  • As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.

Information and communication technology (ICT) became important much more with the emergence of the 4th industrial revolution. Among them, the growth of ICT SMEs is the nation's future asset. Therefore, this study examines and verifies the main factors affecting the performance of ICT SMEs from the view of their R&D resources. On the basis of 1,999 SMEs dataset, empirical analysis was performed to investigate the influence of R&D resources on their corporate performance. Its results are as follows. First, based on theresource-based theory, ICT SMEs' R&D investment, R&D manpower, and government support policies were found to have a positive effect on securing a company's competitive advantage. Second, it was found that the level of product has a positive effect on the company's performance. Finally, it was found that M&A and technology acquisition method strategies differ according to the growth stage of the company. Therefore, in order to achieve technological innovation and corporate performance of ICT SMEs, the government support policy and investment into internal R&D personnel play as main factors. In addition, it was found that technology acquisition strategies differ depending on the growth stage of the company.

  • Recently, R&D policy has importantly emphasized the creation of economic values added through the research performance developed by public research institutes. However, the research performance hasn't been still used and diffused effectively in Korea (Republic of Korea). This empirical study analyzes the effects of performance management & application capabilities and activities on technology transfer from public research institutes in Korea. Our dataset consists of total 84 Korean universities and government-funded research institutes in 2011. Performance management & application capabilities include dedicated organization, researcher-to-professional ratio, technology transfer and commercialization budget, and performance management & application activities include regular conduct of 3P analysis, pre-adjustment, post-management. The results show that performance management & application capabilities (except researcher-to-professional ratio) and activities are positively related to technology transfer. The results of this study contribute to the establishment of R&D policy to promote management & application of the research performance.

  • Presently in 2018, the security market is requiring progressive development and innovation in the area of security on account of new changes and technologies. This means the rapid and prompt development of the service platforms and service-based information systems. Here, this study is going to examine the process of operating a number of services and obtaining security, not the criteria for selecting particular service in online environment where the various services exist. Within a series of flows to protect the manager's authority about the platforms operated by information systems, and to provide and destroy services, this author limits the entire service platforms of the optimized balance module into four categories maximum for the security of the area apt for illegal invasion and access, and the proper area. Also, about the area with limited security, this researcher again applies subordinate security policy and technology respectively. This author here will suggest a method to provide and to extend safety and security for the information system and also propose the process of applying it as well.

  • Innovation of genomics technology has recently been extended to Direct To Consumer Genetic Test (DTC-GT) which consumers purchase without requesting the service on medical institutes. In 2016, Korea has introduced the DTC-GT but the market size is small comparing to global market. This study analyzes consumers' purchase intentions and purposes and their influential factors based on 2018 consumer survey. According to the results of binominal and multinominal logistic regression, knowledge after purchase, attitude on medical care benefit, health status are statistically significant on purchase intentions. Purchase purposes are different on age group and related on medical care rather than health care. These results imply that DTC-GT is needed to improve consumer satisfaction, re-purchase and effective care service. This paper is expected to contribute on strategic directions for the new DTC-GT product development.

  • From a phenomenological perspective on military human resources to carry out the government's "Defense Vision 2050" project, this study presents the direction of revision of the military pension along with the age and continuous retirement age system under Article 8 of the Military Personnel Act and the promotion criteria under Article 33 of the Enforcement Decree of the Military Act. The Military Personnel Act and the Enforcement Decree of the Military Personnel Act, which was created 60 years ago, are contrary to the equity of the current situation in 2022, and the conflicts continue to be drawn in terms of internal and external aspects of military human resources carrying out the "Defense Vision 2050" project, which is the keynote of the government's policy. In addition, this is linked to the national financial burden of military pension finances. Therefore, this study began with the need to revise the Military Personnel Act so that excellent human resources can continue to be introduced into a military system and perform stable duties through retirement age guarantee systems rather than class retirement.

  • The government mandates that national research facilities & equipments through R&D business budget should be registered on the National Science and Technology Information Service (NTIS) for the purpose of the efficient use of the research facilities & equipments. This study is to contribute to the national policies on the efficient management of the research facilities & equipments by recognition methodology with the university's members and analysis of the impact factors of the universities' registration process improvement through the Define level and Measure level of the Six Sigma DAMIC. The survey and interview were conducted on research directors, professors joining university administration, graduate students, researchers, and staffs of A University. The findings are the lack of understanding specific steps and life-cycle management of research facilities & equipments. It is necessary to collect suggestions from universities and pursue policies considered the unique characteristics of the university for advanced operating and maximizing use of university's national research facilities & equipments. Research facilities & equipments enrollment compliance rate and registration accuracy were selected as CTQ-Y through the Six Sigma. 72 potential cause variables were derived through Process Map and C & E Diagram. 13 variables were determined as core potential factors through the X-Y Matrix and Pareto Chart. Research institutions should maximize utilization of research facilities & equipments through deriving a potential variables of the process improvements and designing a detail improvements based on the characteristics of each institutions.
