Blue Carbon Resources in the East Sea of Korea and Their Values and Potential Applications (동해안 블루카본 자원의 가치와 활용방안)

  • Korea, as the world's 7th largest emitter of greenhouse gases, has raised the national greenhouse gas reduction target as international regulations have been strengthened. As it is possible to utilize coastal and marine ecosystems as important nature-based solutions (NbS) for implementing climate change mitigation or adaptation plans, the blue carbon ecosystem is now receiving attention. Blue carbon refers to carbon that is deposited and stored for a long period after carbon dioxide (CO2) is absorbed as biomass by coastal ecosystems or oceanic ecosystems through photosynthesis. Currently, there are only three blue carbon ecosystems officially recognized by the Intergovernmental Panel on Climate Change (IPCC): mangroves, salt marshes, and seagrasses. However, the results of new research on the high CO2 sequestration and storage capacity of various new blue carbon sinks, such as seaweeds, microalgae, coral reefs, and non-vegetated tidal flats, have been continuously reported to the academic community recently. The possibility of IPCC international accreditation is gradually increasing through scientific verification related to calculations. In this review, the current status and potential value of seaweeds, seagrass fields, and non-vegetated tidal flats, which are sources of blue carbon on the east coast, are discussed. This paper confirms that seaweed resources are the most effective NbS in the East Sea of Korea. In addition, we would like to suggest the direction of research and development (R&D) and utilization so that new blue carbon sinks can obtain international IPCC certification in the near future.

A Study on the Analysis and Methods to Improve the Management System for Building Energy Database (국가 건물에너지통합관리시스템의 데이터 품질 분석 및 개선방안 연구)

  • Damage occur frequently around the world on climate change and the main cause of greenhouse gas emissions regulation is growing. To this end, the government has built integrated management system for national building energy. The building energy information is total 6.8 million complex. Integrated management system for national building energy database are matched building registers information and energy information of the supply agencies. However, the matching process has its limitations so advanced work is in progress continuously. This study analyzed integrated management system for national building energy database quality and limitations and deduce improvement plan to increase system reliability and availability. The existing database matching average rate is 85.6%. 58.2% of the total non-matching data type has no building information. To ensure the ease of new database matching and the accuracy of the existing database matching, address standarization and building properties system are needed between building information and energy information. Also, The system construction is required to include information on other energy sources like petroleum energy which has high proportion of non-urban areas and small residential areas and renewable energy which has high potential in development and utilization.

  • To meet $CO_2$ emission regulation, this study describes the present state of $CO_2$ reduction technology and the effect of the regulation on power industry. In Japan, R&D investment is actively continuing through a long-term R&D project, along with trying to meet the reduction demand by the ways of energy saving and abroad business. EU has made a lot of investments in increasing the efficiency of power generation and developing alternative energy sources. The US is making provision of the portion of reduction by using energy saving program and emission trading, and the current DOE-driven program is addressing the development of cost-effective power systems. In the country, the research to reduce $CO_2$ emission has been mainly driven by the government and research institute supported by the government. Meanwhile, if the reduction obligation imposed on Portugal which is the least strict condition will be enforced in Korea, it is likely that about 50 running power plants should be stopped or shut down after 2015, in spite of voluntary reduction efforts such as conversion to clean fuels, etc. according to the government's long-term electric power need and supply plan.

  • With the effectuation of Kyoto Protocol on the United Nations Framework Convention on the Climate Change, the emission reduction of greenhouse gases became an urgent issue and has been competitively secured among countries as the form of certificates through clean development mechanism (CDM) or joint implementation (JI). Nitrous oxide ($N_2O$) is one of the major greenhouse gases along with carbon dioxide ($CO_2$) and methane ($CH_4$) having warming potential 310 times that of carbon dioxide and chemically very stable in the atmosphere to give a life time of more than 120 years so that it reaches to the stratosphere to act as an ozone depleting substance. $N_2O$ hardly decomposes and thus, besides to the adoption of thermal decomposition at high temperature, selective catalytic reduction methods are usually used at temperatures over $400^{\circ}C$ in which the presence of NOx acts as a major impeding material in the decomposition process. In this article, the sources of various $N_2O$ generation, catalytic reduction processes and the status and trends of emission trade with CDM projects for greenhouse gas reduction are summarized and discussed on a condensed basis.

