Change in Concepts and Status of Park and Green Space in Urban Planning Documents of Gyeongseong (경성부 도시계획서 상의 공원녹지 개념과 현황의 변화 양상)

  • The study examines the significance and limits of modern park planning by analyzing major planning documents of Gyeongseong in the Japanese colonial era. Among seven selected documents from 1925 to 1940, which show the contents related with park planning, documents of 1930 and 1940 presented the official park plan of Gyeongseong. By the 1920s, the park plan was not a major concern in urban planning of Gyeongseong; however, as the planning law as enacted in 1934, the park plan legally became a part of the official master planning process in the 1930s. In 1940, the most comprehensive park plan for Gyeongseong was published. In the beginning of modern urban planning, a park was mainly perceived as a sanitation utility. From the 1920s to the 1930s, the park planning system was significantly improved including systemic classification of parks, guideline development considering spatial planning, and introduction of a concept of infra-structural green space. Despite of the improvement in the park planning, the actual quantity of the overall green spaces barely changed and there was a huge discrepancy between the planning ideal and the reality. The Gyeongseong stadium was the only facility newly built in the 1920s, and only two parks were constructed in the 1930s. The plan to build 38 new parks in the 1930, and 140 in the 1940 was barely realized. However, there were efforts to improve parks and green spaces of Gyeongseong: Such as appropriating natural forest as parks, designating royal palaces as parks, and focusing on constructing smaller scale children's parks. Even though the ideal plan could not be fully implemented due to the war time situation and tight budget, the park system of Gyeongseong provided the framework of park planning of Seoul after the independence.

A Study on the Pattern and Promotion of Landscape Architects Participation in Urban Regeneration Projects- Focusing on the Urban Regeneration New Deal Project (2017-2019) - (도시재생사업에서 조경의 참여 양상과 증진 모색 - 도시재생 뉴딜 선정사업(2017-2019)을 중심으로 -)

  • This study aims to identify the role and the use of landscape architects as a core strategy in urban regeneration projects by project type. This study attempted to find ways to promote landscape architects' participation patterns and characteristics in promoting urban regeneration and revitalization plans. Among the New Deal projects, from 2017 to 2019, when the urban regeneration projects were promoted, a total of 822 projects with terms such as park, garden, landscaping, rest space, forest, greening, planting, and flowers were included, In this study, an integrated approach was applied, considering the status of landscape architects participation, a literature survey by project entity, analysis of prior research, revitalization plan reports, and interviews by project entity, and aspects and characteristics of landscape architects participation according to project type. The results were classified. In the urban regeneration projects, the landscape characteristics were analyzed in terms of hardware or software participation methods according to the project type, and the participation patterns and promotion measures of landscape architecture and ways to promote them identified in the course of the project are as follows. First, the role and participation pattern of landscape architects in urban regeneration projects differed depending on the type of project. As the prerequisites for each type of project, the subject of the project, the direction, the differentiation of the regeneration strategy for each project, and the level of participation of residents interacted in a complex way. The participation of landscape architects has changed and expanded its meaning and role. Second, the change and value of the expanded the participation method of landscape architects in the urban regeneration project and appeared as a multi-purpose and complex role in the process of a project, indicating that the value of landscape in the classical sense is changing and its substantive aspect depends on the type of project. Third, this study confirmed the importance of recognizing the role and value of 'landscape architecture' as a strategic and practical means of regeneration that can be utilized. Therefore, in order to promote the participation of landscape architects, diversification is required through changes in participation methods according to urban regeneration strategies for each project, rather than participation focused on hardware projects, such as park creation in terms of form and place. In addition, it was confirmed that the participation of landscape architects, which play an important role in fostering a sense of community among residents as an experience and activity program, should be further activated in terms of the process of the ideal way of existence. This study is meaningful in that it substantially grasps that the role of landscape architects is expanding as the subject of urban regeneration projects, and presents the direction for its promotion. Participation and research should be continued.

An Evaluation of Thermal Comfort on Urban Neighborhood Park for Improving Thermal Environment (도시근린공원의 열환경 개선을 위한 열쾌적성 평가)

  • This study was conducted to analyze the thermal comfort in the urban neighborhood park and to obtain a plan for improvement of the thermal environment. First, in the result of the analysis of the distribution characteristics of the park's main thermal environment factors and differences among types of space, temperature, relative humidity, and wind speed did not show a clear difference spatially. However, the median radiant temperature showed great differences according to the openness of the space and the covering material. According to the evaluation of thermal comfort by types of space based on derived thermal environmental factors, the PMV value of the square was the highest at 4.39, the paths showed 2.58, greenery 1.90, and resting spaces 0.42. In the result of the PMV regression model established for the evaluation of the significance of these thermal environment factors that decide thermal comfort, it showed that the relative significance to the PMV was as follows in decreasing order: median radiant temperature(1.084), wind speed(-0.280), temperature(0.013), and relative humidity(-0.009). When conducting a scenario analysis on the areas with need for improvement in thermal environment, it was found that through reflectivity, color and the change in the physical properties of packing materials the thermal comfort felt by the body could be improved, and it is believed that through this the improvement plan can be established.

