A Study on the Revision of Regulations to Reinforce Security for National Assembly (국회보안강화를 위한 법규개정방안에 관한 연구)

  • This study is to propose the improvement of security related regulations to reinforce security activity and actualize constitutionalism in the National Assembly. For the purpose, some improvements could be considered as followings; First, legislating of regulations including some articles on the scope of security activity such as order preservation at assembly hall, facility security, security agents' right and protection of personal is necessary. Second, changing the organization and command system of security management is necessary for the unification of security activity and efficiency of the job. Also clear definition of terminology on the security job is need. For the shake of above object, one officer in charge of situation management and three section such as the personal protection section, facility security section and order preservation section could be substructured under security department. Third, elimination of unnecessary article on the arrest of red handed criminal in the assembly hall and on the physical checkup of audience by security agent is need. Also legislating of regulations on the hoarding of person who could disorder is necessary. Forth, legislating of regulations on the cooperation with government branch, judicial police power, carry and use of weapon and uniform and equipment to reinforce practical efficiency of security activity. For the proper legislating of the regulations, comparition with other public organizations such as presidential security Service, police, private security could be considered.

Physiological and Biochemical Responses to Ozone Toxicity in Five Species of genus Quercus Seedlings (참나무속 5종의 오존 독성에 대한 생리생화학적 반응)

  • Physiological and biochemical changes of five species of genus Quercus exposed to ozone fumigation were investigated to assess their tolerance against ozone toxicity. At the end of 150 ppb ozone fumigation, chlorophyll contents, photosynthetic characteristics, malondialdehyde(MDA) and antioxidative enzyme activities were measured in the leaves of five Quercus species(Quercus acutissima, Q. aliena, Q. palustris, Q. serrata, and Q. variabilis). Chlorophyll and carotenoid contents, net photosynthesis and carboxylation efficiency decreased after ozone treatment, indicating that $O_3$-exposed plants underwent physiological inhibition. The reduction rate of total chlorophyll contents and carboxylation efficiency were respectively 15% and 34% for Q. aliena and 38% and 62% for Q. variabilis. The amount of MDA increased with the highest increase rate of 140% in Q. acutissima which also showed the highest increase rate(60%) of superoxide dismutase(SOD). Ascorbate peroxidase(APX) activity increased in Q. variabilis, Q. serrata and Q. acutissima by ozone treatment. Based on our results, ozone tolerance of the five Quercus species was ranked as Q. aliena>Q. palustris>Q. serrata>Q. variabilis>Q. acutissima. We concluded that chlorophyll contents, photosynthesis, MDA content and antioxidative enzymes were the important physiological markers for tolerance against ozone stress, which were closely related with one another.

  • According to dictionary, the meaning of protection is "guard and protect" that means protecting the Protectee's safety in case of sudden attack or various accident and Security means all protecting activity including Protectee and place where he is in or will be as comprehensively meaning of safe. As you see in the definition, Protection and security is the act to protect or will to protect from a security-threat act. A security-threat act can be discussed in the range of the concept of a criminal act in Criminal Law. A security-threat act is based on criminal act in Criminal Law, we are going to review such a security-threat act in a point of view in a sphere of learning in today's remarkable a brain-neuro science and cognitive science based on cognitive psychology, and to use an analysis on such a security-threat act to make a foundation for a establishment of the scientific preventive social security countermeasure. To do so, First of all we are going to review a security-threat act based on criminal act in Criminal Law in a point of protection police logic view. Next, we are going to introduce how cognitive science understand about act of man before we analyse a threat act as one of an act of man in cognitive science point of view. Finally, we are going to discuss the need of cognitive scientific analyse in order to establish the Scientific Preventive Social-security Countermeasure at the same time we are going to analyse a threat act in a cognitive scientific view.

The Effect of Silica binder content ans Sintering condition on the Strength of Zircon-based Shell Mold (실리카 바인더 함량과 소결조건이 지르콘계 주형의 강도에 미치는 영향)

  • The effect of silica binder content on the mechanical properties of zircon shell mold was investigated. Content of binder silica sol to refractory powder in weight[$R_W$] was adjusted from 0.18 to 0.43. Sintering of the shell mold was carried out in the temperature range of $871^{\circ}C$ to $1400^{\circ}C$. Green strength of the shell mold at room temperature increased with increasing $R_W$ and sintering temperature up to $1300^{\circ}C$. However, the mold with $R_W$ of 0.43 that sintered at $1400^{\circ}C$ for 3 hours showed relatively low strength and large level of porosity. The mechanical behavior of the shells is supposed to attributed to the difference in thermal expansion coefficient between refractory powder and binder silica. The optimum value of $R_W$ for zircon-based shell molds was found to be 0.33.

