A Study on the Design Features of Rural Public Housing -Focused on the province Hyogo in Japan- (농촌형 임대주택의 계획특성연구 -일본 효고현 임대주택을 중심으로-)

  • Korean Society have changed already an agricultural society to industrial society. and changed industrial society to the an information society now. Korea society is suffering from the process a lot of pain. In this situation, the housing condition in rural areas tend been getting worse. The purpose of this study is to establish guidelines for the architectural planning. Previous studies relating to housing is divided into a few theme, we can be considered. First, the study on rental housing industry development, research on housing policy, the study on housing supply, the study on management and residents of rental housing. According to this study, public housing in Hyogo each locality, climate, availability may reflect the complex consists of the design. For example, a single-family homes, 2 row houses, townhouses type. House Plans are similar to the urban housing. So this house as the city's life can be reflected. So the house plans to respond to people's lives. The house characteristics of the four housing complex is appropriate for rural circumstances, housing location, the roof shape, and the harmonious color. This house forms makes good the view with the surrounding natural environment.

  • To ensure the revitalization of rural communities with viable levels of population, various agricultural policies are needed. Attaining this goal demands a comprehensive plan to improve rural housing conditions in general, along with more proactive policies dealing with existing rural housing problems by providing public housing options. The purpose of this paper is to suggest a set of base data which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. To establish the base data, the study reviewed all the relevant issues, requirements and resources in the course of developing rural housing regulations and policies. Some municipal organizations have implemented independent housing programs for returning farmers. They provide one-stop service corners to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. in their municipals. Agricultural housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for public housing, idyllic housing and other interchange facilities. Recent trends on housing project take into consideration both residential areas and their surrounding landscapes at minimum investment possible. The efficient investment of regional housing development lies in the simultaneous consideration on both the construction and operation and management of housing development from beginning to end.

A Study on Forecasting the Rural Rental Housing Demand (농촌 임대주택 수요분석 연구)

  • Recently, it is recognized that the increase of return farmers is an important task to revitalize rural areas. There is a growing need to improve the housing environment in rural areas by expanding rental housing supply in order to increase return farmers. The purpose of the study is to forecast the rural rental housing demand based on the questionnaire survey and to suggest the rural rental housing supply in the public sector. The rural rental housing demand consists of demand for rural residents and demand for return farmers. The survey was conducted for rural residents and potential return farmers. The rural rental housing demand was analyzed by using prospect of rural residents and return farmers in the future and the rate of intention to move into rural rental house derived from the survey. In this study, rural rental housing demand which does not take into consideration the rent level and rural rental house demand considering it are presented respectively.

  • Recently as return farmers has been increased rapidly, the introduction of a system of rental housing is being considerated in order to induce regional fixation. It was examined organizational management, business scope of rural type rental housing, management role, through the analysis about the management realities of the business of similar form Rural-Fishing New Town project. Jangseonggun and Hwasungun have maneged rental housing 280ho in Rural-Fishing New Town project. It is large village among Rural Rental Housing. And these counties have organized the complex on a large scale among the rental housing. Local governments have managed and operated directly, also these governments have two different methods for the co-management, and the way of making payment. Rental housing management services are divided into rental management, housing management, tenant management. Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. Housing management services such as check of various facilities, maintenance and maintenance work, security and cleaning and daily facility management. Tenant management is life management in connection with housing welfare. In the rural type of rental housing, there are few cases to operate a management office. It is often supplied by rental housing to buy a house or vacant land within the existing village. In this case, by utilizing community facilities within the existing village instead of establishment of extra facilities,It doesn't need to make payment for maintenance fee. In the smaller complex than No. 20, it is self-managed by the tenants in order to reduce the administrative costs and specify the necessary municipal manager. Organization form can be maneged directly from local governments and part of for the management of the building can be employed a mixed management system to delegate management to private organizations such as non-profit organizations or neighborhood association. Tenant management helps people who move in a rental house live on stable circumstance in there area by connection with the program of life support.