The Characteristics of Heavy Metal(Zn, Pb) Accumulations in Paridae Nesting Material (박새과 조류의 둥지 재료 내 중금속(Zn, Pb) 축적특성 연구)

  • Heavy metals are one of the dangerous pollutants that threaten urban biodiversity due to their accumulation over a long period without being decomposed in vivo. Accordingly, there is a need for biological monitoring to compare accumulation concentrations in living organisms according to the degree of heavy metal exposure to evaluate heavy metal contamination in the air in urban areas. This study aims to examine the possibility of using nesting materials as heavy metal monitoring samples and determine the effects of heavy metals on Paridae. We installed 54 artificial nest boxes in the research areas that included campus green spaces (14), urban forests (11), and urban parks (29) on a university campus in Cheonan City, Chungcheongnam Province. The birds' use rate of artificial nest boxes was 11/14 (78.57%) in campus green spaces, 8/11 (72.72%) in urban forests, and 6/29 (20.68%) in urban parks. Moss materials were collected from collected nests, and the heavy metal accumulation characteristics of each type of urban green space and the effects of heavy metals on the success of fledging of Paridae were compared through heavy metal analysis. The analysis showed that the average concentrations of zinc and lead were 228.08±209.62 ㎍/dry g and 17.67 ± 6.72 ㎍/dry g, respectively. There was no significant difference in zinc concentration for each type of urban green space (Kruskal-Wallis test, p-value=0.28), but lead concentration showed a significant difference (Kruskal-Wallis test, p<0.05*). Of the 21 Paridae, nests analyzed for heavy metals, fledging of birds was observed in 11 nests (52.38%). Fledging of birds observed in each urban green space type was 7 campus green spaces (77.78%), 6 in urban forests (85.71%), and 1 in urban park (20%), mainly in urban forests and green spaces on campus. Heavy metal concentrations were compared to check the effect of heavy metal accumulation on the successful fledging of Paridae, but there was no statistically significant difference (Zn: W=44, p-value=0.74, Pb: t=0.64676, df =7.2422, p-value=0.54). This study is a basic study using the nesting materials of Paridae as heavy metal monitoring samples, and it is determined that it can be used as basic data for non-invasive biological monitoring.

Analysis of Behavioral Characteristics by Park Types Displayed in 3rd Generation SNS (제3세대 SNS에 표출된 공원 유형별 이용 특성 분석)

  • There have been studies on the satisfaction, preference, and post occupancy evaluation of urban parks in order to reflect users' preferences and activities, suggesting directions for future park planning and management. Despite using questionnaires that are proven to be affective to get users' opinions directly, there haven been limitations in understanding the latest changes in park use through questionnaires. This study seeks to address the possibility of utilizing the thirdgeneration SNS data, Instagram and Google, to compare behavior patterns and trends in park activities. Instagram keywords and photos representing user's feelings with a specific park name were collected. We also examined reviews, peak time, and popular time zones regarding selected parks through Google. This study tries to analyze users' behaviors, emerging activities, and satisfaction using SNS data. The findings are as follows. People using park near residential areas tend to enjoy programs being operated in indoor facilities and to like to use picnic places. In an adjacent park of commercial areas, eating in the park and extended areas beyond the park boundaries is found to be one of the popular park activities. Programs using open spaces and indoor facilities were active as well. Han River Park as a detached park type offers a popular venue for excercises and scenery appreciation. We also identified companionship characteristics of different park types from texts and photos, and extracted keywords of feelings and reviews about parks posted in $3^{rd}$ generation SNS. SNS data can provide basis to grasp behavioral patterns and satisfaction factors, and changes of park activities in real time. SNS data also can be used to set future directions in park planning and management in accordance with new technologies and policies.

