A Study on Status Analysis for Advancement iNto Agricultural Sector in Central Asia (중앙아시아 농업분야 진출을 위한 현황분석 - 우즈베키스탄, 카자흐스탄, 키르기즈스탄 중심으로 -)

  • Central Asia (Uzbekistan, Kazakhstan, Kyrgyzstan) is a hot and arid continental climate, with most areas (68%) consisting of barren vegetation, desert, and meadows. The main agricultural areas for crop production include irrigated farmland, non-irrigated farmland, grassland, prairie and mountain. We are experiencing climate change with recent climate variability increasing. Agriculture is one of major economic sectors and provides a means of livings for the rural population of Central Asia, especially the poor. In the past two decades, Central Asia has experienced a high population growth rate, with Kazakhstan at 16.8%, Uzbekistan at 34.5% and Kyrgyzstan at 28.4%. As a major industry, Kazakhstan has the largest share of exports of agricultural products followed by petroleum, mineral resources, steel, and chemicals. Uzbekistan is the fifth largest cotton exporter as well as the sixth largest cotton producer in the world. Kyrgyzstan exports ores, stones, cultured pearls, and minerals. These three countries are rich in mineral resources, agricultural products, and energy resources. However, not only do they have difficulties in economic development due to the weakness of logistics and industrial infrastructure, but they also have imperceptible cooperation and investment among countries due to insufficient research and development. Through this study, we will investigate national outlook, economic indicators, major agricultural products, import and export status, and agricultural technology cooperation status, and study how Korean agricultural industry advances into these countries through SWOT analysis. Through this, we hope to contribute to the basic data of Central Asian studies and cooperation and investment in agriculture in each country. In addition, in order to increase cooperative exchange and investment in these countries, we will prepare a Central Asia logistics hub for the rapidly changing interKorean railroad era.

  • Export control was first triggered by international export control system at US led COCOM in 1949. Numerous international efforts such as NPT in 1969, ZC in 1970, NSG in 1978, AG in 1985, MTCR in 1987, Wassenaar Arrangement(WA) establishment in 1995 with 1990's the fall of the Berlin Wall, have been made since. The concept of export control has been changed from weaponry and parts export control to preventing or blocking weaponry, respective goods and relevant technology from the hand of troubled regions and non-state actors as terrorist groups; and the new concept is described as Nonproliferation Control. Extent of control items is not only limited to conventional weaponry, but also includes weapons of mass destruction(WMD) and even dual use items which can be used for production, development, usage or storage. Control items include all items defined by NSG, MTCR, AG, WA, and CMC-Opec. The 9.11 terror had a strong influence on international society. Effort to prevent WMD proliferation has now become the most important issue for international security. This study aims to suggest improvement points for nonproliferation law and its effective implementation, based on problem and limitation identification along with analysis of nonproliferation law and implementation examples by type. Furthermore for the purpose of national and global security, export control system on strategic items which are considered to be a key issue in South and North Korea relationship needs to be effectively managed. Recently, North Korea's missile and nuclear tests have been criticized globally; and the global society including respective countries as China and South Korea is striving to urge export control in line with the UN resolution.

The SOC Building Strategy Planning of North Korea through Analysis of Domestic and Foreign Case (국내·외 사례분석을 통한 북한 SOC 구축 지원 전략)

  • The study proposed a strategy for supporting North Korea's SOC construction in the future by reviewing domestic and foreign cases. According to the literatureanalysis, we developed a candidate list of technology for SOC of North Korea in terms of Construction Management / economy sectors. The category is North Korea SOC construction support, and the sub-category is North Korea SOC construction support program. The implementation procedures included the following six steps: Preparation, Support for Establishing Construction Industry Base, Support for Establishing Business Management Base, Support for HR Management Base, Business Model Establishment/Expansion, and Monitoring of Management Result. Lastly, we developed twenty-five candidates of detailed technology. In the future, it is necessary to decide a methodology for project implementation by each scenario after selecting a study area, and to develop a more specified scenario.

