The research reports the results from an investigation of various measurement elements and techniques appropriate for the economic assessment of academic libraries, with a view to apply them in future evaluation of academic libraries in Korea. Two libraries participated in the pilot study. In one library, CVM (contingency valuation method) was applied to services ranging from circulation, electronic collection, reference, user education and facility. In the second library, three different methodologies--time value, alternative service value and CVM--were all applied to measure the value of electronic collection. The research provides analyses of measurement elements used, study procedures and measurement results. Based on these analyses, the study also makes suggestions in the areas of measurement goals, service, users and the calculation of B/C ratios that need to be taken into consideration in order to execute reliable and valid assessment of academic library's value.

The purpose of this research is to develop evaluation indicators for evaluating the educational value of libraries and, for this, frist of all, preliminary evaluation indicators were derived by analyzing comprehensively about 60 domestic and overseas papers which researched on the value of libraries. On the basis of the derived preliminary evaluation indicators, 10 experts were selected and the final evaluation indicators were developed by conducting Delphi survey three times. The final evaluation indicators are composed of five evaluation areas, which are the divided areas of the educational value of libraries, such as the literacy improvement, supporting of learning and education, research supporting and provision of information resources, improvement of educational environment and quality of education, strengthen competence, 13 evaluation items, and 62 evaluation indicators. In the future, it seems that researches to measure the educational value of libraries based on this will have to be conducted.

CVM (Contingent Valuation Method) has been most widely used for valuation of public libraries. However, there have been a debate on the validity of CVM in that many kind of biases could exist due to its hypothetical nature, the type of questions, payment vehicles and so on. To ensure the validity and reliability of public library valuation, this study analyzed the effects of payment vehicles to valuation using CVM. Three types of payment vehicle, tax, donation, fee were used to pay in hypothetical market. As a result, these payment vehicles estimated the different WTP and donation produced 14,542 won, which is the highest WTP.

This study aims to compare the awareness of the social value of public libraries between users and non-users to materialize the abstract concept of social value and, thereby, to present measures that can be applied to the library field. For this purpose, a survey was conducted in person or online for 15 days from May 7, 2023, targeting Paju citizens. Frequency analysis, factor analysis, independent samples t-test, and one-way analysis of variance were conducted on 206 valid response copies using SPSS 25.0. In the results, it is shown that, first, for awareness of the social value of public libraries according to socio-demographic characteristics, there were significant differences depending on age, with in particular, awareness among those in their 10s and 40s being higher than other age groups. For awareness of community development, the awareness of the female group was higher than that of the male group, while, for the awareness according to occupation, it is shown that awareness was highest in the following order: student, others, housewife, self-employed, and office worker. Second, for the awareness of the social value of public libraries, the awareness of the user group was higher than that of the non-user group in all areas. Third, for awareness of the social value of public libraries according to the level of library use, there was no significant difference between groups. In conclusion, it is suggested that measures to encourage non-users to become users, develop new content and services targeting male group and those in their 60s, and 20s, and strengthen community activities are needed to raise awareness of the social value of Paju City public libraries in the future.

The purpose of this study was to examine the reason and value system of the elderly people on the public library use in Korea. For the purpose, a questionnaire survey was conducted for elderly aged over 60, from 15 public libraries in Seoul from October 29 to October 10, 2018, and 306 valid responses collected were analyzed. The value system is based on the Means-end Chain (MEC) Theory, and the linkage between the attributes, consequences, and values of public library use is figured out as a value hierarchy. As a result, the most frequently revealed value system was 'reads or borrows books (attribute) ${\rightarrow}$ gets new knowledge (consequence) ${\rightarrow}$ satisfies oneself (value).' For the value reached by using the public library, both groups answered that their satisfaction, achievement, fun, pleasure, and vitality. However, the elderly aged 65 and over additionally felt that public libraries are good for their mental / physical health. The results showed that the elderly people using the public library feels the traditional functions of the public library as the main attribute, and the public library could provide the elderly people with contribution to the lively old age.

Recently, the speed of changes surrounding university libraries requires a hybrid library environment that supports integrated services, combining a virtual space with physical space of traditional libraries. Through changes, university libraries have faced the need to review their missions and visions, laying stress on the core values of university libraries. This study analyzed the central keywords in the contents of mission and vision statements of university libraries in America, England, Canada, and Australia. The research was acquired from mission and vision statements containing core values of developed university libraries. Core values are present in each area such as correction and information resources, services, place, people, environment and infrastructure, community, and parent-university relations. Ultimately, this study tried to provide the directions and the basic materials for the establishment of missions and visions for university libraries in Korea.

This research investigated the effects of university library users' use patterns and their recognition of service benefits on the magnitude of service value assessments derived from users' statements using contingent valuation method (CVM). Library users' use patterns were operationalized by the number of library visits, library website visit counts and the degree of dependence on their own libraries. User benefits variables were measured by the level of satisfaction on the benefits of library use for teaching & instruction, research & writings, and employment & external activities. University library services were divided into circulation, journal articles (domestic & foreign), reference service, user education, reading room service and WTPs for each service were measured. The results from hypotheses testing show that the number of library visits affect WTP amounts for circulation, foreign article use, reference service and user education. The degree of library dependence seems to affect WTP amounts for circulation and user education. With regards to the hypotheses related to the recognition of library service benefits, the degree of satisfaction for teaching & instruction benefits seems to affect WTP amounts for reading room use.

This study analyzed the gap between users' perception and staff expectations on users' perceptions about dimensions of library service quality(library staff, service supports. materials and resources, and facilities and equipments), service value, user satisfaction, royalty. using newly developed model. Six hundred-fourteen users and one hundred staff members or the National Libra of Korea were participated in the survey using questionnaires. Users evaluated service quality lower but evaluated service value, satisfaction. and loyalty higher In terms of showing complaining behaviors, users were less than staffs expected. Model analysis for users and staff3 showed that service value and general satisfaction influenced on complaining behavior and loyalty. For users. only the dimension of library staff influenced significantly on the service value, satisfaction, complaining behavior, and loyalty. None of the other dimensions of the service qualify showed significant relationship to them in the case of staff expectation.

This study aims to present a new approach to measure the economic value of the public libraries, identifying and suggesting the modified contingent valuation method (CVM) application. The modified CVM, which applied Dissonance Minimizing (DM) format, is presented as a new approach. A cost-benefit analysis is used as a tool to determine if the benefits of public libraries outweigh the cost incurred in providing the services. The benefits of public libraries are based on estimates of how much the user is willing to pay for the library services and costs are based on the prices of providing the services. A comparison between two methods are conducted in a case study in order to measure the economic value of 'J Public Library'. The study also conducts a case study to analyse the WTP value of the 'J Public Library' and demonstrates how public libraries approach the their local studies.
