The Eco-Cultural Regeneration Method of Deteriorated facilities in Island regions : Focused on Ongjin-Gun Ijak-do, Incheon Metropolis (도서지역 노후쇠퇴시설의 생태문화적 재생 방안: 인천 옹진군 이작도를 중심으로)

  • The purpose of this study was to propose a measure for eco-cultural regeneration by a detailed examination of closed down schools, old defective residences, deteriorated industrial facilities and space no long in use located throughout Ijak-do. The reserch method utilized a selection of the major elements from the eco-cultural regeneration element of island regions and a measure for application and regeneration on the deteriorated facilities of Ijak-do was proposed.

Analysis of the Typology and Factors Affecting the Decline in Old Industrial Parks (노후산업단지의 쇠퇴 영향요인과 유형화에 관한 연구)

  • This study attempts to diagnose and categorize the characteristics of old industrial parks, and eventually link the results to the regeneration of industrial complexes. For this reason, we performed a factor analysis by utilizing 15 indices of 89 industrial parks, excluding 5 large equipment industry sites. The 15 indices were classified into 5 factors. Factor 1 can be described as a category of 'urbanization possibility' for the indices of building age, plot ratio of less than $1,650m^2$, and urbanization ratio of the surrounding area. Factor 2 can be described as a category of 'productive efficiency' for the indices of land productivity, amount of exports by land, employment productivity, and repair costs of industrial areas. Factor 3 can be described as a category of 'infrastructure amenity' for the indices of road ratio, plot ratio attached to the road, and parks and recreation ratio. Factor 4 can be described as a category of 'location potentiality' for the indices of land price, infrastructure age, and distance to the highway, while factor 5 can be described as a category of 'availability of supporting facilities' for the indices of parking lot ratio and supporting facility land ratio. By using these 5 factor scores, we were able to extract industrial parks included in the lower 25% of the factor score and searched for what kind of factor problem they have for each industrial park. Based on these results, this research will provide sufficient information on the decline of industrial parks with respect to their demerits. The results of this study show significant implications and contribute to the establishment of policies for regional competitiveness, as well as job creation, in the process of industrial regeneration.

  • 노후주거시설의 개보수의 필요성이 대두 되고 있으나 관련법규의 제약에 의해 내 외부 미관수선 정도에 그치고 있는 것이 현실이다. 그래 조금 나은 동선과 공간으로 수선시 법을 위반하여 불법 건축물로 낙인되어 지는 것이다. 경제적인 여유가 없는 노령층등 사회적 약자가 거주하는 공간은 더욱 더 열약하여 화장실, 주방, 수평이동 통로, 승강기등의 편의시설과 붕괴, 침하, 화재, 폭발, 오염등의 안전을 위협하는 위험요소의 제거등이 당장 필요하여도 미봉에 그치는 경우가 다반사이다. 또 이러한 노후 건물의 개보수는 신, 개축 보다 어렵고 비용도 많이 들면서 그 효과도 미미한 것이 사실이나 당장 신, 개축하기에는 관련 법규에 저촉되거나 주변 여건에 부합하지 않아 실시 할 수 없는 경우가 많아 이를 개선하고 합리적인 롤 모델을 만들고 필요하다면 관련법령도 정비할 필요가 있는 것이다. 노후되지 않아도 현시점에서 생활의 불편함을 느껴 개선할 필요가 있는 경우도 관련 법규의 유연함이 필요할 것이다. 본 연구는 이러한 노후 주거 시설 및 현실 여건에 맞지않는 주거 시설을 보다 쉽고 합리적으로 개 보수할 수 있는 여건이 조성되도록 관련 건축법령의 개선, 또 경제적 여유가 없는 저소득층의 개보수여건을 개선할 수 있는 정부지원방안, 이러한 노후 주거시설의 개보수가 부동산 시장에 어떠한 영향을 초래할 수 있는지를 기존 연구들과 비교하여 합리적인 방안을 도출하고저 함.

A Case Study on Urban Regeneration Projects for Declined Industrial Districts in Downtown Area (도심 노후산업지구 도시재생사업 사례연구)

  • It is needed to regenerate declined industrial districts in downtown area through to invite new industry and to improve urban environment. The purpose of this paper was to make suggestions on the urban regeneration for the districts. I have taken a literature research and a site analysis with cases of 'the South Lake Union' in Seattle and 'Pearl District' in Portland, USA. The result of the analysis was as follows: (1) The land use was changed to mixed use of business-commerce-recreation. The building use was changed to facilities for work, play and live. (2) Infrastructures were improved for user oriented facilities such as pedestrian friendly street, public parks & open spaces, public transportation system, and life supporting facilities. (3) The place identity was enhanced through the preservation of urban structure-tissues, renovation of existing buildings, and preservation of historical heritages.

