The Strengthening of Export Competitiveness through the 6th Agriculture Industrialization and the 4th Industrial Revolution (4차 산업혁명 시대에 농업의 6차산업화와 이를 통한 수출경쟁력 강화)

  • Purpose - With the technology of the 4th industrial revolution, business models of agricultural sector are changing rapidly toward convergence and high value-added business models due to the 6th industrialization of agricultural. Our goals is to examine the 6th industrialization of agriculture, and then to apply the technology of the 4th industrial revolution to the 6th industrialization of agriculture, suggesting the possibility of future agriculture, and then linking the export competitiveness of agricultural products. Research design, data, and methodology - As the methodology, case studies and empirical analyzes were conducted as well as literature studies. The case analyses included tomatoes, pig breeding farms, and an empirical analysis was conducted using the AHP analysis by experts of the 6th industrialization. In addition, using 124 survey data, this study examined and analyzed the items of the 4th industrial revolution technology for the 6th industrialization of agriculture and the strengthening of export competitiveness. Results - Results showed that the technology of the 4th Industrial Revolution helped "6th industrialization of agriculture" and "the strengthening of export competitiveness" using two successful cases. The AHP analysis was also carried out, and it was found that the improvement of the technology in the 4th industrial revolution could contribute to the future industrialization as well as the 6th industrialization of agriculture. First of all, we looked many conditions were important and urgent. Among the technologies of the 4th industrial revolution, the mobile, big data were important. Moreover, it was recognized that linkage and convergence related efforts would greatly contribute to strengthening export competitiveness of agriculture such as price and quality competitiveness. Conclusions - The 4th industrial revolution such as hyper-connectivity, hyper-intelligence and hyper-predictability contribute greatly to the 6th industrialization of agriculture, and therefore it is essential to improve the competitiveness of the agricultural sector by using the technology of the 4th industrial revolution. In particular, based on analyses of the diamond model, the "demand conditions" was the most important factor for the activation of the 6th Industrialization, and then "related and supporting fields", "factor conditions" and "business context" were followed in order. The results of this study can be useful for policy, practical and academic sectors.

World-Systems Analysis on the Changing Characteristics of the Kumi Region (구미(龜尾)의 지역성 변화에 대한 세계체제론적 접근)

  • This paper aims to understand the changing characteristics of the Kumi region as a locality in Korea through the regional geography of the world-system approach. To illustrate the changing regional characteristics, we analyzed the economic characteristics or position of the Kumi region within the world-economy and its spatial structure with three divisions of Korean capitalist periods: the Japanese colonial period ($1910{\sim}1945$), the social chaos period ($1945{\sim}1960$), and the economic development period ($1960{\sim}$present). In the Japanese colonial and social chaos periods, as Korean society was incorporated into the peripheral zone within the world-System (world-economy), Kumi also was made into a peripheral agricultural area. As a result, the Kumi region shaped the rural spatial structure without an urban center or regional dominant center. In the development period, influenced by the manufacturing-centered economic policy which boosted Korea as a semi-periphery within world-economy, Kumi also was developed into an industrial region(or semi-periphery) with the establishment of the Kumi electronic and textile industrial complex. This industrialization transformed the rural spatial structure of Kumi into a core (urban center)-periphery (rural area) structure. As we identified above, the regional geography of the world-system approach turned out to be a useful methodology to study a locality or internal region. Therefore we should make efforts to study such regions through the regional geography of the world-system approach.

  • Increasing concern for the health, well-being, and income of the people has expectedly brought continuous increase in the industrial value of medicinal plants in recent years as these are also used in foods and cosmetics. However, Korea's increased import of these products from China due to the FTA contract causes negative effects on its industrial value. In this regard, various measures for medicinal crop seed development and production, organization and expansion of circulation and forest land use deregulation are needed to promote the agricultural food industry including medicinal plants. As a measure, first, a database of medicinal plants should be built that can help to promote the national medicinal industry and the seed management system. Second, agricultural productivity should be enhanced via the development and supply of varieties of high quality medicinal plants. Third, there should be a good practice of the system maintenance for the production and supply of medicinal crop seeds. Fourth, production and distribution system of medicinal plants should be established by standardization of high quality seeds. Nowadays, the consumption pattern of medicinal crops is changing from direct ingestion to cosmetics, drugs, and food and this is expected to increase continuously. Consequently, the increased production of medicinal crops will support the development policy and the institutional improvement in response to this trend of the positive change of industrialization.

