A Study of Index Selection and Application Plan for Environment Friendly Road Construction Plan (친환경적 도로건설계획을 위한 지표 선정 및 적용 방안 연구)

  • Considerable amount of resources on roads, basic infrastructure, to promote economic development and distribution of goods is invested. Despite the necessity, its undesirable side effects are various environmental problems In order to efficiently evaluate these problems more than before, planning indictors for environment-friendly road constructions is proposed in this study. First, we make an investigation into real-life cases where the extracted planning indicators were applied. Second, it is suggested that an alternative assessment method efficaciously evaluate and/or adopt extracted planning indictors on road construction projects. Finally, criteria to determine environmental impacts with respect to planning indicators and apply them into real cases is proposed. This study has its significance in upgrading past pro-environmental indictors for road construction, suggesting reasonable applications of planning indicators, and setting criteria to determine environmental impacts based on planning indicators.

  • 공공시설 중 도로계획의 경우 건설과정 및 건설 후의 소음 및 오염 등의 환경 사회적 비용 및 주행성 안전성 등 요소의 평가 등을 수량화가 어려운 대표적 비용으로 들 수 있는데 본 연구에서는 이러한 수량화가 어려운 비용 효과들을 포함하여 고려한 도로노선계획결과를 정보계측기법과 지리정보시스템을 이용하여 '정보량'이라는 통일된 단위로 표현하고, 기존 시설물과의 관계로부터의 '정보편익' 개념으로 평가하였다. 정보계측기법은 인간은 언어를 통하여 모든 사물을 정보로 표현하므로 '정보'라는 통일 된 단위를 사용하여 모호한 가치를 평가해 보고자 하는 방법이며, 따라서 공공시설의 계획과정에서 최적해를 찾기 위한 비용, 편익 및 환경 사회적 요소 등의 정량화되기 어려운 가치를 평가하는데도 사용될 수 있을 것이다. 정보계측기법과 지리정보시스템을 이용하여 도로건설시 발생하는 비용과 직접효과를 고려하기 위하여 시설정보계측모형을 개발하였으며, 도로 주변 시설간의 편익을 고려하기 위하여 시설정보편익모형을 구성하였다. 개발된 모형을 실제 도로계획 사례에 적용한 결과 비용과 직접효과만을 고려한 시설정보계측모형에서는 기존의 도로설계와 유사한 결과가 도출되었으며, 시설정보편익모형에서는 기존의 도로계획 평가에서 고려할 수 없었던 요소들에 대한 고려가 가능하였다.

  • Roadway construction planning processes involve a large amount of information on design, construction methods, quantities, unit costs, and production rates. GIS (Geographic Information System) is a strong tool for integration and managing various types of information such as spatial and non-spatial data required for roadway construction planning. This paper proposes a GIS-based system for improving roadway construction planning with its 'Spatial Analysis' and 'Visualization' functions. The proposed system cail help construction planner make a proper decision in a unique way by integrating design information and construction information within the system and creating design element modules for space scheduling purposes in real-time with its 'Interactive Planning' function.

  • `Information measure model' and 'Information benefit model' for road plan are developed. In result of application to actual road project, 'Information measure model' showed same result with actual road plan, it can express qualitative element by 'Information' like safety, public discontent, etc. and 'Information benefit model' can evaluate present plan in the side of provider's and demader's 'benefit'.

  • Highway construction is a combination of linear, repetitive, and highly equipment intensive operations. Various types of construction equipment are deployed to ensure undisrupted performance of construction, and thus productivity improvement and cost-saving can be achieved through well-thought-out planning. The selection of construction equipment is dependent upon construction sequence, site conditions, and construction methods. In the process of planning, management should consider various types of construction methods per each type of construction operation. Also, management should map out proper construction equipment operation plan that takes the construction duration and cost measures into consideration. However, limited availability of historic data from the similar types of operations has been a stumbling block to proper construction planning, making the operations performed based upon experience and intuition guided by rules-of-thumb. As a consequence, the planing phase rarely provided an adequate validity in the implementation phase. The researchers developed a process logic for each construction type that management can utilize from early phase of highway construction planning process. Moreover, derived the construction equipment combination optimized for efficiency by using the process simulation technique. The developed method is expected to be useful for the decision-making process that aims to evaluate efficiency of various process plans and to ensure optimal selection of construction equipment for highway construction projects.

