Assessment Items for the Level of Service for Tunnel Facilities from an Asset Management Perspective (자산관리관점에서 터널시설물의 서비스 수준 평가항목에 관한 연구)

  • Korea was followed by a rapid increase in road construction investment in late 1980s with the help of strong economic conditions. As a result of such investment, it will be expected that there must be a rapid increase in demand for maintenance or rehabilitation of the facilities after 2010. We are developing asset management information systems for enhancing user's satisfaction and innovating the facility management techniques within a limited budget. We suggested the assessment items for the Level of Service for tunnel facility's operation and maintenance(O&M), in this study. We have surveyed for the importance of assessment items by considering both user's viewpoints and facility management agency's viewpoints. We came to realize the relative importance of the items based on this survey using the Analytic Hierarchy Process(AHP) method proposed by Satty. The relative importance of assessment items in terms of the user's viewpoint was identified in descending order such as safety, mobility, accessibility, convenience, O&M efficiency, comfort, rural revitalization, environment, and information. Also, the importance of the items in terms of the management agency's viewpoint was identified in descending order such as safety, mobility, accessibility, environment, rural revitalization, convenience, O&M efficiency, information, and comfort. It means that safety of tunnel facilities is more important than mobility, although which is the basic function of the road facility, both in agency's and user's concern. Therefore, the agencies have to pay more attentions and efforts to ensure safety of tunnel facilities when they establish the investment plans for the tunnel facility O&M.

  • 기술개발자 혹은 기술공급자의 예측에만 의존하는 기술의 가치 추정은 과대평가 또는 과소평가될 우려가 있으며, 정확한 기술가치평가를 위해서는 공급측면에서의 분석과 함께 수요측면에서의 가치평가가 요구된다. 이러한 맥락에서 기술을 사용하게 될 잠재적 수요처를 파악할 필요가 있다. 또한 기술의 잠재적 수요처 파악을 통해 기술개발자들은 수요산업에 보다 적합한 제품을 개발하여 기술 가치를 극대화시킬 수 있다는 점에서 의의가 있다. 본 연구에서는 과학기술부가 시행하는 21C 프론티어 사업의 2단계 주요사업으로 선정된 수자원의 지속적 확보기술개발 사업에서 개발 중인 기술의 수요처 선정을 위한 준비 단계로써 공급지장비용 분석을 포함한 산업연관분석을 사용하여 수자원의 확보 또는 공급지장에 따른 산업부문별 파급효과를 산출하였다. 파급효과의 산업부문별 순위는 용수의 재분배 우선순위의 주요한 참고자료가 될 수 있으나, 공공재인 수자원의 특성과 산업의 특성에 따른 현실적인 제약조건들을 고려해볼 때 직접적으로 기술의 수요처라고 보기는 어렵다. 하지만 파급효과의 순위에 따라 기술의 수요가 발생했을 때 기술의 최대가치가 실현됨은 자명한 사실이며, 개별기술에 대한 사례연구 시에 수요산업의 대략적인 틀을 제시해 줄 수 있을 것이다. 또한, 기술개발자들이 수요처에 대한 인식을 보다 명확히 함으로써, 정부와 산업체를 통해 실용화될 수 있도록 기여할 수 있을 것으로 판단된다. 연구결과 산업연관분석을 통해 수도산업의 수요측면 공급측면 파급효과가 산출되었고, 수도의 공급지장으로 인한 파급효과의 순위는 농림수산품 음식료품 제1차금속제품 순으로 나타났다. 본 연구를 통해 개별기술의 달성가능한 최대가치가 산출되고, 개별기술의 사례연구 시에 설문대상 산업이 선정되어 수자원의 지속적 확보기술의 수요처 선정을 위한 토대가 마련될 것으로 기대한다. 수 있었다. 인공순환에 의한 저감효과가 크지는 않을 것으로 예측된다. 조사 기간중 H호의 현존 식물플랑크톤량의 $60%{\sim}87%$가 수심 10m 이내에 분포하였고, 녹조강과 남조강이 우점하는 하절기에는 5m 이내에 주로 분포하였다. 취수탑 지점의 수심이 연중 $25{\sim}35m$를 유지하는 H호의 경우 간헐식 폭기장치를 가동하는 기간은 물론 그 외 기간에도 취수구의 심도를 표층 10m 이하로 유지 할 경우 전체 조류 유입량을 60% 이상 저감할 수 있을 것으로 조사되었다.심볼 및 색채 디자인 등의 작업이 수반되어야 하며, 이들을 고려한 인터넷용 GIS기본도를 신규 제작한다. 상습침수지구와 관련된 각종 GIS데이타와 각 기관이 보유하고 있는 공공정보 가운데 공간정보와 연계되어야 하는 자료를 인터넷 GIS를 이용하여 효율적으로 관리하기 위해서는 단계별 구축전략이 필요하다. 따라서 본 논문에서는 인터넷 GIS를 이용하여 상습침수구역관련 정보를 검색, 처리 및 분석할 수 있는 상습침수 구역 종합정보화 시스템을 구축토록 하였다.N, 항목에서 보 상류가 높게 나타났으나, 철거되지 않은 검전보나 안양대교보에 비해 그 차이가 크지 않은 것으로 나타났다.의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을 개발 및 활용할

  • As the usage of social network service(SNS) increases recently, great attention has been shown to the information security in SNS. However, there has been little investment in SNS environment for security while preferential investment to attract subscribers has been made so far. Moreover, there is still a lack of confidence for investment effect and an absence of framework to analyze the threat factors of information security in SNS. In this paper, we propose to model for decision-making standard of SNS information security investment by the AHP. The result shows that 'service image' is the most important criterion for the decision of SNS information security. It also shows that 'Profile-squatting and reputation slander through ID thefts' and 'Corporate espionage' are important threat factors in SNS information security.