Effects of High Temperature Deformation and Thermal Exposure on Carbide Reaction Cast Alloy 738LC (고원변형과 열간노출에 따른 주조용 합금 738LC의 탄화물 분해거동 고찰)

  • Fracture mode and carbide reactions of cast alloy 738LC during thermal exposure and creep at 816$^{\circ}C$/440MPa and 982$^{\circ}C$/152MPa were investigated. Crystallographic transgranular failure was observed in the specimen crept at 816$^{\circ}C$ due to shearing on the slip plane. Because selective oxidation at the grainboundaries which was exposed at the surface leads reduction in surface energy, however, early initiation of crack at the grainboundaries and intergranular failure were observed in the specimen crept at 982$^{\circ}C$/152MPa. As a result of decomposition of MC carbide at the tested temperatures, M(sub)23C(sub)6 carbide precipitated either on the grainboundaries or on the deformation band. The applied stress enhanced decomposition of MC. $\sigma$phase nucleated from Cr(sub)23C(sub)6 then grew to the ${\gamma}$+${\gamma}$\\` matrix. Precipitation of $\sigma$was accelerated by increasing temperature and applied stress.

Suitability of Physiological Indicators of Ozone Tolerance among 8 families of Sophora japonica (회화나무 8 가계간 오존 내성 차이에 대한 생리적 지표의 적합성)

  • This study was conducted to investigate ozone sensitivity of physiological indicators and the difference in ozone tolerance of 8 families of Sophora japonica seedlings on the basis of the standardized physiological indicators. After ozone treatment, photosynthetic parameters, photosynthetic pigments and malondialdehyde (MDA) content, and antioxidative enzyme activities were analyzed from the leaves of S. japonica seedlings. Ozone tolerance indices among 8 families were calculated with the standardized physiological parameters. In addition, the reduction of carboxylation efficiency and apparent quantum yield were observed in the leaves of seven families, except for family No. 6 and 7, respectively. The apparent quantum yield varied from -27% to -61% of the control seedlings. Photosynthetic pigment content differed significantly among 8 families, but was not affected significantly by ozone treatment. Superoxide dismutase (SOD) activity increased from 7% to 64% after ozone exposure, and significant difference existed among 8 families. Ascorbate-peroxidase (APX) activity of 8 families increased by ozone treatment, and the activity of family No. 7 showed the highest increase (218%) in comparison to their respective control plants. On the basis of the standardized indices, family No. 6 showed the lowest tolerance by indicating higher reduction of both photosynthetic parameters and pigment content and lower increase of antioxidative enzyme activities. On the contrary, family No. 7 showed the highest tolerance as indicated by lower reduction of photosynthetic parameters, higher amounts of photosynthetic pigments, and higher enzyme activity.

Design and Implementation of collaborative system for mobile devices (모바일 기기를 위한 협동작업 시스템의 구현)

  • In this paper, we introduce our experience of the design and implementation of mobile collaboration system(MCS) that support people using mobile devices to participate in cooperative session. There are considerable differences between desktop PC and mobile devices like PDA in processing ability, resolution of display and color degree. In the case of mobile devices, they use different processors and different operating system and they have even differences in ability of executing application. The mobile collaborative system based on T.120 protocol of ITU-T standard compromised of mobile collaboration server, mobile collaboration client, session node and application. We also define the session node in desktop PC in which session control block and communication block runs. This node provide functions of session control block and communication block to mobile collaboration clients and so lighten load of clients. The mobile collaboration server provides information of candidates for session node, session and user to mobile collaboration client. And this server support clients to configure their own session node and manage sessions. Only the mobile collaboration client module and applications including APE are executed in a mobile device when user using mobile devices would like to participate in cooperative session. We implemented mobile collaboration client and applications with JAVA to support platform independency.

