Overview and Issues of Disaster Management Training and Exercise Program for Local Government Officials (지방자치단체의 재난관리 담당 공무원 대상 교육훈련 현황 및 문제점)

  • This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

The Development of a Safety Environment Survey Framework Considering Regional Characteristics (지역 특성을 고려한 안전환경 조사 프레임워크 개발)

  • As safety Issue becomes one of the hot topics, practical researches and feasible policies are in needs not only for central government but also local officers. The previous studies focused on organizational or institutional approaches and on functional efficiencies, especially how to integrate disaster data at every stage of disaster from preparedness to recovery. Physical and social environments differ from among others, top-down disaster management plan cannot work, and therefore more practical statistics and survey is required to prepare the safety management plan for local government. We aim to suggest a safety environment survey framework and to apply it to two guns (Muan and Goheung). We considered main factors of the framework based on legal requirement for safety index and four stages of disaster progress. Two guns are located in remote area and have a population who are weak to disaster. Action items were drawn from the survey and analysis from the framework respectively. We expect this framework to be expanded to include more urbanized and complex areas.

  • Local governments are required to take measures to prevent occupational accidents under Articles 4(2) and 4(3) of the Occupational Safety and Health Act, and this study suggested the necessity of establishing an IT-based integrated safety and health information sharing system for serious accident reduction and safety and health management through the case of Incheon Metropolitan City. Recently, as local governments have established labor and health ordinances and basic plans, the need for an independent integrated safety and health management system based on local industrial characteristics has increased. It is necessary to establish a cooperation and support system with basic local governments and hub institutions, share integrated safety and health information with related institutions and organizations, and play a pivotal role in regional safety and health management by managing occupational accident statistics and implementing basic policies. The system through local governments' safety and health management will reduce serious accidents in the region, and the comprehensive safety and health management system for small businesses and projects ordered by local governments will strengthen the operability of the site, which will be effective in preventing critical accidents and industrial accidents.

  • 인류가 살아온 역사는 재난을 극복하기 위한 과정의 연속이였다. 효율적인 재난 대응을 하기 위해서는 중앙정부 뿐만 아니라 지방자치단체도 통합관리체제로 재편되어야 할 것이다. 기초자치단체의 재난관리체계가 상당히 미흡한 상태이기에 광역지방자치단체와 긴밀한 상호공조체제 유지로 역할 분담을 명확히 하여 신속하고 체계적인 대응체계를 구축하고, 재난관리 전문인력을 집중 육성 및 구난장비의 확충과 더불어, 국민들의 안전의식 수준을 향상시키고 위기 상황발생시 극복할 수 있는 가상체험 훈련 등을 통하여 유사시에 대비할 수 있도록 한다. 또한 재난관리 정보시스템을 설계하고, 재난관리 대응매뉴얼을 활용하여 재난시 국민들이 슬기롭게 대처하여 재난피해를 최소화 하는 방안을 강구하여야 한다.

The Study About the Installation of Fire-fighting Office by the Local Government (기초지방자치단체의 소방기관설치에 관한 연구)

  • In the Local Autonomy Law, we regard the fire-fighting service as inherent service for the local government. However, if we look into the course of the charge of fire-fighting service, after the transfer of this from the police service, or the state, to the local service in 1991, this is now taking a firm hold as service of the local government. what we call the local services includes the business about the welfare of the residents and that of taking in charge of the resident properties, proclaimed in the Constitution. That is to say, the basic purpose of the local autonomy is to make the residents feel the most convenient and safe, and this is the mission of the present-day local autonomy. Looking from this point of view, if we consider that the ultimate purpose of fire-fighting is promoting the welfare of the residents by preventing and putting out fires and, in the time of emergency, carrying out rescue and relief operations, and furthermore, maintaining the safety and order of a society, until present time the benefits of fire-fighting business were mainly available to the residents of the cities. In order to break from these thoughts, according to the result of comparing and analyzing the metropolitan city, surrounding rural areas, middle and small cities and typical rural areas, the rural areas are urgently demanding fire-fighting service, so it is being proved that it is necessary to install the offices in these areas. Therefore, the installation of the fire-fighting offices in the counties that are the basic units of the primary local autonomy and are rural areas should be expanded as part of the welfare administration.

