Construction Research and Development (R & D) projects have been begun with the investment of 1.2 billions in 1994 and have been reached to 30 billions in 2004. During this ten-year period, a total of investment for construction R&D amounts to 125.7 billions (Total 418 construction R&D projects). However, the results of each R&D project could not apply to real construction site because each project has been performed by a small size (0.5 billions). In addition to those, the social interest on the construction R&D projects has not been received and those importance has not been recognized. Especially, there aren't still standardized methodologies or weighted measurement data for evaluating research performance of the construction R&D projects up to now. The construction R&D projects has been Invested on the basis of an annual technology demand survey rather than the research performance outcome. Therefore, it is important to establish a qualitative performance measurement model for evaluating construction R&D projects. This paper proposes a new research methodology for analyzing the performance measurement of the construction R&D projects. First of all, the Balanced Score Card (BSC) is used to evaluate the construction STAR technologies selected in this research. The performance items of BSC has been modified as four criteria such as "productivity, "knowledge accumulation," "training of students," and "welfare." The new research methodology developed in this paper is expected to use in establishing resonable construction R&D budget in the future.

This study aims to analyze various issues and problems in the implementation process of cultural impact assessment in 2016. As a result of the analysis, it is found that the evaluation index of the cultural impact assessment is difficult to understand, and the referring data and materials in the evaluation planning phase in the process of the cultural impact assessment are deficient, and the evaluation planning is based on surveys rather than various methods. And there are some problems with evaluation scales and weighting, and they are focused on the evaluation itself rather than the feedback of the evaluation results. Therefore, this study suggests that, in the evaluation planning phase, the different methods of comparing the evaluation results according to the project execution, the project progress, and the completion time of the project should be adopted, and the project manager and the evaluation group participate developing the evaluation indicators together, and methodology for identifying causal relationship such as system dynamics will be adopted. In the stage of evaluation, it is necessary to introduce various methodology such as diverse residents participation, abundant case study, application of quantitative methodology, and the utilization of expert evaluation teams. In the evaluation feedback stage, it is necessary to provide thorough consulting based on the evaluation results.

This research purpose to improve the qualification items for electronic commerce manager. Former qualification system for the electronic commerce manager was executed 11 times from year 2000 to 2005. To improve the standard for test questions and contents of qualification items, we reviewed literatures about job analysis for electronic commerce manager, electronic commerce curriculum, e-Business market and other countries' similar qualification systems and items. We also analysed the job related knowledge, skill, and abilities using job analysis by DACUM method, subject matter experts interview and workshop committee for development and validation of qualification items. Based on the results of job analysis and DACUM workshop, we derived a job model for electronic commerce manager and then validated it through field survey and additional expert review. Finally we developed and suggested an alternated qualification items using matrix analysis between categorized job knowledge and job tasks.

The purpose of this study is to examine the effect of the disability awareness program and to search for its development plan. For this, the disability awareness program was developed and lecturers were educated. And it had been exercised and examined its effect to 508 people including elementary, middle and high school students and adults nationwide from June to October in 2017. To examine the effect of the program, Disability Awareness Index developed by Korean Foundation for Persons with Disabilities was used. It was also examined on the change of the disability awareness(understanding disability and human rights of disabled) and of the knowledge about discrimination and differentiation. Pre-post tests based on the experimental design were performed and data were analyzed using descriptive statistics, paired t-test, independent t-test and ANOVA. The research results showed as follows; Disability awareness was improved significantly and knowledge about discrimination and differentiation were enhanced after attending the program. Also, it was found that the factors like gender, age, and program types made significant difference to the effects of the program. Based on the research results, this study suggested for the development disability awareness program and the directions for future studies.

The purpose of this study is to propose the performance measurement model for open big data platform. In order to develop the performance measurement model, we have integrated big data reference architecture(NIST 2018) with performance prism model(Neely et al. 2001) in the platform perspective of open big data. Our proposed model consists of five key building blocks for measuring performance of open data platform as follows: stakeholder contribution, big data governance capabilities, big data service capabilities, big data IT capabilities, and stakeholder satisfaction. In addition, our proposed model have twenty four evaluation indices and seventy five measurement items. We believe that our model could offer both research and practical implications for relevant research.

Research collaboration between industry and universities is high on many policy agenda's nowadays, especially with regard to science-based technological innovation. Nonetheless, there have been few attempts at examining large-scale systematic and quantitative data on the nature and extent of university-industry collaborations. The objective of this paper is to explore the patterns and trends of research collaborations between universities and companies for scientific knowledge production in the seven science-based technologies. This paper uses co-authored articles published in major scientific journals in the world as an indicator of collaborative scientific research between universities, companies and governmental research institutes. The tens of thousands of co-authorship papers in the northeast region in the US over the years 2006 to 2010 were analyzed for collaboration patterns and their spatial characteristics. This paper finds that there were increases both in the proportions of multiple authored, particularly five or more, papers, and in the volume of international collaborations. By examining a type of collaborations between different institutions, research collaboration between universities and companies in this region is relatively high share at national level. This suggests that the national or even international scale seems more appropriate for innovation policies.