A Study on Improvement Plan of Guidance System of Namsan Park for Easy Wayfinding (쉬운 길찾기를 위한 남산 보행안내체계 개선방안)

  • Namsan in Seoul is major tourist attraction. However, despite of the proximity of the location to the center of the city, Namsan is not good for visitors for uncomfortable accessibility. This study proposed improvements of guidance system for easily access. Sign system and pedestrian circulation system were analyzed from the nearest public transportation around the park to where the entry of Namsan park. At first, we surveyed installation and type of sign system by field research and pedestrian way accessing to Namsan park by behavior survey. Through the analysis of current guidance system, this study suggests ways to improve following as; the reclassification of functions and types, sign installation planning and extracting main pedestrian circulation for easy access. Improved guidance system can ameliorate accessibility to Namsan and encourage greater use as the representative park of Seoul.

The Implications and Characteristics of the Policies for Park and Green Spaces in England (영국 공원녹지 정책의 최근 경향과 특성)

  • Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.

Analysis of the Factors Affecting on Internal Population Migration in Seoul Metropolitan Area (수도권 도시유형별 내부 인구이동 영향요인 분석)

  • Seoul Metropolitan Area has been changed by fierce internal migration during the last several decades. To determine the regional structure, we analyzed the in-and-out migration pattern and main factors affecting the intense of mobility. The migration within metropolitan city and province shows that in Seoul, Songpa and Dobong Gu gained a large population, in Incheon, Namdong Gu experienced a huge population influx, and in Gyeonggi Province, Hwasung, Yongin and Paju city gained a great population. In Seongnam, Suwon city lost a lot of population. These population gains and losses came from mainly residential redevelopment projects in the metropolitan city and new land development projects in Gyeonggi Province. The main factors affecting the intense of mobility diverse from city characters. In central type cities, house price gets the more population influx. In job-housing balanced cities, total income growth rate, housing supply rate and roads cause in-migration. In bed-town type cities, the increase of housing supply rate and parks increase the population. In suburban type cities, business density, housing supply rate, housing, subway station number and educational facilities increase population from outside the city. So, we have to prepare more detailed urban and housing policy responses.

Neighborhood Park Design for Railroad Station in Uijeongbu City (의정부 역전 근린공원 설계)

  • The study is based on an urban park design that is designed in consideration of the characteristics of Uijeongbu City, applied with adequate functions for the environment and showcasing the unique scenery in relation to the relocation of the US Air Force Camp Falling Water. The bases of the design are: the reasonable convergence of the square and park in consideration of the site characteristics; the application of an urban context as the park is located near a station; and the realization of an eco-friendly space. This study is based on foundation research regarding a review of urban square patterns, particular items in planning in relation to modern urban parks and the adaptability of the park in the future. Regarding space usage, the design is applied with notable ideas that allow the space to make its own characteristics through voluntary user activity in conjunction with the environment that will allow the park to cope with changes in the future, as opposed to a space that users experience through pre-determined programs. Below are the focal points of the design. First, the park is designed as an empty space which may accommodate the urban structural context of and usage patterns for being a field of the city ecology that changes and develops, beyond a passively-created square pattern. Such open spaces have a continuity which allows it to adapt to the development of the city. In addition, the design facilitates spontaneous processes through changes in usage pattern and time. Second, the design includes the message that the park and the city, natural things and artificial things, must communicate and network with each other. Hence the park shall not be an isolated green island within the city, but is an open space accommodating the demands for open area from nearby commercial, public and residential facilities; the park shall include a field that can accommodate a variety of programs. Third, the park is designed to encourage the effect of direct and indirect practical education by reflecting a physical plan as well as interesting experience design methods to lower carbon emissions and to create and maintain an eco-friendly space, the basis of a zero-emissions city.

An Analysis of Degree of Visitor Concentration of Forested National Parks Using the Gini Coefficients and Lorenz Curve (지니계수와 로렌츠곡선을 이용한 산악형 국립공원의 탐방집중도 분석)

  • This study tried to estimate the concentration indices of 15 forested national parks using Gini coefficient and Lorenz curve which can be measure the degree of inequality. The concentration indices were estimated by two parts which are yearly index for the periods of 1997-2005 and travel origin area(city or province) distribution index each national park. The empirical results were as follows: first, yearly Gini coefficients showed severe inequality. Particularly, 2004 and 2005 Gini coefficients were .453 and .446. which are intensive inequality compared with other years. Second, in travel origin area distribution each national park, Gini coefficients of Bukhansan and Kyeryungsan national park were .916 and .855 which are the great inequality compared with other national parks. The other hand, Gini coefficients of Dukyusan and Byunsanbando national parks were .508 and .628 which are the lowest inequality. The national park policy manager should find out the factors of concentration and deconcentration each year and national park and decided the visitor distribution policy which visitor size and scope for balancing the natural resources use.
