한반도를 비롯한 전 세계를 대상으로 가뭄과 홍수 등 물관련 재해정보를 체계적으로 수집·분석하고 이를 정부부처 및 민간에서도 제공 가능한 국가 차원의 과학적이고 효율적인 수재해 대응 및 관리 위하여 현재 수재해 정보플랫폼 융합기술 연구단이 2014년 7월 1일 출범하여 수행중에 있다. 정보플랫폼 융합기술 연구단은 국토관측센서(위성, 레이더, 지상관측자료) 기반 광역 및 지역 수재해 정보 허브 구축 및 운영기술 개발로 행복한 안심국토 및 물산업 강국 실현이라는 연구비전 아래, 고정밀 수문레이더 기반 도시홍수 관리기술, 가뭄/하천건천화 평가 및 예측 기술 개발, 홍수재해 평가 및 예측 기술 개발, 빅데이터기반 광역 및 지역 수자원정보 서비스 플랫폼 기술 개발이라는 4대 연구성과 목표로 X-Net 실증 테스트베드 구축을 통해 획득된 자료를 기반으로 수재해 감시·평가·예측 등에 필요한 관련 수문정보를 생성하고 있으며, 생성된 위성영상 및 수문레이더 등의 수문정보를 활용하여 미계측 유역에 대한 수자원 변동 감시 및 가뭄과 하천 건천화를 효율적으로 평가·예측함으로써 물안보 대응체계를 강화하기 위한 기술을 확보하고 있다. 또한 광역 및 국지 홍수 피해 범위와 규모 등을 평가·산정하고 정확히 예측함으로써 홍수재해를 저감할 수 있는 기술 개발을 추진하고 있으며, 최종적으로는 광역 및 지역 수문자료와 수재해 관련 분석정보를 체계적으로 관리하고 맞춤형 수재해 정보를 제공할 수 있는 수재해정보플랫폼 및 포털시스템을 개발 글로벌 물 정보 허브로써 기반을 조성해 나가고 있다. 이에 수재해 정보플랫폼 융합기술 연구단에서 개발하여 운영중에 있는 수재해 정보플랫폼의 고정밀 수문레이더 기반 도시홍수 관리시스템, 위성기반 가뭄 모니터링 시스템, 미계측 지역 수문정보 및 수자원 모니터링 시스템, 한국형 지표 수문정보 생성 시스템 개발현황 등 그간의 노력에 대해 소개하고자 한다.

This paper aims to offer a conceptual framework in the context of culture-driven city branding through strategic design from a cross-disciplinary approach. The key findings identified the followings: Firstly, the phenomenon of culture-driven city brand creation and the use of design value of primary attractions. Secondly, the impact of the design contents of new media in supporting city brand creation. Lastly, the importance of image/text relationships through applying coding theory to enhance city brand communications.

지능형교통시스템(ITS)은 교통부문의 정보화 사업으로 첨단기술을 이용하여 도로교통 상황을 신속히 파악하고 이를 바탕으로 각종 정보를 제공하여 이용자들이 효율적이고 안전한 방법으로 도로를 이용할 수 있도록 하는 장치이다. 우리나라의 ITS 사업은 90년대 초반에 착수하여 90년대 후반에 교통체계효율화법이 제정되면서 본격적으로 추진하고 있다. 과천시를 대상으로 ITS 시범사업을 이미 추진해왔고 올해에는 대전ㆍ전주ㆍ전주ㆍ제주 등 3개 도시에서 본격적인 시스템 구축을 추진하고 있다.

This paper proposes potentialities of constructing the information system for earthquake hazard management which can manage and analyse earthquake risk and hazard systematically. The experimental results as well as architectural structure investment data for seismicity assessment are built in database and connected with GIS for assessing earthquake safety of building in urban area. For earthquake-resistant performance assessment, we collected and classified building structural data according to assessment criteria using building register, architectural map, digital map, and then complemented database with field survey data. We also suggest GIS-based information system can cope with and manage earthquake hazard effectively, as evaluating earthquake risk by performing detailed earthquake-resistant assessment and determining final assessment scores. The assessment should be processed quickly and accurately by integrating the earthquake hazard information management system with modularization of assessment procedure and method in the future.