The Variation of Cone, Seed and Germination Characteristics of Picea jezoensis (Siebold & Zuccarini) Carriere Populations in Korea (한국산(韓國産) 가문비나무 자생집단(自生集團)의 구과(毬果), 종자(種子) 및 발아특성(發芽特性) 변이(變異))

  • This study was conducted to investigate the variation of cone, seed and germination characteristics among populations and among individuals within populations of Picea jezoensis(Siebold & Zuccarini) Carriere distributed in Korea. Cone collected from 25 trees in two natural populations(Mt. Jiri and Mt. Dokyu) and their thirteen cone and seed characteristics as well as three germination behaviors were analyzed. Statistical analysis showed significant differences among populations and among individuals within populations in 9 traits except for seed breadth, seed weight, index of seed wing and mean germination time. Generally, morphological variation of cone and seed wings from Mt. Jiri population has smaller and longer than those of Mt. Dokyu population. Percentage of sound seeds and Tetrazolium test from Mt. Jiri population showed 1.79 and 1.87 higher values than Mt. Dokyu population, respectively. The maximum germination percentage was obtained at the optimum temperature of $20^{\circ}C$ and in this case, mean germination time and germination rate showed 7.5 days and 2.9 ea./day, respectively. In seed germination behaviors, percentage(40.7%) and rate(0.90 ea./day) of germination in Mt. Jiri population were more higher and faster than those of Mt. Dokyu population(17.7%, 0.37 ea./day). According to correlation analysis, P. jezoensis populations with small restricted distribution may have been reduced because seed qualities were correlated with increased levels of inbreeding and disproportion flowering.

Side-Effects of SCB Liquid Fertilizer on Seed Germination and Physiological Activity of Pinus densiflora and Maackia amurensis Seedling (소나무와 다릅나무의 종자 발아와 유묘의 생리적 활성에 대한 SCB 액비 효과)

  • This study was carried out to investigate the effects of SCB (Slurry Composting & Biofiltration) liquid fertilizer on seed germination properties and physiological activities of P. densiflora and M. amurensis seedling on the sand and tailing soil. Seed germination of two, tree species on the sand and tailing soil was delayed and inhibited under SCB treatment. Seedling growth of two species was also reduced by SCB application, and the growth reduction was associated with its concentration. Chlorophyll content decreased in the leaves of SCB-treated P. densiflora but increased in the leaves of SCB-treated M. amurensis when compared to control seedlings irrigated with tap water. On the other hand, Malondialdehyde (MDA) content, an indicator of lipid peroxidation, decreased in the leaves of SCB-treated P. densiflora, whereas it increased in the leaves of SCB-treated M. amurensis. Antioxidative enzyme activities in the leaves of P. densiflora increased on sand soil treated with 1/6 diluted SCB solution and on tailing soil treated with 1/3 diluted one, whereas those of M. amurensis seedlings increased only on tailing soil applied with the normal SCB solution and the 1/3 diluted SCB solution, respectively. These results were considered as side-effects of SCB liquid fertilizer which might accumulate salt through the physical changes in the soil.c

Investigation of the pitting corrosion behavior between the constituent phases in F53 super duplex stainless steel in acidified chloride environments (산성 염화물 환경에서 F53 슈퍼 듀플렉스 스테인리스강의 2 상간의 공식 거동 연구)

  • The pitting corrosion behaviors between the constituent phases in F53 super duplex stainless steel (SDSS) in acidified chloride environments were investigated using a critical pitting corrosion temperature test, a potentiodynamic anodic polarization test, and the microstructure analyses through a SEM-EDS and a SAM. As the solution annealing temperature decreased from $1150^{\circ}C$ to $1050^{\circ}C$, the ${\gamma}$-phase fraction increased whereas the ${\alpha}$-phase fraction decreased. The pitting potential and the critical pitting temperature increased with a decrease of solution annealing temperature, thereby increasing the resistance to pitting corrosion. The pitting corrosion of the SDSS was selectively initiated at the ${\alpha}$-phases because the PREN (pitting resistance equivalent number, PREN = %Cr+3.3%Mo+30%N) value of the ${\gamma}$-phase is much larger than that of the ${\alpha}$-phase, irrespective of the solution annealing temperature. The pitting corrosion was finally propagated from the ${\alpha}$-phase to the ${\gamma}$-phase. The decrease of solution annealing temperature enhanced the resistance to pitting corrosion greatly in acidified chloride environments due to a decrease of PREN difference between the ${\gamma}$-phase and the ${\alpha}$-phase, that is, a decrease of $PREN{\gamma}$ by dilution of N in ${\gamma}$-phase with an increase in the ${\gamma}$-phase volume fraction and an increase of $PREN{\alpha}$ by enrichment of Cr and Mo in the ${\alpha}$-phase with a decrease in the ${\alpha}$-phase volume fraction.
