particular, those with high frequency in the use of parks had higher WTP, and the users with more than once per week had 1.1 times higher WTP than overall WTP. Then, the satisfaction of park rather than recognition of necessity of park had led to higher WTP. Accordingly, it is necessary to manage park facility management and use program operation to enhance park satisfaction and it is also required to develop a park culture distribution policy to link such recognition to donation.

  • Culture is an indispensable element in modern society in improving the quality of life for city dwellers and stimulating the urbanization. The conspicuous emergence of cultural cities, which is a new paradigm, can be understood in that context. Global cities are pursuing cultural cities, and autonomous regions in Korea are also pushing ahead with the urbanization which combines cultural elements. Specifically, Nam-gu of Incheon has set an example of successful cultural city for other autonomous regions. The cultural environmental policy of Nam-gu is deemed to have retained the infrastructure, cultural urban landscape and living space, and a plenty of contents. The real significance of cultural city lies in the pursuit of sustainable urban development as a culture-friendly city. For that, the direction of cultural environmental city has to be firmly set, and related law and system should be strengthened. Above all, it is critical to pursue human-oriented cultural city by showing citizens what roles they have to play, setting the right direction, and improving the partnership.

  • u-City는 첨단 정보통신 인프라를 활용하여 유비쿼터스 서비스를 도시공간에 제공함으로써 도시민의 생활편의 증대와 삶의 질을 높이고 체계적인 도시관리 및 도시의 제반 기능의 혁신을 통해 도시 경쟁력 향상을 목표로 한다. 최근 u-City의 핵심부문으로, u-City의 성공적 구축을 위해 관심이 집중되고 있는 도시통합운영센터는 기존 도시에서는 시도해 보지 않았던 새로운 개념으로, U-City법에서 향후 U-서비스의 관리 운영에 필수적인 U-City기반시설로 규정되어 있기는 하지만 도시통합운영센터에 대한 명확한 기준이 없다. 또한 구축 관리 운영을 위해 필요한 법 제도적 기반환경이 미흡한 실정으로, 법적 근거없이 개별법에 의한 사업추진으로 실제로 도시통합운영센터를 구현하는데 많은 어려움을 겪고 있다. 이와 같이 u-City와 도시통합운영센터는 기존 도시에서는 시도해 보지 않았던 새로운 개념이기 때문에 현행 법에 맞지 않는 경우 발생하기 때문에 이에 적합한 새로운 법/제도가 필요하다. 본 연구는 기존 관련법과의 연계를 통한 도시통합운영센터 구축 운영에 대한 법 제도적 기반환경 마련을 위한 연구로서, u-City 관련 법/제도 중 도시통합운영센터 구축 및 운영 관련 사항에 대한 검토를 통해, 법/제도적 측면에서 도시통합운영센터 구현에 필요한 제반사항을 검토하였다. 구축측면 (계획/건설)에서 시스템 공동활용 및 연계 구축 방안 마련을 위해 도시통합운영센터 구축주체, 재원조달방법을 검토하였으며, 운영측면에서 도시통합운영센터 운영 방안을 마련하기 위해 도시통합운영센터의 공공기능 수행 및 운영에 대한 사항을 분석하였다. 도시통합운영센터 구축 운영에 대한 법 제도 정비를 위한 기반연구를 통해 도시통합운영센터의 성공적인 구축 및 운영을 도모하고자 한다.

  • It is important to manage the underground facilities efficiently because they are directly related to the convenience and safety of citizens. But the fact that the different agencies take on a role of managing the underground facilities respectively makes it impossible. So Korean government has exerted great efforts to solve this problem through several projects. Korean government expects that the ubiquitous technologies such as sensor and wireless communication in the domain of the underground facilities management will be useful. It is main duty of u-City Management Center to monitor several situations about the underground facilities using ubiquitous technologies. But there is no consensus about what concrete situations it has to monitor even though u-cities under construction. Because local governments or related companies are in charge of carrying out these roles yet, there is no legal basis on which to do these tasks by the center. And it is needed to develop new technologies for u-services efficiently. Because technologies for u-service are vast, various and converged, so it necessary to develop them according to priority or in cooperation with other developers. In this paper, we classify the monitoring items for each facility which were investigated by a recent research. It is expected to make use of defining the role of the center and developing technologies with u-service.

