The System Development for Managing Outcomes based on URI (OntoStore-K$^{(R)}$: URI 기반 성과 관리 시스템)

  • 연구 활동의 결과물로 생성되는 성과물(논문, 특허, 보고서)은 연구 성과를 측정하는 중요한 척도로서 사용될 뿐만 아니라, 연구에 참여한 연구자 및 연구자가 소속된 기관의 연구 동향 정보를 판단하는데 활용될 수 있다. 본 논문에서는 제안하는 성과 관리 시스템(OntoStore-K$^{(R)}$)은 정보 자원의 식별을 위해서 인력, 기관, 부서, 성과물 등 사용되는 모든 자원에 URI를 할당하고, 이를 기반으로 성과 정보를 등록하고 관리함으로써 정확한 성과 관리를 지원한다. 또한 URI 기반의 성과 정보가 추론 규칙을 통해 확장되면서 다양한 부가 정보를 획득할 수 있는 기반을 제공한다. 본 시스템을 통해 연구 성과물에 대한 정확한 관리는 물론, 연구 성과물에 대한 효율적인 공유 및 접근이 가능함으로써 연구 활동을 촉진할 수 있는 기반이 마련될 수 있다.

A Study on the Open Access Policy of Scholarly Journals Publishing Research Papers Funded by Korean Government (공공연구기금 논문성과물 게재 학술지의 오픈액세스 정책에 대한 연구)

  • This study analyzes the open access policies of major scholarly journals that have large number of publicly funded articles, for the purposes of expanding and facilitating the public access. Eighteen scholarly journals in Korea and abroad were selected based on the number of published publicly funded articles through a survey of dissemination of publicly funded journal articles via information from NTIS. The open access policies of the selected journals were analyzed by 5 categories including codification of OA related policy, copyrights, reuse rights, self archiving policy, free access. As a result, this research proposed several considerations for establishing national policies for the collection and distribution of the publicly funded research products.

  • 사업결과물의 핵심인 연구성과물은 각 부처 혹은 사업수행기관에 분산되어 대다수가 활용되지 못한 채 사장되었다. 이에 정부는 중요 연구성과물에 대한 성과관리전담기관을 지정 운영하여 연구성과물의 수집 및 관리에 대한 법적인 기초를 다지고, 국가과학기술종합정보서비스를 이용하여 연구성과물의 활용을 위한 정책을 수립하였다. 본 논문에서는 이러한 체계를 반영한 국가R&D 연구성과물의 효율적인 수집 연계 활용을 위한 구체적인 운영 및 실행체계를 제시한다. 이러한 체계를 통하여 국가R&D 연구성과물에 대한 공동활용을 극대화할 수 있다.

Effective Management of Construction Information Using a XML Based Project Deliverable Management System (XML 데이터베이스를 활용한 성과물 관리 프로세스의 효과)

  • These days construction management is executed in an information technology environment, which creates a large volume of digital data. At the completion of a project, the contractor is required to transfer to the owner the digital data as project deliverables usually in a form of CD's. From an enterprise-wide view point, this traditional way makes the management of project deliverables ineffective as the data accumulated from different projects could be enormous. The objective of this paper is to propose a structured way to utilize a XML database for better management of project deliverables. The XML database provides an environment which users can access through a project deliverable management system (PDMS). A pilot of the PDMS has been developed to test the effectiveness of document control. The result of the test demonstrates that the effectiveness of project deliverable management can be increased by providing a high transportability and usability of data in the construction life cycle.

  • The interest in performance evaluation of public R&D has been dramatically increased. Many tries have been made to measure and to evaluate the quality of research performance. Quantitative indicators are considered increasingly important for this purpose. The most widely used are the number of research articles, citations and Impact Factors. However, such indicators are strongly discipline-dependent, and hence they should be used with careful attention. In this study we tried to provide quantitative evidence on the latent problems of discipline-dependent indicators. We also tried to provide a set of quantitative indicators for evaluating publications as a result of research activities. We put our focus on the quantitative indicators reflecting the characteristics on disciplines and provided several indicators with guideline on their usage.

Implementing an Integrated System for R&D Results Management (연구성과물 통합 관리 시스템 구현)

  • In case that R&D results from R&D projects are well managed and archived, the research institutes can transfer the valuable technologies related to R&D results with some costs to corporations. However, it is still difficult to maintain and reuse R&D results because they are managed by each person or each department and not integrated between R&D results. Therefore, the government should undertake to manage R&D results overall by collecting meta data and distribute analyzed information from meta data. Each researching institute also makes an efforts to manage R&D results focusing on their reusing. For this purpose, in this paper, we present a process to manage R&D results; insert meta data of R&D results to the system, upload files of R&D results to the database of the system, inquire, and use meta data of R&D results. Based on the process, we design a system architecture for managing R&D results. In addition, it should be mainly considered to design a global schema for integrating R&D results into one database. The system shows detailed information on R&D results and provides R&D results conveniently to users. We expect that we may reduce the cost of reusing R&D results and improve the quality of R&D results with designing efficiently a process and a global schema of R&D result management system.

A Study on the Effects of Total Product Liability Activities on Firm Performance (전사적 제조물책임활동이 경영성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to find empirical relationship between PL activities and firm performance. Five categories of PL activities and three performance measures were examined. Using a sample of 135 companies, we found that activities related to TQM practices and manufacturing defect had significant impacts on all three measures of performance. Activities related to design defect, warning defect and sales partially influenced performance measures. The result suggests that performance could be maximized by the mutual organic combination of the product safety efforts with the overall process from design to sales.

A Study on Improving Laws and Regulations for Open Access of Research Papers from National Research and Development Projects (국가R&D 논문성과물의 오픈액세스를 위한 법규 개선방안)

  • Open Access (OA) policy to scholarly publications from publicly funded research goes toward making a law at the national level. The purpose of this study is to suggest the ways of improving laws and regulations for OA of scientific publications from national R&D projects. For that purpose, this study analyzed cases of USA, Spain, Germany, and France which have already legislated OA related laws and regulations. Based on the results, the followings were proposed: 1) to unify definitions of research outcomes and to include research papers to the definition. 2) to strengthen OA obligations by amending "Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc." by to specify related articles about submission, making public, enrolling, deposition, and possession of research papers, and 3) to revise administrative rules and "Regulations on Management of National Research and Development Projects" which common to all administrative according to amending the law.

A Study on the Improvement of Product Management System in International Collaborative Research (국제공동연구 성과물 관리제도 개선방안)

  • Recently the portion of international collaborative research in national R&D is being on the increase. But the management system of products from the international collaborative research is not sufficient. Not only the internal management system of public research institute, universities or government support R&D centers, are not enough, but also the legislations in government level are not established. In this paper, the problems and situations of product management system in international collaborative research are investigated and analyzed, and the methodology of improvement of them are presented.

  • The result management of R&D projects which carried by national research organization, research institute contributed by government, many universities and enterprises through intra system has not been processed in regular order. To maximize results of R&D products, we must draw up a plan for effective management, spread, and application. In this paper, we argue on the design and implementation of web-based system for managing R&D results(project, paper, book, seminar, intellectual property, technology transfer information, etc) systematically. This system is operated within intranet system, and the data managed by this result management system will be used for related information management through connection with research net based national R&D structure but also it will be major knowledges available for researches executed in many research institutes and organizations.