1940년대에 태어난 컴퓨터는 50년이 지난 오늘에 이르러는 4-5세대 인공지능 및 전문가 시스템의 일반화에 이르기까지, 추후 10년 후에 전개될 컴퓨터에 의한 정보통신 세계는 우리가 상상하는 기대치를 훨씬 넘어설 복합적인 멀티미디어와 무선이동통신의 세계가 될 것임에는 의심할 여지가 없다. 지구에 관한 위치, 크기, 형태에 대한 2차원적 정보처리 단계에서 환경과 도시, 인구와 교통에 대한 다차원적인 정보통신문명의 우리가 대비해야 할 지리정보공간과 관련한 속성정보의 동시구축이 우리의 정보인프라구축에는 우선적으로 GIS기술에 의하여 해결해야 할 과제가 된 것이다.

우리나라의 '국토 종합 물류 네트워크' 구축에 기존의 항만, 도로, 철도 중심의 물류 체계에, 국토의 삼면이 바다로 둘러싸여 있으므로 주요 항만과 연계하는 국토 내륙은 물류 수송체계와 주요 강(江)이 수로(水路)유역의 광역권 및 주요 도시가 연결되어 있기 때문에 수로를 이용한 물류수송체계와 통합한 종합적인 국토 물류 수송체계에 대한 연구가 필요하다. 이 연구에서는 파워심시뮬레이션 기법을 이용하여 우리나라의 수로운송을 통한 국토종합물류체계망 구성방향을 도출하였다.

In low-density areas where travel pattern is widely dispersed and travel demand is relatively low, transit operators find it very difficult to provide a reasonable level of service at a reasonable cost. Timed-transfer system or network, if designed properly, can provide a reasonable level of service for passengers using transit systems serving low-density areas. The paper intends to apply a timed-transfer system for bus lines serving Yangsan City area and to assess the effects resulted from the application. The concept of a timed-transfer network/system is briefly described, and the present conditions of bus systems in Yangsan City area are discussed, focusing on the aspects of network type and the related problems. The bus timed-transfer network for the area is then developed by adjusting the existing routes and network with the consideration of travel time, route alignments, headways and transfer centers. One must note that developing a timed-transfer network presumes that network and schedule should be developed together. The effects of the developed time-transfer system on the passengers and operators are found substantially so as to justify its introduction to the City. The results of this study will be of considerable use for planners to design the transit systems in low density areas, where in general travel activities are widely dispersed and travel demands are low, so that provision of good quality of transit services are difficult.

도시의 변화에 대하여 보다 체계적으로 계획하고 관리하기 위해서는 도시지역에 대한 정확한 지리 정보의 획득이 필요하며 이와 더불어 정보의 신속한 갱신이 필요하다. 도시 변화를 판단하기 위한 지리정보는 여러 가지 정책과 연구에 사용될 수 있을 뿐만 아니라 그 자체만으로도 도시의 성장을 기록하는 중요한 자료로 이용될 수 있다. 지리 정보의 획득 방법 중 하나인 영상분류 방법은 여러 가지가 있으나, 그 중 건물, 도로, 수목, 논, 밭 등 지상의 물체들의 분광특성을 이용한 방법이 가장 효율적이라고 할 수 있다. 따라서 본 연구에서는 도심지의 토지피복분류 현황을 기존의 방법보다 더욱 정확히 분석하기 위해서 IKONOS 영상을 이용하여 분석방법에 따른 정확도를 비교 분석하고 GIS를 이용하여 토지피목 현황을 분류기법별로 나타내며, 대상지역의 분류 정확도와 정보를 제시하였다. 연구 결과 도심지에서는 최대우도법을 이용한 감독 분류의 정확도가 가장 높은 정확도를 나타내었으며, 주관성을 배제한 분류 방법에는 신경망을 이용한 분류 방법이 높은 정확도를 나타내었다. 또한 분류 기법 별로 분류된 토지피복도를 이용하여 분류 정확도와 분류항목에 대한 속성 자료를 GIS데이터베이스로 구축하여 사용자가 요구하는 정확도에 따라 분류 방법별 토지피복도를 제공함으로써 보다 신뢰성 있고 다양한 정보를 제공할 수 있었다.

This article is concerned with the values of the BICOF in terms of the urban revitalization. The values of the BICOF cover the economic value, social value, cultural value and city image value. The 13 indicators for measuring the values of the BICOF are developed. The article examined how the related stakeholders identified the BICOF's values on the Bucheon City by using AHP method. In addition, the objectives and programmes of the BICOF are analyzed in the perspective of the urban revitalization. As a result, the recognition of the BICOF's values varied according to the stakeholders. In addition, the result of AHP analysis indicates that the cultural values and image values should have priorities in comparison with the social values and economic values. This recognitions is different from the recent formal statements that BICOF's economic values should be emphasized as a priority. The article concludes that the identity of the BICOF should be established in the base of building the value consensus among the related stakeholders.
