Comparative Appraisal of Sustainable Development in Korean Metropolis (우리나라 대도시의 지속가능발전성 비교평가)

  • The paper has its focus on comparative appraisal of sustainable development in korean metropolises. In reference to OECD, UNCSD, PCSD and BBR indicator lists, somewhat transformed 14 themes and 42 quantitative indicators were chosen in economic, social and environmental sector. In next step, for the standardization of the indicators the own value of each Metropolis was relatively appraised based on the mean value of each indicator of the metropolises. If necessary, the indicator which has negative characteristics was transformed into positive scale so as to compare all of the indicators with same scale direction. As a result, it was found out that Seoul and Ulsan, highly concentrated in specific economic sector, reveals high level of sustainable development in economic sector but not in environmental sector. Kwangju is diametrically opposed to the former case. In contrast to the generally low level of sustainable development of Pusan, Taegu and Incheon, the metropolis Taejeon shows equally high level of sustainable development in 3 sectors.

Estimation of Ship Emissions and Environmental Costs : focusing on Port of Busan (선박 배기가스 배출량 및 환경비용 산출에 관한 연구 : 부산항을 중심으로)

  • Port of Busan is Korea's largest trading port processing over 18,000 TEU a year. This rapid growth causes air pollution problems in Busan. Ship emissions are significant air pollution sources and port area is relatively close to the business district, therefore it may have serious effects to the health of local people and environment. In this study, ship emissions are estimated, especially on hotelling large vessels. As a result, Port of Busan has 50,686, 48,842 ship calls and 2,343,037 and 2,297,118 tons of ship emissions in 2011 and 2012 respectively. Also, the environmental cost in Port of Busan is approximately 1.2 trillion won per year. This study emphasizes the necessity of ship emissions regulation, hence, it is expected to make a significant contribution in setting up ship emission management system.

  • Cisangkuy 유역은 인도네시아 제3의 도시인 반둥시의 주요한 식수공급원으로 반둥시 남측에 위치하며, Citarum 강의 제1지류에 해당한다. Cisangkuy 유역은 복잡한 수계 및 다양한 관리주체로 인해 수자원 운영에 많은 어려움이 있다. 반둥의 연간 강우량은 2,380 mm로 강우량은 풍족하나, 강우패턴이 건기(4~9월)와 우기(10~3월)로 구분되어 기간별 극심한 강우량 차이가 발생한다. Cisangkuy 유역은 우기에 Cileunca 및 Cipanunjang 저수지에 최대한 유량을 확보한 후 건기에 유량을 방류하는 시스템으로 운영되고 있다. 특히, 이 두 저수지는 전력회사인 인도네시아 파워에서 관리하고 있으며, 저수지 하류에 3개의 소수력 발전소(Plengan, Lamajan, Cikalong)가 운영되고 있다. Cisangkuy 주 하천 수량의 대부분이 소수력 발전소의 발전용수로 활용하고 있고, 세 발전소를 거친 최종 수량의 일부를 취수장에서 취수하여 식수원으로 사용하고 있기 때문에 상수 수급에 많은 어려움을 겪고 있으며, 우기시 가뭄발생 현상이 잦아지고 있다. 이에 본 연구에서는 Cisangkuy 유역의 장기적인 가뭄으로 인한 유출량 감소에 따른 용수 용도별 공급가능 일수 및 운영안을 검토하였다. 이를 위해 MODSIM 모형을 이용하여 현재 용수공급 체계를 물수지 분석 모형으로 구축하고, 현재 물공급 운영체계에 대해 모형을 검증한 후, 우기인 12월~3월에 대해 가뭄발생을 고려한 물공급 가능일 수를 산정하였으며, 강우 미발생을 고려하여 유역의 유출량을 배제하고, 발전유량 및 생활용수를 우선순위로 적용하였을 때, 공급 가능일수와 관개용수 공급에 따른 가능일수를 검토하였다. 금회 Cisangkuy 유역에 대한 가뭄발생에 따른 용수공급 가능량에 대한 연구결과는 유역 물관리 기관인 BBWSC(Balai Besar Wilayah Sungal or Association of River Region)와 공동연구기관인 PUSAIR가 가뭄극복을 위한 자료로 활용할 수 있을 것으로 예상된다.

  • The need for an effective disaster management system has grown these days to protect public safety as the number of disasters causing massive damage increases. Since disaster-induced damage can develop in various ways, rapid and accurate countermeasures must be prepared soon after disasters occur. Numerous studies have continuously developed remote sensing and GIS (Geographic Information System)-based techniques for disaster monitoring and damage analysis. This special issue presents the research results on disaster prediction and monitoring based on various remote sensors on different platforms from ground to space and disaster management using GIS techniques. The developed techniques help manage various disasters such as storms, floods, and forest fires and can be combined to achieve an integrated and effective disaster management system.