A Study of Establishing the Plan of Lodging for the Workers of Gaesung Industrial Complex (개성공단 근로자 기숙사 건립 계획 연구)

  • Now that it is the current situation that the smooth supply and demand are necessary for 2nd phase of beginning construction and stable development of Gaesung Industrial Complex, this study was willing to offer the planning criteria and model to establish the lodging for the workers in Gaesung Industrial Complex based on the agreement that both South and North Korea agreed in 2007. Regarding the plan, its standard and the alternative were reviewed considering welfare of workers, economic efficiency, technical validity, possibility of agreement and long-term development. The exclusive area per capita was calculated through Labor Standards Act of Korea and status survey of lodging for the workers provided to border line area between China and North Korea and the economic alternative based on one room for 6 persons with the public restroom was compared with that of development type based on one room for 4 persons with indoor restroom. Especially regarding the proposed site, the area with the optimized position was set by considering gradient, accessibility and convenience of development out of the area of Dongchang-ri where was agreed already and the priority of the proposed site that can keep the existing building site and provide was offered. The necessary period for whole construction was set as approximately 36 months. Regarding construction method, RC Rahmen method was selected as the optimized alternative considering the workmanship of manpower of North Korea and conditions of supply and demand of materials and cluster-type vehicle allocation plan based on 4~6 units considering the efficiency of supplying service facilities and convenient facilities along the simultaneous accommodation of 15,000 people was offered. It was analyzed that total business expenses of approximately 80~100 billion Korean Won would required though there were the difference for each alternative in the charged rental way that the development business owner develops by lending the inter-Korea Cooperation Fund and withdraws the rent by the benefit principle. The possibility of withdrawing the rent was analyzed assuming that the period of withdrawing the investment is 30 years. Especially for the operation management after moving, the establishment of the committee of operating the lodging for the workers of Gaesung Industrial Complex (tentative name) was offered with the dualized governance that the constructor takes charge of operational management, collecting fees and management of infrastructure and human resource management is delegated to North Korea.

Analysis of Recent Research Trend in the Mining Industry and Rock Engineering in North Korea (북한의 광업 및 암반공학 분야 최신 연구동향 분석)

  • Recent research trend of North Korean mining and rock engineering in the past 10 years was analyzed by a literature review of mining and rock engineering papers published in North Korean major mining journals, 'mining engineering', 'geological and geographical science' and 'technology innovation' published in 2008-2017. Basic database was established by organizing bibliographic information and abstract data of research papers in each journal. For each journal, paper submission trend classified by research field was analyzed using the basic database. And further study was conducted to the papers which showed distinguishing methodology and result, to analyze the trend of North Korean mining and rock engineering. The literature study showed a recent trend of quantification and automation in mining and rock engineering researches in North Korea, which seems due to recent changes in North Korea's science and technology policy and deterioration of the mining conditions. The results of this study can be applied in the feasibility studies of North Korea's mineral resource development projects. Future inter-Korean technical cooperation and site survey on North Korean field can secure complement the reliability of this study.

South Korean Demand for Tourism in North Korea and the Impact of their Expenses on the North Korean Regional Economy (한국인의 북한 관광의사와 북한 지역경제 효과)

  • This study analyses how much Korean visits to North Korea have an impact on the North Korean regional economy. It estimates the demand for North Korean tourism via the borders of North Korea, China, and Russia and South Korean expenses to be spent in North Korea. When asked if they are willing to visit North Korea within the next five years in case the pre-conditions of the visit to North Korea are satisfied, approximately 64.1% of the survey respondents indicated 'yes'. To estimate the demand, this research employed the analysis of purchase intention, popular in marketing, based on their willingness to visit. The annual demand for tourism was 4,136,361 persons. The average estimated expense per person is KRW 1,532,000 and the total annual expense is KRW 6,336.9 billion. Assuming that airfare is excluded from the total expense and the expense is made evenly in each tourist destination, the estimated amount to be spent in North Korea is KRW 2,838.7 billion per annum. The backward linkage effect of this expense on the North Korean regional economy is KRW 7,972.1 billion in total production inducement, KRW 2,619.4 billion in value-added inducement, and approximately 2,890,443 persons in employment inducement. The value-added inducement effect is estimated to be approximately 7.6% of the North Korean nominal GDP in 2020. South Korean tourism is expected to have a significant impact on the North Korean economy. As the demand for North Korean tourism is likely to increase steadily due to the expected increase in overseas travel demand by Koreans, inter-Korean cooperation is needed for the development of North Korean tourism infrastructure if conditions improve.

