A Study on the Expanded Application of the Educational Facility Safety Certification Toward Libraries and Student Training Facilities (도서관과 학생수련시설에 대한 교육시설 안전인증 요소의 확대적용 방안 연구)

  • In order to create a safe and comfortable educational environment and improve the quality of education, the 'Act on the Safety and Maintenance of Educational Facilities' was enacted in 2021. Accordingly, 'Educational Facility Safety Certification Operation Regulations' was established. Safety certification targets are classified into 'kindergarten', 'elementary/middle/high school and special schools', and 'university and other educational facilities'. Other educational facilities include libraries and student training facilities. However, student training facilities and libraries are different from schools as facilities for special activities such as training and reading. Therefore, the unique characteristics of the facility must be reflected in the 'Educational Facility Safety Certification Operation Regulations'. This study analyzed how the 'Educational Facility Safety Certification Operation Regulation' reflects the special characteristics of student training facilities and libraries that are 'other educational facilities'. The previous certification system and guidelines were compared and analyzed, and the on-site survey method was used. Finally, it was confirmed that each of the library and the student training facility needed 9 detailed criteria reviews.

A Survey on the Managing of Headings in Library Cataloging: On the Basis of the University Libraries in B City (도서관 목록에서 표목의 취급 실태에 관한 연구 - B시의 대학도서관들을 중심으로 -)

  • This is the survey on the actual condition about the managing of headings in library cataloging. KCR4, the standard rules for the library cataloging in Korea, has no rules for the main entry headings and uniform headings. But the cataloging records are not standardized because a lot of libraries in Korea use the main entry headings and uniform headings yet. A structural revision of KORMARC is required in order that all library follow the rules on the KCR's main entry headings. And the rules for uniform heading used until KCR4's policy about the heading is decided according to international trends are needed.

  • The purpose of this study is to find out the ways of protecting copyrights of North Korean works focusing on the limitations on exclusive rights in the South Korean libraries. This study deals with the articles of the copyright laws which are rotated with using materials in libraries both North and South Korea. It also covers related provisions of Borne Convention for the Protection of Literary and Artistic Works. The past study on the copyright protection has mostly focused on how we protect the copyright of publications and works which are published for profit. This study proposes some solutions from the legal institutional aspects, policy and socio-cultural aspects in order to protect the copyright of North Korean works and improve their use under the limitations on exclusive rights by libraries.

  • This study investigated relocations and expansions of DDC for the Korean university libraries using DDC to develop the standard relocations and expansions suitable for Korean situations. Contents of the standard relocations and expansions of DDC suggested by this study are as followed : Table2, Table5 and Table6. Also included are the Generalities class, Oriental philosophies from the Philosophy class, Buddhism and the oriental-origin religions from the Religion class, Public administration for the Social sciences class, the Language class, the Literature class, and the General geography and history class. The major characteristics of this study is that the standard relocations and expansions of DDC is followed by the options in DDC although it is followed by the basic systems in case that the options are not allowed.

A Study of Document Creation and Management in Braille Libraries (점자도서관의 문서 생산과 관리에 관한 연구)

  • This study aims to present a Braille Library document creation and management status, and to identify ways to improve. This research field surveys and interviews were conducted three institutions, the quality requirements of the ISO 15489 standards. As a result, the Braille Library document management improvement plan is as follows. First, the policy and regulatory maintenance is needed. Copy of the regulations on the creation and management, access rights and related document management policies should be developed. Second, the document creation process needs to be improved. Electronic approval system responsible for the creation of persons who are visually impaired, visually impaired people can read documents created during document creation, and introduced measures and braille labels on the files attached to will have to be prepared. Third, the document management process needs to be improved. Changes in the creation copy of the records, and preserved along with the preservation of the original and the copy to have the same period, appointed to manage one set of all copies of the authentic copy of the plan is also required. Finally, for document management system should be introduced. Systematic document management system that can be introduced is required. This system will be designed to be accessible to the visually impaired, the search.

A Study on the Analyzing Research Data Guidelines of Japanese Universities (일본 대학도서관의 연구데이터 관리 지침 분석 연구)

  • This study aims to develop research data management guidelines for university-level research data management in the rapidly changing research environment of open science. To this end, we investigated the definition of open data, related policies, and examples of open science-related policies in Japan, and then examined the current status of research data management regulations in 65 universities in Japan. There are seven main components of research data management regulations in Japan, and 87.69% of researchers are considered to be the main entity that manages and owns research data, and the responsibilities of universities are analyzed as maintaining an environment to support research data management responsibilities. In addition, 84.62% of the 65 universities operate institutional repositories that support the uploading of research outputs, and only 20% provide research data management services through university libraries. Based on the results of the analysis, this study suggests implications for the establishment of research data management regulations that are the basis for research data management services performed by Korean university libraries in the evolving research environment.

A Study on the Food and Drink Restriction in Public Libraries (공공도서관 음식물 반입제한에 대한 인식조사 연구)

  • Many public libraries have restricted or forbidden most food and drink on the basis of a number of reasons, and it is necessary to demonstrate that it is legitimate or unfair. To this purpose, the researchers surveyed 485 public library users residing in Daegu City on the perception of food and drink policy. Based on survey results, the researcher suggested improvement directions from various perspectives. First, public library should proactive review the restriction policy in terms of social paradigm. Second, allowing food and drink is a strategy and a right way to justify the existing value and social role of public libraries and strengthen the ecosystem in terms of guaranteeing basic rights of users. Third, it is desirable to emphasize the pure function rather than the dysfunction due to food and drink allowance in terms of facilitating the collection and space use. Fourth, the totalitarian thinking that restrict all or most food and drink in the bylaws or library regulations should be avoided. Finally, public library should allow all food and drink, but it is necessary to prescribe a kind of the food which can be consumed by space, and actively promote to the user.

A Study on the Limitation on the Right of Public Performance in the Individual Watching Cinematographic Works in Public Libraries (공공도서관 영상저작물 관내열람의 공연권 제한에 관한 연구)

  • Article 29 in the copyright law of Korea, public performance and broadcasting for non-profit purposes will be revised. The copyright agency has tried to impose copyright fees on the use of cinematographic works such as DVDs in public libraries. The paper studied that the individual watching cinematographic works in public libraries is included in the concept of public performance in the copyright law. Also, the study conducted a survey on the situation of use of cinematographic works in public libraries. As a result of the study, watching DVDs in facilities for 1~3 persons in public libraries could be included in the concept of public performance. But the main purpose of most of DVD users was for circulation or reading. The library service for individual DVD watching will therefore not affect the commercial income of the copyright holders. Finally the study suggested that if the service for the individual watching of cinematographic works in libraries is included in the concept of public performance, the copyright law needs to be revised so that the service is included in the exception to the right of public performance.

  • The purpose of this study is to extend the role of Academic libraries as a local information center to link with communities. Information that can be shared by everyone, need a certain social device that makes everybody to be served equally. Irrespective of their kinds, all the libraries including Academic, public and ones should seek the way to cooperate among themselves. The regulations about the Academic library extention should be stipulated. In addition to, this study is going to suggest more about probabilities for social changes and reality than suggesting alternatives.

  • Faced with the establishment of Korean Law School which aims to educate the qualified lawyer to provide the high quality of legal service professionally and efficiently to the people with complicated legal problems, this study analysed the basic approval standards for Korean Law School Library which is described in the bill as a integral part of law school for effective legal education.