  • Intellectual output, such as research papers and patents, has increased due to the consistent investment of the government R&D budget, however, the economical outcome leaves much to be desired. These unsatisfactory results originate from the lack of information sharing about the technology's business compatibility and enterprise's business capability between technology supplier and technology user. This study aims at investigating the decision making process of technology commercialization by proposing an assessment model of the technology's business compatibility and enterprise's business capability. The assessment model was completed by selecting the key index through a literature survey, field survey and consultation with experts. The technology assessment model can be effectively utilized for technology licensing, technology start-up and technology selection in R&BD projects. However, the assessment indexes required for the basic science are not investigated in this study and some assessment indexes are differently interpreted by the individual appraisers. The assessment model will be improved through field application and additional studies will be conducted to develop the assessment model of basic science.

A Study on the Development of an Assessment Index for Selecting Start-ups on Balanced Scorecard (균형성과표(BSC) 기반 창업기업 선정평가지표 개발)

  • The purpose of this study is to develop an assessment index for the selection of promising start-ups, which will enhance the efficiency of program that support start-ups. In order to develop assessment models for selecting start-ups, three major research steps were conducted. First, this study attempted to theoretically redefine the assessment index from the perspective of the Balanced Scorecard (BSC) through a literature review. Second, major assessment index were derived using Delphi technique for experts in start-up areas. Third, weights were derived by applying AHP technique to calculate the importance of each index. The results of this study are summarized as follows. First, this study attempted to apply the assessment model for selecting start-ups from the Balanced Scorecard (BSC) view through the previous study review. Second, the final major questions were derived with sufficient opinions collected and structured survey of leading start-up experts in areas related to research subjects and elicited the most representative questions. Third, the results of applying the weights of the main selected assessment index, commercialization viewpoint is the most priority, followed by market view, technology development viewpoint, and organizational capability viewpoint. In the middle section, th ability to make products in the commercialization viewpoint, market competitiveness in the market, product discrimination capacity in the technology development perspective, and the ability of the entrepreneur in the organizational capacity perspective were important. Overall important items were found to be in the order of the capabilities of entrepreneurs, market competitiveness, product fire capability, and product discrimination. The importance of small items was highest priority for comparative excellence of competing products, and the degree of marketability, capacity of entrepreneurship, ability to raise capital, desire for entrepreneurship, and passion were shown. The results of this study presented a conceptual alternative to the preceding study on the development of existing selection assessment indexes. And it provides meaningful and important implications as an attempt to develop more sophisticated indicators by overcoming the limitations of empirical research on only some of the evaluation metrics.

Priority Setting for Future Core Technologies in Crops Research using Analytic Hierarchy Process (계층 분석적 의사결정방법을 이용한 경종작물분야 미래유망기술의 우선순위 설정)

  • The study was focused on setting priority for future core technologies in crops using Analytic Hierarchy Process (ARP). The technologies were derived by Delphi method. Evaluation criteria for the priority setting were decided as 'technology', 'market oriented', and 'public concerns' by council. The future core technologies were divided as four groups by importance and R&D level. Technologies in upper two groups were considered in the study. Group I had high importance and high R&D level. Group II had high importance and lower R&D level. Questionnaires were given to 8 specialists in crops. As the results, 'public concerns' was decided as the most important evaluation criterion. The most important technologies are 'developing of growing technology that has low inputs and production cost for environmental friendly agriculture' in group I, and 'developing of gene searching, characteristics transformation, and commercialization technologies for crops using bio-technology' in group II.

