A Prospect and Tasks for Regional Development of Youngnam Area: (2) Conditions on Future Development and Alternative Regional Planning (영남지역 발전의 전망과 과제 : (2) 발전여건과 대안적 개발계획)

  • This paper is the second part of a research which aims to look into the regional development process and the quality of life of Youngnam area. and to suggest a prospect and tasks for the future development of the region. All cities and regions including Youngnam area seem to be involved in a rapidly changing process of conditions for development, because of a recent economic and political transformation in the national and global scale. It can be thus said that, taking such a process into consideration seriously, each city or region needs to establish a long-term prospect and goal, and to set up and practicize its development plan. From this point of view, this paper reconsiders the changing process of conditions for development of Youngnam region, and suggests an alternative development plan. At the first, the changing conditions of regional development are investigated in economic, political, social, cultural and environmental aspects. Secondly, some actual planning practices in this regions are examined and their problems are pointed out. Thirdly, an alternative model for regional development is suggested and development tasks in each aspects are discussed in relation to each other. Finally some regional development strategies are provided in the spatial as well as the sectoral dimision. As a results of this research, it is argued that the development of Youngnam region should pursue both an improvement of socio-cultural and ecological institutions for ensuring humane life of dwellers within the region, and a enforcement of economic and political self-sufficiency in an organic relation between regions and to the whole society. This kind of argument can be applied to every city or region. But it would more significant for Youngnam region, because this region, which once experienced a rapid economic growth but now is fallen into a serious economic stagnation, tends to contrive material plans to redevelop regional economy, while ignoring social plans to improve quality of life.

  • 현행 농어촌전화촉진법에 의한 10호이상 도서전화사업이 2006년 말까지 완료될 예정임에 따라 전국적으로 43개에 달하는 10호미만 미전화유인도서 및 벽지지역에 대한 전화사업의 필요성이 제기되었다. 10호미만 도서지역의 전화사업을 위하여 도서전화사업의 기본취지인 전력정책의 보편공급목표를 달성하면서 사회적 경제적비용을 최소화할 수 있는 방법의 채택이 요구되었다 본 연구에서는 대부분의 도서지역이 채택하고 있는 기존의 디젤방식과 최근 활발한 보급이 이루어지고 있는 태양광 풍력 등 신재생에너지에 의한 발전방식의 기술적 옵션에 대한 타당성 분석을 실시하였다. 10호미만 도서지역과 5호미만 벽지지역에 디젤엔진과 태양광 등 신재생에너지를 보급할 경우 발생될 기술적, 경제적 비용의 분석을 실시하였으며 연구 결과 소규모 도서지역과 벽지에서는 태양광이 디젤엔진보다 경제적인 대안으로 판명되었다.

Regional Differential Development as an Alternative Regional Development Theory (대안적 지역발전론으로서 지역차이발전론)

  • Most of global citizens in the globalization era want to live peacefully in the symbiotic relationship among each region or locality with its identity. From this perspective, the new regionalist models of development such as new industrial districts, industrial clusters, regional innovation systems, and global city-regions isn't helpful to most of regions because they were developed to increase the global competitiveness of industrial region from a few advanced industrial areas. This study attempts to develop 'regional differential development' as an alternative regional development theory. This theory puts emphasis on the truth that the difference or differential industry between regions in the real world connotes two essential values of development like the symbiosis of global citizens and the regional identity. Regional differential development seeks the development of regional differential industry on the basis of geographical elements with differential advantage, and hence it reviews significantly geographical elements including location, natural environment(landform, soil, climate, etc.), natural resources, population, transportation, culture, and landscape which appear substantially differently among regions. And to realize regional differential development successfully, it is crucial that actors(government, company, related institutions, and regional residents) actively participate and play each complementary role in the relationship of cooperation and conflict. Further study needs to secure the universal validity of this theory through many empirical studies.