Evaluating and Improving Urban Resilience to Climate Change in Local Government: Focused on Suwon (기초지자체 기후변화 대응을 위한 도시회복력 평가 및 증진방안: 수원시를 대상으로)

  • As the damage caused by the abnormal climate due to climate change is increasing, the interest in resilience is increasing as a countermeasure to this. In this study, the resilience of Suwon city was examined and the plan to improve the resilience were derived against climate impacts such as drought, heatwave, and heavy rain. Urban resilience is divided into social resilience (e.g. vulnerable groups, access to health services, and training of human resources), economic resilience (e.g. housing stability, employment stability, income equality, and economic diversity), urban infrastructure resilience (e.g.residential vulnerability, capacity to accommodate victims, and sewage systems), and ecological resilience (e.g. protection resources, sustainability, and risk exposure). The study evaluated the urban resilience according to the selected indicators in local level. In this study, the planning elements to increase the resilience in the urban dimension were derived and suggested the applicability. To be a resilient city, the concept and value of resilience should be included in urban policy and planning. It is critical to monitor and evaluate the process made by the actions in order to continuously adjust the plans.

  • This paper aims to discuss and develop theories of social sustainability as an alternative of urban development, recognizing that urban development paradigm needs to turn to the qualitative perspective. Urban development in Korea has mainly focused on quantitative expansion disregarding qualitative development so far. Korean cities has achieved the quantitative accumulation of wealth due to the strategy. However, as a result, it is also certain that socio-economic problems such as urban poverty, social polarization, deterioration of welfare and quality of life are getting more serious. In the context that social sustainability meets social needs of urban residents based on equity and focuses on social development, it has an important meaning in relation of social and economic problems such as inequality and distribution of urban development. Furthermore, social sustainablity can foster urban residents' endogenous capability and governances. The importance of social sustainablity has been standed out and its concept and practical problems have been discussed diversely among researchers in the Western advanced countries for the last decade. However, social sustainability is still unattractive and its institutional strategy are insufficient in Korea. Concepts and practical problems of social sustainability have implications on the development path of Korean cities which have been accumulated contradiction due to the quantitative development for a long time.

An Analysis of Urban Environment Characteristics Influencing on Satisfaction of Residential Environment (주거환경 만족에 영향을 미치는 도시환경 특성 분석)

  • A residential space where a person lives in may change following the flow of time and it has evolved in various shapes through the development process of a city. In particular, after the 1900s when the modern urban planning was first applied in full-scale, the urban environment and residential environment have formed cities through systematic planning. Under the assumption that the level of satisfactory life for urban residents residing in such an urban environment would be influenced mutually with the residential environment and urban environment to carry out this study, and as for the methodology of this study, the questionnaire was implemented with the subject of residents in Seoul City and analysis was implemented for regression analysis through SPSS 20.0 program. The results of the study are shown as follows. First, the relationship of the residential environment and urban environment is classified for convenience, safety and pleasance to have the important implication, and the level of satisfaction for the residential environment is analyzed to show implications with influence on the level of satisfaction for settlement consciousness. Second, the relationship of influence of residential environment on the settlement consciousness with the characteristics of urban environment is statistically noticeable and the stability and pleasance would have the statistically noticeable influence on satisfactory residential environment and the convenience would not render noticeable influence. And, third, under the characteristics of urban environment, convenience does not have direct influence on the settlement consciousness and it is confirmed to influence on the settlement consciousness indirectly only through the satisfaction of variation in the residential environment.

  • 유비쿼터스라는 새로운 패러다임의 등장과 IT 기술의 급격한 발전에 힘입어 도시에 유비쿼터스 기술을 적용하여 도시민의 삶의 질과 경쟁력을 향상시키는 도시, 즉 u-City가 다양한 차원에서 추진 중에 있다. 효율적인 u-City 구현을 위해서는 다양한 시도들이 한데 묶여 진정한 u-City로써의 시너지 효과를 내는 것이다. 이를 위해 현 시점에서의 상황을 직시하고 관련 정책 및 사업에 대한 계속적인 모니터링을 통해 국토, 도시, 교통, 환경, 행정, 문화 등 모든 것이 한데 어우러져 최고의 효과를 가져 올수 있는 진정한 u-City 개발이 필요할 것이다. 이에 본 연구에서는 여러 부처에서 진행/계획 중인 u-City 관련 연구 및 사업의 여건분석을 통해 문제점을 도출하고 효과적인 u-City 발전 방안에 대해 고찰해 보고자 한다.