A Study on the Comparison for Energy Consumption Characteristics between G-SEED certified and non-certified Office Buildings in Korea (G-SEED 인증 건축물과 비인증 건축물의 에너지 소비량 특성에 관한 연구 : 업무시설을 대상으로)

  • Considerable efforts have been made to reduce greenhouse gas emission around the world to cope with climate change. The government is implementing G-SEED certification to promote energy efficient building design. This study aims to verify the effectiveness of the G-SEED certification system by analyzing the actual energy use of certified and non-certified office buildings. For this purpose, the energy consumption of 135 certified and 142 non-certified office buildings was analyzed according to the seasonal characteristics, building size and number of floors, approval year, and certification grade. The energy saving effects of certified buildings was about 50% higher than that of non-certified buildings. The seasonal energy consumption of buildings is closely related to the heating degree-days. The energy consumption of certified and non-certified buildings decreases with increasing approval year. On the other hand, the energy consumption according to building size and certification grade is not related. This study provides meaningful basic data of G-SEED certification system for future improvement. As the building energy performance standards are strengthened over the years, it is necessary to make the individual score of G-SEED certified projects open to the public to configure the factors of energy efficiency.

A suggestion on the incentive and penalty based on carbon tax scheme through EEOI results (EEOI 결과에 따른 탄소세 기반 격려금과 벌과금 부과 방안 제시)

  • Nowadays, considering global warming and enhanced prohibition to discharge pollutants at sea, all of existing operation-ships must lead to the reduction of fuel consumption. International standards of International Maritime Organization and EU rules governing harbor pollutants are being strengthened. Therefore, ship-owners and operators are seeking ways to reduce $CO_2$, SOx, and NOx emissions. Although world trade continues to expand, total fuel usage for sea transport tends to diminish. However, ICS(International Chamber of Shipping) has set a goal of reducing $CO_2$ emissions from shipping by 50% until 2050. In addition, with respect to the Paris Climate Change Accord in 2015, IMO proposes to set up a reduction target of GHG emission from existing operation-ships. For setting up a reduction target of GHG from international maritime transport, "A data collection system for fuel consumption" will be introduced in the near future. In order to effectively reduce the use of fuel in a ship in accordance with the trend of compulsory fuel saving from operation ships, this paper suggested adoption of an Incentive-Penalty scheme based on Emission-Trading-Scheme, Carbon Tax, and basic calculation formula after verifying the EEOI level for a year.

Exploring an Equitable Allocation Framework for Domestic GHG Emissions Reduction (온실가스 감축 할당의 형평성 분석)

  • It is important to consider an equitable allocation framework for domestic GHG emission reduction. First, the study established criteria and indicators for the National Allocation Plan (NAP) based on the principles of cost-efficiency and social-acceptance, and performed a case study of the sectoral effort sharing method, using the effort sharing index. The equity analysis of effort sharing based on sectoral preferences and inter-sectoral equity using a Lorenz Curve are performed. The equitable method is more likely to be suitable than the economic one which considers just reduction potential. Equitable effort sharing reflects a higher level of equity than economic effort sharing. At the same time, the equitable effort sharing method is essential for reflecting equity and establishing criteria for equity because evaluation with the equitable effort sharing method depends in particular on the weight of equity criteria. The result suggests the importance of consideration of equity and the establishment of equity criteria. In conclusion, it is critical to consider not only cost-efficiency but equity in policy decision making in terms of the sectoral effort sharing for national GHG reduction target.