  • 통합물관리는 2000년 이전부터 필요성이 논의되다가 2019년 물관리기본법이 제정·시행되면서 수량, 수질, 수생태, 방재 등 분야의 물관리 통합이 단계적으로 추진되고 있다. 수자원장기종합계획, 물환경관리 기본계획, 국가물관리기본계획, 4대강별 유역물관리종합계획 등이 수립되거나 수립중에 있다. 2021년 6월에 수립된 국가물관리기본계획에서는 통합물관리 정량지표들을 물환경, 물이용, 물안전, 물산업, 거버넌스의 5개 분야로 구분하여 제시하였고, 4대강 유역물관리종합계획(안)에서는 국가기본계획의 지표들을 근간으로 유역별 특성을 고려한 정량지표를 설정하고 있다. 수자원장기종합계획부터 유역물관리종합계획까지 통합물관리 정량지표들의 변천 내용과 현황을 검토하였다. 수자원장기종합계획(2016~2020)의 전략과 목표는 "①맑은 물 공급: 급수보급율, 관망 복선화율, 댐 부족량 공급기준, 비상급수 피해인구, 스마트시티 음용률, 누수율 저감, 물 기본법 제정, ②홍수안전 기반구축: 하천기본계획, 하천정비, 수해금액, 도시하천 종합치수대책 수립, 국가하천 홍수예보 지점, 홍수예보시간 단축지점 비율, ③친수환경 조성: 하천유지유량, 하천 이용객, 어류종 및 철새종 증가, ④수자원산업 및 기술개발: 일자리, 수자원산업 육성제도, 해외수주액, 외국 MOU, 국제회의, 남북공유하천 협의"이었다. 물환경관리 기본계획(2016~2025)의 전략과 목표는 "①물순환 체계: 불투수면적률 25% 초과지역, ②깨끗한 물 확보: 상수원 수질달성, ③생태계 서비스 증진: 수생태계 건강성 달성, ④물환경 기반 조성: 산업폐수 유해물질 배출저감, 상수원 4대강 보의 총인 농도와 남조류 세포수, ⑤경제·문화적 가치 창출: 국민체감 만족도"이었다. 국가물관리기본계획에서는 "①물환경: 하천·호소 목표수질 달성률, 수생태계 건강성 B등급 이상 비율, ②물이용: 수돗물 만족률-직·간접 음용률, 노후 상수관로-하수관로 개량, ③물안전: 가뭄피해 인구, 홍수피해 인구-피해액, 댐안전성 강화율, ④물산업: 물관리 R&D 예산, 수량·수질·수생태 통합측정 중권역 비율, 물산업 매출액의 수출액 비중, 한국 주도 국제협력 의제, ⑤거버넌스: 미정"을 계획지표로 하였다. 유역종합계획에서는 4대강별로 거버넌스를 포함하여, "①물환경: 국가계획지표, 주요 상수원 수질, ②물이용: 노후 상하수관로 개량, 지방상수도 유수율, ③물안전: 한해 인구, 수해 인구-피해액, 하천정비율, ④물산업: 물산업 일자리 창출, ⑤거버넌스: 물포럼, 시민참여활동"을 정량지표로 고려하고 있다.

The Relationship between Lifestyle and Life Satisfaction of Single-Person Youth Households: Focusing on the Mediating Effect of Interpersonal Relationship and the Moderating Effect of Parents' Socioeconomic Status (청년 1인 가구의 라이프 스타일과 삶의 만족도와의 관계: 대인관계의 매개효과와 부모의 사회·경제적 지위의 조절효과를 중심으로)

  • This study is a research study aimed at finding out the relationship between lifestyle and life satisfaction of single youth households and the relationship between the mediating role of interpersonal relationships and the effect of parents' social and economic status regulation in the relationship between lifestyle and life satisfaction. To this end, this study conducted a self-written survey of single-person youth households across the country through an online survey institution, regardless of gender, and used a total of 501 copies out of 520 subjects for final results analysis. The data were analyzed using the SPSS 25.0 and AMOS 25.0 programs, and the applied statistical techniques included correlation analysis, confirmatory factor analysis, structural equation model analysis, multi-group analysis, and bootstrap. As a result of the study, there was a significant positive (+) correlation between lifestyle, life satisfaction, and interpersonal relationships of single youth households, and interpersonal relationships were found to have a mediating effect in the relationship between lifestyle and life satisfaction. It was found to have a significant positive (+) effect on income and income satisfaction, but the moderating effect of education, economic activity, housing ownership type, and class consciousness was not significant. Based on the results of these studies, it was intended to provide basic data for developing various community programs and institutional arrangements for single youth households.
