Development of Key Performance Index for Maximizing Offset Outcomes (절충교역 성과 극대화를 위한 성과지표 개발)

  • Offset is a peculiar trade form, the compensation of importing the weapon system, accompanied by the international weapon system contract. Korea has been applying offset to defense acquisition program for fostering the domestic defense industry and improving defense R&D ability since Korean offset policy was built up in 1983. However, there are not enough evidences for benefits of offset and it is rather believed that the performance management system of offset is not thoroughgoing enough because of lack of the systematic policy. It is essential to develop the well-organized performance management system in order to maximize outcomes from application of technology obtained by offset. The main objective of this paper is to propose key performance index that is practically useful to manage offset performance systematically and maximize outcomes of offset.

Are Coffee Breaks Good for Performance?: A Perspective on Non-Work-Related Activities (커피 브레이크는 성과에 도움이 되는가?: 업무 외적인 활동 관점)

  • The purpose of this paper is to investigate non-work relating activities at work. To do this, this paper proposes and analyzes a simple theoretical model consisting of factors such as non-work relating smartphone usage during working hours, non-work relating coffee break during working hours, work after working hours, and job performance. Our findings are revealed as following: First, non-work-related coffee break has positive effect on performance. Second, non-work-related smartphone usage generally has negative effect on performance, but it has positive effect on performance in personal communication with co-workers. Third, work after working hours has negative effect on performance.

A Study on the Effects of Total Product Liability Activities on Firm Performance (전사적 제조물책임활동이 경영성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to find empirical relationship between PL activities and firm performance. Five categories of PL activities and three performance measures were examined. Using a sample of 135 companies, we found that activities related to TQM practices and manufacturing defect had significant impacts on all three measures of performance. Activities related to design defect, warning defect and sales partially influenced performance measures. The result suggests that performance could be maximized by the mutual organic combination of the product safety efforts with the overall process from design to sales.

  • The performance of organizational culture effectiveness has been supported by several researchers. Since Peters & Waterman acclaimed that the excellent companies have their unique culture type, the effectiveness of organization culture have been practically supported. Organization culture is closely related to employees' satisfaction and commitment and contributed to the subjective performance and financial performance in terms of individual and organizational level. Organizational culture is a valuable resources and competitive advantage for the successful growth. Thefore, I have proposed some proposition regarding the type and strength of organization culture and the interaction effect of internal consistency which should be studied for more fundamental study of the effectiveness of organizational culture.

  • This Paper presents a clearly explained and richly illustrated case study of assessment and evaluation for program outcomes in accreditation for engineering education, which describe what Program students are expected to be able to do by the time of graduation. In particular, the performance criteria based on performance level, assessment tools, and level-of-achievement rubrics for assessment of program outcomes in electrical engineering program of Kwangwoon university will be briefly addressed. Obviously, the assessment, evaluation, and improvement processes for the specified program outcomes should be continuously carried out to demonstrate that the program objectives and outcomes are being met.

  • Good salespeople are the deciding factors in the success of an organization. In particular, the role of the salesperson takes on a more important role. Accordingly, the first purpose of this study is to understand the personal values of salespeople; secondly, to study the explanation personal values, adaptability, and customer orientation have on salesperson's performance. The third purpose is to understand the structural link among each of the explanatory factors related to salesperson performance. Lastly, with these research results as a foundation, to find the implications regarding management strategy plans of valuable salespeople for marketing researchers and sales managers.

  • The purpose of this study was to suggest application of Course Embedded Assessment (CEA) for program outcome in nursing education through literature & Office of Assessment web site reference review on concept, advantage, disadvantage, process, measure, tool and precaution. The process of CEA is program outcome, calculate weight of program outcome, embed program outcome in curriculum, development a rubric for CEA, assessment, analysis the result and achievement, feedback loop. CEA is vary useful to proof the student personal achievement and program quality improvement.

  • This study proposes a methodology for predicting co-authorship of contributors to a highly anticipated paper through link analysis and learning, taking into account the result of collaborative research. Previous studies predict the co-authorship with high accuracy, but this shows limitations in that the quality of the predicted relationship is not considered. Therefore, to solve the above problem, we propose three steps to predict the co-authorship that will help with the expected performance: (1) Construct a heterogeneous graph to measure results of collaborative research. (2) Analyze and learn links based on results of collaborative research. (3) Predict links that are anticipated to have high expectation. It is expected to be useful for increasing confidence in the predicted co-authorship.

An Analysis of Distributed Lag Effects of Expenditure by Type of R&D on Scientific Production: Focusing on the National Research Development Program (연구개발단계별 연구개발투자와 논문 성과 간의 시차효과 분석: 국가연구개발사업을 중심으로)

  • This study aims to empirically estimate distributed lag effects of expenditure by type of R&D on scientific publication in the national R&D program. To analyze the lag structure between them, we used a dataset comprised of panel data from 104 technologies categorized by 6T (IT, BT, NT, ST, ET, CT) from 2007 to 2014, and employed multiple regression analysis based on the polynomial distributed lag model. This is because it is highly likely to emerge multicollinearity, if a distributed lag model without special restrictions is applied to multiple regression analysis. The main results are as follows. In the case of basic research, its lag effects are relatively evenly distributed during four years. On the other hand, the applied research and experimental development have distributed lag effects for three years and two years respectively. Therefore, when it comes to analyzing performance of scientific publication, it is necessary to be performed with characteristics of the time lag by type of R&D.

Enhanced Multi-Point Relay Selection Algorithm for Mobility and Distribution of Nodes (노드 이동성 및 분포를 고려한 향상된 다중 점 릴레이 선택 알고리즘)

  • In this paper, we propose an improved MPR selection method considering mobility and density of nodes for ad-hoc networks. In Optimized Link State Routing(OLSR), a node selects 1-hop Multi-Point Relay(MPR) nodes to cover all 2-hop neighbor nodes. In a high population area, many nodes are likely to be selected as MPR nodes by their neighbors. This leads to increase in contention among MPR nodes and may decrease overall performance of the network. In addition, when an MPR node leaves the communication range of its MPR selector node, it can no longer perform as the MPR node and the performance of the network may also decrease. In this paper, we propose an MPR selection method which measures the mobility and density of nodes by exchanging the hello messages and gives the priorities to the nodes for MPR selection. Performance evaluation results using OPNET show that the proposed method is superior to OLSR or the MPR candidate method in terms of connectivity and throughput.
