  • In early 2019, Korea passed the law that introduced data management plan policy similar to those adopted by national funding agencies in other countries. In anticipation of developing research data infrastructure and support services, this study analyzed Australia's relevant policies and policy instruments. A number of face-to-face interviews with the experts at the national funding agency, a national research data agency and a number of research libraries, along with focused literature analysis. In Australia, the 2015 Public Data Policy is applied to research data from publicly funded research. Research data management and sharing is recommended but not required by the national funding agency it its policy documents. Australian National Data Service(ANDS), Australia's national research data agency, is an important component of the national research infrastructure. ANDS plays a wide range of roles including research data platform development, education and training, policy support, and funding agency for small-scale R&D. Some of the Australian research libraries have developed in-house systems for research data storage and publishing. However, there is no significant demand for research data service as yet. Lessons learned include the following: ensuring transparency and predictability of research data policies, establishing a dedicated agency responsible for research data platform development and training, and cultivating data capabilities at research libraries.

The investigation found that the general operation level of university libraries for disabled students were less than "medium"(average 2.38). As for utilization ratio, the most university students responded that "they didn't utilize libraries so many times(60%)". As for the response ratio of university library facilities and services, the most university students responded, "very insufficient", 99 items(32.27%), and the least university students responded, "very excellent", 28 items(7.0%). On the other hand, as for the analysis of each field, building facilities, in all of the items, were established more than "medium"(average 3.26), but material preparation level(average 1.8 point), employee education for softly supporting disabled students, and library utilization education on the target at disabled students(average 1.87) were less than "insufficient". Especially, the field of service was "insufficient level"(average 2.48), and standard deviation was more than 1.4. • Evaluation of an academic library is a key to its success. Library and Information Policy Bureau of the President of the Republic of Korea conducted a trial evaluation on academic libraries with a university evaluation index developed by KERIS in 2005. The committee decided to review its feasibility based on the feedbacks from the academic libraries after the trial. This study aims to address the indexing issues appeared during the trial and suggest a new evaluation index tailored to academic libraries. First, the evaluation field is condensed from 7 to 6 as "financing" and "infrastructure" are integrated into "budget and infrastructure." Secondly, both "user charter" and "planning" are removed from the "library management" field category. and "library self-assessment" is added instead. In "information resource" field, "non-books and etc." is added. Third, evaluation categories for "budget and infrastructure" field are altered to budget-related items and library equipment. Forth, "collection turnover rate" category is incorporated into "collection usage" in "information usage" field, and "library use rate" in "information service" field is moved to "information resource" field and renamed as "use rate."

  • Due to the ongoing spread of digital technology, there is a movement around the world to open the process and results of research, and Open Science in order to improve access to data produced during the research process, which, as a result, supports the open development and advancement of science. In Korea, discussions on the DMP service are starting at domestic universities for the systematic management, sharing, and utilization of research data. Therefore, in this study, the status of DMP services provided by overseas university libraries were examined through case studies, opinions and requirements for DMP services. The effectiveness of DMP services were confirmed with collected research data, including interviews with research support service personnel of domestic university libraries. Through this, it was intended to suggest matters to be considered in terms of policy making, service implementation and awareness enhancement when providing DMP service in domestic university libraries.

  • User Education is one of the main activities among the traditional library services. Nowadays information technology has brought drastic changes into in the libraries, especially in the types of information sources, information users' behavior and the user education programs. The users need to know new information skills to retrieve the adequate information they need, and consequently libraries should develop new instruction programs to meet the user needs according to the radical changes of information technology and daily increasing electronic Information sources including internet resources. In this paper it was researched how to use the library websites for information instruction at the university libraries in Korea, USA and Canada through literature and by visiting the websites of the university libraries. It was found that Korean university libraries focus on providing the physical access to information, while American and Canadian university libraries focus on providing the intellectual access to information as well as the physical access to information. Most Korean university libraries have the entries about library history, library services and collection, outside networked information sources on the menu of their homepages, while there are guides how to use information sources such as subject bibliographies, reference tools, network resource tools, and guides how to write a paper, and information for user instruction on the websites of the western university libraries. It is very promising to make full use of the library webpages for library user education, which nowadays provide very powerful communication interface and make the library users find appealing and accessible.