최근 다양한 어플리케이션과 전용 임베디드 시스템의 개발 필요성이 증가하고 있으며 이는 Smart Community를 추구하는 디지털 지식사회의 중요한 이슈가 되고 있다. 현재 상용화되고 있는 대부분의 실시간 임베디드 시스템들을 다양한 측면에서 자사의 제품 기준에 따르는 기술적 특징과 성능 지표를 제공하고 있으며 이를 통한 성능 품질 등의 판단 근거로 제시되고 있다. 그러나 각 자료들이 공인 기관에서 제공되지 않아 자료의 신뢰도가 낮으며 따라서 성능측정 및 품질척도로 비교하는데는 어려움이 있다 따라서 본 연구는 이러한 문제점을 착안하여 자바 카드 API의 품질 평가를 위해서 사전에 테스트를 거쳐 좀더 신뢰성과 안전성이 높은 자바 카드 애플릿을 개발하고자 한다. 이에 가장 중요한 부분 중에 하나인 에러체크를 통해 임의적으로 에러 처리 시나리오를 작성해서 그 시나리오를 거친 테스트 데이터를 생성한 후, 그 데이터를 가지고 API의 풀질 평가를 하고자 하는데 목적이 있다. 이에 본 논문에서는 테스트 데이터 생성 시나리오를 제안하였다. 단지 제안만 해 놓았기 때문에 향후 이 시나리오를 거친 테스트 데이터 생성을 연구하고자 한다. 또한, Verification을 위해 수학에 기초를 둔 정형 기법(Formal Method)을 이용하여 좀더 깊이 있고, 정확한 검증을 수행 하고자 한다.

현재의 기술과 전문가들의 지식을 바탕으로 수치 예보 모델의 해상도가 점차 증가하고 있으나 한편으로는 해상도가 높아질수록 신뢰성 있는 장기 예보를 제공하는데 어려움이 있다. 즉, 고해상도 모델의 경우 미세한 오차가 발생 하더라도, 실제 기상학적 관점에서 시공간적으로 변동성이 크게 발생할 개연성이 크며, 이로 인해 모델에서 발생하는 불확실성은 더욱 커질 수 있다. 한국 기상청(KMA)에서는 영국기상청으로부터 도입한 통합모델(UM)을 현업 운영하고 있다. 본 연구에서 기상청 통합모델인 UM3.0 예보모델의 예측정확성을 다양한 관점에서 평가하고자 한다. 기상청 UM3.0 모델은 3km의 공간해상도와 1시간 시간해상도를 가지며, 예보시작시점기준 7일간의 예보정보를 제공한다. 강수량 예측정보의 활용성을 평가하기 위해서 예측 시계열에 대해 RMSE, 편의 및 등 다양한 통계지표와 공간적인 강수량 발생 특성을 평가하기 위해서 FSS 방법을 적용하였다. 본 연구 결과를 통해 UM3.0 모델의 1시간 및 3km의 시공간해상도와 선행예보 기간을 그대로 수문학적으로 활용하는 데에는 다소 무리가 있는 것으로 평가되었으며, 이러한 점에서 수문학적 활용관점에서 최적의 시공간적 규모와 선행예보 시간을 분석하였다.

SW-based service model is considered strategic industry in the advancement of national economic development. Also SW-based service model has Public Interest and Profitability, it should be conducted assessment considering both sides of private and public reflection. To obtain the goal of this research, firstly, based on broadly reviewing previous literature and logical reasoning in business model evaluation and feasibility of public business. Secondly, derived SW-based service model's feature through a group of experts to analyze. And AHP(Analytic Hierarchy Process) is adopted in developing the influential factors (indexes) for the profitability of each SW-based service model and the weight score of each factor. In the result, We suggested 5 evaluation areas, and 15 evaluation items reflecting private business model, public business evaluation and SW-based service model feature. The findings of this study are thought to be useful as a practical guideline in performing evaluating the SW-based service model for private and public sector.

The purpose of this study is to provide a practical guide for establishing BSC that can be practically applied by SMEs. To this end, a case study was conducted to establish a performance evaluation system through a field-required Balanced Scorecard (BSC) for company J, a tent pole manufacturer, and to provide a management strategy system map. As a survey method, the requirements of the ordering organization were organized through a comparison of the BSC-related proposal requests in the first stage. The BSC establishment method was organized through the arrangement of the second stage result report. The 3rd stage BSC derived KPI indicators for SMEs for each of the 4 perspectives. A corporate vision was derived through a 4-step SWOT analysis. A strategy map was developed through 5-step field-required KPI, weight setting, and BSC. The 6-step final strategy system was also drawn up. As a result of the study, the four perspectives of the BSC were reconstructed by department. That is, the financial (financial) perspective is from the executives' perspective, the customer's perspective is from the sales department's perspective, the internal process perspective is from the design department/production quality department's perspective, and the learning/innovation perspective is from the management department's perspective. In addition, a total of 11 CSFs and a total of 49 KPIs of J company were derived. The limitation of the study is that the final strategy system through the company's BSC has only been carried out, and it needs to be linked with the company's compensation system in the future.