Analyzing Planning Performance of Road Construction Projects Using Preliminary Feasibility Analysis Data (예비타당성조사 결과를 활용한 도로건설사업의 계획단계 성과 분석 연구)

  • According to the post evaluation scheme in Korea of a public construction project which is more than 30 Billion KRW, project performance is evaluated by investigating outcomes and effects of the construction after the completion of the project. The current post evaluation results can be used for planning and estimating a construction project in the future. However, it is not easy to utilized for an on-going project because the system does not provide the phase-based performance of a project. Although project planning performance is important for project initiation, few attempt has been made to evaluate planning performance in Korea. The purpose of this study is to provide a conceptual performance evaluation of planning performance using preliminary feasibility study conducted by Korea Development Institute. This study developed a planning performance database using data extracted from preliminary feasibility study reports of the completed 354 road construction projects. This study analyzed the performance of the planning stage of road projects by developing absolute metrics such as standard construction cost and standard construction schedule based on a Lane-Km. Using the standard construction cost and schedule metrics, the planning performance was analyzed by project characteristics. The results of this study can be used for phase-based performance evaluation from planning phase to construction phase.

A Critical Assessment of the Economical Value of Road on Housing Prices Using Contingent Valuation Method - focus on the road construction plan of 47th of Suwon si - (조건부가치추정법을 이용한 도로의 경제가치 추정에 관한 실증적 연구 - 수원시 47번 도로건설계획을 중심으로)

  • The Purpose of this study was to assess the willingness to pay(WTP) for the new road construction plan(slip road of urban highway which was advertising extensively to reduce the time to the core of metropolitan area) on housing prices using contingent valuation method(CVM). And this study was an empirical study which was based on the consciousness of residents whose apartment was within the Suwon Si's new plan of 47th road construction zone. In this study, it was revealed that the resident's WTP for the plan of new road construction which was built on the neighborhood of apartment was within the 10 percent of housing prices that was similar to the standard declared price of MLTM(Ministry of Land, Transport and Maritime Affairs). And also revealed that the difference of sale prices of real estate company was 24 percent. The statistical assessment results show that both the resident's characteristic variables such as gender, incomes, size of apartment and the accessability variables such as distance to parks, schools, department stores, living facilities were positive effects on the prices of apartments significantly. Finally, the house has depreciated than that of MLTM and WTO since torpedoed the road construction plan. These results imply that, we have to take capital appreciation of the property into account due to road construction since the accessibility was very significantly positive internal effects on the apartment housing prices.

Development of an Optimal Trajectory Planning Algorithm for Automated Pavement Crack Sealer (도로면 크랙실링 자동화 장비의 최적 경로계획 알고리즘 개발)

  • During the last two decades, several tele-operated and machine-vision-assisted systems have been developed in construction and maintenance area such as pavement crack sealing, sewer pipe rehabilitation, and excavation. In developing such tele-operated and machine-vision-assisted systems, trajectory plans are very important tasks for optimal motions of robots whether their environments are structured or unstructured. This paper presents an optimal trajectory planning algorithm used for a machine-vision-assisted automatic pavement crack sealing system. In this paper, the performance of the proposed optimal trajectory planning algorithm is compared with the greedy trajectory plans which are used in previously developed pavement crack sealing systems. The comparison is based on computational cost versus overall gains in crack sealing efficiency. Finally, it is concluded that the proposed algorithm plays an important role in productivity improvement of the automatic pavement crack sealing system developed.