A Basic Study for Securing the Business Continuity of Local Governments in the Event of Earthquake and Tsunami (지진 및 지진해일 발생 시 지방자치단체의 업무연속성 확보를 위한 기초 연구)

  • In this study, the theoretical review was carried out on the concepts regarding the continuity of operation plan and business continuity management plan, international standard ISO22301 and common required functions for disaster response, and the business continuity guideline of local governments in Japan and establishment cases were analyzed to draw matters to be reflected for establishing the business continuity plan of local governments according to the occurrence of earthquake and tsunami. In conclusion, the standard guideline of central government should be prepared for establishing the business continuity plan of local governments and the foundation to establish the plan smoothly based on such guideline should be provided. Also, the business continuity plan should be prepared based on the previous established safety management plans by reflecting the regional characteristics of local governments. And, in order to establish the business continuity plan that fits the region, proper investigations can be carried out to examine the characteristics of each organizations, resources, facilities and environments. Lastly, detailed scenario on the scale of earthquake and tsunami occurrence and damages is prepared to establish the business continuity plan of local governments and conditions for prompt countermeasures according to the scale.

  • Purpose: The purpose of the Improvement method of Local Safety Level Index in guideline of disaster safety master plan. Method: This research will establish disaster safety management system strategy through consistency analysis of law, safety innovation master plan and international safety cities index regarding disaster safety and proposes guideline of disaster safety master plan which includes that includes regional characteristics and disaster management measures by sector. Result: Establish detailed policies applying the disaster safety master plan guideline to improve the local safety level index in 'G'-basic local government. Conclusion: In this study, basic local government will Strengthen the disaster response capacity by improving the local safety level index.

  • This study proposes a new model of tourism destination management based on the tourism management program using information and communication technology provided by LBS. The personalized tourist information service can enhance the satisfaction of tourists. Sustainability can be expanded through management based on the capacity of the tourism destination. Increased satisfaction leads to more diverse tourism activities. Various tourism activities increase the consumption expenditure, which satisfies the local tourism destination management purpose. The tourism destination management plan of the central and local governments is a comprehensive system in which detailed policy support plans are formulated from the perspective of the three requirements for sustainability-economic, socio-cultural, and environmental-and concerned parties are connected and resources are supported through detailed processes in which the sources of disparities in accessibility are identified and the roles are delegated at the national, community, and regional levels.

  • 현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

Education Need of the Visit ing Health Service Workers in Gwangju and Jeollanam-do Public Health Facilities (일부 공공보건기관 방문보건요원의 교육요구도 조사)

  • This study was aimed to provide the basic data for the development of effective educational program by reflecting the opinions of the visiting health service workers. The subjects were 144 visiting health service workers in Gwangju and Jeollanam-do area who responded the mail questionnaire. The data were collected from June to July, 2001 using questionnaire composed of the education need, knowledge by subjective appraisal, and experience of education. The major findings of this study were as follows: 1. The number of respondents who received at least one education within recent three years were 43(29.9%) at the central level, 57(39.6%) at the provincial level and 53(36.8%) at the district level. The satisfaction with education was higher at the central level than at the provincial and district level. 2. Knowledges by subjective appraisal on the 'chronic degenerative diseases management' and 'health promotion' was relatively high. while that of 'rehabilitation' was low. 3. The knowledge by subjective appraisal of visiting health service was related with experience of education and license status. The knowledge was higher in registered nurses than in nurse aids. The curricula related to increased level of knowledge of visting health service workers were 'elderly health care', 'rehabilitation' and 'psychiatric-mental health nursing' educations at the central level 'continuing education for the community health practioners' and 'psychiatric-mental health education' at the provincial level and 'elderly health care', 'rehabilitation' 'psychiatric-mental health' and 'acute diseases control' educations at the district level. 4. The respondents preferred elderly health management as the contents of education, officer group education as the method of education, province(30.4%) as the main body of education, exercise and practice as the form of education, 2-3 times per year as the frequency of education, and 3-5days as the period of education. The findings of this study could suggest that future education program should be planned to increae the knowledge level of visiting health service workers by reflecting their educational need.