An Analysis on North Korean Impoverishment and Marketization in Terms of Economic System (경제제도 측면에서 북한의 빈곤화와 시장화에 대한 분석)

  • This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The direction of change of this series of economic structures has turned Public sector and centralized into Private sector and Decentralization.

Development of cordycepin fortified milk production in Holstein cows II. Effects of long-term supply of Cordyceps militaris mycelia on cordycepin content in milk in dairy cows (Cordycepin 강화 우유 생산에 관한 연구 II. 장기간 동충하초 균사체급여가 우유 중의 cordycepin 함량 변화에 미치는 영향)

  • This study was carried out to determine effects of long-term supply of Cordyceps militaris mycelia on cordycepin content in milk in dairy cows. Ten Holstein cows in the early stages of lactation were divided into two groups. Control group received no supplement whereas treatment group received 6% of C. militaris mycelia of their dry matter intake for 6 months. Feed intake, milk urea nitrogen and somatic cell counts were not affected by long-term supply of C. militaris mycelia for the whole period. In addition, milk yield and milk composition were not affected by long-term supply of C. militaris mycelia at any time of the periods with the exception of milk protein content and yield. The average of milk protein content and yield from the whole period was higher for C. militaris mycelia supplement group than for the control group. As expected, cordycepin in whole blood and milk was not detected in the control group. The range of cordycepin content in the treatment was 0.31~0.38µ/ml and 0.18~0.26(µ/ml for whole blood and milk, respectively. Individual variation was found to be very high and, furthermore cordycepin was undetected in some milk samples. Thus, no clear pattern could be seen in cordycepin content in milk throughout the whole period. Overall, the results of the present study suggest that the transfer efficiency of cordycepin to milk by supplementing C. militaris mycelia in dairy cows was unpredictable and low.

The Characteristics of Rural Population, Korea, 1960~1995: Population Composition and Internal Migration (농촌인구의 특성과 그 변화, 1960~1995: 인구구성 및 인구이동)

  • The rural problems which we are facing start from the extremely small sized population and the skewed population structure by age and sex. Thus we analyzed the change of the rural population. And we analyzed the recent return migration to the rural areas by comparing the recent in-migrants with out-migrants to rural areas. And by analyzing the rural village survey data which was to show the current characteristics of rural population, we found out the effects of the in-migrants to the rural areas and predicted the futures of rural villages by characteristics. The changes of rural population composition by age was very clear. As the out-migrants towards cities carried on, the population composition of young children aged 0~4 years was low and the aged became thick. The proportion of the population aged 0~4 years was 45.1% of the total population in 1970 and dropped down to 20.4% in 1995, which is predicted to become under 20% from now on. In the same period(1970~1995), the population aged 65 years and over rose from 4.2% to 11.9%. In 1960, before industrialization, the proportion of the population aged 0~4 years in rural areas was higher than that of cities. As the rural young population continuously moves to cities it became lower than that in urban areas from 1975 and the gap grew till 1990. But the proportion of rural population aged 0~4 years in 1995 became 6.2% and the gap reduced. We can say this is the change of the characteristics of in-migrants and out-migrants in the rural areas. Also considering the composition of the population by age group moving from urban to rural area in the late 1980s, 51.8% of the total migrants concentrates upon age group of 20~34 years and these people's educational level was higher than that of out-migrants to urban areas. This fact predicted the changes of the rural population, and the results will turn out as a change in the rural society. However, after comparing the population structure between the pure rural village of Boeun-gun and suburban village of Paju-gun which was agriculture centered village but recently changed rapidly, the recent change of the rural population structure which the in-migrants to rural areas becomes younger is just a phenomenon in the suburban rural areas, not the change of the total rural areas in general. From the characteristics of the population structure of rural village from the field survey on these villages, we can see that in the pure rural villages without any effects from cities the regidents are highly aged, while industrialization and urbanization are making a progress in suburban villages. Therefore, the recent partial change of the rural population structure and the change of characteristics of the in-migrants toward rural areas is effecting and being effected by the population change of areas like suburban rural villages. Although there are return migrants to rural areas to change their jobs into agriculture, this is too minor to appear as a statistic effect.