  • 기후변화에 대비하여 한정된 수자원을 효율적으로 사용하기 위한 제도적 규제는 앞으로 기업의 제품 생산에서 발생하는 오염까지 확대될 전망이다. 기관투자가 등이 지원하는 영국의 NPO인 탄소정보공개프로젝트(CDP)는 2010년부터 온실가스배출량과 함께 물 사용 상황을 공개할 것을 전 세계 기업에 요구했다. 이에 따라 전 세계에서 탄소발자국과 물발자국에 대한 연구가 활발하게 진행 중에 있다. 우선 본 연구는 선진국을 중심으로 진행되고 있는 물발자국 개념의 활용현황을 분석하였다. 호주와 미국을 비롯한 일부 국가에서는 물발자국의 라벨 제도를 도입하여 기업의 제품에 대한 등급을 구분하고 있다. 라벨의 부착은 인증기관의 검토를 통하여 기존 제품보다 물 사용 효율이 높다는 것을 의미하며, 물발자국 라벨제도는 제품 생산의 전 과정 환경성 평가를 통하여 기업이나 제품의 물발자국 관련 영향을 줄이는 것을 목표로 하고 있다. 또한 스페인에서는 물발자국을 물의 효율적인 분배와 사용을 위한 정책적 요소로 도입하였다. 이상의 분석을 바탕으로 물발자국의 기술적 활용 및 효과를 도출하기 위하여 법과 제도적 측면, 기술적 측면에서 살펴보았으며, 우리나라의 현황과 비교를 진행하였다. 이와 관련하여 분야별 기술 사업에 대한 목표와 최종성과물, 활용방안을 정리하여 해당 개념의 주요쟁점사항에 대해 기술적, 정책적으로 타당한지를 지표를 설정하여 분석하였다. 물발자국의 활용에서 기술적 타당성에 대한 지표는 적절성, 성공가능성, 우수성, 경제성 측면에서 제시가 되었으며, 정책적 타당성은 해당계획 및 기업 및 지자체의 추진의지, 위험요인, 특수평가 항목을 통해 개업 및 지자체의 물발자국 활용 타당성을 분석하였다. 이상을 바탕으로 본 연구에서는, 물발자국 도입을 위한 종합평가로서 AHP 분석을 실시하여 물발자국 도입을 위한 중요도와 종합목적 및 위기상황에 따른 대체안을 설정할 수 있도록 우선순위를 도출하였다. 현재 우리나라는 본격적인 정책적 도입에 앞서 개념의 정의, 정책 공감대의 확대, 한국형 데이터베이스를 구축하는 시범단계에 있다. 물 산업의 확대와 우리 기업들의 해외진출은 가상수와 물발자국의 데이터베이스의 구축이 시급하다는 것을 보여준다. 따라서 본 연구는 앞으로 우리나라의 물발자국 도입을 위한 방향을 설정할 수 있는 기초연구로서 큰 의미를 지니며, 기업의 물산업 전략을 수립을 위한 지표 설정에 있어서도 기초자료를 제공할 수 있을 것으로 기대된다.

Research on the Level Evaluation Model of the Organization Research Security (조직의 연구보안 수준평가 모형 연구)

  • Recently, the importance of research and development for technological innovation is increasing. The rapid development of research and development has a number of positive effects, but at the same time there are also negative effects that accelerate crimes of information and technology leakage. In this study, a research security level measurement model was developed that can safely protect the R&D environment conducted at the organizational level in order to prepare for the increasingly serious R&D result leakage accident. First, by analyzing and synthesizing security policies related to domestic and overseas R&D, 10 research security level evaluation items (Research Security Promotion System, Research Facility and Equipment Security, Electronic Information Security, Major Research Information Security Management, Research Note Security Management, Patent/Intellectual Property Security Management, Technology Commercialization Security Management, Internal Researcher Security Management, Authorized Third Party Researcher Security Management, External Researcher Security Management) were derived through expert interviews. Next, the research security level evaluation model was designed so that the derived research security level evaluation items can be applied to the organization's research and development environment from a multidimensional perspective. Finally, the validity of the model was verified, and the level of research security was evaluated by applying a pilot target to the organizations that actually conduct R&D. The research security level evaluation model developed in this study is expected to be useful for appropriately measuring the security level of organizations and projects that are actually conducting R&D. It is believed that it will be helpful in establishing a research security system and preparing security management measures. In addition, it is expected that stable and effective results of R&D investments can be achieved by safely carrying out R&D at the project level as well as improving the security of the organization performing R&D.

  • The BTL project, 4 years since its operation, has benchmarked the PFI Project in Japan and has been introduced. Given the evaluation step to select a preferred bidder, in a technological factor, the basic plans are corrected and complemented, whereas in a price factor, the low price bidding system is being enforced. There is concern that how to select preferred bidders and how to operate project costs during operation and management period may be problematic. Thus, in this study, using the Analytic Hierarchy Process, the method of deciding the pribrity to select preferred bidders in an early stage of the project and the evaluation model to evaluate the validity of BTL project expenses in process of project enforcement are established. Targeting the group. composed of experts who have experiences in the BTL project. Then, the levelling of evaluation factors and grouping have been carried out as following: LCC analysis and disbursement for government including two more detailed factors.

Some Methods Determining Reasonable Royalty Rates for Patent Valuation - An Infringement Damages Model (특허가치평가를 위한 합리적 로열티율 산정 방안 - 손해액산정모형을 중심으로)

  • This paper deals with methods for determining the reasonable royalty rates in the valuation of patents. To calculate the reliable reasonable royalty rate of a patent, we review pros and cons of the 25% rule royalty calculating method and the recent trend of this method. We also review the game theory of Nash Bargaining equation and review the Investment of Rate of Return Method according to the financial analysis. Next, we refer to the reasonable royalty damage cases among the recent patent infringement cases in USA and analyze the corresponding patents. We extract the patent indicators from the patent bibliographic information. Finally, we obtain a regression model for calculating a reasonable royalty rate using the patent indicators and the reasonable royalty rates in the recent patent infringement cases.
