This study reviewed important elements that should be considered in developing natural disaster plan in libraries and archives. In Korea, research on natural disaster planning in libraries and archives was rarely conducted. Therefore, it was necessary to study and analyse overseas literature for natural disaster preparedness planning. The key elements for establishing a natural disaster preparedness plan commonly identified in overseas research can be divided into six factors. 'The disaster preparedness committee and roles of staff' should be designated for starting disaster preparedness, and 'Risks' vulnerable to disaster should be assessed and managed in advance. A 'Handbook for immediate response' should be produced for all employees to respond promptly in the event of disaster, and 'Recovery and business continuity plan' should be reviewed for strategic recovery based on disaster scale and return to work after disaster. Also, in order to strengthen the capacity of all staff related to disaster preparedness and to improve plan for disaster, 'Training' is needed, and 'Cooperation activities' between related organisations should be taken into consideration in order to obtain various perspectives for disaster preparedness and to cope with and recover from large-scale disasters. This study can help Korean libraries and archives to establish natural disaster preparedness plan for serious natural disaster that can likely occur in the future.

In the current situation where systematic and active disaster management is becoming more important, domestic libraries do not have their own disaster management plans or support systems. In order to improve these problems, this study looked at overseas cases. Among them, we looked at Japan, where related cases and research are actively underway due to its exposure to various geopolitical disasters. In particular, we focused on cases of public-private cooperation established after the Great East Japan Earthquake. Association's Library Disaster Response Committee and saveMALK, a voluntary network of experts. The Library Disaster Response Committee played a central role in organizing donations and volunteer activities, and saveMALK played a role in collecting and sharing information by forming a collective intelligence among relevant experts. This analysis of the Japanese case has positive implications for building collaborative disaster management system.

In the third comprehensive library development plan, the formal and informal social safety space function of the library is used as a project. Therefore, this study investigated whether libraries were designated as evacuation facilities and related service status, and librarians' awareness, perception and attitude toward disaster and disaster response services. Based on this, it was intended to propose a direction to activate disaster and disaster response services. The research results are as follows. First, it is necessary to improve the perception of librarians who are the service providers. Second, discussions on spatial aspects, such as temporary or permanent, are needed. Third, development of disaster and disaster-related service models is required. Fourth, the administration's support and management are essential for the effectiveness of the library's function as a social safety space. Fifth, when developing guidelines for the role of libraries as social shelters and related services, specific details to address the concerns of individual libraries and librarians need to be specified.

The study, on the one hand, reflects the recent social interest in crisis management including user safety and library disaster preparation, and, on the other hand, presents a detailed safety management manual that is a reference for library work sites concerning accidents that may occur in public libraries. The proposed safety management manual consists of safety management elements for the four areas of 'safety management planning', 'safety management for each crisis type', 'information resource restoration', and 'safety management checklist', as well as their detailed sub-categories. This allows each public library site to use the manual to establish safety management plans according to their situation and educate their employees.

The purpose of this study is to propose a method to construct the information space of library with the resilient space and community base to cope with social changes in response to various contents of library functions. As an institution that provides the places and contents necessary for education and research, it aims to expand and change from the collection center to the user center, from the specific user center to the library that shares resources with the community, And to find ways to contribute to the revitalization of education. A library plan for communities that can increase the value of local libraries and expand user-centered space utilization is as follows; First, in terms of communities in space and programs, the program will be supplemented through the activation of cultural, entertainment, and collaborative programs and the creation of communities. Second, in terms of smart support for operational and environmental issues, the establishment of information technology and smart management operating system to expand the research productivity by efficiently utilizing mutually available data with the local community.

The purpose of this study is to suggest library marketing strategies for Korean academic libraries to provide sustainable services at COVID-19 pandemic situation. For this purpose, development plans of academic libraries in Korea were collected and homepages of academic libraries in and out of Korea were analyzed. This study found that academic libraries in and out of Korea had taken various measures to meet disastrous situation and had kept up services for users to make use of collection, facilities, services and programs of libraries without being disconnected. As a conclusion, this study suggests reinforcement of basics and value marketing, space marketing, blue ocean marketing as library marketing strategies for providing sustainable services. This study can be used as a reference for academic libraries and librarians to sustain or extend library services. The marketing strategies suggested in this paper can be helpful for academic libraries to overcome pandemic crisis in Korea. As follow-up studies, an in-depth case study about academic libraries which develop and activate new services and programs in and out of Korea to face COVID-19, a study on developing in-depth strategies of various library marketing to stabilize library services are needed.

This study reviews the basics of earthquake preparedness from several archives and international cases of earthquake damage and restoration to establish an earthquake preparedness plan in Korean archives. The results of the study are as follows: first, to establish the direction of an earthquake preparedness plan, the study summarizes the basic characteristics of an earthquake and its damages, as well as applies the key elements of disaster preparedness planning after reviewing its basic principles. Second, the study analyzes four international cases that may have significant implications for the earthquake preparedness plan in Korea. Given this, four international cases present lessons and limitations such as the book dropping of a library in Japan, the collapse of archives in Germany, damaged archives because of a massive earthquake in New Zealand, and earthquake preparedness and recovery plans in cultural heritage sectors. Third, to apply the information from overseas cases to domestic, the study examines the lessons, the key elements of earthquake preparedness planning, and the public record standard for Korean archives through the mutual linking process, as well as issues that should be considered. The issues reviewed in this study could help Korean archives establish a realizable earthquake preparedness plan in the future.