  • 도시 생활용수 수요는 생활 수준 향상, 도시화 등으로 지속적 증가 추세에 있으며, 최근 기후변화, 시설 노후화, 도시화, 그리고 수질 오염 등의 문제들에 직면해 있다. 이는 물 부족을 심화시켜 현행 상수도시스템에서 한정적인 수자원을 배분하는데 어려움을 가중시킨다. 이를 해결하기 위해 스마트워터그리드 기술이 상수도시스템에 도입이 되면서 지능형 상수도 계량기를 이용한 개별 소비자들의 물 소비량 자료를 보다 정밀하게 실시간으로 모니터링 할 수 있게 되었다. 실시간 실측을 바탕으로 한 물 소비량 자료는 미래 용수 수요 예측과 수운영 관리에 도움을 줄 수 있다. 한편 생활용수는 용도 또는 요금 부과 기준에 따라 가정용, 업무용, 영업용, 욕탕용, 그리고 공업용으로 분류할 수 있다. 미국과 호주 등에서는 용도 분류에 따른 모니터링 강화로 절수 방안을 개발하여 물 부족에 대비하고 있다. 우리나라도 비 가정용수(가정용수를 제외한 용수들)를 체계적으로 분류하기 위한 선행 연구들이 이뤄졌으나 분류체계가 표준화되지 않았는데, 이는 용도에 따른 개별 소비자들의 소비 특성 분석이 충분히 선행되지 않았기 때문이며, 아직까지 많은 지자체에서 물 소비량을 월 단위로 인력검침 하는데 의존하고 있어, 충분한 물 소비량 자료가 부족했기 때문이다. 본 연구에서는 영종도 112 블록에 구축된 스마트워터그리드 파일롯플랜트 527개 개별 소비자들로부터 2018년 1월 1일부터 2020년 1월 1일까지 1시간단위로 수집된 물 소비량 자료를 이용하여, 개별 소비자들의 일평균 첨두 소비량과 발생 시간, 관경, 요일, 계절에 따른 물 수요 특성 분석을 수행했다. 이 때 수집된 자료의 결측치 및 오측치를 보정하여 자료의 신뢰성을 높이고자 했다. 분석결과는 용도별 물 수요 특성을 보다 잘 이해할 수 있게 도와주며, 비가정용수의 용도별 분류에 기초자료로 사용될 수 있을 것이라 사료된다.

A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A. (협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로)

  • As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

Utilization of High-precision Spatial Information Based on Large-scale Digital Map (대축척 수치지도 기반의 정밀 공간정보 활용방안)

  • A digital map of 1/5,000 scale provides basic information to be utilized in various businesses, such as in land management, urban information system of a local government, navigation of private sectors and others. 1/5,000 digital map, which contains information of the entire land of South Korea, is performed as a national fundamental map, however, comparing to 1,000 digital map, it has some difficulties in terms of positional accuracy and attribute data for applying in urban areas. Also, since the paradigm of spatial information services has been changed, more accurate positional information and rich attribute information are required for the government businesses and private map services. Particularly, demands for the high precision spatial information based on large-scale digital map is increasing in facility managements due to rapid changes in urban areas and various spatial analyses. For those reasons, this study proposes how to apply and use precise spatial information based on 1/1,000 digital. Firstly, an analysis of legal system related to large-scale digital map and spatial information is conducted in the research. Afterwards, the ways are suggested to improve systematical utilizations of 1/1,000 digital map. We also define existing applications of spatial information in public and private sector, and recommend methodology that can be utilized high precision spatial information.

Ecological Connectivity and Network Analysis of the Urban Center in a Metropolitan City (대도시 도심의 생태적 연결성 및 연결망 분석)

  • The disconnection and fragmentation of ecological spaces that occur during the development process pose a significant threat to biodiversity. Urban center areas with high development pressure are particularly susceptible to low connectivity due to a scarcity of ecological space. This issue tends to be more pronounced in larger cities.To address this challenge, continuous efforts are needed to assess and improve the current state of ecological space connectivity at the level of individual projects and urban management. However, there is a lack of discussion regarding the analysis and improvement of ecological connectivity in metropolitan cities In line with this objective, this study evaluated the connectivity of ecological spaces in the city centers of Seoul, Busan, Daegu, Incheon, Gwangju, Daejeon, and Ulsan. The evaluation revealed that city centers exhibited lower connectivity of ecological spaces compared to their peripheries or the overall city. In addition, in the ecological network analysis that reflected regional characteristics, such as the species distribution model conducted on Daejeon, 510 optimal paths connecting forests of more than 1ha were derived. This study is significant as an example of deriving an ecological network based on regional characteristics, including quantitative figures necessary for establishing goals to improve urban ecological connectivity and biodiversity. It is anticipated that the results can be utilized to propose directions for enhancing ecological connectivity in environmental impact assessments or urban management and to establish an evaluation framework.

A Case Study on Smart Work through the Lens of Time-Geography Theory (시간지리학 관점에서 본 스마트워크 사례 연구)

  • With the advancement of mobile information technology, the era of smart work emerges as a means for enabling us to overcome temporal and spatial constraints. Thanks to smart mobile devices with seamless access, organizations can assign tasks to employees and provide services to the appropriate customers in mobile environments. In addition, smart work facilitates the improvement of coordination and collaboration among individuals and groups performing organizational tasks. The dramatic performance improvement is manifest by utilization of smart work in organizations. Therefore, the interest in the introduction of smart work is growing. With the lens of time-geography, this study investigates what makes smart work successful. This research, especially, concentrates on the processes for overcoming the temporal and spatial constraints in the field. A case study of the Seoul Metropolitan Rapid Transit Talk and Flash (SMRT T&F) is developed and analyzed through the framework of time-geography and the implementation processes and success factors of SMRT T&F are investigated.

The Applicability of the Genetic Algorithm on Spatial Distribution of Demographic Characteristics (인구구조 공간분포 특성에 관한 유전자 알고리즘 적용방안)

  • The Genetic Algorithm is one of the population surface modelling tool in the field of urban and environmental research based on the gridded population data. Taking the East-Hwasung area as the case, this study first builds a gridded population data based on the GIS databases as well as municipal population survey data. The study then constructs the attribute values of the explanatory variables by way of GIS tools. The regression model constructed with the same variables is also run as a comparative purpose at the same time. It is shown that the GenAlg output predicted as much consistent and meaningful coefficient estimates for the explanatory variables as the regression model, indicating that it is a very useful interdisciplinary research tool to find optimal solutions in urban problems.