Community Forestry : Revitalizing an Age-old Practice of Sustainable Development (혼농임업 : 지속적 개발을 위한 새로운 접근 방법)

  • The western-style industrial forest management practice involving large scale clearcutting, silviculture with industrially desirable species, and inadequate consideration on ecosystem preservation, has faced severe criticisms from environmentalists, ecologists and conservationists. With an increasing concern about environmental degradation the general public has also been becoming vocal in demanding ecologically sound alternative forest management. An age-old practice of sustainable ecosystem management variously defined as community forestry, social forestry or homestead forestry, has received increased attention in recent days. This type of traditional, and often not very organized method of natural resource management has been practised in many countries from the prehistoric times. It is believed that with a clear understanding of the functioning of ecosystem and community needs, the existing landuse method can be developed into a more productive one. The nature of community forestry management will vary depending on the scale, geographical location, social/community structure and expectations. This article argues that although the rate of economic growth may be lower with community forestry than with industrial forestry, the former fosters the principle of ecosystem sustainability. Industrial forestry may have an initial high growth rate but often it is associated with unsustainable harvesting leading to ecosystem degradation. A review of the traditional methods of economic analyses shows that they do not take into account the many social and environmental costs associated with forestry. It is argued that a well managed community forestry can maintain the critical balance between economic and ecosystem sustainability. An integrated model of community/homestead forestry development is proposed by coordinating the extension services of the departments of agriculture, forestry and environment.

유전자 변형 농산물의 개발 실태와 전망

  • 21세기에는 인구의 폭발적 증가와 함께 가속화된 산업화로 말미암아 경지 면적은 줄고 농업 환경은 더욱 피폐해질 것으로 예상된다. 지금도 이미 화석 에너지원의 고갈로 대체 에너지 개발이 시급히 요구되고 있으며, 지구의 자연 환경 보존 목소리도 그 어느 때 보다 높다. 한마디로 식량, 에너지, 환경 문제가 새 세기에 우리가 시급히 해결해야할 과제로 주어져 있다. 이에 과학계에서는 식량 및 대체 에너지원의 공급을 증대시키고 환경을 보존할 수 있는 보편적인 수단으로 환경 친화적 유전자 변형 (GM)작물의 활용이 제시되고있다. 따라서 선진국들은 이의 기반이 되는 식물유전체 연구에 대규모 투자를 아끼지 않고 있으며, 이를 이 용한 식물 생명공학산업을 국가 전략 산업으로 집중 육성하고 있다. GM작물 제조 기술은 유용 유전자의 발굴 및 재조합, 식물세포로의 이식 및 재분화를 통한 완전한 식물체 재생, 이를 품종으로 실용화하는 단계로 구성되어 있다. GM작물은 1983년 항생제 저항성 담배가 개발된 것을 시점으로 하여, 1994년에는 연화지 연 토마토 Flaver Saver이후 지금까지 개발 실용화된 작물은 제초제 저항성 콩, 카놀라, 목화, 그리고 해충 저항성 옥수수 등이 있으며,2001년까지 세계적으로 상품화 승인을 얻은 경우는 15 작물 68품종에 이른다. 2001년 경우 GM작물 종자시장은 약 30억 달러에 달하고 있으며, 미국, 아르헨티나, 캐나다 등 세계적으로 52.6백만 ha에 이르는 면적에서 재배되었다. 그러나 GM농산물의 식품 및 환경 안전성에 대한 의구심이 일기 시작하였고, 따라서 이의 생산 및 소비에 대한 전반적 인 문제가 뜨거운 쟁점으로 부각되기도 하였다. 이 에 각국 정부는 객관적 인 안전성을 확보하기 위한 제도적인 장치를 마련하고 있으며, 아울러 과학기술자들은 더욱 안전한 형질전환 기술 개발을 도모하고 있다. 다음 세대의 GM작물은 단순한 제초제 및 병해충 저항성을 넘어서서 특정 영양 또는 건강기능성을 향상시켜 부가가치를 증가시킨 신품종 맞춤작물이 지속적으로 개발 상업화될 것이다. 따라서 고유성을 가진 유용 유전자의 대량 확보 여부가 산업적 경쟁력을 결정하게 될 것이다. 지금까지 개별 유전자 중심으로 이루어지던 유용 유전자 발굴 작업은 유전체학의 출현으로 규모가 대량화되고 그 효율이 증진되었다. 따라서 진 각국은 유용 유전자 발굴에 국가적 차원의 역량을 집중하고 있다. 그러나 우리나라는 정부와 민간의 소규모 지원으로 근근히 기술 습득 차원에 머물러 왔으며, 산업적 경쟁력의 무기가 될 고유한 유용 유전자와 형질전환 기술이 거의 없는 어려운 상황에 놓여 있다. 최근 정부가 시작한 생명공학 분야 대규모 연구지원 사업 기대를 모아 보며 이 분야 과학기술자들의 노력을 촉구한다.

