기존의 도서관 정보서비스는 도서관 업무담당자에 의한 1:n 방식의 온라인 지식서비스만을 강조하였다면 스마트 도서관시스템에서는 빅데이터를 통해 지식을 생성, 검증, 분류하여 지능형지식, 실감형지식, 맞춤형지식, 체험형지식 등을 제공할 수 있다. 또한 빅데이터를 활용한 다자간 콘텐츠 공유, 상호 의견 교환이 가능하며, 집단지성에 의해 구축되는 학습 콘텐츠 및 지식 베이스는 국가의 지식자원 경쟁력을 향상시킬 수 있으며, 차세대 이러닝 환경에서의 지능형 튜터링을 통해 창의적 인재육성, 공교육의 질적 향상, 사교육비 절감, 교육 기회 균등 배분, 지역 및 계층 간 위화감 해소 등 국가정책 목표 실현할 수 있다. 제안된 빅데이터 기반의 스마트도서관 정보서비스시스템에서는 멀티테넌트 환경에서 구현이 가능한 핵심요소들을 개발하였다. 그러므로 초기 투자비용이 거의 없고, 쉽고, 간편하며, 저비용 IT 서비스가 가능한 SaaS 기반의 소프트웨어 온-디멘드 방식의 서비스 모델로 시스템을 구현하였다. 또한 연결방식으로는 N고객:1인스턴스, 제공 프로그램은 동일한 코드 사용, 커스터마이징은 고객이 테넌트별 환경 설정을 통해서 직접 수정가능, 데이터는 테넌트별 자료를 공유해서 사용할 수 있으며 기존의 디지털도서관 시스템 서비스의 단점을 해결할 수 있도록 성능을 개선하였다.

This study aimed to establish the 2nd Comprehensive Library Development Plan (2024~2028) for Chungnam Library as a metropolitan representative library to enhance the quality of life for the province's residents through library service development and provide comprehensive and systematic support for public libraries in the province. To achieve this, a diagnosis and analysis of libraries in Chungcheongnam-do, an analysis of the policy environment in Chungcheongnam-do, and a future policy environment outlook for libraries were conducted. Ultimately, the study proposed the mission, vision, goals, implementation strategies, and action plans for the 2nd Comprehensive Library Development Plan for Chungcheongnam-do. Firstly, the mission was proposed as "Leading the future 'knowledge and cultural values' by embracing the people of Chungcheongnam-do." Secondly, the vision was suggested as "An inclusive space that leads the knowledge and culture of the future." The goals include: 1) Creating an inclusive library environment accessible to everyone, 2) Providing library services that embrace the community, 3) Operating the library to realize knowledge and cultural values, 4) Developing library infrastructure to lead the future, and 5) Strengthening community exchange and cooperation networks.

The academic library development plan has external importance as it explicitly declares the library's role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries' development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as 'collaboration,' 'collection development,' and 'research support.' Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.

A ubiquitous refers to the integration of the existing documentation. cyber space, and high-tech digital technology into a wireless terminal through ubiquitous computing and network technology. With the ubiquitous environment, a library and museum can extend its roles and functions all the more, and expectedly results in internal and external great changes. The purpose of this study was to examine the changed forms and contents of a ubiquitous-library/museum. Specially, We wished to forecast change that occur in museum user service and government official management side.

This study was to predict through the scenarios, one of the forecast technique the future of library service. In order to do that literature reviews, analysis of library's home page and specialist interview were conducted. As a result, it appeared that based on the scenarios to predict the middle future(after 5-10 years) of library service. The results of this study are as follows. The first the future information environment is represented by mobile md ubiquitous. Through this, anytime, anywhere, any device, we can be taken any media The second, the unreliable factors come out in time lag, the supply speed of terminals, library services, copyrights and so on. The third, as the supply speed of technique and the speed of technological development, the speed of technological development and the solution speed of digital copyright problem these make various scenarios. The fourth library try to find unreliable factors in constant change of the information technique, variety of internal factors. And strategy needs to dispose of various scenarios properly.

In the 90s, due the Japanese students' degradation in reading comprehension from literacy escape, it was serious social phenomenon that brought reading crisis in Japan. However, school libraries and related institutions regarded this as a turning point and started to reset revise their legislations and focused on environmental improvement of children's reading activities from various aspects by conduction reading related activities. This study is to help understanding macro-environment of Japanese school libraries by introducing and summarizing all the efforts from each fields for restructuring reading environment mainly around the school libraries from 90's in Japan.

The reading culture promotion for the disabled is a key task of library which minimizes the level of information poverty, and improves the living standards of the people. In order to address the promotional methods, this study adopts a frame from a reading culture promotion policy, and analyzes national and international library services for the disabled. In results, the current library services for the disabled are mainly based on 'building appropriate reading environments' and guaranteeing 'equal reading opportunities'. However, campaigns or tasks targeting the disabled which makes reading a way of life are insufficient. This study, therefore, suggests 'reading education', 'reading therapy', 'user-oriented program development' to make reading a way of life. Library promoting strategies can also be useful in campaign of reading activities for the disabled.

The purpose of this study is to propose the management strategies of libraries through exploring the library environment in ubiquitous era. After the internal and external environment of Korean libraries was investigated by papers related with this study, the comprehensive management strategies of libraries were prepared. Five management strategies for library development in ubiquitous era were proposed. They were the strategies of library hybridization, collecting contents, user service diversification, changing library organization and preparing culture of learning organization, and collecting library fund.

This study reports on the motivational use of special libraries from a user's perspective that investigated four motivational components: attention, relevance, confidence, and satisfaction (ARCS) of the library users. Even though special libraries received relatively little attention compared to public libraries, special libraries could fill the niche of public libraries for the special and specific needs of the community in the current library environments in South Korea. Qualitative data were collected through individual interviews and forty people participated in the project. The findings of this study show the four themes (ARCS) that users need motivation as a way to start using a special library, thereby staying focused and revisiting the library. It is possible that the ARCS model will contribute to the implementation, application, and practice of both special libraries and their services in the library environment. The results are expected to expand our knowledge on the motivational ARCS use of special libraries and to serve as basic data when designing motivational strategies and plans of the systems for special libraries.

전문도서관을 둘러싼 정보유통 및 이용환경의 변화로 인해 전문도서관 업무영역 및 서비스 다변화를 위한 많은 노력이 진행되고 있다. 본고에서는 이공계 연구중심 기관의 전문도서관을 중심으로 연구개발 사업의 전주기 지원 및 논문을 중심으로 하는 연구 성과물 관리 서비스의 일부분으로서 연구윤리 교육 및 학술지 논문투고 지원서비스의 가능성과 현황을 살펴보았다.
