A Study on the Mission Engineering Applications for Improving the Defense Planning Management System -Focusing on the Requirement Planning and Acquisition - (국방기획관리체계 개선을 위한 임무공학 적용방안에 관한연구-소요기획과 획득체계를 중심으로-)

  • This study explores the application of Mission Engineering, a concept and methodology adopted by the U.S. Department of Defense, to the Republic of Korea's defense planning and management system in response to the rapidly changing security environment. Through literature review, analysis of prior research and case studies, and focus group interviews (FGI), key elements of Mission Engineering were derived. Based on these findings, improvements for the ROK military's requirements planning and rapid acquisition system were proposed. As a result, three critical elements for applying Mission Engineering were identified: operational concepts, required capabilities, and acquisition. Suggestions for improvement include transitioning to a mission-oriented requirements planning system, applying Mission Engineering methodology when formulating operational concepts, supporting decision-making to shorten acquisition timelines, allocating budgets for rapid acquisition, and strengthening the capabilities of requirement-setting units. This study confirms the necessity and applicability of Mission Engineering and is expected to serve as a foundation for the future development of the defense planning and management system.

  • 본고에서는 급격한 IT융합연구 추진에 앞서 융합연구의 특성에 맞는 기획 관리체계에 대해 논해보고자 한다. 바람직한 융합연구를 위해서 기획체계에서는 창의적인 아이디어의 창출, 철저한 선행기획 연구, 적절한 융합기술의 포트폴리오 구성, 융합과제 전문가 및 Team 구성 등을 중점적으로 고려해야 하고, 융합연구 관리에서는 주도적이고 창조적 리더쉽을 가진 '융합PM'의 선정에 초점을 맞추어야 한다. 성공적인 융합연구를 위해서는 보다 자율과 창의를 살려주는 관리방식, 국내 외를 가리지 않고 최고의 전문가를 활용하는 평가방식으로의 전환이 필요하다.

  • The systematic methodology for estimating construction cost approximately at planning and pre-design phase of a river facility construction project has not yet been established because of its unique characteristics including its relatively small project size in terms of cost. This research suggests a 4-level cost information structure and identifies critical factors affecting construction cost as a result of thorough analysis of accumulated historical cost data of river facility construction projects. Also, this research presents the framework of the approximate cost estimating methodology for river facility construction project a planning stage.

  • 무기체계의 획득정책은 국가안보, 경제 및 사회 각 분야에 미치는 영향이 지대하므로 세계각국의 정책 또한 다양하나, 자국의 이익(권익)보호 차원에서는 동일할수밖에 없기 때문에 국가별로 특성있는 제도적 장치를 마련해 운영하고 있다 우리나라도 무기체계 획득과 관련하여 기획.계획 및 예산집행 평가체계를 국방기획관리제도(국방부 훈령 제421호)에 의거 제도화 하고 있으며, 운용면에서는 다소견해의 차이가 있을 것으로 판단되나 어느 선진국 제도에 비교해도 뒤지지않을 것으로 사료된다

  • In order for the military organization to be reborn as a high-tech science and technology strong force, science and technology that can be applied to the military is identified at the rapid development of science and technology, This should be quickly applied to military organizations, which is a growing consensus that Defense R&D planning system centered on rioters is needed to quickly acquire advanced weapons systems. In this respect, in order to successfully achieve the current government's defense policy, the high-tech weapons system necessary for national defense is required quicklyIt is necessary to closely examine defense planning, systems, organizations, and functions to develop into a high-tech science and technology military to link from raising to acquiring, and to reorganize the power enhancement and operation system. Therefore, this study proposes a high-efficiency defense operation system that combines advanced science and technology by Korean military organizations through "Defense Innovation 4.0", and we hope that follow-up research will be conducted following this study.

In recent years, R&D related standardization is very important. Besides, R&D planning considering standardization becomes more important than ever before.   • Defense technology planning identifies medium-and long-term core technologies to accomplish future defense goals and suggests strategies for future R&D. In order to promote the export-oriented defense industry, planning paradigms should be shifted from technology-oriented planning that focuses on weapon systems to market- oriented R&D planning. This study aims to strategically support 'preliminary technology planning' the Defense Agency for Technology and Quality is pushing ahead with. Through market-orientation analysis models of weapon systems based on defense R&D planning, data research on previous market-oriented research, and the analyses and examples of global defence markets, it evaluates market attractiveness to UAVs and drew methods for exploring markets and enhancing competitiveness of military equipment. The market-oriented analysis model of weapon systems is considered to be a helpful reference as a relevant factor for decision making on establishing and verifying requirement planning. In particular, if a market-oriented defense R&D planning process is established institutionally, it will enable us to make export strategies tailored to different equipment from the planning phase and to support marketing strategically.

  • 스포츠에 과학기술 적용이 확산되고 경기력 향상과 경쟁력 확보를 위한 기술개발사업이 추진되고 있으나, 우리나라의 스포츠산업 기술혁신체계는 단계별 연계성 부족, 전담기관 부재 등 취약한 실정이다. 본 연구는 사전 기술기획으로 스포츠산업 기술정책비전, 메가트렌드 및 기술수준격차 분석 등을 수행하는 기술기회탐색과정을 추가하고 기술기획, 선정평가, 수행관리, 결과평가, 활용관리에 이르는 전주기 개념의 기술혁신체계 구축 방안을 제시하고 있다.