A Study on Analyzing Precedents and Legal System of Landscape Tree Damage by Natural Disasters (자연재해로 인한 조경수목 피해 판례 및 제도분석 연구)

  • With the increase in occurrence frequency and severity of natural disasters due to climate changes arising from global warming, damage in the landscaping field is rising. This leads to legal disputes, and is increasing social and economic damage, too. Especially even though landscape trees which are highly affected by external environments, suffer lots of damage from natural disasters, there is no specific scope of disaster criteria and thus it brings plenty of problems of damage restoration and compensation. Therefore, this study aims to suggest that gives ways to improve related criteria for damage of landscape trees from natural disasters. For this objective, this study analyzed damage cases of landscape trees and precedents, and compared Korean and Japanese legal systems and criteria regarding natural disasters with each other. The analysis result showed that opinions of experts have a great deal of influence on judgment results, since there is no definite legal basis on damage from natural disasters in the landscaping field. This implies the need for a professional and objective appraisal process. According to the comparative analysis of Korean and Japanese legal systems and criteria regarding natural disasters, Korea lacked in laws and criteria on natural disasters of landscape plants in Korea, whereas there were concrete disaster assessment standards of landscape trees in Japan. For improving natural disaster-related systems and criteria in the landscaping field, therefore, this study presented 'Revision of related laws', 'Revision of appraisal and loss assessment criteria', 'Revision of standard specification of landscaping project', 'Compulsory insuring against disasters', 'Reasonable fulfillment of contract', and 'Compulsory cost estimation for disaster restoration', as improvement plans.

A study on Estimation of CO2 Abatement Cost in Korean Offshore Fishery (우리나라 근해어업의 CO2 배출 저감비용함수 추정)

  • This study has attempted environmental economic analysis on the cost structure of offshore fisheries based on fishery management data published by the Fisheries Research Institute to examine the effect of the environmental policy on the fisheries for the effective implementation of the Paris Convention. Under the assumption that both fisheries and carbon dioxide are simultaneously produced, the cost structure of offshore fisheries were analyzed. Cost function in a translog form was estimated and SUR (Seemingly Unrelated Regression) model was used for the analysis. Here, $CO_2$ emission of offshore fishery was calculated by using National Federation of Fisheries Cooperatives' data on supply of tax exemption oil (2003~2016). The cost function estimation showed that there is a weak disposition between catches and $CO_2$ emissions during the sample period, and the marginal abatement cost (MAC) is estimated at 1,457 won per year. In addition, for the same period, when 1% of $CO_2$ per horsepower is to be reduced MAC increases by 2.2%, and when 1% of $CO_2$ per 1 ton of catch is to be reduced, MAC increases by 1.4%.

Accident Risk Consequences Analysis for Operating a Hydrogen Refueling Station in Urban Railway Site (도심 내 철도부지 수소충전소 운영을 위한 사고 위험 영향 분석)

  • In response to climate change, each country is proposing a goal to reduce greenhouse gases in its energy supply and demand plan, and the use of hydrogen gas is a topic that is always prioritized as an energy resource for implementation. A popular way to use this hydrogen gas is the use of hydrogen fuel cell vehicles, and expansion of hydrogen charging stations is essential for using these hydrogen fuel cell vehicles. However, there are several limitations to the expansion of hydrogen refueling stations, the most representative of which is resident acceptance. Most of the hydrogen charging stations currently built in Korea are located in the outskirts with low population density, so the inconvenience to hydrogen fuel cell vehicle users has not been resolved, and as a result, there has been no progress in the spread of hydrogen fuel cell vehicles. In this paper, we analyzed the consequences of accident damage to determine the risks of constructing a hydrogen charging station on a railroad site frequently used by citizens. The target hydrogen charging station site was a railroad depot in Busan, and there are trains, national highways, and commercial facilities around this site. Assuming the worst-case scenario, we would like to consider the safety of the hydrogen refueling station site by analyzing the area affected by the accident and its consequence.