A Comparative Diagnosing Plan for Old Industrial Complex Competitiveness and Regeneration Districts based on Competitiveness Index (경쟁력 지표를 통한 노후산업단지 진단과 공모사업으로 선정된 재생사업지구 비교분석에 관한 연구)

  • Ministry of Land, Infrastructure and Transport established a comprehensive plan for 83 old industrial complexes over 20-year. They implemented the competitiveness of industrial complex in September 2013, and revitalizing and remodelling comprehensive plan in December 2014. With significant influences of old industrial complex in September 2009, Ministry of Land, Infrastructure and Transport chose the 4 districts for the first pilot project. In December 2014, the second pilot project districts were established. In addition, there were 10 districts in April 2016 and 5 districts in April 2016 as the third pilot project and 5 distiricts in March 2017 as the fourth piolt project. Ministry of Land, Infrastructure and Transport currently suggests 23 districts to regenerate among 83 old industrial complex districts over 20 years. Even though the government suggests the certain 23 districts, this research selects the bottom 23 districts (30%) represented through the Focus Group Interview and compare them with the list government-suggested. As a result, there were some unlisted industrial complex districts. This research suggests the unlisted industrial complex districts which need to be regenerated and their problems, therefore this could be used as a guide for feasibility of old industrial complex regeneration implement.

Deterioration Evaluation for Industrial Pipeline by Sectionalizing (산업시설 배관의 섹션화에 의한 노후도 평가)

  • This study introduced deterioration evaluation item and criteria that could be applied to industrial facilities with the most widely used carbon steel pipe installed for ordinary piping (KSD 3507). Experimental industrial pipes were evaluated with pipe sectionalizing method combined with the established evaluation item and criteria to measure and manage semi-continuously for overall piping system. After applying outcomes from this study to a plant of incineration facility, a 42% saving in repairing and remodeling cost was achieved.

The Effect of Preparation for Old Age of Baby Boomers on the Intention to Use Welfare Facilities for the Elderly (베이비부머의 노후준비도가 노인복지시설 이용의향에 미치는 영향)

  • The purpose of this study is to provide basic data for the establishment of welfare facilities for baby boomers and the development of services and programs by studying the effects of baby boomers' preparation for old age on the intention to use welfare facilities for the elderly. The subjects of this study were 385 baby boomers (1955-1963) living in J city, Chungbuk. Multiple regression analysis was conducted to examine the factors influencing the intention to enter welfare facilities. The results of this study showed that baby boomers' preparation for old age did not have a significant effect on the intention to use the elderly welfare center, and only the economic preparation had a significant effect on the intention to use the senior club, and the emotional preparation had a significant effect on the intention to use the 50+ center and the baby boomer welfare center. Based on the results of this study, policy suggestions are as follows: First, senior clubs need to expand services for employment and start-up that can help prepare for economic retirement. Second, various job policies using baby boomers' skills and knowledge are needed. Third, the 50+ center and the baby boomer welfare center need to develop professional counseling and education programs for prevention and treatment of emotional and psychological problems. Fourth, it is necessary to provide and develop programs to promote interpersonal relations and social activities for emotional stability and support.

A Study of the Reuse of Old Industrial Facilities through Ecological Design (에콜로지컬디자인을 통한 노후산업시설의 재활용에 관한 연구)

  • With expansion of modern cities, a huge number of old industrial facilities have been abandoned. Thus, in the development of ecological city, this study aims to conclude on these old facilities and their ecological landscape designs by analyzing successful cases. The approaches adopted are as follows. Starting with literature review, whereby old industrial facility's definition and developing process are pinpointed, the paper studies representative cases with reuse and re-development theories of ecological design for old industrial facilities, of which renovation types, reuse effects, and design features are particularly examined. Case studies also demonstrate considerations in ecological reuse designs, such as ecological restoration, energy conservation, rainwater collection, and utmost pollution reduction, etc. However, technology, environment and circumstance differences determine that each design project requires concrete analysis, which should also be considered in future ecological design for old industrial facilities.

A Study on the Non-Innovative Formation of Urban Industrial Agglomeration in an Old Industrial Complex: A Case of Seoul Onsu Industrial Complex (노후산업단지의 비혁신형 도시산업 집적지 형성에 관한 연구: 서울온수산업단지를 사례로)

  • The Seoul Onsu Industrial Complex, having been completed over 50 years ago, is an old industrial complex, with deteriorating infrastructure and factory buildings. Despite this, there's a current urban industrial agglomeration centered on the machinery industry in the Seoul Onsu Industrial Complex. This study aims to holistically analyze the physical deterioration of facilities in the aging industrial complex and the characteristics of industrial agglomeration to derive the identity of the Seoul Onsu Industrial Complex. Based on the research findings, the complex is seeing an enhanced urban industrial agglomeration due to the influx of small-scale businesses resulting from concentrated trade networks in the metropolitan area and plot subdivision, permission for noise-producing processes, and the ease of securing highly-skilled technicians. However, this agglomeration coexists with a weakening of the complex's production function, limited innovativeness of resident companies, and non-innovative features resulting from weakened competitiveness in the metropolitan machinery industry. In summary, the identity of the Seoul Onsu Industrial Complex is a 'Non-Innovative Urban Industry Agglomeration', an old industrial complex, witnessing non-innovative agglomeration based on a machinery industry network centered in the metropolitan area.