Rural Residents And Return Farmer Subject to the Rural Rental Housing Comparison Analysis of Needs (농촌거주자와 귀농·귀촌자를 대상으로 한 농촌형 임대주택 요구특성 비교 분석)

  • The purpose of this study is to analyze the characteristics for the needs of rural residents and return farmer on rural rental housing. Through these rural rental housing as it wants to improve the living environment of rural areas. Housing problems of rural areas is one of the important factors that determine the quality of life in rural areas. Despite many rural development program it has been deteriorating housing conditions in rural areas. The purpose of this study aims to find the required characteristics of the rural residents and return farmer for rental housing system introduced in rural areas. As research methods, the survey it was required to rent the properties rural residents and expectant return farmer. The main analysis results are summarized as follows. First, expectant return farmer than rural residents are more flavors of rental Residential high. Second, rural residents prefer ratio was higher this apartment, expectant return farmer appeared to prefer the house. Finally, rural residents may prefer concrete homes, expectant return farmer appeared to favor the wooden houses. The results of this study can be a basis for effective strategies for future rural rental housing. More sustainable in the future, including the analysis of various parameters in progress by being linked to policy measures that will be provided. This study aims to be the foundation of sustainability in rural rental housing policy.

The Role of Community for Overcoming the Crisis of School Closure in Rural Village - Focusing on Eight Successful Cases of Providing Rental Houses in Jeju Province - (농촌마을 폐교위기 극복을 위한 마을공동체의 역할 -제주특별자치도 8개 마을의 임대주택 제공사례를 중심으로-)

  • This paper aims to find out the effective solutions for overcoming the crisis of school closure in rural villages. Fortunately, we have some relevant cases that show the important roles of local communities providing rental houses to the potential residents. This study researches eight cases of elementary schools and their communities in Jeju which have overcome the crisis by providing rental houses to the immigrants. The results are as follows. First, it is effective to provide rental houses to prevent school closure crisis. Second, it is highly recommended to consider advancing schools for students and to offer possible jobs for their parents in order to make sustainable schools and communities. Third, in addition to the treatments for overcoming crisis of school closure, comprehensive measurements for improving new residents' quality of lives along with the collaboration between schools and communities, relations between natives and immigrants, and financial aids from central and local government should be implemented.

A Study on the Application of the Pattern Language in 'Standard Rural-Houses Design' (농촌표준주택의 패턴언어 적용 관계성에 관한 연구)

  • Rural houses are losing their original shape as they mimic the spatial composition of urban houses. Therefore, the purpose of this study was to extract the design elements needed for rural housing by applying Christopher Alexander's "A PATTERN LANGUAGE" to Standard Rural-House Design (SRHD). The scope and method of research was to compare and analyze the standard designs (SD) produced and distributed by the 'Korea Rural Community Corporation' from 2009 to 2014. The research result is summarized as follows. 1) The housing layout in the SD ignored the site conditions of various rural areas. 2) Most of the houses were not actively planned, considering that they contain various activities of rural life. 3) There was no room for children and the kitchen was planned to integrate the interior into a flexible space in the form of L.D.K. 4) There was no space plan that could be used as both a leasable annex and office space for the farming community. 5) Many small area plans were made because of the SD plan for couples only in 2014. Although the rural environment and living patterns were ignored in the SD, the diverse pattern language provided by the pattern language was developed as a SD element for rural houses, which is the most suitable housing plan for the farmers' livelihood pattern.