  • 국내의 지역간 격차에 주목하는 과거의 지역발전전략은 더 이상 유효성을 확보할 수 없게 되었다. 왜 이러한 변화가 나타나고 있으며, 새로운 전략 컨셉트는 무엇인가? 어떤 전략대안이 개발될 수 있으며, 그것을 실천할 수 있는 방법은 무엇인가? 이것이 본 연구가 제기하는 기본적 질문이다. 새로운 패러다임의 핵심은 인간의 내적 지식만이 우리의 미래상을 제시하고 환경변화에 대응할 수 있는 방향을 제시해 줄 수 있다는 것이다. 따라서 지역발전을 어떻게 인식하느냐에 따라 지역발전의 방향은 바뀌게 되어 있다. 세계적 네트워크시스템 하에서 한 지역의 의미는 집합체적 학습과 혁신이 가속화될 수 있는 공간이라는 측면에서 그 중요성이 부각되고 있는 현실을 직시해야 한다. 그래야 차별화에 의한 동태적 경쟁우위를 확보하면서 성장과 발전을 지속할 수 있게 된다. 지역발전 전략 컨셉트의 변화는 새로운 전략대안의 개발을 강요하고 있으며, 지역특화산업집락(RC)의 개발과 육성으로 구체화되고 있다. 본 연구에서는 "입체다이아몬드모형" 을 개발하여 각 지역의 RC개발전략 수집과 실천의 방향을 제시하고 있다.

Global City-Regions Theory and its Implications for Regional Development Policy in Korea (세계도시지역론과 그 지역정책적 함의)

  • This study examines the emerging global city-regions theory and suggests its implications for regional development policy in Korea. Global city-regions defined as an economic and political organization of metropolitan regions or a new scale of urban organization with polycentric structure, is appreciated as a new regionalist model of development in the globalization era. In Korea, the application of global city-regions model is required particularly for strengthening the international competitiveness of metropolitan areas except the capital region including Seoul, and resolving inequalities between the capital region and non-capital regions. However, Institutional revolution including consolidation of Shi(metropolitan area) and Do(province), and devolution should be preceded above all things to develop metropolitan cities such as Busan, Daegu, Gwangju, and Daejeon toward global city-regions.

  • Nuclear power has been an attractive energy efficient and to the pressure with the climate change despite of its risks. There are safety, security, and environmental concerns with the nuclear radiation, but the techno-optimism forms the mainstream by experts and the state to be able to control and manage the risks yet occurred. The disastrous Chernobyl and Fukushima nuclear accidents brought about alternative action and thought including renewable energy expansion, efficient energy delivery and use, and enhancing stewardship to environmental carrying capacity. More significant alternative movement is sought by victims of nuclear radiation, technicians, and the general public who realized the pitfalls of expert and state centered policy formation. These laypersons become counter-expertise competent in recognizing local contamination and considering the risks and emotions seriously affecting peoples' everyday lives. They play important roles in the construction and legitimation of alternative knowledge about nuclear power widely realized across regions.

Regional Resilience and Placeness for Sustainable Growth : Searching for an Alternative to Regional Competitiveness (지속가능한 성장을 위한 지역회복력과 장소성 : 지역경쟁력의 대안 모색)

  • This study investigated the conceptualization and application of new concept of regional resilience with case study in Korea in order to promote more sustainable regional development strategies, while problematizing dominant regional competitiveness concept in the current regional development circle under the condition of stagnant growth and ever-existing crisis in these days. Through literature review, this paper found out that regional resilience is a useful concept both to understand dramatic regional changes and to promote new regional development strategies. Furthermore, the study formulated basic research topics and issues for regional resilience through reviewing existing research outcomes on the measurement and factors of regional resilience. Through case study of two macro city-regions in Korea, this study also found out that regional resilience patterns and processes are differentiated according to the place and its scale and that both regional industrial structure formed in a path-dependent way and regional competitive characteristics are all significant to understand the regional resilience patterns and processes.

An Essay on the Balanced Regional Development and the Implications of Participation ('지역균형 발전과'과 '참여'의 의미)

  • Balanced regional development' is rehabilitated as contemporary national agenda by Roh government. The regional equity policies has been justified as insuring more 'even development opportunity'. It is required further examination that the intrinsic relationships between spatial equity and 'the participatory democracy' of the government. The participatory democracy was estimated an important method to achieve 'the alternative development' of the new social movement. But the rapid evolution of transportation and electronic nudes of communication technology strengthened spatial concentration, especially concentration of authoritative resources. These concentrations have a tendency of participation exclusion in the symbolic social practice such as ideological and political decision-making. In order to realize participatory democracy, It is not sufficient to decentralize administration authorities. The reallocation and upbringing policies of symbolic practices such as cultural industries and education facilities is very important.