Functional Genomic Analysis of Bacillus thuringiensis C25 Reveals the Potential Genes Regulating Antifungal Activity against Rosellinia necatrix (Bacillus thuringiensis C25의 흰날개무늬병 Rosellinia necatrix에 대한 항진균 활성에 관여하는 유전자 특성 및 기능 유전체학적 연구)

  • Biocontrol agents (BCAs) are widely used to protect plants from diverse biotic and abiotic stresses in agricultural and ecological fields. Among the various microbes, many subspecies of the gram-positive genus, Bacillus, have been successfully industrialized as eco-friendly biological pesticides and fertilizers. In the current study, we demonstrated that Bacillus thuringiensis C25 exhibited antagonistic effects on the mycelial growth of Rosellinia necatrix, a fungal phytopathogen. Scanning electron microscopy analysis revealed that B. thuringiensis C25 degraded the cell wall structures of R. necatrix mycelia. In the functional genomic analysis of B. thuringiensis C25, we annotated 5,683 genes and selected the gene sets that potentially encoded fungal cell wall degrading enzymes (CWDEs). The growth inhibition effects on R. necatrix were highly correlated with the transcriptional activity of the mycelial cell wall degrading genes of B. thuringiensis C25. The transcript levels of CWDEs, including CshiA, B, and Glycos_transf_2 genes in B. thuringiensis C25, were enhanced following co-cultivation with R. necatrix. In conclusion, our study suggested that B. thuringiensis C25 could serve as a suitable candidate for controlling R. necatrix and could facilitate elucidating the mechanisms underlying the antifungal activities of BCAs against phytopathogens.

Current status on the development and commercialization of GM plants (국내·외 GM식물의 개발 및 산업화 현황)

  • During a last decade, the introduced traits in commercialized GM crops have been diversified from a simple trait such as herbicide resistance gene or insectresistance gene which are related to the crop production into more complicated traits such as modification of fatty acid or essential amino acid composition, modified coloring pattern of flower. In addition, it was investigated that several other GM crops bearing more refined traits expected to lead next generation are also awaiting for risk assessment (RA) or under field test for the preparation of RA in the near future. These GM crops include abiotic stress resistance including drought or cold, increased biomass, production of bioethanol or diesel, production of pharmaceuticals or functional materials for industrial. In particular, in 2008 and 2009, it was reported that the highest number of GM crops for molecular farming are under developed in laboratory or green house level in all the world. Likewise, in Korea, 171 events from 49 plant species are under developed to introduce several important traits. At present, about 10 events are under field test to select elite lines for RA application. For the first time, herbicide resistance turfgrass developed by Korean research team has been submitted for RA and currently under requested for additional data. Moreover, GM rice resistant to leaf roll (folder) disease is expected as a next event to be submitted for RA application.