A Research on Projects of Rental Housing and Vacant Housing Remodeling for Invigoration of the Small-scale Schools in Rural Villages, Jeju-do (제주도 농촌지역의 소규모학교 살리기를 위한 마을임대주택사업과 빈집 정비사업 현황고찰)

  • This research aimed to identify transition process of invigoration project of the small-scale schools and status of promoting project of multi-family housing for rental and vacant housing remodeling in Jeju-do, Korea. The results are followings. First, invigoration project of the small-scale schools had been started in villages communities themselves and was institutionalized to local government. To invigorate the small-scale schools was started vacant housing remodeling first in the village itself from 1992. After twenty years had passed, the project was institutionalized to local government in 2013. Second, to enact ordinances about invigoration project of the small-scale schools is the accomplishment of participations and activities of residents who predicted decreasing the number of students in elementary schools. These activities have influenced their communities positively. Finally, to supply multi-family housing for rental or to remodel vacant housing is more effective in increasing residents through influx of students of elementary schools. The average number of students increased from 56.8 in 2013 to 73 in 2018 in 30 elementary schools targeted for invigoration project of the small-scale schools. In particular, the effect in schools targeted the project of rental housing is shown more than schools targeted the project in vacant housing remodeling. In addition, low ratio in the number of closed school is shown in Jeju-do.

A Study on the Plan Type of National Rental Housing during the 1978-'80s - Focused on the R.C Structure depending on an access method to stairs - (1978-80년대 국민임대주택의 평면유형에 관한 연구 - 계단진입방식에 따른 R.C구조 평면을 중심으로 -)

  • This study aims to identify variables (dependent and independent variables) by plane type and area, focusing on the R.C structure planes which were applied to the National Rental Housing Complexes during the 1970-80s; and to investigate differences in residential space compositions depending on the interrelationship between the variables. The results of this study can be summarized as follows: First, an independent variable which had the most influence on the residential space composition was found to be stairs. As dependent variables, bedroom, livingroom, and kitchen showed difference in spatial arrangements. Second, in the case of the front entry type, one-sided arrangements were the most common for the 3L+D.K composition, because livingroom was arranged near the stairs, Disadvantages were: (1) the spatial division of each room was not efficient; and (2) the use of room space was low due to long access to each room. Third, in the case of the rear entry type, no problem was found in arranging bedrooms on the front side. By arranging livingroom as a common space area, the distance of approachability to each room was found to be short and the use of space was excellent. However, disadvantages were: (1) stability was lacking; and (2) privacy was low. Fourth, depending on the location of the stairs, an interaction between bedrooms and the connectivity between livingroom and kitchen were found. Accordingly, there were differences in the size and arrangement of space by plane type.

A Study on the Changes in Spatial Composition Ratio of National Rental Houses - Focused on the Jangseong-gun Jeollanam-do Province - (국민임대주택의 평면구성비 변화에 관한 연구 -전라남도 장성군을 중심으로 -)

  • This study aims to investigate the changes in area ratios by space through floor plans of national leasing houses constructed by the LH in Jangseong-gun, particularly focusing on the floor plans of public leasing housing complexes built during the 1970s-80s and those during the 2010s. The results are as follows: First, according to the composition ratio of floor plans by period, the type of Bedroom> Livingroom> Common Area> Kitchen+Dining> Multi-purpose room> Bathroom> or the type of Bedroom> Livingroom> Kitchen/Dining> Common Area> Bathroom> Multi-purpose room were found to be high during the 1970s. Whereas, the type of Common Area>Living room(Kitchen/Dining included)>Bedroom>Bathroom>Front Entrance was found to be high during the 2010. It can be concluded that the ratio of Bedroom and Living room was found to be high during the 1970s, but after 2010s, the spacial composition ratio of Common Space, Living room, and Bedroom is getting higher in the order. Second, in terms of the composition ratio of floor plans by the area of unit household, among the floor plan of C-1, B-2, B-3, C-2 which were used since 2010s, the spatial ratio of Bedroom was maintained in the range of 20%; while during the 1970s, the Bedroom space of A-1(46%), A-2(46%), and A-3(41%) was found to be higher than 40%. It can be concluded that the size of bedroom space has doubled over time. In terms of the changes in the spatial ratio of Living room, A-1(15%), A-2(22%), and A-3(23%) were found during the 1970s. Compared to the recent floor plans of C-1(28%), B-2(25%), B-3(33%), and C-2(34%) which are applied in Jangseong-gun, Jeollanam-do province, no big changes have been found, particularly in the small floor plans (20% range).
